March 8, 2022
On March 7, 2022 at 12:41 PM the Pineville Police Department received a report of a burglary in
progress on 109 Wayne Street. Upon the arrival of officers, two white males fled the scene, one on
foot and another in a gray Chevrolet pick up. The officers started a pursuit of the both subjects.
The officers pursued the Chevrolet truck down Bragg Street on Louisiana 107 to Louisiana 454 in
Ruby where the pursuit terminated.
The suspect vehicle fled down Louisiana 454 to the closed bridge in Avoyelles Parish. At the bridge
the vehicle struck a Pineville Police Department Officer. Officers fired upon the vehicle when it struck
the officer. The driver was not struck, the vehicle was disabled by the gunfire. The driver abandoned
the vehicle. After a brief foot pursuit, the officers apprehended the subject. They identify the driver
of the vehicle as:
Kyle Rabalais, 27 YOA

Alexandria
He was booked into the Rapides Parish Detention Center for:
Aggravated Flight from an Officer
Aggravated Burglary
Criminal Conspiracy
The Pineville Police Department is still searching for the second subject that fled the scene on foot.
The investigation is being conducted in cooperation with the Rapides Parish District Attorney's Office
and the Avoyelles Parish Sheriff’s Office.

Arrest made in joint child po*******hy investigation

On January 18th, 2022, the RPSO Digital Forensics/Cyber Crimes Unit received a report from the Office of the Attorney General, Louisiana Bureau of Investigation Internet Crimes Against Children Taskforce (I.C.A.C.) of alleged criminal sexual conduct that was believed to have occurred in the Rapides Parish area. According to the report, a cyber tip was received from the National Center for Missing and Exploited Children (N.C.M.E.C.) that contained information related to the dissemination of child po*******hy, via online activities.

Digital Forensics/Cyber Crimes Unit Detectives, who are members of the I.C.A.C. Taskforce, conducted a joint investigation with the AG’s Office related to the allegations. During their investigation, Seth Christian Chumley, 19 of Lecompte, LA, was identified as a suspect. Probable cause was established and a warrant was obtained for Chumley’s arrest in reference to three counts Po*******hy Involving Juveniles - Victim Under Age of 13.

On Thursday February 10th, 2022, Digital Forensics/Cyber Crimes Unit Detectives executed a search warrant at Chumley’s residence where he was taken into custody without incident. As their investigation continued, Detectives were able to establish sufficient probable cause that supported further allegations Chumley had committed additional crimes. Detectives obtained additional warrants for Chumley’s arrest in reference to two hundred additional counts Distribution of Po*******hy Involving Juveniles - Victim Under Age of 13. Chumley was booked into the Rapides Parish Detention Center where he remains at the time of this release in lieu of a $10,150,000.00 bond.

A Grant Parish Sheriff’s Deputy noticed a vehicle traveling in the wrong lane south of Colfax, leading to a traffic stop and the discovery of numerous drugs.

Brian Middleton, 33 years old, of 588 East Meade Road, Po***ck, was arrested for:

• Possession of Methamphetamine

• Possession of Suboxone

• Possession of Va**um

• Possession of Ma*****na

• Possession of Drug Paraphernalia

• Violation of Probation

Traffic stops by the Grant Parish Sheriff’s Office led to the arrest of several people for drugs.

• Brandon Fredericks, 31 years old, of 203 Anderson Street, Winnfield, was arrested for Possession of Methamphetamine, Illegal Use of Drugs in the Presence of Minors and Possession of Drug Paraphernalia.

• Harold Bagwell, III, 52 years old, of 85 Joyce Road, Boyce, was arrested for Possession of Methamphetamine and Possession of Drug Paraphernalia.

• Kelsy Scott, 21 years old, of 292 East Meade Road, Po***ck, was arrested for Possession of He**in and Possession of Ma*****na.

• Dusty Lofton, 42 years old, of 579 Lofton Road, Po***ck, was arrested for Possession of Methamphetamine, Possession of Ma*****na and Possession of Drug Paraphernalia.

• Shonnan Johnson, 46 years old, of 605 Fendler Parkway, Pineville, was arrested for Possession of Methamphetamine, 3rd offense Possession of Ma*****na, Flight from an Officer, Resisting an Officer, Possession of Drug Paraphernalia and an outstanding warrant.

An investigation by the Grant Parish Sheriff’s Office of a stolen motorcycle led to the arrest of a Pineville man.

Joshua Sermons, 35 years old, of 3121 Shreveport Hwy., Pineville, was arrested for Theft of a Motor Vehicle.

A narcotic investigation by the Grant Parish Sheriff’s Office led to the arrest of two suspected drug dealers near Po***ck.

Shannon Bolding, 51 years old, and Jared Bolding, 48 years old, both of 304 Fred Scott Road, Po***ck, were arrested for Possession of Methamphetamine with the Intent to Distribute.

Follow up arrest on po*******hy involving juveniles investigation

UPDATE ON PO*******HY INVOLVING JUVENILES ARREST FROM LAST WEEK

As their investigation continued, Sheriff’s Detectives assigned to the Digital Forensics/Cyber Crimes Unit were able to establish sufficient probable cause that supported further allegations Vickers had committed additional crimes. Detectives obtained additional warrants for Vickers’ arrest in reference to nineteen counts Distribution of Po*******hy Involving Juveniles - Victim Under Age of 13. On February 7th, Vickers was taken into custody and again booked into the Rapides Parish Detention Center where he remains at the time of this release, in lieu of $950,000.00 bond.

Arrest made in human trafficking and narcotics investigation

In November 2021, the Rapides Area Drug Enforcement (RADE) Unit received complaints in reference to a local medical provider who was allegedly providing narcotics for sexual favors. Agents began their investigation and Mark Damian Declouet Jr., a Psychiatric Nurse Practitioner in the Alexandria area, was identified as a suspect.

During their investigation of Declouet, Jr., Agents discovered he would allegedly solicit men with cash to locate and provide females for sexual purposes. From information gathered during their investigation, Agents developed probable cause for an arrest warrant for Declouet, Jr. Agents also developed probable cause to secure a search warrant on Declouet, Jr.’s residence. Declouet, Jr. was taken into custody without incident and was found to be in possession of suboxone films at the time of his arrest. In Declouet, Jr.'s residence, Agents also located suboxone films, fentanyl , methamphetamine and drug paraphernalia.

Declouet Jr. was booked into the Rapides Parish Detention Center and remains in jail at this time as bond has not been set for several charges.

“Our agents, through their investigation, believe there may be more victims of this suspect out there and we are encouraging them to come forward” said Sheriff Mark Wood. “Nothing is more disturbing than someone of authority victimizing someone in need’.

A traffic stop in the Prospect community led to the arrest of a Pineville man, after methamphetamine and THC wax was discovered, along with a gun.

Robert Peavy, 68 years old, of 305 Ray Street, Pineville, was arrested for Possession of Methamphetamine, Possession of a Firearm with Drugs and Possession of Ma*****na.

The Grant Parish Sheriff’s Office responded to a report of a suspicious person near Po***ck, leading to the arrest of a Dry Prong man after 20 bags of methamphetamine along with ma*****na was discovered.

Brandon Morton, 42 years old, of 138 Glenn Road, Dry Prong, was arrested for Possession of Methamphetamine with the Intent to Distribute and Possession of Ma*****na.

Arrest made in criminal sexual conduct investigation
On January 21st, 2022, deputies responded to a report of possible criminal sexual conduct involving a juvenile. Deputies took the initial report and the case was turned over to the RPSO Special Victim’s Unit (SVU) for further investigation.

From their investigation and with the assistance of the Children’s Advocacy Center, SVU Detectives identified the suspect as Nicholas Trevor Ford, 24 of Deville, LA. Probable cause was established that supported the original allegations and a warrant was obtained for the arrest of Ford for several criminal sexual conduct related offenses.

On January 28th, 2022, Ford was taken into custody and placed under arrest by SVU Detectives. Ford was later transported and booked into the Rapides Parish Sheriff’s Office Detention Center where he remains, at the time of this release, in lieu of an $875,500.00 bond.

SVU Detectives say their investigation is still ongoing and further charges are expected. If anyone has any information related to this case or any other sexual related offense, they are asked to contact Detective Cali Philpot, RPSO-Special Victims Unit, at (318)473-6727.

On January 25, 2022, the Grant Parish Sheriff's Office arrested Gregory Brevelle, 38 years old, of Colfax, for 1st Degree R**e, Aggravated Crimes Against Nature, and Oral Sexual Battery.

On January 26, 2022, deputies had interacted with Brevelle throughout the day. During routine checks, a deputy discovered that Brevelle had hung himself, using a bed sheet.

Deputies immediately began C.P.R. and an ambulance was called. Brevelle was taken to a hospital, where he passed away a short time later.

An investigation by the Grant Parish Sheriff’s Office of a stolen vehicle, led to the arrest of a Pineville man.

Rocky Ferrington, 24 years old, of 754 12th Street, Pineville, was arrested for Theft of a Motor Vehicle, Criminal Damage to Property, and Unauthorized Use of a Motor Vehicle.

The Grant Parish Sheriff’s Office responded to a report of a suspicious person north of Po***ck.

Deputies located the person, leading to the arrest of a Po***ck man. Deputies discovered methamphetamine along with other drugs and a powdered drink mix. The man told deputies that he mixes the powdered drink mix with the methamphetamine and smokes it because, “it lets him get his high and vitamin D at the same time”.

Michael Johns, 32 years old, of 131 Antonia Hill Road, Po***ck, was arrested for Possession of Methamphetamine, Possession of Ma*****na, Possession of Drug Paraphernalia and Illegal Carrying of a Firearm with Drugs.

James McLeod, 37 years old, of 340 Joe Fredricks Road, Montgomery, was arrested for Burglary, Criminal Trespassing, Theft, and Possession of a Firearm by a Convicted Felon.

Alvin Giddings, 52 years old, of 85 Ida Wells Road, Deville, was arrested for Possession of Methamphetamine, Possession of Ma*****na and Possession of Drug Paraphernalia.

The Grant Parish Sheriff’s Office received a report of a strange man in a driveway. Deputies located the person in the Bentley community, leading to the arrest of a Deville man for drugs and trespassing. Once at the jail, deputies discovered more drugs that had been concealed in his underwear.

Matthew Dodge, 26 years old, of 569 Hooper Road, Deville, was arrested for Criminal Trespassing, Possession of Methamphetamine, Taking Contraband into a Penal Institution and Possession of Drug Paraphernalia.

A traffic stop in the Prospect community led to the arrest of an Alexandria man after K-9 Axle alerted to the vehicle, leading to the discovery of a magnetic box with drugs that was hidden underneath the vehicle.

Thomas Russ, 36 years old, of 1223 Wilshire Drive, Alexandria, was arrested for Possession of Methamphetamine and Possession of Drug Paraphernalia.

Michael Reed, an inmate at the minimum security Federal Prison, south of Po***ck, has escaped.

Reed was last seen wearing gray sweatpants and a gray sweatshirt.

He is serving a prison sentence for weapons charges.

The Grant Parish Sheriff’s Office received a report of someone standing in the middle of a road, south of Po***ck, acting erratically.

Deputies received another call that there was a strange man sitting in their yard. The person was located, along with a syringe filled with methamphetamine.

Richard Smith, Jr., 38 years old, of 233 Bodie’s Landing Road, Po***ck, was arrested for Criminal Trespassing, Possession of Methamphetamine, Possession of Drug Paraphernalia and Obstruction of Justice.

Burglary investigations conducted by the detectives of the Grant Parish Sheriff’s Office led to the arrest of a Dry Prong man.

Jason White, 39 years old, of 775 Newton Road, Dry Prong, was arrested for 3 counts of Burglary, Possession of Methamphetamine and Possession of Drug Paraphernalia.

A theft investigation led the Grant Parish Sheriff’s Office to get a search warrant for a house in the Fairfield community.

When deputies served the search warrant, they discovered stolen items, drugs, a bullet proof vest and two toddlers that were locked inside of a room.

Joshua Martin, 34 years old, of 202 Carl Jones Road, Dry Prong, was arrested for: Theft, Possession of Methamphetamine with the Intent to Distribute, Possession of Drug Paraphernalia, Criminal Trespassing, Unlawful Use of Body Armor, Possession of Ma*****na, and Illegal Use of Drugs in the Presence of Children.

Nicole Kirtland, 27 years old, of 202 Carl Jones Road, Dry Prong, was arrested for: Cruelty to Juveniles, Illegal Use of Drugs in the Presence of Children, Possession of Methamphetamine, and Possession of Drug Paraphernalia.

Jason Satcher, 38 years old, of 651 Firetower Road, Dry Prong, was arrested for Possession of Methamphetamine and Possession of Drug Paraphernalia.

A traffic stop in the Prospect community, led to the arrest of a Pineville man after K-9 R***r alerted to the vehicle and drugs were found hidden in a hidden compartment of a gear shifter.

Brandon Smith, 38 years old, of 1102 Cemetery Road, Pineville, was arrested for Possession of Methamphetamine.

The Grant Parish Sheriff’s Office and the Louisiana Department of Agriculture and Forestry were investigating a theft, leading to the arrest of a Downsville man.

Brian Goodling, 44 years old, of 1757 Hwy. 837, Downsville, was arrested for Illegal Possession of a Stolen Firearm, Illegal Carrying of a Weapon with Drugs, Possession of Drug Paraphernalia, and Possession of Methamphetamine.

A traffic stop in the Bentley community, led to the arrest of a Montegut man for driving a vehicle that was stolen from Terrebonne Parish.

Conue Naquin, 20 years old, of 2634 Hwy. 665, Montegut, was arrested for Illegal Possession of Stolen Things.

• Timothy Bunn, 50 years old, of 2175 Rock Hill Road, Dry Prong, was arrested for 4 counts of Burglary and Criminal Damage to Property.

• Zachary Seals, 36 years old, of 2175 Rock Hill Road, Dry Prong, was arrested for Burglary, Criminal Damage to Property and 4 counts of Criminal Trespassing.

• Landon Seals, 30 years old, of 337 Seals Road, Po***ck, was arrested for 7 counts of Burglary, Criminal Damage to Property, Possession of Methamphetamine, Possession of Drug Paraphernalia, and Probation Violation.

• Shawn Durand, 29 years old, of Olla, was arrested for Possession of a Firearm by a Convicted Felon and Possession of Drug Paraphernalia.

A traffic stop in the Georgetown community by the Grant Parish Sheriff’s Office led to the arrest of two Hornbeck people after K-9 R***r alerted to their vehicle.

John Carroll, 61 years old, of 825 Brushy Creek Road, Hornbeck, was arrested for Possession of a Firearm by a Convicted Felon, Illegal Carrying of a Weapon with Drugs, Possession of Drug Paraphernalia, Possession of Methamphetamine and an outstanding warrant in Vernon Parish.

Shelby Shackelford, 44 years old, of 181 Sharbeno Road, Hornbeck, was arrested for Possession of a Firearm by a Convicted Felon, Illegal Carrying of a Weapon with Drugs, and Possession of Methamphetamine.

Shalyn Ellinger, of 281 Buck Grandstaff Road, Georgetown, was arrested for Possession of Methamphetamine with the Intent to Distribute.

Road Block Check Point

. I was an I witness to the incident and there are many different law enforcement agencies at the scene. It appears they were flagging down vehicles and requesting that they produce some form of paperwork and the occupants of the vehicles were complying and others were asked to get out of the vehicle for what appeared to be series of test.

This video was taken 30 minutes ago around 11:00pm Saturday Night on 12/15/2012 on MacArthur Drive at the intersection of Prescott and MacArthur around the 1800 block of MacArthur. I was an I witness to the incident and there are many different law enforcement agencies at the scene. It appears they were flagging down vehicles and requesting that they produce some form of paperwork and the occupants of the vehicles were complying and others were asked to get out of the vehicle for what appeared to be series of test. I did notice a vehicle turn onto the service road and not continue through the what appeared to be a "ROAD BLOCK" and was immediately pursued by a Louisiana State Trooper in an SUV. I am not speculating what type of road block was set up here at CBL we state the facts and let you decide. You might want to avoid this area if you do not have time to sit and wait in traffic. It might be best to stay home this evening if this would cause you a delay to your destination and go tomorrow when the traffic is not so jammed up.
