On March 7, 2022 at 12:41 PM the Pineville Police Department received a report of a burglary in
progress on 109 Wayne Street. Upon the arrival of officers, two white males fled the scene, one on
foot and another in a gray Chevrolet pick up. The officers started a pursuit of the both subjects.
The officers pursued the Chevrolet truck down Bragg Street on Louisiana 107 to Louisiana 454 in
Ruby where the pursuit terminated.
The suspect vehicle fled down Louisiana 454 to the closed bridge in Avoyelles Parish. At the bridge
the vehicle struck a Pineville Police Department Officer. Officers fired upon the vehicle when it struck
the officer. The driver was not struck, the vehicle was disabled by the gunfire. The driver abandoned
the vehicle. After a brief foot pursuit, the officers apprehended the subject. They identify the driver
of the vehicle as:

He was booked into the Rapides Parish Detention Center for:
Aggravated Flight from an Officer
Aggravated Burglary
Criminal Conspiracy
The Pineville Police Department is still searching for the second subject that fled the scene on foot.
The investigation is being conducted in cooperation with the Rapides Parish District Attorney's Office
and the Avoyelles Parish Sheriff’s Office.

Arrest made in joint child po*******hy investigation

On January 18th, 2022, the RPSO Digital Forensics/Cyber Crimes Unit received a report from the Office of the Attorney General, Louisiana Bureau of Investigation Internet Crimes Against Children Taskforce (I.C.A.C.) of alleged criminal sexual conduct that was believed to have occurred in the Rapides Parish area. According to the report, a cyber tip was received from the National Center for Missing and Exploited Children (N.C.M.E.C.) that contained information related to the dissemination of child po*******hy, via online activities.



Digital Forensics/Cyber Crimes Unit Detectives, who are members of the I.C.A.C. Taskforce, conducted a joint investigation with the AG’s Office related to the allegations. During their investigation, Seth Christian Chumley, 19 of Lecompte, LA, was identified as a suspect. Probable cause was established and a warrant was obtained for Chumley’s arrest in reference to three counts Po*******hy Involving Juveniles - Victim Under Age of 13.



On Thursday February 10th, 2022, Digital Forensics/Cyber Crimes Unit Detectives executed a search warrant at Chumley’s residence where he was taken into custody without incident. As their investigation continued, Detectives were able to establish sufficient probable cause that supported further allegations Chumley had committed additional crimes. Detectives obtained additional warrants for Chumley’s arrest in reference to two hundred additional counts Distribution of Po*******hy Involving Juveniles - Victim Under Age of 13. Chumley was booked into the Rapides Parish Detention Center where he remains at the time of this release in lieu of a $10,150,000.00 bond.

Traffic stops by the Grant Parish Sheriff’s Office led to the arrest of several people for drugs.

• Brandon Fredericks, 31 years old, of 203 Anderson Street, Winnfield, was arrested for Possession of Methamphetamine, Illegal Use of Drugs in the Presence of Minors and Possession of Drug Paraphernalia.

• Harold Bagwell, III, 52 years old, of 85 Joyce Road, Boyce, was arrested for Possession of Methamphetamine and Possession of Drug Paraphernalia.

UPDATE ON PO*******HY INVOLVING JUVENILES ARREST FROM LAST WEEK



As their investigation continued, Sheriff’s Detectives assigned to the Digital Forensics/Cyber Crimes Unit were able to establish sufficient probable cause that supported further allegations Vickers had committed additional crimes. Detectives obtained additional warrants for Vickers’ arrest in reference to nineteen counts Distribution of Po*******hy Involving Juveniles - Victim Under Age of 13. On February 7th, Vickers was taken into custody and again booked into the Rapides Parish Detention Center where he remains at the time of this release, in lieu of $950,000.00 bond.

Arrest made in human trafficking and narcotics investigation

In November 2021, the Rapides Area Drug Enforcement (RADE) Unit received complaints in reference to a local medical provider who was allegedly providing narcotics for sexual favors. Agents began their investigation and Mark Damian Declouet Jr., a Psychiatric Nurse Practitioner in the Alexandria area, was identified as a suspect.



During their investigation of Declouet, Jr., Agents discovered he would allegedly solicit men with cash to locate and provide females for sexual purposes. From information gathered during their investigation, Agents developed probable cause for an arrest warrant for Declouet, Jr. Agents also developed probable cause to secure a search warrant on Declouet, Jr.’s residence. Declouet, Jr. was taken into custody without incident and was found to be in possession of suboxone films at the time of his arrest. In Declouet, Jr.'s residence, Agents also located suboxone films, fentanyl , methamphetamine and drug paraphernalia.



Declouet Jr. was booked into the Rapides Parish Detention Center and remains in jail at this time as bond has not been set for several charges.



“Our agents, through their investigation, believe there may be more victims of this suspect out there and we are encouraging them to come forward” said Sheriff Mark Wood. “Nothing is more disturbing than someone of authority victimizing someone in need’.

Arrest made in criminal sexual conduct investigation
On January 21st, 2022, deputies responded to a report of possible criminal sexual conduct involving a juvenile. Deputies took the initial report and the case was turned over to the RPSO Special Victim’s Unit (SVU) for further investigation.

From their investigation and with the assistance of the Children’s Advocacy Center, SVU Detectives identified the suspect as Nicholas Trevor Ford, 24 of Deville, LA. Probable cause was established that supported the original allegations and a warrant was obtained for the arrest of Ford for several criminal sexual conduct related offenses.

On January 28th, 2022, Ford was taken into custody and placed under arrest by SVU Detectives. Ford was later transported and booked into the Rapides Parish Sheriff’s Office Detention Center where he remains, at the time of this release, in lieu of an $875,500.00 bond.

SVU Detectives say their investigation is still ongoing and further charges are expected. If anyone has any information related to this case or any other sexual related offense, they are asked to contact Detective Cali Philpot, RPSO-Special Victims Unit, at (318)473-6727.

On January 25, 2022, the Grant Parish Sheriff's Office arrested Gregory Brevelle, 38 years old, of Colfax, for 1st Degree R**e, Aggravated Crimes Against Nature, and Oral Sexual Battery.

On January 26, 2022, deputies had interacted with Brevelle throughout the day. During routine checks, a deputy discovered that Brevelle had hung himself, using a bed sheet.

Deputies immediately began C.P.R. and an ambulance was called. Brevelle was taken to a hospital, where he passed away a short time later.
