WYOMING TEACHERS RECEIVE THE PRESIDENTIAL AWARD FOR EXCELLENCE IN MATHEMATICS AND SCIENCE
CHEYENNE - Two Wyoming educators – Katie McCue and Craig Williams – have received the Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST). President Joe Biden made the winner’s announcement on Tuesday.

PAEMST is the highest recognition that K-12 mathematics, science, or computer science teachers can receive in the U.S. Nominations and awards are facilitated by the White House Office of Science and Technology Policy and the National Science Foundation.

“It is an honor to be selected for the Presidential Award in the area of mathematics and to join the ranks of other outstanding educators in mathematics and science education,” said McCue, a second-grade math teacher at Eastside Elementary in Cody. “Being selected for this award is particularly meaningful because I believe in being a champion for education and this award reinforces that my instruction is worth recognition. It is humbling even to be nominated for this prestigious award. I would like to thank all of my colleagues that have supported and mentored me.”

“The award has connected me to a network of high-achieving educators in Wyoming, while also opening doors to influence curriculum and best practices for students,” said Williams, a fourth-grade math teacher at Buffalo Ridge Elementary in Cheyenne. “I hope to connect with teachers nationally to network about best practices in the teaching of mathematics and bring those home. The award has increased my confidence in my ability to prepare my students in STEM fields and help mentor teachers in their own growth in mathematics.”

Each year, up to six finalists in each state are chosen for the award through a rigorous peer review process. The applications are forwarded to the National Science Foundation, where the final selection for the national Presidential Awardee is made. Enacted by Congress in 1983, the program authorizes the President to award 108 math and science teachers each year in recognition of their contribution to excellent teaching and learning.

“These teachers are not only leaders in their field, but they are an inspiration to students and colleagues alike,” said State Superintendent of Public Instruction Brian Schroeder. “I am truly proud of Craig and Katie for their dedication in teaching mathematics, and for their commitment to the students of Wyoming.”

The awardees come from all 50 states, the District of Columbia, the Department of Defense Education Activity schools, and schools in four U.S. territories. Each awardee will receive a certificate signed by President Biden and a $10,000 award from the NSF. Awardees will also travel to Washington, D.C., for an awards ceremony at a future date.

SCHROEDER TO BE SWORN IN FRIDAY AS WYOMING SUPERINTENDENT OF PUBLIC INSTRUCTION
CHEYENNE - A formal swearing-in ceremony for Superintendent of Public Instruction Brian Schroeder will take place in the Capitol Rotunda at 3:15 pm on Friday February 4, 2022. Chief Justice of the Wyoming Supreme Court Kate Fox will administer the oath of office. The ceremony is open to the public.

Governor Mark Gordon appointed Schroeder to replace Superintendent Jillian Balow, who resigned January 16, 2022. Schroeder will serve as Superintendent for the remainder of Balow’s term, which ends in January 2023.

WDE MEDIA CONFERENCE WEDNESDAY TO DISCUSS 2020-21 WYOMING GRADUATION RATES
CHEYENNE – The Wyoming Department of Education (WDE) will host a virtual media conference at 10 a.m. on Wednesday, January 20, 2022 to discuss the 2020-21 Wyoming high school graduation rates. Interim State Superintendent of Public Instruction Kari Eakins and other WDE staff will be available to discuss the graduation rate and answer questions.

Media may register in advance here. After registering, participants will receive a confirmation email containing information about joining the press conference.

Full graduation rate statistics for the 2020-21 school year will be available Wednesday morning. Since the 2009-10 school year, the WDE has calculated graduation rates using the Federal Four-Year Adjusted Cohort methodology established by the U.S. Department of Education, which complies with federal law that requires all states to calculate its graduation rates exactly the same. Students are counted in the four-year (or “on-time”) high school graduation rate if they earn a diploma by September 15 following their cohort’s fourth year. Five- and six-year graduation rates are also calculated, and can be viewed with the rest of the graduation rate data.

Update: Suspect has been identified as James Estes of Tampa, FL. He has a warrant for probation violation from Placer County, CA. He is being held on charges related to the theft of the police vehicle, fleeing, eluding and possession of a controlled substance.

On 10-8-21 at 1658 hours, a Rawlins Police Department Officer attempted a traffic stop on a 2004 Harley Davidson for no visible registration. The operator of the motorcycle failed to stop and the officer initiated a pursuit on Spruce St. in Rawlins. The officer was assisted by Wyoming Highway Patrol Troopers and traveled west on I-80. Around mile marker 189, the operator crossed the median, abandoned the motorcycle and fled on foot.

After a brief foot pursuit the suspect was taken into custody, placed in handcuffs and secured in the rear prisoner area of the Rawlins Police Department’s patrol car. The suspect was able to slide his handcuffed arms to the front of his body, crawl through the center partition of the back cage, and stole the Rawlins Police Department’s patrol vehicle.

Wyoming Highway Patrol and a Rawlins Police Officer pursued the vehicle westbound on I-80. The pursuit continued through Sweetwater County to mile marker 119 where the suspect lost control of the vehicle in the center median, exited the police vehicle and fled on foot. After a brief foot pursuit, the suspect who was still in handcuffs, was taken into custody.

The suspect is facing numerous charges in Sweetwater and Carbon County. There were no injuries sustained to the suspect or officers involved.

Campbell County Health (CCH) in Gillette, Wyoming, is host to Campbell County Memorial Hospital—a 90-bed acute care, rural hospital—as well as nearly 20 clinics, a long-term care facility and surgery center. In all, Campbell County Health employs approximately 1,100 people including almost 80 physicians, physician assistants and nurse practitioners.

We understand and respect the decisions of other healthcare systems who have mandated their employees be vaccinated for COVID-19. The Board of Trustees for CCH feel such policies do not fit our organization’s core values. What other organizations are implementing may be appropriate for them and the communities they serve, it is not appropriate for us, our staff, and our community. Those healthcare systems are in different environments, and markets.

Biden’s directive to require employees be vaccinated as a condition of participating in Medicare and Medicaid is a gross federal overreach. Implementing such mandates in our community could leave us without enough healthcare workers to care for our elderly and sick, including those with COVID-19. This will not only deflate our already declining workforce, but leave our organization in a critical staffing predicament that we have never dealt with. Our hospital and other facilities cannot operate without our devoted staff. Without them, healthcare services in our community, as well as the ones we care for would suffer tremendously.

Throughout the existence of the pandemic, our entire staff has worked tirelessly to continue offering the highest level of quality care throughout the community. They have served during this crisis, under sometimes hazardous conditions, they have experienced burnout, and they have cared for their own families while simultaneously caring for the community. During this time, the Board of Trustees continue to hold the opinion that our employees are best equipped to make their own personal healthcare decisions. We believe in personal freedom, and do not agree with forcing our employees to be vaccinated as a condition of employment.

The Board of Trustees does not condone this stomach-churning attempt of government overreach. Article 1 Section 38 of the Wyoming Constitution grants each competent adult the right to make his or her own health care decisions and provides that, “the state of Wyoming shall act to preserve these rights from undue governmental infringement.”

While we may have to comply with these federal vaccine mandates as they are implemented to keep our state license and to keep our doors open, we support the efforts of our governor, federal representatives, and our state legislature to fight back against this policy. It simply does not align with our community’s values.

Campbell County is proudly conservative, and we do not like the federal government telling us what to do. We will continue to push forward, and the fears and concerns of our employees will not be disregarded by the Board of Trustees.

SBE APPROVES MATH WY-TOPP BLUEPRINTS AND REVISIONS TO CHAPTER 6 ACCREDITATION RULES
CHEYENNE – The Wyoming State Board of Education (SBE) approved the proposed Math WY-TOPP assessment blueprints and provided final approval of revisions to Chapter 6 Accreditation Rules at its meeting on May 26.

Additionally, the SBE approved the proposed health and physical education standards to be released for public input, while seven districts had alternative schedules approved for the 2021-22 and 2022-23 schools years.

The revisions to Chapter 6 Accreditation Rules were due to the impact of the COVID-19 pandemic on the administration of the 2020 Wyoming state assessment. In March 2020, the U.S. Department of Education waived statewide assessment requirements. Before the pandemic, state testing results were used to determine annual school performance ratings; without state assessment results, however, new school performance ratings could not be calculated. The changes to Chapter 6 Accreditation Rules ensure schools are not negatively impacted in 2021. In addition, Section 8 of the revised Chapter 6 rules includes the accreditation of Institutional Schools, which eliminates the need for the current Chapter 26 Rules for Institutional Schools Accreditation.

The board also discussed proposed emergency revisions to Chapter 22 School Day Rules. The proposed changes include defining pupil-teacher contact time, including instruction outside of the regular classroom as permitted, following the passage of Senate Enrolled Act 42. These rules will be discussed and will be up for adoption during the SBE’s June 24, 2021 virtual meeting; work on permanent rule changes will be studied this summer for promulgation in the fall.
