Statement from WISC-TV General Manager Tom Keeler:

“WISC-TV is now broadcasting from our main antenna atop of the University Research Park tower on the west side of Madison. Our signal should now be stronger and more available for our viewers in our 11-county service area in southern Wisconsin. Viewers should rescan again now to make sure they can receive the signal from our main antenna.

“This transition began in October and has been frustrating for all involved, especially our viewers who could not receive our station while we were broadcasting from our temporary antenna. For that, we apologize and thank you for your patience. As we said last week, the URP contractors recently discovered antenna damage and have been working to repair it since then. The damage occurred months ago but was only recently discovered at the final stages of installation.

WMSN-TV Statement on the Frequency Rescan
We are happy to announce that our Frequency Rescan project is complete.

This has been a very lengthy and challenging process, and we appreciate your patience, understanding and comments throughout.

Back in October of 2019, WMSN-TV moved to a new frequency, pursuant to requirements of the Federal Communications Commission.

Congress and the FCC decided to auction off part of the spectrum previously allocated to broadcasters like us. In Madison, WMSN was one of three (3) stations that were required to change frequencies.

As part of this government-mandated frequency change, WMSN-TV has successfully installed a new transmitter, transmission line and antenna. The result of these changes is a television signal with more strength and clarity.

What that means to our over-the-air viewers is that you should be able to receive our signal and our programming -- including Fox 47 News at 9 and various sports when games begin again (Milwaukee Brewers Baseball, Green Bay Packers Football, Wisconsin Badgers Football) -- better than ever before.

Many viewers were able to successfully rescan their televisions back in October and continue to receive our programming.

Other viewers, however, may have to rescan their television again, especially if they currently do not receive our signal.

WISC-TV GM provides antenna project update for over-the-air viewers

Let me start this update with an apology and a deep sense of gratitude. To say WISC-TV’s tower upgrade has been a disappointment and frustrating is an understatement, so I apologize to anyone who has missed watching News 3 Now, their favorite shows on CBS, as well as live sports and daytime soaps and game shows.

I won’t share too many details as to why it’s been so challenging to complete the government-mandated frequency shift other than we had severe weather in October that delayed work by the tower crew that ultimately left the job site and sent us and our tower partners scrambling without a reliable crew or timeline to finish the project. Again, I am very sorry to our loyal viewers whose television viewing habits have been severely disrupted the past several months.

Second, I want to say thank you to those same loyal viewers for having patience throughout this time as we looked for solutions.

I do have some good news to report, which gives me clarity that the project will finally be completed in a reasonable time frame.

We hired a new tower crew that began working on the tower last week and are currently at the site today working diligently and safely to get WISC-TV’s antenna back to its full power allotted by the FCC. I am told the tower crew needs three full weeks to complete the project, which requires removing some old equipment from the tower and installing new transmission lines after removing the old. Weather permitting, and fingers crossed, I anticipate the work to be completed by the middle of March.

If you cannot receive our signal now, another rescan will be required at that time. We will be transmitting on a VHF frequency, which is different from the UHF signal we broadcasted from for over 20 years. It may still be problematic for some viewers, whereas others may be able to receive our signal better or for the first time, depending on the location of your antenna.

After the work is complete in mid-March, please communicate with us directly if you still have issues by emailing our engineering department at .com. One of our staff engineers will help you troubleshoot. As part of the spectrum repack, as the FCC defines it, our coverage area is to remain harmless from any signal disruption once complete, so it’s imperative we understand where in our coverage area viewers are having challenges. This information will help us apply to the FCC for approval to increase the power of the transmitter and antenna to serve those areas still experiencing reception issues.

Thank you for your patience, and it is the hope of the entire News 3 Now family that we can earn back your trust and viewership once the project is complete. I promise we will work hard to earn it.

WMSN-TV Statement on the Frequency Rescan
The beginning of 2020 has brought us closer to the end of our Frequency Rescan project. This serves as the latest update on the status of this project.

Back in October, WMSN-TV moved to a new frequency pursuant to requirements of the Federal Communications Commission (FCC).

The move to a new frequency and the timing of the project was determined by the FCC, and not by WMSN-TV.

As previously noted, rescanning your television is necessary to continue to view the programming on WMSN-TV, including Fox 47 News at 9, Green Bay Packers football games and the Fox Entertainment Network.

Whereas many viewers have successfully rescanned their televisions and are able to continue to see our programming, others are still unable to see our programming after rescanning and are understandably frustrated. Please accept our apologies for any disruption this has caused.

As part of this government-mandated frequency change, WMSN-TV is installing a new transmitter, transmission line and antenna.

Although we have made progress, there have been delays due to the weather and other unforeseen circumstances. We are trying to finish the project as quickly as possible. At this time, we expect the work to be completed sometime in February or March. We will provide more details as we get closer to the completion of the project.

Thank you for your patience and understanding through this transition. And thank you for your loyalty to our programming.

DirecTV fears that one of its satellites in orbit might blow up soon, and it's gearing up to move it to safety. Due to a problem with the satellite's batteries, the satellite might burst apart at the end of February. ... Because of this damage, Boeing decided that the batteries could burst when they're in use. In the meantime, none of DirecTV’s customers need to worry about this potentially explosive satellite. “This satellite is a backup and we do not anticipate any impacts on consumer service as we retire it,” AT&T, the parent company of DirecTV, said in a statement. “We are replacing it with another satellite in our fleet.”

WISC-TV is in the middle of a government-mandated frequency change. In order to provide spectrum for wireless broadband services, Congress and the FCC decided to auction off part of the spectrum previously allocated to broadcasters like us.

Why is it taking so long to return to normal?

Two main factors have contributed to the delay in returning to our main antenna on the new frequency. First, since this is happening all over the country, the availability of tower crews to do the work has been a major issue. In fact, the crew assigned to us didn’t arrive on site in Madison on time because of delays in another market. Second, tower crews cannot work safely in bad weather so windy, icy and snowy weather like we have been experiencing has slowed down some of the work.

The group that oversees the Madison broadcast tower on the Far West Side is looking for another crew to take over the ongoing antenna replacement project that was supposed to be done in September, according to an engineer for WISC-TV (Ch. 3), the local CBS affiliate. University Research Park, which did not respond to a request for comment Tuesday, is no longer working with the power crew that was scheduled to be back on the project on Dec. 2, Channel 3 chief engineer Kevin Ruppert said. The crew had about three weeks of work left once they were back on the project, but the same amount of work remains almost one month later with no new set deadlines in sight. “They still have three weeks of work to do,” Ruppert said. “They weren’t able to get a lot done in the last period.” Ruppert said University Research Park is still in the initial stages of trying to get another power crew to take on the tower project at 453 S. Pleasant View Road.

Channel 47: 12/24/19

Why can I get all the stations but WMSN and WISC?

While the new antennas for WMSN and WISC are installed, the transmission lines from the transmitter building all the way up the tower to the antennas need to be removed and replaced with new lines. To give an idea of what these “lines” are WMSN old channel 49 used transmission line called waveguide. What is waveguide? Picture something looking like a heating duct but made from thicker aluminum in 15” x 7.5” rectangle sections each 12 feet long running the entire height of the tower (1300’)! Once removed, new coaxial line needs to be installed, 6 1/8” round copper “pipe” in 20’ sections, with each section bolted together with multiple nuts/bolts/washers/mounting hardware. Double this process as WISC needs its old 7” round coaxial line removed and replaced with new 3” coaxial line. Once everything is connected, the lines need to be pressurized and tested with a network analyzer prior to running signals through to the antennas.
