Arrest Made in Death Investigation Involving a Child

Bloomington, IL - On 12/18/24, after an investigation by the Bloomington Police Department's Criminal Investigations Division, an arrest warrant was issued for Quvonnay Collins. The warrant stemmed from a child death occurring in August.

On Sunday, 8/25/24, at 12:57 a.m., Bloomington police officers were dispatched to Carle Bromenn Medical Center, located at 1304 Franklin Avenue, for a death investigation. Police learned the deceased child, a 13-month-old female, had been brought to the hospital by her mother, Ms. Collins. The child arrived with no signs of life.

The child had been pronounced deceased on 08/24/24, at 11:42 p.m. An autopsy was conducted on 8/26/24. The McLean County Coroner's Office advised, preliminary autopsy opinion indicated the child died from hyperthermia due to environmental heat exposure.

As a result of the investigation, detectives learned the child being left unattended in a vehicle, for an extended period, led to her death.

On 12/19/24, Collins was taken into custody by the Bloomington Police Department Criminal Investigations Division, Street Crimes Unit, and the United States Marshals Service. Collins is being held at the McLean County Detention Facility. A detention hearing is scheduled for 12/20/24.

Note: All suspects are presumed innocent unless proven guilty in the court of law.

"The circumstances surrounding the death of the 13-month-old child was very unfortunate. The men and women of the BPD worked through this investigation with diligence. I am proud of their efforts and the assistance of our community," stated Chief Jamal Simington. "These types of cases take considerable effort and expertise. This community is truly blessed to have highly trained, dedicated, and experienced professionals to investigate these incidents."

***Homicide Arrest**

The Normal Police Department continues its investigation into the tragic homicide of Randall E. Glass, 18, of Oak Lawn, IL, which occurred on September 29, 2024, in the 300 block of North University Street in Normal, IL.

Since the incident, the Criminal Investigations and Patrol Divisions have worked tirelessly to identify those individual(s) responsible. In collaboration with the McLean County State’s Attorney’s Office, Normal PD has identified a suspect. After a comprehensive review of the case, a McLean County Grand Jury has issued an indictment for the following individual:

Arrestee:
Donye Arrington, 19-year-old, Chicago, IL

Charges:
• Murder/ Intent to Kill/ Injure – 2 Counts

• Murder/ Strong Probability Kill/ Injure – 1 Count

• Attempt- Murder/ Intent to Kill/ Injure – 1 Count

• Aggravated Battery / Discharge Firearm – 1 Count

• Unlawful Use of Weapon/ Machine Gun / Automatic Weapon – 1 Count

Donye Arrington was taken into custody in Chicago, IL, on December 16, 2024, pursuant to a McLean County Arrest Warrant. The arrest was executed with the assistance of the United States Marshals Task Force.

This case remains active as Normal PD continues its efforts to investigate and identify additional individuals involved in this incident.
