Clint Davis Announces Candidacy for 173rd Judicial District Court

It is with great honor and a deep sense of responsibility that I officially announce my candidacy for Judge of the 173rd Judicial District Court. As the current District Court Judge and your former County Attorney, I have been dedicated to working for the betterment of Henderson County, serving the needs of Henderson County, and ensuring fairness under the law. Now, I am ready to bring my experience, integrity, common-sense and commitment to continuing to serve as the Judge of the 173rd District Court.

For 17 years as County Attorney, I have worked to promote fairness, advocate for what is right, and strengthen our counties values. I have a commitment to the rule of law that prepares me to serve on the bench of the 173rd Judicial District Court. I will ensure that every individual who enters the courtroom is treated with respect, that cases are handled impartially, and that justice is administered with both compassion and accountability.

The 173rd Judicial District deserves a judge who listens, upholds the Constitution, and makes decisions rooted in fairness and legal principle. If elected, I pledge to:

• Preserve Judicial Integrity: Ensure the court remains a place of impartiality, where decisions are based on facts and law, not politics or bias.

• Apply Proper Judicial Temperament: I am calm under pressure and committed to fairness and will maintain the integrity of the judicial process while also being decisive when tough decisions need to be made.

• Uphold Transparency, Accessibility and Efficiency: Make the judicial process clear, approachable, and available, ensuring all voices are heard and respected fostering trust in our legal system that is so vital to maintaining the rule of law.

I am running for this office because I believe in the power of justice to strengthen our communities and protect our shared values. As County Attorney, one of my greatest accomplishments was taking a stand with County Judge Richard Sanders when an atheist group from Wisconsin wanted to impose its values on our citizens. I crafted the legal positions and policies that supported our victory in that battle. I have spent hours counseling with countless other cities and counties throughout the country about what Henderson County did different than so many cities and counties that just opted to remove their nativity scenes. With your support, I will bring my experience, dedication, values, and vision to the 173rd Judicial District Court. I was born and raised in Henderson County, my wife Sheila Durden-Davis was born and raised in Henderson County, our six children have been raised here and our grandchildren will be raised here. I care deeply about the county and its people.

The Athens City Council on Monday, Dec. 8, approved a contract with RJN Group, Inc. to create a hydraulic model and long-range Wastewater Collection System Master Plan that will guide future improvements through 2045.

Utilities Director Randy Williams said the plan is needed because some parts of the sewer system are old and the city is growing. He said the project will give Athens solid information to plan repairs and improvements before problems develop.

The project includes citywide flow monitoring, updates to the City’s GIS mapping, and a detailed hydraulic model that will show how the system performs during normal use and rain events. RJN will also prepare a Capital Improvement Plan that identifies current and future needs and outlines the most efficient sequence of upgrades.

RJN will install 10 flow meters and three rain gauges for 60 days to capture real dry-weather and wet-weather conditions. Crews will also complete GPS surveys on about 150 manholes to improve the accuracy of the City’s system data.

"The model will identify bottlenecks and evaluate our capacity for current and future conditions," Williams said. "They will then take that model and prepare a master plan."

Williams said having the plan could also help the City with Texas Water Development Board grant applications.

"They like seeing a plan and this will give us extra ranking points," he said.

The project will cost about $275,000. The work is expected to take about 12 months, with a final report due in December 2026.

RJN Group was previously approved by the Council in March 2025 as a qualified engineering firm for wastewater monitoring and master planning services.
