National Drug Authority Trains Over 100 Herbalist In Pader

The national drug authority (NDA) has on 22nd February 2023 trained over 100 herbalists on how to formalize and carry out registration of their herbal medicines with the body that governs and regulates the drugs in the country at Alikin hotel in Pader district.

Dr. Alfred Akali Ayom, the regional manager national drug authority, stated that the meeting will help to do research including clinical trials. He added that the meeting will equip the herbalists to brand their local herbs in order to compete with the factory-manufactured ones which are expensive.

He further warned that manufacturing drugs without the consent from the NDA is a crime and tantamount to arrests.

Dr. Oyoo Benson, the Pader district acting health officer, says the government has embraced Herbal medicine and that it has been incorporated into the package of national drug authority.

Oyoo emphasized that traditional herbalists who are inferior and lack a referral channel refer patients who are critically ill in case they receive one.

Mr. Patrick Lawoko, one of the herbalists from Lamiyo in Agago district urged other herbalists to embrace the government efforts in normalizing their operations. He added that their innovation in a few years to come will compete with the factory-made medicines.

Suspected Karimojong Rustlers Gun Down one in Adilang

Locals in Adilang town council are in a somber mood after suspected Karimojong rustlers shot to death a man from Labworom cell, Adilang town council in Agago district on 12th February 2023 at around 6:00 pm.

The deceased had been identified as Peter Oneka, 20, a resident of the above address.

It’s alleged that the deceased was shot amidst a scuffle between the army and the Karimojong rustlers.

Mr. John Oruma, the Labworom chairperson says that the deceased was taken to the Fagali Health facility where he passed on from the injuries sustained.

Mr. John Okidi, the father of the deceased, says that his son was shot in front of his hut.

Meanwhile, Mr. Emmanuel Okot, the Agago RDC acknowledged the tragedies caused by the rustlers saying the locals should be the first line of security despite the presence of the army. He added that the government is doing the needy to curb the situation

Agago District:

Locals in Panic as Securities Alleged to Have Withdrawn Along Agago Borderline

Locals in Lapono and other areas bordering Karamoja regions are panicking as they alleged that the security has been withdrawn hence rendering vulnerability to the nearby communities following attacks by the Karimojong warriors who raid and kill people in their areas.

Mr. Francis Opiro, a resident of Kaket, Lapono sub-county in Agago district sounded alarmed that people are living in panic as he alleged that soldiers have been withdrawn from the borderlines.

He further urged the district security team to intervene and restore hope among the locals from traumatic raids by the Karimojong warriors.

Ms. Esther Adiyo, a resident of Kulaka in Adilang sub-county, Agago district stated that the attack by the Karimojong warriors has sometimes been reduced following the intervention of the soldiers, and the withdrawal claims induce fear among them.

However, Mr. Emmanuel Okot, the Agago resident district commissioner refuted the claims that security has been withdrawn saying that they are strategizing their deployments in countering the warriors.

He further added that the security committee vowed during their meeting that no attack will be made by the Karimojong warriors again on locals in Agago.

Four Dies on the Spot in an Accident Along Kampala-Masaka Highway

The department of Uganda traffic police has 18th December 2022 reported that four people were crushed to death along the Kampala-Masaka highway at Nabisanke in Kayabwe at around 11:00 pm.

The Police at Kayabwe has reported that the accidents have claimed the lives of four people including the driver of a motor vehicle under registration number UBL 270S, a Toyota Fielder, and motor vehicle registration number UAW 561P Isuzu Bus belonging to Global company limited.

ASP Faridah Nampiima, the traffic and road safety police spokesperson stated that the driver of the Toyota fielder and other two female adult occupants died on the spot while one died on the way to Nkozi Hospital.

Nampiima added that the identities of the deceased persons have not been established.

According to Nampiima, the cause of the accident has been attributed to careless driving by the driver of the Toyota Fielder which was coming from Masaka while overtaking, hit a hump, and rammed into the bus which was on its lane to Masaka.

Pader District: Deadly Motorcycle Collision Kills One, Three Injured in Pader District

Locals in Pader district are mourning the death of one person who reportedly collided with another motorcycle on the 17th of December 2022 from Wang Col village, Kilak corner in Acholi Pi Road in Pader district at around 6:56 pm.

The deceased had been identified as Walter Komakech, 46, a resident of Gulu City, reported to have been riding a motorcycle under registration number UEE 613M, Julius Lawoko, 39, a resident of Lacor in Gulu city sustained minor injuries and was a passenger on a motorcycle being ridden by the deceased.

Denis Oloya, a motorcycle rider under registration UEN 169G sustained minor injuries with his passenger, Christine Amony, who are all nursing injuries at Acholi Pi Army health center IV in Pader district.

It's alleged that the deceased was from Gulu City heading for a wedding function in Agago district before the two motorcycles met a head-on collision in a place with potholes, and Komakech died on the spot.

SP Andrew Opio, the Aswa regional community liaison officer confirmed the accident reports saying that traffic police visited the scene from Pader CPS, and the deceased was transferred to Gulu Regional Referral Hospital by the relatives.

He added that the two motorcycles are parked at Kilak Corner police station pending Inspector of Vehicle inspection as entries of the fatal crash have been entered at Pader CPS under TAR 552022 pending more investigations.

Scores are feared dead, and several ambulances have been dispatched to evacuate the injured to various Hospitals in Gulu City.

Truck Overturns With 10 Passengers on Board in Pader District

Ten people are reportedly nursing injuries sustained from an accident on 12th December 2022 after a Truck with registration number UAM 712C overturned near Amokolagwayi primary school, Latanya sub-county in Pader district at around 11:00 am.

The ten passengers on board included 2 female juveniles aged 15 and 16 respectively.

Five people were admitted to Kitgum government general hospital with serious injuries and another five were admitted to Pader health center III with minor injuries.

Pader district traffic police officer, SP Robert Onzima confirmed the incident saying no fatal accident was recorded as police rushed to the scene.

He attributed the accident to the poor state of the road and overloading which made the truck overturn since it was not balanced.

Onzima said that the driver of the truck is yet to be arrested since he took off, and he further appealed to vehicle owners and businesspeople to avoid overloading the vehicle.

Three Arrested on Allegations of Murder in Nwoya

Police in Nwoya district is holding three suspects who were arrested on 30th November 2022 on allegations of murdering a man in Vinayak Farm located at Lingiri Village, Nyamokino Parish, Lungulu Sub-County in Nwoya District at an unknown time.

The three suspects have been identified as Denis Olwedo, 34, Emmanuel Mike, 26, and Benedict Odar, 38, are all workers attached to Vinayak Farm.

The deceased had been identified as Charles Kajumi, 30, also a casual worker at the same farm.

The incident was first registered by Police as a su***de case by one Kamal Sherma, an Indian National, manager of the above farm
According to statements recorded by the police, its alleged that the deceased had earlier allegedly stolen some money from one of the casual laborers which resulted in the suspects assaulting him.

ASP David Ongom Mudong, the Aswa river regional police spokesperson said that a team of homicide detectives on reaching the scene suspected that the deceased could have been killed and later hanged on a tree in the middle of the farm as he had stitched wounds on the middle of the head.

Mudong added that statements have so far been recorded from the relevant witnesses and the deceased’s body was taken to Anaka General Hospital mortuary pending postmortem as investigations intensify with a case of murder registered at Nwoya CPS vide CRB 868/2022.

Farmers Decry Rampant Fraud by Produce Buyers

Farmers in Agago and Pader districts are decrying the rate at which produce buyers are inflicting losses on their hard-produced farm products by using bad weighing scales and fake notes in buying produce among the communities.

Francis Ojera, a peasant farmer and a resident of Awelo village, Alela parish in Arum sub-county, Agago district said that produce buyers have resorted to using a fake weighing scale which cheats them.

Mr. James Oyugi Omara, the Alela parish chairperson confirmed the incident saying that they have so far confiscated one weighing scale alleged to be fake. He added that farmers are being cheated and a total of six people have reported a similar incident to his office, especially products such as sunflower and soya.

Last month in Pajule sub-county, Pader district, a woman identified as Akello, lost over 270 kilograms of soya beans worth over Shs. 500,000 to produce dealers after she was given fake money.

Mr. Milton Odongo, the Pader resident district commissioner continuously warned farmers to desist or be careful when trading with these mobile produce dealers. He further warned of arrest if anyone is found in possession of the fake notes.

Pader RDC Bans Popping Sounds Events from Operating in Pader

The Pader resident district commissioner has 7th December 2022 banned Popping sounds events from operating in the district on allegations of public outcry on rampant theft, burglary, assaults, and life-threatening attacks accompanied by drug abuse resulting from dances organized in an open place.

Mr. Milton Odongo, the Pader RDC said that he no longer wants to see the Popping sound events following a series of complaints lodged by the Laguti sub-county chairperson which alleged that locals in Laguti are faced with several assaults whenever there is a dance after the auction.

Mr. Robert Okumu, the Laguti sub-county chairperson III said that they beat Omony Geoffrey on 19/11/2022 from Lanywalala, and one in Lamel. RDC warned that the owner of the property must not come to the district since he doesn’t respect the bylaws of the sub-county.

According to Okumu, residents of Kalili, Lajeng, and Tumalyec allege that the youth use prohibited drugs such as ma*****na, among others, and several locals have lost many items whenever there is a dance despite him giving warnings to check the security of the locals.

However, Mr. Michael Komakech, the director of Popping sound events refuted the claims by the sub-county chairperson to be false, alleging that it was due to their demand that the chairperson gives them receipts of payments for 7 months that were not receipted. He further said that fighting at the dance is typically one’s fault, not the organizers of the event.

Community Development Officer Accused of Embezzling 5 million for Government Project in Pader

Atanga sub-county community development officer has been accused by the Ogom sub-county chairperson of allegations of embezzling shillings amounting to Shs. 5million of community access road (CAR) funds for the financial year 2018/2019.

The CAR fund in question was allocated to Ogom sub-county to construct a culvert in Lapeny village, Gulnam parish found in Ogom sub-county.

Ogom sub-county chairperson, Bosco Amone in his letter to the resident district commissioner says that he acknowledged that this project should have been completed in 2019, but it’s not done despite releasing the funds. He added that money for the CAR financial year 2018/2019 project for culvert installation in Lapeny village was allocated and released, but the work wasn’t done.

Robert Latigo, the community development officer for Atanga sub-county admitted receiving the money for the project amounting to Shs. 3 million, and not Shs. 5 million. He added that he received the CAR fund, but then it was very little to do the required work.

According to Latigo, he used Shs. 202,000 for airtime and community mobilization. He added that he gave Shs. 288,000 to the road overseer, Bosco Bongomin who was the then clerk of work.

He said he refunded Shs. 2 million out of Shs. 2.5 million of the money that he is supposed to refund to the sub-county, and the remaining balance is Shs. 500,000 that will be completed in weeks' time.

Latigo said that the total amount of money amounting to Shs. 2 million remained at the sub-county with the sub-county accountant, Mr. Peter Ocheng.

Meanwhile, the Pader resident district commissioner, Milton Odongo gave the accused the shortest period of time possible to refund all the alleged money he swindled.

The RDC added that this will go as a warning to other government workers who think they can embezzle government money without accounting for it.

SGA Security Guard Arrested for Alleged Shooting of One in Gulu City

A private security guard of SGA attached to Cynibel Supermarket has been arrested on Thursday, 31st March 2022 over allegations of unlawful wounding by shooting of one man who is reported to have stolen two bottles of Cocoa butter and Shea butter from Cynibel supermarket at around 8:00 am.

Opoka Jonny, a security guard of SGA was arrested for shooting Lukwago Musa, a hawker leaving him with a fractured leg at Cynibel supermarket along Gulu avenue in green valley cell, Kanyagoga ward, Bardege Layibi division in Gulu city.

Opoka alleges that Lukwago stole two bottles of Cocoa butter and Shea butter from Cynibel supermarket and tried to escape prompting him to shoot Lukwago on the right leg.

ASP David Ongom Mudong, the Aswa River Regional Police Spokesperson confirmed the incident by saying that the Police divisional command of Gulu City Central Police Station is holding Opoka over the allegations.

Mudong added that the patrol team rushed to the scene after receiving notification, apprehended the guard, and evacuated the victim to Gulu Regional Referral Hospital for medication, and a rifle with registration number SAR No. PSO 3300502 with 04 rounds of ammunition was recovered and exhibited.

Mudong said that the case was registered at Gulu City Central Police Station under vide CRB 306/2022 and further investigation is ongoing.

Pader CAO Under Spot Over Money Collection from Locals towards Late Oulanyah’s Burial

Pader district chief administrative officer (CAO), Chelimo Alex is under the spotlight for okaying the collection of money from locals following a recent resolution made by the late Oulanyah’s funeral’s planning committee meeting which was held at the district council hall on Tuesday, 22nd March, and was called by Pader district chairperson, Fearless Obwoya Oyat.

Chelimo during the handover of the Resident district officer from the Resident District Commissioner’s office at the district headquarters said that he was directed by the anti-corruption coalition and other ministries to halt the money collection since there is an allocation already made by the government worth 2.5 billion shillings.

In his retraction letter dated 30th March 2022 under reference CR/161/2 to all the town clerks and the senior assistant secretaries (SAS), directed money contribution that was agreed by the funeral’s planning committee towards the late Jacob Oulanyah’s funeral to be halted.

Chelimo said that he was directed to write a retraction letter to all the town clerks and the senior assistant secretaries (SAS) to immediately stop collecting money from locals.

However, he defended himself by saying that he wasn’t present during the meeting, and the resolution was worked on by his assistant, the principal assistant secretary Joyce Ongee.

Fearless Obwoya Oyat, Pader district chairperson defended the initiative he formed by saying that the money being collected was meant to benefit the bereaved family and not the funeral activities as alleged. He added that it’s unfortunate that it has been stopped by the government.

He added that if there is any arrest to be made, he should be arrested instead of the CAO.

RDC Okee Hands Over Office

The outgoing Pader Resident district commissioner, Dusman Okee, on Wednesday 30th March 2022, officially handed over office to the new Resident district commissioner, Milton Odongo.

The handover took place in the RDC’s office at Pader district headquarters.

Okee was dropped out following the recently concluded reshuffle by President Yoweri Kaguta Museveni, while Odongo was transferred to Pader district from Nabilatuk district.

In his handover speech, Okee, commended the people of Pader, for giving him an enabling environment to work and to serve them for about three years. He also asked his successor, to cooperate and work with the people of Pader, describing them as very hardworking and straightforward people, who tell truth.

Okee, boosted that during the election in 2021, Pader was peaceful and the environment was enabled every political party to participate including the opposition. He added that during his work as the RDC, he was able to secure an industrial park for Pader that will provide jobs for the locals.

He further pledged support to Pader district leaders that he will ensure that a district hospital is constructed though away from Pader.

On his part, Odongo commended, Okee for working hard for the people of Pader and promoting the agenda of the National Resistance Movement-NRM government, promising that he will begin from where his predecessor stopped.

He also applauded how his predecessor, Okee acted maturely in handing over the office unlike in another district where the handover rarely moves on well. He assured the district workers of total cooperation, teamwork for the district to develop by monitoring all government programs.

Odongo warned government workers on the issue of corruption, and he encouraged them to be transparent while dealing with public works, funds among others. He said all government projects must reach and benefit the locals as planned.

He further noted that Pader is among the districts that are disturbed by the Karamojong rustlers, and he promised that issues of Karamojong will be history since he had been to Nabilatuk where some hail from.

Odongo retaliated to his desire to work with all other political parties but reminded them that the manifestoes being implemented is an NRM ideology and they must not deviate from it.

The handover was attended to by, chief administrative officer Chelimo Alex, Pader district speaker Welborn Ottober, among others.

UPDF Says Situation in Karamoja Region is Contained After 3 UPDF Officers & 2 Others Got Killed

The Uganda people defence forces have 29th March 2022 released a press statement on the situation in the Karamoja region saying it’s under control after three workers with the ministry of mineral and two UPDF officers were killed by suspected Karimojong armed men.

On the 21st of March 2022, three gynaecologists and three UPDF officers were killed in Moroto district as the Karamojong region insecurity intensified with a number of cattle rustling from the neighbouring communities.

Brigadier General Felix Kulayigye, the UPDF spokesperson in his statement noted that a number of good works were done since the “Usalalama kwa wote” operation began in the Karamoja region.

He added that in a period of ten days of operation, from 19th to 29th of March, UPDF has; put twenty warriors out of action, recovered four guns with 47 live rounds of ammunition, arrested thirty-nine warriors, and recovered seven hundred seventy-six (776) heads of cattle.

However, Kulayigye also noted other negative impacts of the project that led to the death of four UPDF officers, five civilians killed by suspected Karimojong warriors, and one hundred seventy livestock reported stolen but being tracked by the joint forces.

The operation, “Usalalama kwa wote” began in July 2021 with numerous achievements such as; putting three hundred nine warriors out of action, recovering one hundred eighty-four guns, two thousand three hundred fifty-two ammunitions recovered, one thousand seven hundred ninety-two suspected warriors arrested, three hundred sixty warriors prosecuted and seventeen thousand one hundred eighty-six livestock recovered.

Kulayigye said that UPDF and its security agencies are working jointly with the local leaders and residents in Karamoja to ensure that all the criminality in the sub-region and the neighbouring communities are brought to an end.

Agago District: Vaccination Stands at 21.8% in the Second Mass Covid-19 Campaign

Agago district has experienced a low turn up of vaccine uptake of about 21.8% of the required target during the second phase of the covid-19 mass vaccination according to the statistics from the health department.

The district embarked on the second phase of mass covid-19 vaccination on March 16, with the exercise meant to last for a week. This was after the health ministry launched the second phase of the mass covid-19 vaccination for the Acholi sub-region in Gulu city on March 11.

According to statistics from the health department, only 27,558 people out of the targeted 126,000 were vaccinated in the second phase of the mass vaccination in March with 23,774 people receiving the second dosage and 3,784 receiving the first dosage.

Hellen Drajea, Agago district health officer noted the low turn up during the second campaign by saying that they are still vaccinating people. She added that the statistics given show the vaccination for the period of 16th-22nd of March during the official campaign dates and it excludes data got outside the dates for the mass vaccination campaign to date.

Stephen Oloya Gunya, Agago district chief administrative officer added that the district has been given funds to help continue with the covid-19 vaccination campaign for another five days by their development partner, the United States Agency for International Development (USAID).

Over the week, Pader District Acting Health officer, Hannah Apiyo made a statement showing that Pader is also registering a low turn up of people during the second mass vaccination campaign with only 35% vaccinated.

Archbishop Flynn drew with Pope Anaka secondary school in their first meet during the Copa coca-cola champions that took place from Layibi field with a goal margin of 1:1 in their morning march that started at 10:00 am.

Puranga secondary school was hammered one goal by Pope Anaka senior secondary school from Gulu high school playground at the same time.

Karimojong Cattle Rustlers Raid Agago District, Stole 24 Heads of Cattle

Karimojong cattle rustlers on the 28th March 2022 raided Adilang sub-county and Adilang town council and made off with 24 head of cattle.

The cattle were stolen from Labwa village in Adilang sub-county from a kraal by the armed Karimojong rustlers.

At least, 4 of 9 cows belonging to one; Walter Labedo, a resident of Odom west village, Lapyem parish in Adilang sub-county, Agago district were recovered with the help of the Uganda People's Defense Forces (UPDF) soldiers who responded to the raid on Monday, morning.

According to Leonard Ojok Opio, Agago district chairperson, a group of armed Karimojong cattle rustlers raided a kraal and stole 24 cattle. He added that they have made a resolution to send one representative to the statehouse and discuss the issue with the president.
