Kabarole suspends singing of Tooro Kingdom anthem

The land dispute between Kabarole District and Tooro Kingdom has taken a new twist, with the former suspending the singing of the latter’s anthem.

Two weeks ago, the kingdom halted any developments on the 12-acre piece of land at Busoro Sub-county headquarters where the district had planned to construct their headquarters. The kingdom insists the contested piece of land is one of the properties the government owes to the kingdom.

Daily Monitor has now established that the district leadership, during last Friday’s council meeting, suspended the singing of Tooro Kingdom anthem at all government functions and in schools in the area to send a displeasure message for blocking their key project.

They also directed the district chief administrative officer to write to all schools and other development partners to communicate the council decision.

On Tuesday at a schools’ debate organised by the Ministry of Water and Environment at the Youth Centre in Nyabukara, Fort Portal City, the host, Mpanga SS, omitted the kingdom anthem and only sang the school, national and East African anthems.

Mr Peter Bazira, the councillor for Kichwamba Sub-county who moved the motion banning the singing of Tooro anthem, claimed that the kingdom is sabotaging developments in the district.
The district Speaker, Ms Stella Kyorampe, said the move to suspend the singing of the anthem is one way of showing dissatisfaction to the kingdom.

“The government earmarked Shs200 million for the start of the new district headquarters and by June if we have not spent that money, it will be reverted to the treasury and we will lose it; the kingdom doesn’t want development for its people,” she said.

The district leadership had embarked on construction two weeks ago but the kingdom officials blocked the move, forcing the Local Government minister, Mr Raphael Magyezi, to intervene.

The district resolution has since sparked off outrage from kingdom officials and subjects, saying the two parties should sit and resolve the impasse amicably.

Tooro Kingdom on Tuesday convened an extraordinary cabinet meeting where they condemned the district council’s move, saying it is meant to disrespect the cultural institution and its king.

The cabinet secretary, Mr Benjamin Gusarire, said the meeting resolved that any development on the disputed land should be done in consultation with the kingdom. He insisted that the title for the disputed land is registered in the kingdom’s names.

The cultural institution also accused the Kabarole District chairperson, Mr Richard Rwabuhinga, of failing to guide the council on the matter.

“The district chairperson (Rwabuhinga) is a former minister for education in Tooro Kingdom and as cabinet, we have also resolved to ban him from performing any cultural norms of Tooro, especially at marriage functions, because he disrespected the kingdom,” the kingdom lands minister, Mr Polly Kateeba, said. When contacted, the district chairperson laughed off his suspension from conducting kingdom rituals at marriage ceremonies.

“We shall not rescind the district resolution until this land issue is resolved; also, banning me from leading people for marriage is a waste of time because marriage is between two families and I am not commissioned by the kingdom to do those functions,” Mr Rwabuhinga said.

Last year, Kabarole District council resolved to relocate their headquarters from Kitumba to Busoro Sub-county. This is because their current district headquarters is located in Fort Portal, which has since been made a city.

But Tooro Kingdom said the piece of land where the district wants to build its headquarters belongs to the cultural institution. The kingdom added that the contested land had not been titled by the time the kingdoms were abolished in 1967 by then president Milton Obote.

Kiwanuka vows to knock out ex-WBC champ

Uganda’s heavyweight hotshot Shafik ‘Killing Machine’ Kiwanuka returns to the ring on April 30, if all goes as planned.

Indeed, the unbeaten Ugandan boxer is raring to go. In an interview over the weekend, Kiwanuka pumped up the volume ahead of the scheduled contest by vowing to stop his next opponent Oliver McCall, the former WBC heavyweight champion.

“I’m still in knockout mood; whoever is up next for me will be stopped,” Kiwanuka stated adding,
“I don’t care whether he’s a former champion or not.”

The 26-year-old, is trained by former Olympian and African champion Abdul Tebazalwa. Kiwanuka made an exciting start to his professional career in 2019 by stopping his three opponents; Kenyan David Kamala, DR Congo’s Tyson Mbikayi and Zimbabwe’s Thamsanqa Dube, in emphatic style.

However, the outbreak of Covid-19 pandemic in 2020 stalled his progress after all sports activities were banned. His promoter Emmanuel Mwesigwa says Kiwanuka could be in the ring against American McCall in a scheduled 10-rounder at Kololo ceremonial grounds, an outdoor arena to match one of the stipulated Covid-19 standard operating procedures.

At least 5,000 fans are expected to attend the fight, which has been sanctioned under the ministry of Health standard operating procedures to check the possible spread of Covid-19 disease.

Apart from the Covid-19 distraction, fight organisers are praying that Uganda’s political environment, which the Americans are keenly watching, does not change in the run-up to the set fight date.

“We are praying that no more political protests erupt between now and April 30 because his (McCall) camp is already concerned,” Mwesigwa said in reference to the violent campaign period that doomed the country before the January 14 presidential election.

In recent weeks, Robert Kyagulanyi Ssentamu, the runner-up to President Museveni, has contested the poll results, ramping up the political tension. However, Mwesigwa said McCall has agreed in principle to fight and is already training.

“In fact, he will be moving to Las Vegas next week to start serious training,” Mwesigwa said of McCall’s preps.

At stake will be the Universal Boxing Council (UBC) title. But that’s probably not the exciting aspect about this fight, which pits a 24-year-old in Kiwanuka against McCall, a former WBC champion who is virtually fighting out retirement at 54 years old.

Fight promoters have aptly coded it as a ‘Baby Lion versus Old Lion’ bout. While Kiwanuka won the WBF Africa title, it’s hard to convince as many fans and pundits that a tired McCall is the best opponent in progressing his two-year professional career.

On the other hand, it’s also hard to see the incentive for the American in this fight. However, Mwesigwa defends the decision from a promoter’s view.

“Whether he’s tired or retired, this is a former world champion who has never been knocked out… so fighting against Kiwanuka adds value to our boy’s record,” Mwesigwa said.

Nicknamed the ‘Atomic Bull’, McCall has an illustrious 30-year ring career with 59 victories, of which 38 were knockouts. He has 14 losses. His most famous victory was in September 1994 when he stopped Lennox Lewis in London to capture the WBC title. In his last fight, McCall defeated Mexican Hugo Lomeli in May, 2019.

Gunmen attack sub-county court chairman, kill his wife

KAKUMIRO-Police in Kakumiro District are hunting for gunmen who attacked the family of Mpasana Local Council III Council Court chairman and shot his wife dead.

Two armed men invaded the home of Mr Charles Magembe, a resident of Mpasana in Mpasana Town Council and shot dead his wife, Rose Nakabito.

Narrating his ordeal, Mr Magembe said that on Wednesday at about 9 pm as he was watching news on TV, two men came to his home claiming that they wanted to deliver some court documents to him.

‘‘My wife came to the living room and told me that there are some armed men outside. I peeped through the window and asked them what they wanted. The men asked me to get out and receive the documents from Masindi Court,’’ Mr Magembe said.

Mr Magambe who was suspicious over the armed men’s presence came out of the house with a spear ready to confront them.

However, he said, one of the men fired one bullet which sent everyone in disarray.

In order to save his life, he hid under the bed of his children. He said that his wife followed him while making an alarm. At this point, according to Mr Magembe, the armed assailants followed them and fired several bullets under the bed and hit his wife who died as residents attempted to rush her to Kakumiro Health Centre IV.

Mr Magembe who is also the Bugangaizi East Saaza chief in Bunyoro Kingdom suspects that the assailants were targeting him over his recent judgment in a land dispute that was before Mpasana Town Council LCIII court.

The Local Council Courts Act 2006 established the Local Council courts for the administration of justice at local levels.

Kakumiro District Police Commander, Mr Twaha Buyinza confirmed the incident.

He said that investigations into the case are progressing.

‘‘With the cooperation of the community, we shall be able to get the assailants. There are no arrests that have been made so far,’’ Mr Buyinza said.

Crime rate

In October 2020 armed men robbed Shs16 million from a businesswoman in Kuhuna Trading Centre in Kakumiro District.

On April 7, 2019, two people attacked Mr Moses Mugisha, a mobile money operator at Mpongo Trading Centre, Kakumiro District and robbed him of Shs1.3 million. The attackers also shot and injured two people who were part of the group that was trying to pursue them.

What killed Magufuli?

According to Vice President Samia Suluhu, Dr Magufuli succumbed to chronic atrial fibrillation. Dr Martin Wanyoike, a cardiologist, explains the condition.

Chronic atrial fibrillation occurs when the heartbeats in an irregular way. It is considered chronic when the disease persists for a long time.

When one has atrial fibrillation, the function of the heart as a pump is affected by this abnormal heart rhythm and it makes the heart to lose about 30 per cent of its pumping power.

Most patients with atrial fibrillation are not aware of the abnormality as they are asymptomatic, and hence the condition is picked commonly during routine clinical examination.

Men, compared to women, are likely to have the condition. It is estimated to affect 10 per cent of people after the age of 70.

To diagnose it, the doctor has to use an electrocardiogram—one that records electrical signals of one’s heart to detect abnormal rhythms.

The cause of atrial fibrillation is usuallyaging of the heart that causes it to have more scar tissue than muscle.

A small percentage of people with atrial fibrillation present with palpitation— sensation of rapid heartbeat.
Some patients develop the most dangerous complication of atrial fibrillation which is stroke.

The patients who present with palpitation have a rapid heartbeat, and this presentation is more likely to be present when atrial fibrillation occurs for the first time.

Our hearts have four chambers classified asatria (arteries) and the ventricles (veins).

When the atria open and closes abnormally, it affects the flow of blood in the heart. The atria will behave as the leaf does when it is windy.

Instead of it being stable, it shakes vigorously. This then makes one feel strange in the chest area, affecting the flow of blood. It really feels uncomfortable. They are likely to tell their physician that their heart is racing so fast.

The person may have shortness of breath, orfeel very tired with chest pains and their head will seem lighter than usual.
Normal rhythm, which in medical terms is called sinus rhythm, can only be achieved by use of medicine such as amiodarone.

Unfortunately, it should not be used for a long time because it can lead to side effects, especially in the lung area.
When one takes it, it can help make a racing heart to beat normally and lower the heart rate.

For the second treatment option, which is highly advisable, blood thinners or anticoagulants will be prescribed by a cardiologist.

Anticoagulation is done using old medicine called Warfarin or new anti-coagulation— which include Rivaroxaban and dabigatran— which are safer and more effective but also more expensive.

That will also help in ensuring that blood flows as it should through your veins (ventricles) and arteries (atria).

Drama at Supreme Court as judges clash over Bobi case

The Supreme Court was thrown into pandemonium yesterday afternoon after Justice Esther Kisakye’s file was confiscated before she read her ruling on Robert Kyagulanyi Ssentamu’s withdrawn petition challenging Mr Yoweri Museveni’s election victory.

“I informed the court that I will be delivering my consolidated rulings on the four applications. My colleagues have opted not to attend this afternoon session,” Justice Kisakye said, adding that she was surprised that her colleagues opted to shun the afternoon session.
She heaped blame on Chief Justice Alfonse Owiny-Dollo whom she accused of ordering the confiscation of her file. She said she would not delve into detail of what she described as internal matters of the country’s highest court of appeal.

Justice Kisakye made the remarks while sitting alone in the courtroom after the court break.
Court went into a short break before returning to complete reading of the reasons for their rulings on several aspects of Mr Kyagulanyi’s withdrawn petition.
However they did not return. Instead, lawyers representing the Attorney General, the Electoral Commission (EC), President Museveni and Mr Kyagulanyi, aka Bobi Wine, were invited to a brief meeting called by Chief Justice Owiny-Dollo to resolve the issues surrounding Justice Kisakye’s rulings.

The lawyers, who attended the meeting but declined to be named, said the justices refused to return from the break because they adjourned the matter to allow them time to sort out their differences with Justice Kisakye.
However Justice Kisakye returned alone in the afternoon to deliver what she called her “consolidated ruling.”
She sat in court for some minutes without a file, then dramatically marched back to the chambers to collect her file.

Sources told Daily Monitor that the matter started after Justice Kisakye indicated that she would be writing dissenting rulings from her colleagues but refused to share her decisions with them as is the practice.
The practice at the Supreme Court and Court of Appeal is that all judges must disclose their judgments or rulings to other members of the panel such that they know who are in the majority and minority.

Another flashpoint, according to sources, was Justice Kisakye’s decision to write her own ruling in the Male Mabirizi’s application seeking Justice Owiny-Dollo to withdraw from hearing Kyagulanyi’s petition.
Other justices were in agreement that only Justice Owiny-Dollo would deliver the ruling since the issues concerned him alone but Justice Kisakye reportedly decided to write her own ruling, contrary to the norm.

The two justices were part of the nine member panel that had been appointed to hear Mr Kyagulanyi’s election petition.
Other Justices are Stella Arach Amoko, Faith Mwondha, Paul Mugamba, Ezekiel Muhanguzi, Night Percy Tuhaise, Mike Chibita and Rubby Opio Aweri.
By late afternoon, Justice Kisakye was reading her rulings in the presence of Mr Kyagulanyi’s lawyer Samuel Muyizi, journalists and court staff. Lawyers for the other parties had left.

8 people shot dead in Nimule

The eight were attacked on Thursday night while fishing on the Ugandan side of River Nile, where they were surrounded by the armed men who were allegedly looking for their cattle. They said that their cattle had been stolen from South Sudan and taken into Uganda.

According to security personnel who preferred anonymity, seven armed men in plain-clothes attacked the fishermen and asked them whether they had seen their cattle. The source says that when the fishermen feigned ignorance, they were taken to the riverbank on the South Sudan side and shot dead.

“The armed men opened fire on them killing the eight on the spot while one South Sudanese identified as Bosco Kenyi from Arapi village managed to escape,” the source said. Kenyi is currently admitted at Bilbao health centre III in Moyo sub-county.

A team of security officials led by Moyo resident district commissioner David Modo is making preparations to reach the scene of the shooting as arrangements have been made with the counterparts in South Sudan.

In the past, residents of Gbari village have been attacked by gunmen from South Sudan. Last week, officials from Uganda and South Sudan met in Kajokeji town in South Sudan to discuss how to resolve the continued cattle raids, abductions and the general insecurity situation in the border areas.
