The decision stems from a protracted dispute originating in the early 2010s between Shukla and the family of the late Bonney Mwebesa Katatumba, a former Pakistani Consul to Uganda and prominent businessman. Court records indicate that Shukla had been in possession of the property since around 2008, following transactions that the Katatumba family and subsequent judicial rulings deemed fraudulent or improperly executed.

Multiple prior judgments from the Commercial Division of the High Court, including a notable 2014 ruling and later decisions in 2020 and 2021, had already found against Shukla in related claims over several properties, including Hotel Diplomat in Muyenga and a resort on Banda Island. In those cases, courts ordered the cancellation of titles transferred to Shukla’s entities, reimbursement of collected rents, and substantial damages, citing issues such as forgery, lack of proper spousal consent, and failure to advance mortgage funds.

The 14 billion shilling award includes mesne profits, which are the rents and benefits derived from the property during the period of unlawful occupation, as well as damages and associated legal costs.

This decision follows several prior judgments against Shukla. In 2014, 2020 and 2021, the Commercial Division of the High Court ruled against him in related claims involving Hotel Diplomat in Muyenga and a resort on Banda Island. In those instances, the court cited forgery and a lack of proper spousal consent, leading to the cancellation of titles transferred to Shukla’s entities.

The stadium was completed in 12 months by the Turkish firm Summa Group. Fully funded by the Ugandan government, the facility meets FIFA standards and is a centerpiece of the Pamoja Bid shared by Uganda, Kenya and Tanzania.

Museveni said the project’s success was rooted in systematic economic growth, citing the country’s performance in agriculture and manufacturing as the foundation for such infrastructure investments.

According to a statement issued by Uganda Railways Corporation (URC), the accident occurred on the evening of Friday, December 19, at about 5:37pm, involving a commuter train travelling from Kampala to Namanve and a private motor vehicle, a Mitsubishi Pajero, registration number UBF 582X.

URC said the level crossing was manned by both Railway Police and URC staff at the time, and traffic on all approaches had been halted to allow the train to pass. Preliminary reports indicate that the vehicle attempted to cross the railway line, resulting in a collision with the oncoming train.

Savannah Gardner died at the scene. Her husband, Matthew Gardner, sustained internal injuries and is currently receiving treatment in hospital. Their two young children, Jedidiah (4) and Mason (1), were not injured.

The applicants are Edward Ssebufu (alias Eddie Mutwe), Achileo Kivumbi, Calvin Tasi (alias Bobi Giant), Edwin Sserukuma (alias Eddy King Kabejja), Alex Waiswa Mufumbiro (NUP Deputy Spokesperson), Saudah Madaada (alias AIGP Madaada), Doreen Kaija (NUP School of Leadership Principal), Sharif Lukenge, Yasin Nyanzi, and Tonny Kawesi. Olivia Lutaaya remains on remand but did not apply for mandatory bail as she has not reached the 60-day mark.

Defense lawyers Samuel Muyizzi Mulindwa and Kato Tumusiime argued that Article 23(6)(b) of the Constitution mandates release once 60 days elapse without trial.

However, the prosecution, led by Chief State Attorney Sharon Nambuya and Bruce Twongirwe, contended that mandatory bail does not equate to automatic freedom. They urged the court to consider public interest and the safety of witnesses.

In her ruling, Magistrate Agumaasiimwe held that the risk of interference with witnesses remains high. She added that although the sureties presented were substantial and traceable, they were insufficient to outweigh the prevailing security concerns.

In October, Besigye filed a formal complaint with the Judicial Service Commission, raising concerns about the judge’s impartiality and procedural conduct. No official response has been issued to date.

The application also questions the High Court’s jurisdiction and raises concerns over the alleged misidentification of one of the co-accused, Captain Oola.

Justice Baguma previously declined to recuse himself from the case.

The training addressed recent concerns from opposition leader Joel Ssenyonyi and other MPs about a lack of regulations for the biometric system just weeks before elections.

Solomon Muhumuza, the EC’s director of technical services, said the kits are upgraded from those used in 2016 and 2021 and feature capabilities to prevent ballot manipulation.

“Before the voting exercise on polling day, the kits will be witnessed by appointed polling agents to ensure they have not been tampered with,” Muhumuza said. “The kits are preloaded with voter data to aid identification and verification.”

Addressing youth leaders from Western Uganda at his Kisozi farm in Gomba District, President Museveni said the future of Uganda lies in young people embracing income-generating activities in commercial agriculture, manufacturing and artisanship, services, and Information and Communication Technology (ICT).

“The issue of empowerment at the individual level is very important. The idea of distributing heifers or revolving support is good. But when it comes to jobs, we must look for methods that cover many people,” he said.

“The answer is wealth creation. All of you should be involved in wealth creation.”

The meeting brought together youth leaders from the Western Uganda cluster, including Kigezi, Ankole, Rwenzori, and Bunyoro sub-regions, and focused on youth empowerment, access to Parish Development Model (PDM) funds, leadership inclusion, and skilling opportunities.

President Museveni cautioned youth leaders against promoting unrealistic expectations of public sector employment, noting that government jobs are limited and cannot absorb the country’s rapidly growing youth population.

According to a UPDF statement, the deployment of UK military doctors and medical specialists is still under review by the British government and would focus on supporting clinical services, skills transfer and capacity building at the UPDF’s top military health facility.

In addition to medical cooperation, the two sides discussed possible UK support to UPDF training schools, reflecting long-standing collaboration between the Ugandan and British militaries in areas such as professional training, peacekeeping preparedness and institutional development.

Kainerugaba and Chesney reaffirmed what the UPDF described as “mutual respect” and agreed to sustain high-level engagements to further strengthen defence cooperation between Kampala and London.

The meeting follows an earlier engagement between the two officials in October, underscoring continued high-level dialogue between Uganda and the UK amid broader defence, security and development ties.

Britain is one of Uganda’s longstanding defence partners and has supported training and capacity building for Ugandan forces, including those deployed in regional peacekeeping and counter-terrorism operations.

In a letter dated December 17, 2025, addressed to the Administrator of the Supreme Court, Justice Lillian Tibatemwa-Ekirikubinza, ULS states that the prolonged delay in delivering the judgment has resulted in the continued illegal detention of Kazinda, who has been incarcerated at Luzira Upper Prison since October 2012.

The letter, signed by ULS Vice President Anthony Asiimwe, follows persistent pleas from Kazinda, his lawyers, and family members, who have repeatedly complained about delayed justice in the matter.

Both the Law Society and Kazinda’s family have expressed concern that Chief Justice Owiny-Dollo, who led a panel of six Justices that heard the petition, is expected to retire in about one month upon attaining the mandatory retirement age of 70 years.

The victim, Mpirwe Tumwesigye Abraham was recovered alive in Busukuma, Nansana municipality in Wakiso district on 19th/12/2025.

According to police, he was fed on cassava by his captor who is on the run.

The suspect, Muchunguzi David, a shamba boy employed by Dr Tumwesigye Emmanuel disappeared with his boss’ son on December 12, 2025 at around 4 pm.

Muchunguzi has been contacting the family for ransom to release the minor to the family. He has also been recording videos on TikTok reassuring the family that the minor was safe in his custody while demanding ransom.

Museveni further said borehole drilling and rehabilitation have been carried out at Balimanyankya in Kisekka Sub-County, Kengwe in Kyazanga Sub-County and Bulemere in Kisekka Sub-County. In addition, rehabilitation works have been completed on multiple boreholes in Malongo, Lwengo, Kisekka, Ndagwe, Kkingo and Kyazanga sub-counties, restoring the functionality and reliability of rural water sources.

He added that valley tanks have been constructed at Kitazigorokokwa in Lwengo Sub-County and Lusana in Ndagwe Sub-County to support livestock and enhance climate resilience. Small piped water systems have also been established at Busibo B in Kyazanga Sub-County and Kalagala in Malongo Sub-County.

Despite these facilities, President Museveni said the water situation in the district remains a concern.

“I will look into this issue so that we can solve the water challenges here,” the President said.

He linked the shortages largely to prolonged dry spells, noting that limited water access affects household welfare, sanitation, and agricultural production.

Appearing before Nakawa Chief Magistrate Daphine Ayebale, Chief State Attorney Richard Birivumbuka told court that the two officers are accused of coordinating and financing the 2015 assassination of Joan Kagezi.

According to the prosecution, SSP Agasirwe joined the police force as an informer, was later regularised as a Special Police Constable, and rose through the ranks to become Commandant of the Special Operations Unit, which directly reported to the Inspector General of Police.

While commanding the unit, Agasirwe is accused of recruiting one Abudulnoor Minaana as an informant despite his alleged involvement in several murders and robberies, including an attack on Naggalama Police Station in Mukono, the hijacking of a fuel tanker in Bweyogerere, and the killing of a female hawker at Arua Park.

The State alleges that Agasirwe shielded Minana from prosecution and introduced him to former IGP Kale Kayihura, who recruited him as an informant , placed him on a monthly payroll and provided him with armed police protection.
