KIU guild president dies in road crash, five hospitalised
The 2am Sunday crash happened at Zzinda-Bulwada Village, Gomba District on Mpigi –Kanoni –Sembabule Road.
It’s barely a month since Douglas Matovu was elected to guild before he was sworn in on April 19
Traffic police in Katonga region are investigating a motor crash that claimed the life of Kampala International University (KIU) guild president –Western Campus, Mr Douglas Matovu and left five others injured.
The 2am Sunday crash happened at Zzinda-Bulwada Village, Gomba District on Mpigi –Kanoni –Sembabule Road.
Mr Moses Kiberu Ssalambwa, an eyewitness said Matovu died after the speeding Subaru vehicle he was driving rammed into a truck which was moving ahead of him.
“The driver (Matovu) of Subaru tried to overtake yet there was an on-coming truck, and to avoid a head-on collision, he swerved but ended up ramming into the Sino truck which was in front of him,” Mr Ssalambw said.
Two of the five people who were travelling with Matovu and sustained serious injuries are currently admitted at Gombe Hospital. The other three were transferred to Kampala for better medical attention.

The driver of the truck, Seruga Sadat, 29, escaped unhurt.
Matovu has been pursuing a Bachelor of Pharmacy at KIU. It’s barely a month since he was elected to guild and sworn in on April 19.
“The body was taken to Gombe Hospital mortuary for postmortem. The vehicles were towed to Kanoni police station pending IOV inspection,” Katonga region police spokesperson, ASP Lydia Tumushabe, said after the 2am crash.

King Oyo scraps ministries as 9 ministers axed in reshuffle

Last year’s Prime Minister Appointee Steven Kiyingi maintains his position while new entrants on the cabinet include information minister Black Bamanyisa, youth minister Patrick Kamulindwa, education minister Godfrey Rwebembera, finance minister Edward Kabongoya Bbala, lands minister George William Katuramu, Agriculture minister David Sabiti and security minister Joseph Musana.

William Kwemera Ngabu has been appointed as Deputy Prime Minister in charge of Finance and Administration.

According to the king’s cabinet, scrapped ministries include that of planning, general duties and that of office of the 3rd deputy PM. Duties of the ministry for gender and culture have been put under the deputy prime minister.

By Saturday morning, King Oyo had not appointed an Attorney General but Tooro PM Kiyingi said “the Omukama will soon look for a suitable person although the kingdom currently has someone helping on legal matters.”

Experts weigh in on rising gun violence
Mr Ali Male, a counselling psychologist at A-Z Professional Counselling Support Centre, concurs.
Mental health experts in the country have said addressing mental illness is not enough to save the country from the surge in fatal gun violence.
“The socio-economic situation is worsening in the country,” says Dr Kenneth Kalani, a psychiatrist at the Health ministry. He says: “Some people can cope with negative ways such as quarreling and violent acts, which are negative ways of coping.”
Dr Stephen Okiror, a clinical psychiatrist at Butabika hospital, says gun violence could be birthed by “an emotional reaction.” The violence has tied the country in knots, with 10 fatal shootings registered in the country in the past fortnight.

Abim residents starve as cattle rustlers wreak havoc

After nearly emptying kraals of cattle, the raiders are now reportedly raiding homes for food stuffs.
Before his homestead was raided by armed cattle rustlers in Abilonyero Village, Atunga Sub-county in Abim District three years ago, 60-year-old Michael Otto’s one-acre compound contained three granaries and a kraal with about 40 head of cattle.
The raiders, according to Mr Otto, raided the village, which is guarded by a unit of armed UPDF soldiers numbering less than 15, and took the animals in one dark and rainy night.

Archbishop Ssemogerere noted that the Catholic Church in Uganda will come up with one position after analysing and discussing the Anti-Homosexuality Bill, 2023, which Parliament passed on March 21.
The Catholic Church in Kampala has condemned homosexuality as sinful and must be fought by all followers.
Archbishop Paul Ssemogerere of the Archdiocese of Kampala said the Church is right to condemn homosexuality as evil and should not be condoned.
He made the statement during celebrations to mark 10 years of Pope Francis in service in Kampala on Wednesday.

What you need to know:
The records show gross payroll mismanagement at local governments despite interventions by the Ministry of Public Service. For example, Shs1b was paid to 795 staff who had either retired, transferred, absconded or died with the worst delays ranging from one to 16 months.
Tax payers lost in excess of Shs80 billion in illegal or questionable payments to more than 28,000 district and other local government (LG) workers, according to a new report by the Auditor General (AG).
The salary forensic audit for the year ending June 2022, which has become available to this newspaper only now, found a litany of overpayments, underpayments and cases of illegal payroll access and deductions.
It unearths delayed removal of the dead from payrolls or stop to payments to ineligible persons. There are also anomalies relating to under-remittance, inaccurate computation of pension and gratuity, and non-deduction and under-deduction of Pay As You Earn (PAYE).
In some cases, officials used wrong formula to compute statutory deductions. According to the report, the payroll glitches have deprived thousands of government employees of rightful pay due to underpayments and use of wrong salary scales.
The forensic audit reveals that taxpayers lost Shs39b while employees and pensioners were robbed of up to Shs41.1b.
The records show gross payroll mismanagement at local governments despite interventions by the Ministry of Public Service. For example, Shs1b was paid to 795 staff who had either retired, transferred, absconded or died with the worst delays ranging from one to 16 months.
An audit of payrolls of 129 local governments found that Shs19b was lost to payment of persons who accessed the payroll through forgery of appointment documents. The AG unearthed a total of 609 secondary school and tertiary institution employees, under the Education Service Commission (ESC), who used forged minutes to access government payroll.
“The individuals had been on the payroll for a varied number of years, ranging from 1 to 39, with some even approaching retirement,” the AG notes, adding, “The accounting officers explained that the issue of ineligible secondary school and tertiary institutions’ employees was beyond them since the appointment and posting is done by the Ministry of Education and Sports (MoES)”.
The auditors reported an inability by local governments to validate eligibility of the posting instructions because they lacked an automated database at the ESC containing minute extracts of all secondary school teachers.
In such scenarios, however, Dr Denis Mugimba, the Education ministry spokesperson, said the loophole is at the district level that manages the payroll.
