Martin Lukwago was abducted on November 3rd, 2020. Till now, his where about is unknown. He was abducted by gun wielding men and bundled into a drone. His crime was supporting H.E Robert Kyagulanyi Sentamu. Martin and so many other people were abducted, others murdered and not seen again by their immediate families. Yesterday, we attended the first NUP Canada chapter convention. In my communication to the audience, I emphasized the importance of the diaspora and the effectiveness of the pressure exerted to the international community through their demonstrations and protests against the continued support that the Museveni regime receives from international organizations and western countries, which support is instead used to oppress Ugandans.

At around 3:30am this morning, Fazir Mayanja, an outspoken critic of the Museveni regime, and passionate advocate for good governance, arrived in Uganda from Ireland where he lives. He was intercepted at the airport and handed over to 'security' for screening. They conducted a physical search on him and profiled him. Shortly after, his phones went off. His family members who were waiting for him at the airport have been denied access to him up to now. For over 15 hours, no one knows what's going on with him! It is unclear if he is still being held at the airport or if he has been abducted and taken to one of those illegal places of detention. This is yet another move to intimidate and silence voices of dissent against the criminal regime. And it must be condemned by all people of good conscience.

In January 2021, Abdul was abducted from Makindye with his elder brother, Yusuf. For over 5 months, the two siblings were kept in a dark 'safe' house and tortured.

Yusuf eventually died in the safe house, next to Abdul. Abdul remained detained with the body of his brother rotting next to him for nearly a week.

Later, soldiers in UPDF uniform picked Yusuf's decomposing body and dissolved it in a drum of acid as Abdul, who they had dragged along, watched.

Last night at the Koninklijk Theater Carré, one of Amsterdam's biggest Theatre Halls, our documentary was watched by hundreds of people. It was such a humbling experience to see the love and solidarity! I am glad that through this film, the world is getting to understand the criminal enterprise which rules over our country. Secondly; We call upon the governments and organizations all over the world to impose sanctions on him and the people that he uses to torture and kill innocent citizens.

Thirdly; We call upon all those who value democracy and human rights and the rule of law to isolate Gen Museveni because he has distinguished himself as an excellent violator of human rights who has no respect whatsoever for human life and human dignity.

ON PROPAGANDA

Several times, I have spoken about how dictatorial regimes use propaganda as a tool to keep themselves in power against the will of the citizens. I also explained how such regimes spend billions of money on propaganda- the same money which would improve services for the people.

In Uganda, there are many paid propagandists who come in all shapes and sizes. Their approaches are different, but their objective is the same- perpetration of the Museveni regime of blood.

I worry less about such people because their objective is well known. The people I worry about are those who actually give them ear and eventually believe what they say. I have seen a few comrades, who were once very committed to the struggle, but have since drifted away from the cause by simply listening to the toxic messages of propagandists who are well trained and well facilitated. We have reliable information on how several of them have received advanced training in manufacturing and propagating propaganda.

I will describe some of their approaches that I have observed for some time.

1. Some propagandists will begin as if they support the struggle. These usually begin with so much passion, but they normally have a time frame. For example, for the first six months, someone may come out every day criticising Museveni and his corrupt regime online, on radio stations or TVs. But such a person is on a clear mission. His criticism for six months is meant to help him gain attention and a huge following. After the six months when he has your ears and attention, you see the person turn the guns on the struggle which they purported to support.

Usually, such individuals start slow. They never wake up at once and attack the struggle. No. They take you step by step.

They may begin by making complaints which may appear genuine about how things are moving within the struggle. Then they pick on a few comrades who they consider weak and start attacking them for no solid reason. True to their character, they come up with well-crafted, believable lies about those comrades. They normally take some time before launching an all-out war on the cause.

Sometimes, they look for, or create justification for their intended actions. Someone may attack a comrade within the struggle and when that comrade responds, the propagandist uses that as an opportunity to call everyone else a hooligan. And that becomes their starting point. Another person may make some unreasonable demands from the leadership well knowing that it is not possible for those demands to be granted. Once that happens, they use it as an opportunity to launch all manner of accusations against the cause and its leadership. Ultimately, their intention is to divert, derail and divert the cause. Beware of them!

Of course this is not intended to silence those who come up with genuine advice or even constructive criticism. But I am sure all of us have seen how the propagandists described above behave.

2. The second category is of those propagandists who will appear on the scene and claim to belong to the forces of change. They claim not to support the regime but if you analyse their presentations, you will see that they spend 80% of their time attacking the leaders within the struggle or the methods adopted in the struggle. They spend only 20% or less of their time talking about how they do not like Museveni and his corrupt regime. These ones claim to know how everything should run, but are never willing or even able to come and be part of the implementation of what they say. In fact, their approach is to attack every strategy you adopt. If NUP leadership does not call for protests, they will criticise us every day for not calling for protests. When you hear them speak, you may think they will be the first people on the street when protests are called. Their intention here is to project the leaders of the struggle as weak and ineffective. But as soon as NUP leadership calls for protests, they will immediately change the script. "Bobi Wine is sending innocent people to be killed. Let him send his children first on the streets," they will say. Their intention here is to discourage people from coming out to protest. They are basically always waiting for you to take a step and immediately find reason to attack it.

I saw such things about the recent Kayunga election fraud. They first asked why we were all focused on Kayunga as if the rest of the country did not matter! On the day of voting, when the results showed us in a clear win, they said Museveni was giving that one to us. One of them said, "If Museveni did not want NUP to win, they would not have won." By morning when Byabakama and Kyobutungi announced their coup, they asked why NUP did not focus fully on Kayunga and ensure they collected DR forms! But by 2:00pm the same day, when we uploaded all the DR forms and proved we guarded the vote 100%, they asked why we went to Kayunga in the first place, well knowing that the election would be rigged! You can imagine..That is their nature. They have a negative explanation for every situation.

For such people, when their following starts declining because people are beginning to understand their mission, they change strategy a bit. For some two or three weeks, they once again attack Museveni at 60% of their time. Then the comrades who had gone away from them now start thinking they are back into the cause. But once they have the attention again, they immediately go back to their mission, now more viciously than before.

3. Others will come on the scene and claim to love and support the overall leader of the struggle and yet attack and criticise everyone he works with. In our case, they will claim to love me 100%. But when you watch them closely, you realise that they attack everyone else around me. Because they understand that a leader cannot work alone, their intention is to weaken the leader without attacking him directly. Watch them.

4. The fourth category is of those who are clearly for the regime and they don't hide it. Their antennas are always alert, looking for anything negative to say about the struggle. When they don't find it, they go to their laboratory and immediately manufacture lies and more lies. They will claim that I bought a house in America. Once they are busted, they immediately claim that Museveni bought for me the bullet proof car. They ask, "How could he have brought in the bullet proof car without the regime knowing?" And when Museveni confiscates the same car? They immediately turn around and say I got the car from my foreign funders to destabilise the country. Another example is the sick lie that NUP refused to join IPOD but accepted money from the same institution! They say lies with their eyes wide open.

The forth category is easier to deal with because their actions and intentions are very clear.

There are other approaches, but because of time, I'll only speak about these.

People who are genuinely for the cause should learn to discern why someone says or does what they do. It is very important.

Above all things, all dictators, past and present have used these schemes and more. But it never saves them from the inevitable fall. The struggle for freedom and democracy will end in victory.

AN UPDATE ON COMRADE LUMBUYE

NUP is proud of the headway made on comrade Fred Lumbuye's case. Hon. Muwada Nkunyinji has been updating you all on the progress he has made on his second trip to Turkey.

This has helped solve some of the challenges we experienced in the past including; knowing where Lumbuye is held, getting proof of life and securing a formal legal process towards Lumbuye's release. Counsel Muwada reports speaking to Lumbuye in person, confirms proof of life as well as Lumbuye's formal agreement to be represented by the Turkish lawyer Adnan Sahin.

As we all know, the Diaspora collected a total of $71,283 through its 34 NUP Diaspora chapters around the world in an online fundraising campaign for Lumbuye. All these funds remain and will stay at NUP chapter level throughout this process. At this time there is no need for further fundraising towards the same purpose.

Hon. Muwada has entered into a contract with the Turkish attorney on our behalf, after consulting with comrade Lumbuye. The contract price as well as a few prior expenses will be catered for.

At this time, the priority is Lumbuye's freedom. We continue to use all legal avenues to see that Lumbuye gets his freedom. Please disregard the misinformation and propaganda whose authors are clearly pursuing a different objective.

The Diaspora Chapter leaders have been and will continue meeting regularly about this matter.

Thank you all for continuing to demand for Lumbuye's freedom. We shall eventually get it.

: With instructions, we have today executed a Formal engagement Agreement ( Attorney Contract) with Advocate ADNAN SAHIN to represent LUMBUYE FRED and lead the legal efforts.

The Agreed contract fees is $7500 (Seven thousand Five Hundred United States Dollars) with precise breakdown within the agreement.

The focus is Defending the Perjury and Deportation Cases and also seeking international Protection ,initially within Turkey.

Thank you all for the Solidarity so far. My primarily duty was to return and streamline all possible legal and Human rights efforts within Turkey in defence of LUMBUYE FRED.

As we make follow up to see how the required fees are cleared , I'm now to use my remaining time here in assessing any other started on strategies and foreseeing on how any such efforts and teams can join and compliment the main lawyers. The instruction chain has been narrowed down to NUP so that we avoid ambiguity.

Preffered an open public approach, because LUMBUYEs arrest and detention has been a matter of public concern and equally we are using ONLY LEGAL& LAWFUL APPROACH.

We FINALY FOUND LUMBUYE KAJUBI FRED. Together with the Turkey Lawyer ADNAN, we Visited LUMBUYE today at KOCAELI VALILIGI Foreigners Detention Centre.

He is alive and quite well though bored being in one place. He claim they had told him that he will stay in detention centre for 6 Months. His wish is to secure his Freedom and Possibly relocate to another Country but not UGANDA.The other details are reserved for now.

He has thanked you all for caring for his safety. Unfortunately he is not allowed to speak on phone, write or take photos. The reason they gave is because his detention is monitored by Turkish Government. But they guided us through the lawyers on how to process the details of his wishes.

Now l can comfortably report LUMBUYE is alive and detained at KOCAELI Foreigners Detention Centre in Turkey. Now we know where he is detained with certainty. And we are to embark on follow up legal & Human Rights efforts.

:LUMBUYE In Turkey,Not in PRISON but at an Immigration Centre.Turkish Ambassador to Uganda Briefed me this Afternoon of 31/08/2021

After Uganda Foreign Affairs Ministers today responded in writing to my inquiry on LUMBUYE where abouts contained in their response to Parliamentary Foreign Affairs Comittee in which they maintained that LUMBUYE is still in Turkey.

I thereafter sought meeting and engaged in discussion on LUMBUYE this afternoon with the Turkish Ambasador in Uganda ,KEREM ALP who was accompanied by the Embassy Military/ Security Atachee at the Embassy ,in Kololo Kampala.

The Turkish Ambassador Briefed me that LUMBUYE is safe, alive and not in Prison because there was and there is no Court Order or any formal running charges against him.

The Ambasador informed me that LUMBUYE has been offered protection by Turkish Immigration Agency at an Immigration Centre because his Immigration status had expired with no running Turkish Visa.

Turkish Ambasador assured me that Lumbuye is not detained at any Police Station or Prison in Turkey but being overseen at Immigration Centre in Turkey, alive, okay and well.

Further Turkish Ambassador Briefed me that LUMBUYE was apprehended by Turkish Immigration Agency but has his full rights under Turkish Laws & international Laws which we can fully explore. However the Turkish Ambassador maintained that the Turkish legal system is not as expensive as it's being reflected in Uganda media because Refugees and asylum seekers from world over regularly and easily use the Turkish Immigration & Court system.

Turkish Ambassador KEREM ,Confirmed that indeed Uganda Government, Interpol & Turkish Government have been in talks over LUMBUYE since his encounter with Immigration service. But that no conclusion or agreement has yet been reached.

The Turkish Ambasador assured me that Turkey has a long standing history of standing with & welcoming Refugees,Asylum seekers E.T.C from world over and cannot not that easily surrender any person including LUMBUYE without due respect to his legal Rights & safety.

I can with comfort state that the TURKISH GOVERNMENT have today through the Embassy at Kampala, revealed the status and situation of Lumbuye.

We shall acordingly follow up the above and the other diplomatic brief to now take an informed way forward for eventual redress targeting formal release of Lumbuye.

Earlier today, I joined other members of the National Unity Platform to honour deceased comrades whose lives have been violently taken away by the regime in the course of our struggle against dictatorship.

We celebrate 13th August of every year as our Heroes Day on in memory of our departed comrades because it was on that date in 2018 when we lost our first martyr, Yasin Kawuma, who was shot dead by the SFC militia during the Arua bye-elections.

Since then, many of our brothers and sisters such as Ritah Nabukenya, Dan Kyeyune, Hakim Ssekamwa, Francis Ssenteza and many others have also lost their lives to regime security forces as a punishment for seeking change. Continue resting in peace, comrades. In your memory, .

When we arrived in the republic of Turkey we were hopeful that our joint efforts to reclaim the freedom of comrade Kajjubi Fred Lumbuye would yield. We had to first establish the entire gist of the matter and assess the situation on ground but of course this would not be achieved by us on our own but rather with the indulgence of our NUP coordinators within Istanbul. In our modus operandi as NUP, we are supposed to respect the existing structures within the countries to which we travel which is why we had to work behind the curtains and on the frontline but with the NUP Turkish team in the lead. Our comrades here briefed us and the secretariat on what steps we were to take. We hired an international human rights lawyer to mitigate the extradition efforts and rather push for the granting of asylum documents to our comrades so he could be taken to a safer haven in another European country or North America.

We tirelessly followed up and engaged the concerned Turkish authorities to establish what had inspired the eventual arrest of our comrade. We were since briefed that he was incarcerated on the command of the Dictator which imposed trumped charges meant to silence his resolve. We did not relent in our efforts to ensure his freedom. Our lawyer wrote to the Turkish attorney and laid a series of humanitarian and political grounds that would implore Turkey to heed to our prayer of either granting comrade Lumbuye a resident permit to stay within or consent to his asylum to another willing country which in this case was Netherlands where the paperwork of asylum had even been concluded.

"The point we need to explain is that for our client to be permitted to get asylum in the Netherlands since procedures have been started in that country," reads line 5 of our petition to the Turkish esteemed Directorate under the Attorney's office.

We had laid out a series of factors penned down by our Turkish lawyer who wrote our demands originally in their mother tongue. The letter was penned down in the Turkish language.

As a party we solidly and overtly stood against the extradition. We were against the Museveni regime's plans to take Lumbuye to Uganda for trial. We have all acted in accordance to our means. What we need to advocate for at the moment is that our comrade regains his freedom. Let each of us act within our capacities to see that the regime is overwhelmed. We must not relent because this is not the time to do so. Continue to press for his freedom till the regime spits him out of their hands.

I have Received multiple threats within the day to drop our public stance challenging the arrest & planned deportation of LUMBUYE.

I want to remind the detractors and the regime that the position of Shadow Minister Foreign Affairs is by law established and l will speak out always & boldly on the troubling Uganda's Foreign Policy & Relations.

The Statement by Uganda State Minister Foreign Affairs, Okello on the suspected pushed for Deportation of LUMBUYE tomorrow is being investigated before we give our comprehensive position.We can't take it for granted.

I have notified the shadow Justice & Internal Affairs Ministers acordingly.

With no intent to spark alarm, nor scare but rather cause public diligence, moments ago l received information that the name Lumbuye has been sighted in a double passager booking of Emirates,Ethiopian Airline and still unverified for Turkish Airlines.Those with advanced aviation diligence can join the verification in public interest.This as well cause more need to push for legal redress within Turkey and global Human Rights advocacy for his safety.

Meanwhile our leaders who traveled to Turkey led by Hon Zaake and the Dispora team leaders have since released online statements detailing the legal efforts being undertaken within Turkey,and we hope for the best.

UPDATES ON LUMBUYE.
We have reliably Confirmed from trusted Sources within Turkish Security that Human Rights Activist LUMBUYE is in custody of Turkish Security.

There is intense efforts by Uganda Security to have him & 15 other Ugandan Deported even though Turkish Authorities are reported to be making further investigations and have not formed opinion or realised substantial findings,sources indicate.

Uganda Government is reported to have sent high profile security operatives & Diplomatic officials who are in negotiations with Turkish Security.

Sources indicate that investigations are centering on expired Passport,immigration status ,and that some Ugandan informer in Turkey disguised & deliberately reported to Turkish Security that LUMBUYE is involved in multiple Criminal Activities to prompt his arrest thus the reported ongoing investigations.

This points at a set up for LUMBUYE. The speed used by Ugandan Security and Foreign Ministers in pushing for his Deportation & engaging Turkish Authorities & Security as Reported visualise a possible state set up to have him deported at all cost.

We now remind Human Rights Activists and Defenders ,be it persons or states and agencies to pick interest in this matter as we are certain he is being wrongly hunted for his divergent political views.

Legaly Turkey has no extradition arrangement with Uganda and it's illegal under international law to attempt if done. Attempts to use a disguised deportation in excuse for criminal actions within Turkey seem to be the set up being paraded. We must stand to denounce it.

Why would Ugandan authorities insist so much to have a civilian deported at all cost instead of demanding a foreign government to release him. This is a troubling Uganda Foreign policy strategy deliberate on suffocating Uganda Nationals abroad.

We must jointly remind Turkish Authorities how unsafe it will be to accept a request by Uganda for deportation of a Political critic of the ruling regime.

The need for him to secure legal representation within Turkey seems urgent and relevant and we recommend so.

For those who have questioned our interest in standing for Lumbuye rights , I wish to be on record,that even as we dont approve of each and every content of his ideology or statements, we still have a public duty to voice out his rights.The essence of a Shadow Government is partly to lawfuly keep in check the actions of the Regime. Our approach has largely remained on defending people's rights. Needless to mention, all persons are presumed innocent until proved guilty under our Constitutional order.

I also wish to state, that there was an abrupt change by the Speaker of Parliament that denied space for the matter of Public Importance on the subject. Even though l partially introduced it on the floor of Parliament on Wednesday.

These are comrades Matovu Denis (21 years old), Sonko Richard (25 years old) and Turyatunga Bruce (36 years old). Nakibuuka Soloome (44) is the mother of Matovu Denis and Sonko Richard. The two were abducted by heavily armed people on 8th December, 2020 in Makindye. Bruce was abducted from Mukono.

They all went through horrendous episodes of torture at the hands of their captors. Matovu and Sonko were placed in a pit full of water which went up to the chest and were forced to stay there for a month, while they were being interrogated on "Our Plan B." They would only be removed to go to the toilet and placed back, day and night. Even while I am still out of the country, I've had an opportunity to speak with them through different comrades and their stories are simply unbelievable.

As you can see from the pictures captured by our teams, they were subjected to all manner of torture. Eight months later, the scars are still visible, and some wounds are still fresh. They spoke of how soldiers beat them up everyday, cut their bodies, placed burning ci******es on their private parts, and injected them several times with unknown substances. All this while, their arms were tied to the back.

Our legal teams secured orders for their unconditional release several months back, but the court orders were ignored! Sonko and Matovu's mother moved from place to place crying for their release to no avail.

Two nights back, these comrades, with about 5 others were dumped in various places in the dead of the night by the same drones which were used to abduct them. These are some of the people who former Internal Affairs Minister, Jeje Odong claimed were not in the hands of the state. To date, over 350 comrades and supporters are still missing with their whereabouts not known. Thousands others are detained at Kitalya, Luzira, Makindye Military Prison as well as other prisons and police cells.

These comrades are clearly in a very bad state of health. They are very traumatised having spent close to 8 months held incommunicado in a very dark room. Among the many things they did to them was the constant mocking- telling them how they will be in power for hundreds of years and how we are wasting time trying to cause change. They say that at different times, pictures of dead bodies of the late Zebra, the late Archbishop and others were brought to them and they were asked if they want to follow suit! They were told that if they dare speak out about the atrocities committed to them, they would be dead, after all they (regime) own the police, the prisons, the army and the courts!

These are crimes against humanity which Gen. Museveni and his criminal enforcers will have to account for.
