President Horta Questions Number of International Advisers in Timor-Leste

President of the Republic José Ramos Horta said he was surprised by the reported number of international advisers working in Timor-Leste’s state institutions, after the Public Function Commission confirmed that the number had exceeded 700. He said he would look into the matter.

Horta made the comments recently in response to the commission’s confirmation regarding the number of international advisers working across government institutions.

“I do not believe it – it is impossible. There are one or two international advisers working for the Presidency, and one or two working for the Ministry of Foreign Affairs. I think most of them are perhaps working in the justice sector. There are also some in the defense force, and perhaps many in the PNTL,” Horta said.

He also questioned whether other institutions had significant numbers of international advisers. According to Horta, there may be only around 20 advisers in the security and immigration sectors, while he said he was not aware of international advisers working for BNCTL, the Central Bank, or the Petroleum Fund, where he said only Timorese staff work.

Horta said the presence of international advisers in other state institutions was unclear to him and indicated that he would seek further information about the reported figure.

Security forces intercept vessel carrying 2,583 cartons of smuggled ci******es

Timor-Leste's police and military forces intercepted a vessel off the country's eastern coast, seizing 2,583 cartons of suspected smuggled ci******es and detaining seven crew members.
Police spokesperson João Belo dos Reis said the operation was carried out following intelligence gathered through joint surveillance conducted by the Maritime Police and the Defence Force.
"The maritime authorities and the Maritime Police intercepted the vessel as it attempted to anchor off the coast of Baucau before escorting it to Dili," Dos Reis told reporters during a press conference on Tuesday.

According to Dos Reis, the vessel was carrying various brands of ci******es commonly found on the Timor-Leste market.
He added that the seven suspects detained are Myanmar and Chinese nationals who have been residing in Timor-Leste for several years

Indonesian Embassy in Dili Praises Timor-Leste’s Swift Action Against Online Scam Networks

The Indonesian Embassy in Dili has commended the Government of Timor-Leste, under Prime Minister Xanana Gusmão, for its swift action through the Criminal Investigation Police (PCIC) to dismantle online scam networks operating in the country.

In a press release, the embassy said the operation reflects Timor-Leste’s strong commitment to safeguarding national security and enhancing regional cooperation to combat transnational crime within ASEAN.

Between late June and mid-July 2026, Timorese authorities arrested more than 100 foreign nationals, including several Indonesian citizens, on suspicion of involvement in online scam operations.

The Indonesian Embassy stated that it is working closely with Timor-Leste authorities to obtain information on the detained Indonesian nationals and to ensure their rights are protected in accordance with the 1963 Vienna Convention on Consular Relations.

The embassy also noted that the detainees' legal rights have been respected and affirmed that Indonesian and Timorese law enforcement agencies will continue to cooperate throughout the investigation while fully respecting Timor-Leste’s judicial process.

Timor-Leste’s Prime Minister Xanana Gusmão totally opposes the reintroduction of criminal defamation into the country’s Penal Code.

The Prime Minister calls on lawmakers to focus on much more important things than the defamation bill.

“I don’t agree with the new defamation bill. With the widespread fake posts on social media, it will give our courts more cases than they can handle. Instead of focusing on more serious criminal cases, they will focus on small things like insults on social media,” the Prime Minister told reporters after meeting with President José Ramos-Horta on Thursday.

The Prime Minister made the comment as lawmakers are discussing reintroducing criminal defamation in the young nation’s Penal Code.

Timor-Leste’s law enforcement has confirmed that Starlink is now the primary network for transnational scammers in the young country.

“We investigated our telecommunication operators about their service and the sale of local sim cards, but what we discovered is the modus operandi of the alleged scammers in Timor-Leste, they don’t use local sim cards, they connect directly to Starlink internet,” the Timorese Police for Criminal Investigation Service Unit Director João Bosco dos Reis told reporters yesterday.

He said they are now in talks with Timor-Leste’s Communication Regulator (ANC) to look into this and regulate the sale of Starlink kits in the young country.

“Their criminal activities and use of technology is evolving every day, so our investigation skills also need to keep up with new technology. I’ve talked to the ANC Director about this issue, so that they can control the use of Starlink in Timor,” he said.

Recently Timor-Leste’s law enforcement has been cracking down on alleged scams in the country, with at least six centres being raided across Dili and nearby municipalities and over a hundred foreign nationals being arrested, mostly Chinese and Indonesian.

🇹🇱 President Ramos-Horta Opposes Criminal Libel Proposal

President José Ramos-Horta has called on the Government to withdraw the proposal to reintroduce criminal defamation into Timor-Leste's Penal Code, warning that it could undermine freedom of expression and press freedom.

The President said he will discuss the matter with Prime Minister Kay Rala Xanana Gusmão and urge him to ask CNRT and PD lawmakers to withdraw the bill. He also reaffirmed that he would veto the legislation if it is approved by the National Parliament.

Meanwhile, Parliamentary Commission A has completed public consultations on the proposed amendments and submitted its report to the Bureau of the National Parliament, which will decide whether to schedule the bill for debate in a plenary session.

Russia expresses interest in expanding cooperation with Timor-Leste: Putin

Russian President Vladimir Putin has expressed Russia’s interest in strengthening cooperation with Timor-Leste across multiple development sectors.

Putin made the remarks during a meeting with Timor-Leste Prime Minister Xanana Gusmão and his delegation in Kazan, Russia, on the sidelines of the 39th ASEAN–Russia Summit.

“I am very pleased to meet the Prime Minister and his delegation here in Russia… Russia is interested in building cooperation with Timor-Leste in various sectors, including energy, minerals, and oil exploration,” Putin said.

According to GMN TV (June 21, 2026), the two leaders also discussed potential cooperation in economy, trade, investment, education, and human resource development.

About FMDC
Fundasaun Media Development Centre (FMDC), formerly Timor-Leste Media Development Centre (TLMDC), was founded in 2005. The organization was initially set up by local staff and supported by the Internews Network. FMDC now operates as a non-government organization that supports independent and community media organizations. FMDC engages in both production and training programs for media practitioners, with a particular focus on radio. In 2009, FMDC was able to purchase the land and buildings it operates on, which has supported the organization’s long-term financial sustainability. In 2010, FMDC launched its own in-house Dili-based radio station, Radio Liberdade FM. In recent years, FMDC has focused on encouraging participation from groups of people usually marginalized within Timor-Leste’s mainstream media.
