Job Description:
The purpose of the Project Coordinator position is to assist the Project Manager and Area Manager in planning, implementing, monitoring and evaluating the project. and to ensure that the project promotes women’s economic empowerment and sustainable outcomes according to the approved project design. This position supervises two Project Facilitators and one M&E and Comms staff. This position will be based in Covalima.
Team Leadership
· Model a high standard of personal Christian leadership, maturity and integrity as an example to staff and others, nurturing staff spirituality.
· Facilitate a working environment of mutual trust, respect, and care among all staff.
· Be responsible for building the capacity of his/her staff, enhancing their commitment, character, competence, and critical thinking.
· Conduct performance appraisals, support capacity development plan of individual staff and retain high performing staff, to the extent possible.
· Ensure good individual and team performance in support of quality ministry and good stewardship, through coaching, mentoring and regular meetings.
· Promote ongoing reflection and learning among staff.
· Staff are aware of their roles and responsibilities. Staff have a clear learning and development plan.
· Staff receive appropriate support through mentoring and coaching to achieve their work goals and objectives.
Stakeholders Engagement and Coordination
· Coordinate with Project Manager, Area Manager and Project Facilitators on stakeholder engagement plans and activities.
· Lead external relationships and engagement with relevant NGOs and government institutions at Municipality and Suco level.
· Ensure that project team and partners have access to appropriate information, tools and resources to enable familiarity and compliance with project requirements.
· Provide technical support to relevant project partners and stakeholders to deliver project outcomes as per project design.
· Ensure rigorous beneficiary selection in discussion with local government authorities, stakeholders and WVTL staff.
· Represent the organization in technical working group at the Municipality level.
· Local government authorities and partner NGOs are appropriately engaged.
· WVTL is represented at working groups and other relevant meetings.
Project Delivery, Quality Assurance and Reporting
· Provide day-to-day leadership, technical and administrative guidance to Project Facilitators and M&E and Comms staff to ensure successful project implementation and delivery.
· Coordinate and oversee monthly activity work plans.
· Monitor project spending against budget on a regular basis and provide explanation of variance. Ensure projects responsibly spend up to the level of funding commitment and provide explanation of variance.
· Ensure effective and efficient utilization of program resources through monitoring and tracking expenditures against project plan.
· Manage and report on the budget according to accountability standards of the national office and donor guidelines, while ensuring the highest levels of financial stewardship and integrity.
· Facilitate effective teamwork, coordination and work planning between Project Manager, Project Facilitators, Area Manager and the technical team.
· Develop TORs and oversee the delivery of technical trainings.
· Manage logistics and financial administration related to project activities.
· Identify training needs, prepare materials and conduct training for staff and volunteers.
· Identify project risks and recommend course of action to Project Manager and Area Manager as needed.
· Coordinate revision of plans and budgets where needed, in response to monitoring, reflection and learning with the community and the project team.
· Support the Area Manager to prepare and submit quality and timely Monthly Management Report by supplying relevant information and data on activity implementation progress.
· Support the Project Manager in preparing annual report and end of project report.
· Effective information flow between project team members.
· Activities are implemented efficiently and effectively based on set targets.
· Effective and efficient utilization of program resources based on WVTL policies and donor regulations.
· Budget under spending less than 10%.
· Monthly Management Report submitted on time
· Sufficient and accurate information are supplied for donor reporting
Monitoring, Evaluation and Learning (MEL)
· Collaborate with WVTL’s Evidence and Learning team to ensure that baseline, midterm review and final evolutions/end lines are conducted well and in timeline manner
· Ensure the monitoring system and tools are developed and used to track the progress of project implementation and to capture learning. Train the Project Facilitators on using the tools.
· Support Evidence and Learning team in establishing and implementing accountability mechanism to make project accountable to beneficiaries
· Carry out regular monitoring at field level and interact with stakeholders and beneficiaries
·Share lessons learned with project team, communities, development partners and other WVTL stakeholders.
· Field staff are trained and well-equipped to use monitoring tools
· Accountability mechanism is established and M&E data are collected appropriately
Other Responsibilities
· Attend and participate in weekly devotional meetings.
· Support in hosting the visits of sponsors, donors, and WV staff from other.
· Support WVTL’s relationship with donor by showing impact.
· Assist humanitarian emergency disaster management.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
· Required Education and Professional Experience
1. Bachelor’s degree in development studies, Gender Studies, Social Work, Community Development, Project Management or another relevant field.
2. A minimum of three years of professional experience. Previous experience working in a donor-funded project would be an advantage.
3. Must have previous experience in gender and economic empowerment/development related projects.
4. Demonstrated leadership experience in project implementation, monitoring, evaluation and report writing.
5. Previous experience with EU-funded projects would be an added advantage.
Preferred Knowledge and Skills
1. Fluency in Tetum. Ability to speak in local dialects would be an added advantage.
2. Good working knowledge in spoken and written English communication.
3. Strong interpersonal, collaboration and coordination skills.
4. Good teamwork and able to lead and motivate other team members.
5. Good presentation and communication skills.
6. Proven time management and organizational skills.
7. Have good understanding of GEDSI, community led activities and local advocacy.
8. Have good understanding of child and adult safeguarding.
9. Competency in using computer applications (such as Microsoft Word, Excel and Outlook).
10. Ability to ride a motorbike and have the license or willingness to learn this.
· Travel and/or Work Environment
· Be willing to work in a team environment, collaborate with staff in other district offices, and travel and stay overnight at project sites
