Davonne Morris Appointed as Contracts Coordinator in the Ministry of Physical Planning and Infrastructure Development

The Office of the Deputy Governor is pleased to announce the appointment of Ms. Davonne Morris to the post of Contracts Coordinator within the Ministry of Physical Planning and Infrastructure Development.

Ms. Morris initially joined the Turks Caicos Civil Service in 2014 as a Scholarship Officer within the Ministry of Education before being awarded a scholarship in 2016 to pursue Law at the University of Buckingham in the United Kingdom.

In December 2018 Ms. Morris completed a Bachelors of Law Upper Second Class and subsequently enrolled at the University of Law Birmingham where she completed a Master’s of Law in Professional Legal Practice.

In May 2021 Ms. Morris was called to the Turks and Caicos Island Bar to Practice as an Attorney within the Turks and Caicos Islands.

The Contracts Coordinator in the Ministry of Physical Planning, Infrastructure and Development is responsible for assisting the Ministry and Public Works Department in the proper management of its contracts by ensuring that all public works projects, tenders, contracts, contractors and consultants meet the required government legal, financial and audit regulations.

Commenting on her employment Ms. Morris stated: "Law plays a vital part in the day to day activities of this role as well as it is crucial to the affairs of the country.

I am confident that the knowledge gained during my studies will help me to serve the Ministry and the Country to the best of my abilities and I am grateful for the continued support of my colleagues throughout the public sector."

Hon. Attorney General Rhondalee Braithwaite-Knowles announces the appointment of Shayone Handfield Gardiner as Principal Crown Counsel, International

On Monday 5th July 2021, in Grand Turk, Turks and Caicos Islands, Hon. Attorney General Rhondalee Braithwaite-Knowles OBE QC announced the appointment of Mrs. Shayone Handfield Gardiner as only the second person to be appointed as Principal Crown Counsel, International in the Attorney General’s Chambers.

Shayone Handfield-Gardiner hails from North Caicos; she was admitted to the Bar of Turks and Caicos Islands in 2009 after qualifying as a Solicitor in the United Kingdom in 2008. She joined the Attorney General’s Chambers in 2010 as a Crown Counsel working on both Civil and Commercial matters, and has gained experience in matters such as negotiating and drafting commercial agreements, immigration, judicial review, personal injury, confiscation of assets connected with proceeds of crime (Anti-Money laundering), amongst other areas.

Additionally, a huge part of Mrs. Handfield-Gardiner’s duty is providing guidance to Departments and Ministries within TCIG on matters which has legal implications.

Mrs. Handfield-Gardiner will head the International Division of the Attorney General’s Chambers where she will lead on international initiatives, such as the Caribbean Financial Action Task Force (CFATF) and Exchange of information for Tax Purposes, compliance with international obligations and conventions, responding to international requests and advising on various issues which touch and concern international law and international relations.

Prior to this appointment, Mrs. Handfield-Gardiner worked in the International Division from its inception and has been acting in the role since the elevation of Mrs. Khalila Astwood-Tatem to the role of Deputy Attorney General.

In accepting the appointment, Mrs. Handfield-Gardiner said, “I am humbled to be appointed to serve in the capacity of Principal Crown Counsel in the International Division of the Attorney General’s Chambers. The International Division will continue to engage with relevant stakeholders to identify legal challenges and take necessary action to remedy weaknesses within the legal framework of the Turks and Caicos Islands to ensure that the Turks and Caicos Islands are fully compliant with its international obligations.”

PREMIER MISICK EXTENDS A MESSAGE OF CONDOLENCE ON THE PASSING OF THE PRESIDENT OF HAITI

The Turks and Caicos Islands Government was saddened to learn of the news of the death of President of Haiti, Jovenel Moïse this morning. There are no words to describe or justify such an abhorrent act.

On behalf of the Turks and Caicos Islands Government and the people of the TCI, I extend sincere condolences to the Moïse family, to the Haitian Government, the people of Haiti and the Haitian diaspora in the TCI. Our hearts go out to you in your time of mourning.

To President Moïse’s wife, First Lady Mrs. Martine Moïse, our thoughts and prayers are with you as mourn and as you recover from this horrific incident.

My Government have been briefed on the situation in Haiti and will continue to monitor the latest developments. Our National Security Council will be engaging with internal stakeholders to discuss possible implications for the Turks and Caicos Islands and other territories in the region.

My prayer is that the perpetrators are found and held accountable for their malicious actions and that peaceful resolve and good order can arise from such a horrible tragedy.

The Ministry of Health would like to advise the public that as at 12am on 5th April, 2020:

REGRETABLY, THE TCI HAS TODAY RECORDED ITS FIRST COVID-19 DEATH. The individual was a middle-aged male with a pre-existing condition. Details of this were given in an earlier joint press release.

NEW TEST RESULTS HAVE BEEN RECEIVED, AND TCI CONTINUES TO RECORD NO NEW POSITIVE CASES SINCE OUR UPDATE AS AT 4th APRIL, 2020. On 1st April, 2020 the case definition for COVID-19 was amended for TCI; a travel history is no longer needed to fit the criteria. Given the closure of the TCI borders it is likely that new case would be as a result of local transmission.

THE NUMBER OF SUSPECTED CASES OF COVID-19 IN THE TCI HAS INCREASED SLIGHTLY TO THIRTEEN (13): The thirteen suspected cases are TCI residents returning from countries with local transmission, contacts of a confirmed case, persons presenting with severe acute respiratory infection (SARI), and persons experiencing relevant symptoms but no travel history. Three suspected cases are now under hospital care and one suspected case passed away on 3rd April, 2020.

All thirteen persons had met the WHO case definition for a suspected case of COVID-19, and those currently in quarantine/observation are experiencing symptoms. Samples have been collected and sent for testing, and we are currently awaiting results.

The increase in suspected cases over the past 24hrs is as a result of an individual who is experiencing relevant symptoms but has no recent travel history – contact tracing is underway.

Persons under quarantine/observation (140)—The confirmed cases (4), contacts of a confirmed case (17), possible contacts of a confirmed case (10), the suspected cases (12), symptomatic person/s under investigation (1), relatives/contacts of suspected cases or persons under investigation (24), persons travelling from highly affected countries (2), TCI residents (70). Persons under observation/quarantine are either not displaying symptoms or have not meet the case definition for COVID-19.

The decrease in quarantine/observation numbers is as a result of the expiration of the quarantine period for a considerable number of individuals (mainly TCI residents who returned from overseas); and new test results received confirming individuals (TCI Hospital staff) are negative for COVID-19. All individuals and their contacts have been removed from quarantine status.

Recently-tested staff members of the TCI hospital have consistently been included in COVID-19 statistics, suspected and quarantine figures. All 21 healthcare workers were tested, those suspected and quarantined, to ensure the safety of our valued healthcare workers and patients.

TWENTY-ONE NEW TEST RSULTS HAVE BEEN RECEIVED – ALL RESULTS ARE NEGATIVE. To date, a total of forty-eight (48) test results have been received, with forty-three (43) confirmed negative and five (5) positive confirmations. Persons confirmed not to have COVID-19, and their contacts, were moved from quarantined status and asked to continue following proper guidelines from the Ministry of Health. Those cases confirmed positive are in isolation with contact tracing aggressively continuing.

JOINT PRESS RELEASE FROM TCI HOSPITAL AND TCI GOVERNMENT

Two Additional Suspected COVID-19 Admissions

(Providenciales, Turks and Caicos Islands – Sunday, 5 April, 2020): The Turks and Caicos Islands Hospital wishes to advise members of the general public that there were two additional persons suspected of having COVID-19 admitted to the Cheshire Hall Medical Centre over the past 48 hours.

On April 3rd 2020, a male resident in his 30’s presented with severe acute respiratory infection and had no recent travel history. On April 4th 2020, a female resident in her 20’s also presented with severe acute respiratory infection and met the case definition of suspected COVID-19. She had recently travelled to the United Kingdom.

Both persons were transported to the emergency department via ambulance and are currently receiving supportive clinical care. The public health team was notified and samples were collected for overseas testing. Due to patient confidentiality no further details can be provided. A follow-up press release will be issued with an update on the results once available and the patients have been notified.

The Turks and Caicos Islands Government - Ministry of Health Team commenced immediate contact tracing and persons identified in the process are required to undergo quarantine and/or screening as a precautionary measure.

To date, there are three (3) persons suspected of COVID-19 under isolation and clinical management at Cheshire Hall Medical Centre.

Given the global COVID-19 pandemic, clinicians within the emergency department continue to operate with enhanced clinical suspicion in the screening and detection of persons who meet the latest case definition for COVID-19.

Home quarantine is also an option utilized globally and locally for persons who are suspected or confirmed to have COVID-19 under the appropriate circumstances, which can include the presence of mild symptoms who do not require medical care.

Two suspected cases continue to remain under hospital care and one suspected case passed away on 3rd April, 2020.

All twelve persons had met the WHO case definition for a suspected case of COVID-19, those currently in quarantine/observation are experiencing symptoms. Samples have been collected and sent for testing, and we are currently awaiting results.

Persons under quarantine/observation (288)—The confirmed cases (5), contacts of a confirmed case (17), possible contact of a confirmed case (10), the suspected cases (11), symptomatic person/s under investigation (1), relatives/contacts of suspected cases or persons under investigation (23), persons travelling from highly affected countries (2), TCI residents (219). Persons under observation/quarantine are either not displaying symptoms or have not meet the case definition for COVID-19.

The increase in quarantine/observation numbers is as a result of the two new suspected cases, their contacts and residents returning to TCI. All individuals have been placed in quarantine status.

No new test results were received. To date, a total of twenty-seven (27) test results have been received, with twenty-two (22) confirmed negative and five (5) positive confirmations. Persons confirmed not to have COVID-19, and their contacts, were moved from quarantined status and asked to continue following proper guidelines from the Ministry of Health. Those cases confirmed positive are in isolation with contact tracing aggressively continuing.

An infant experiencing SARI was admitted to TCI Hospital for care but has since passed away. All ten persons had met the WHO case definition for a suspected case of COVID-19, those currently in quarantine/observation are experiencing symptoms. Samples have been collected and sent for testing, and we are currently awaiting results.

The increase in suspected cases is as a result of the infant which presented with symptoms (SARI) that met the case definition for COVID-19.

Persons under quarantine/observation (278)—The confirmed cases (5), contacts of a confirmed case (17), possible contact of a confirmed case (10), the suspected cases (9), symptomatic person/s under investigation (1), relatives/contacts of suspected cases (17), persons travelling from highly affected countries (2), TCI residents (217). Persons under observation/quarantine are either not displaying symptoms or have not meet the case definition for COVID-19.

JOINT PRESS RELEASE FROM TCI HOSPITAL AND TCI GOVERNMENT

Critically Ill Infant Suspected of COVID-19 Passes Away

(Providenciales, Turks and Caicos Islands – Friday, 3 April, 2020): The Turks and Caicos Islands Hospital is saddened to advise that an infant passed away shortly after admission to Cheshire Hall Medical Centre.

The infant was transported to the facility via private vehicle on 2nd April 2020. She was admitted to the inpatient unit around midnight in critical condition. Although COVID-19 infection is statistically rare in this age group, given the presence of the pandemic and out of an abundance of caution, she was classified as a suspected case and met the latest case definition of COVID-19. There were other medical findings, which also could have potentially accounted for the infant’s passing.

The public health team was notified and a sample was taken as a differential for posthumous overseas testing. Due to patient confidentiality no further details can be released.

The Turks and Caicos Islands Government - Ministry of Health Team commenced immediate contact tracing and persons identified in the process are required to undergo quarantine and/or screening as a precautionary measure. The Department of Social Development has also been engaged as per protocol. TCI Hospital and the Ministry of Health wishes to offer our most heartfelt condolences to the grieving parents. Further support and guidance have also been provided.

A travel history is no longer needed to meet the criteria for COVID-19 given the closure of national borders. A suspected case is someone who meets any of the following revised case definitions:

(a) A patient who presents with acute respiratory illness (fever and at least one sign/symptom of respiratory disease (e.g., cough, shortness of breath), and with no other etiology that fully explains the clinical presentation.

(b) A patient who presents with any acute respiratory illness and having been in contact with a confirmed or probable COVID-19 case in the last 14 days prior to onset of symptoms.

(c) A patient who presents with severe acute respiratory infection - fever and at least one sign/symptom of respiratory disease (e.g., cough, shortness breath) and requiring hospitalization and with no other etiology that fully explains the clinical presentation.

A probable case is a suspect case for whom testing for COVID-19 is inconclusive. A confirmed case is a person with laboratory confirmation of COVID-19 contagion, irrespective of clinical signs and symptoms.

The Ministry of Health is working closely with the TCI Hospital in regard to the matter.

SOUTH CAICOS AIRPORT AND COMBINED SERVICES BUILDING GETS GREEN LIGHT

At a recent Cabinet Meeting, a number of projects continued to be “noted” under the Public Finance Management system. It was explained that the projects had gone through the procurement process and a preferred bidder had been identified; following this process, a contract is prepared and executed.

The Premier, Hon. Sharlene Cartwright-Robinson in speaking to this process shared how elated she was at the number of projects being noted. This not only solidifies the Turks and Caicos Islands Government’s commitment to ensure funds are invested into the TCI economy but also ensures that jobs are created. The Turks and Caicos Islands Government (TCIG) is committed to the progression of its critical Capital Program which include projects that instill hope and pride in TCI citizens across the Islands.

Among projects, Premier Robinson has expressed her excitement about the new South Caicos Terminal building (Airport) which has finally progressed and a new home for firefighters and air traffic controllers on Providenciales.

Premier Robinson commenting on this stated, “This is the best news that I can give the people of South Caicos who recently saw the destruction of the temporary structure lost to fire. A new Airport Terminal for South Caicos has been underway for over a decade and has seen serious challenges with an unfinished controversial structure and more recently the termination of the procurement process by former Governor John Freeman in early 2018 due to flaws in the process.

I am happy that my Government has been able to finally advance this project to the stage where we are about to execute an agreement. South Caicos is already enjoying over $10m in Government funded projects across the Island and this now takes it over $20m in investments in the past 4 years. There is much to be done on this Island which has not enjoyed serious Government investment over many years. With a growing tourism sector, a new Airport Terminal will certainly lift the image of the Island as we address day to day challenges of maintaining the Island’s natural and man-made environment under District Administration. This project is scheduled to be completed in 18 months; meanwhile, we will seek to create a temporary facility that will suffice in the interim.”

Premier Robinson further added, “The Airports Authority has seen an aggressive Capital Program over the past four (4) years and it includes the purchase of fire trucks and modern equipment, repair works to the JAGS McCartney International Airport on Grand Turk, major works to the Salt Cay Aerodrome and Terminal, the Fire Hall in Grand Turk (which is currently under construction and will rebuild a hub for firefighters, having lost their headquarters since Hurricane Ike), an office block for Providenciales staff and we are now soon to commence a combined services building for firefighters and air traffic controllers on Providenciales.”

The TCI Airports Authority continues dialogue on a joint venture proposal for the Airport on North Caicos and is advancing the early stages of work for a new Airport Terminal on Providenciales.

“As Minister with responsibility, I am happy to have been able to approve such critical investments and I must celebrate the TCI Airport Authority staff for the remarkable achievements in capital investment that will enhance experiences for employees and the travelling public.

Persons will recall that the Air Traffic Controllers recently made national headlines and spoke of the fact that they were promised a new home since 2009 and we are happy to be the Government that will deliver. The combined services building for the firefighters and air traffic controllers has advanced to contract stage and will provide a more conducive work environment for these critical staff. The work of persons at and around the Airport is critical and we are happy to support them.” Premier Robinson concluded.
