Ministerial Statement by the Honourable Jamell Robinson, Deputy Premier
and Minister of Physical Planning & Infrastructure Development
Mr. Speaker, esteemed colleagues, and citizens of the Turks and Caicos Islands, I am always humbled and honored by the responsibility entrusted to me. I say a pleasant morning to all of you and of course I wish to convey sympathies to the bereaved families and congratulations to the students across the islands who will be graduating from Primary and Secondary schools.
Mr. Speaker I am so proud that the students of H.J. Robinson have the use of their hall to facilitate their ceremonies. I stand before you today to provide a comprehensive report on the activities and achievements of the various departments under the Ministry of Physical Planning and Infrastructure Development. Additionally, I will address the immediate actions taken to repair the roads on Academy Way and Aviation Drive following the recent flooding incidents and outline our plans for the installation of street lighting across the islands. Our task is monumental, yet profoundly essential. As we undertake our mission, I am reminded of the profound words from the book of Proverbs “By wisdom a house is built, and through understanding it is established; through knowledge its rooms are filled with rare and beautiful treasures.” These words Mr. Speaker, remind us that our work is not merely about brick and mortar but about creating spaces that embody productivity and progress.
Infrastructure is the backbone of our nation’s progress. It is the road that leads to schools, and the bridge that connects communities. It is also the network that ensures that in every project we see beyond the structures themselves to the lives they touch and the opportunities they create.
Department of Planning
The Department of Planning has been actively engaged in ensuring sustainable development across the Turks and Caicos Islands. Key initiatives include:
Development Approvals: The Department has streamlined the process for development
approvals, resulting in a 20% reduction in processing time. This efficiency has encouraged new investments while maintaining rigorous standards.
Zoning Regulations: Updated zoning regulations have been implemented to guide future development, ensuring balanced growth that protects our natural environment and cultural heritage.
Community Engagement: Regular town hall meetings are planned to gather input from residents and stakeholders, fostering a collaborative approach to planning.
Department of Estates
The Department of Estates has focused on optimizing the management of government properties and lands. Notable achievements include:
Property Audits: Comprehensive audits of government properties have been completed,
identifying opportunities for better utilization and revenue management.
Maintenance Programs: A proactive maintenance program has been instituted, ensuring that government buildings and facilities are well-maintained and safe for public use.
Department of Housing and Community Renewal
The Department of Housing and Community Renewal has made significant strides in addressing housing needs and promoting community development:
Affordable Housing Projects: Several affordable housing projects are underway, aimed at providing quality housing options for low- and middle-income families. Mr. Speaker, next week this same time we will engage our contractors in an orientation, as we commence repairs to the first batch of citizens for home improvement. It’s not Christmas Mr. Speaker, but a total of 39 applicants will have the smell of fresh paint around their homes among other approved works.
Community Renewal Programs: Initiatives to revitalize underserved communities have been
launched, including infrastructure improvements, beautification projects, and social programs.
Partnerships: Collaboration with private developers and non-profit organizations has been strengthened to expand housing opportunities and resources. We are currently engaged with
several local contractors who are in the process of developing units that should reach the market soon to help meeting the housing demands of the population.
Department of Public Works
The Department of Public Works has been instrumental in maintaining and improving our
infrastructure. Key activities include:
Routine maintenance and resurfacing of roads have been conducted to ensure safe and reliable transportation networks.
Mr. Speaker, this country has experienced significant rainfall in the past weeks which compromised several roadways across the islands particularly Academy Way and Aviation drive; now I know John Public likes to see microwave results but Mr. Speaker that is not how this government operates.
Mr. speaker, I like to draw inspiration from the words of wisdom found in scripture so I share with this honorable house “For which of you, intending to build a tower, does not sit down first and count the cost, whether he has enough to finish it?” that’s from Luke 14:28. These roads are vital arteries for our transportation network, affecting daily commutes and local businesses.
Recognizing the urgency of this situation, Mr. Speaker, I am happy to report to this honorable house, that after conducting a comprehensive assessment, our team has
strategized on the best approach for repairs to these roads and have secured the necessary
emergency requirements to expedite the repair process and work is now underway as we speak.
Mr. speaker over $1.5M of capital expenditure has been allocated for these works because this Government knows that money is never too good to be spent on the well-being of our people.
Upgrades and repairs to public schools, have been prioritized to enhance service delivery. The Maintenance Division has been pivotal in ensuring the ongoing upkeep of infrastructure and public assets. A preventive maintenance schedule has been implemented, reducing the need for
emergency repairs and extending the lifespan of assets. Rapid response teams have been
established to address urgent maintenance issues promptly, minimizing disruptions to public services. We know that schools are scheduled to close within the coming week, therefore Mr.
speaker, wheels have been turning and we are prepared to execute maintenance projects
imminently. This is how a progressive government works!
Mr. speaker, a thorough assessment has been conducted to identify areas with inadequate lighting and prioritize high-traffic zones, residential areas and public spaces across each island. $2M has been secured to provide solar lights within the various communities. The installation will be carried out in phases, starting with the most critical areas identified by the assessment and so Mr. speaker, we are looking forward to seeing this project to completion.
Mechanical Division
The Mechanical Division has focused on maintaining and upgrading government vehicles and machinery. A comprehensive fleet management system has been introduced, optimizing the use and maintenance of government vehicles. Investments in new machinery and equipment have been made to improve operational efficiency and safety. Efforts to reduce the environmental impact of government vehicles, including the introduction of more fuel-efficient and hybrid
vehicles, are underway.
Contracts Management
The Contracts Management team continues to ensure effective and transparent procurement and management of contracts. Reforms in the procurement process have enhanced transparency, competitiveness, and value for money in government contracts. Rigorous oversight mechanisms have been put in place to ensure that contractors meet their obligations and deliver quality work.
Regular engagement with vendors has been maintained to foster healthy competition and
innovation in service delivery and Mr. Speaker we are currently planning workshops for our
contractors and vendors across the islands ahead of the Ministries contractor’s Symposium scheduled to be held later on in the coming months.
Department of Disaster Management and Emergencies
The Department of Disaster Management and Emergencies has been at the forefront of ensuring our preparedness and resilience. Comprehensive emergency response plans have been updated and tested to ensure readiness for various disaster scenarios. Disaster preparedness training programs have been conducted across communities, equipping residents and volunteer stakeholders with the knowledge and skills to respond effectively. Strategic partnerships with regional and international organizations have been strengthened to enhance resource mobilization and support during emergencies.
Mr. Speaker, I am extremely grateful for the entire team of PPID across all Departments.
Sometimes things seem to be slow moving but Mr. speaker men are at work. Hats off to all
departments, stakeholders and community members who have contributed to the success of our Ministry. I will continue to support the efforts of my PPID Team and work towards a prosperous and sustainable future for the Turks and Caicos Islands.
