Roadmap to Lasting Peace in Upper Nile State - Malakal.

Since 2009, Upper Nile State has witnessed politically supported communal conflicts between some communities, resulting in the loss of lives.

The root cause of this conflict is the disagreement between the communities over the demarcation of their geographical boundaries. This conflict has been politically exploited to the point of armed confrontation and the destruction of Malakal's infrastructure. It has also shattered the social fabric of communities that had coexisted peacefully for centuries, intermarrying and sharing blood, culture, and traditions.

As it is said, identifying the problem is part of the solution. This conflict is between specific communities, not between Dinka and Shilluk in Upper Nile as a whole. It involves the Ngok Lual Yak and Dongjol Dinka communities on one side, and the Shilluk Lwak and Gaar communities on the other, disputing specific areas east of the White Nile, including Dolieb, Anakdiar, Malakal, Fardit, and Lol.

Historically, these communities lived peacefully and harmoniously before the emergence of the "land belong to community" policy, which even disrupted single-family units.

Successive state and national governments have failed to address and diagnose this conflict and provide effective solutions, resulting in the continuous loss of young and elderly lives in these communities.

Resolving this issue is not as difficult or complex as some might think. It is very simple if there is political will and ethical responsibility to resolve it. The solution does not require involving the entire Dinka or Shilluk tribes of Upper Nile; perhaps only as facilitators or observers.

The solution lies in holding a community dialogue solely between the conflicting communities, with others present as observers. For example, the dialogue concerning Dolieb and Anakdiar should be between the Ngok Lual Yak and Shilluk Lawak communities. The dialogue concerning Fardit,

H.E. Deng Joh Visits Injured Sudanese Citizens in Renk Civil Hospital

His Excellency Deng Joh Angok, the Deputy Governor and Acting Governor of Upper Nile State, paid a courtesy visit to Sudanese citizens injured in the recent clashes between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) near the Sudan–South Sudan border on December 8.

DISTRICT OF THE COLONIAL GREATER UPPER NILE PROVINCE IN 1956

The former (colonial) upper nile province was structured administratively into nine districts and remained so until the Independence of sudan on 1st.jan.1956, since then, no border has been altered or change.

THE NINE DISTRICTS WERE AS FOLLOWS:
1. Fangak district inherited by Nuer and Dinka
2. Bor district inherited by jieng (Dinka)
3. Sobat district (malakal HQ) inherited by jieng Ngok Lual Yak and Dongjol.
4. Nasir district (East Nuer) inherited by Nuer Jikany
5. Akobo district inherited by Nuer and Anyuak
6. Kodok district inherited by Shilluk

In 1300 to 1400, the current Jieng groups who are now mainly found in Bahr El ghazel Region began to expand out from Sudd Swamp Marshes land into their current respective dominant locations, exceeding far South wards towards common places like Shambe, Rumbek, Wau, Awiel and Kuacjok.

Yet the other Jieng dominant group, currently known as Ngok Lual Yak, remained in Sudd Swamp Marshes land until 1600.

The first expansion genesis of Jieng groups who are currently found in Bhar El ghazel was one of the mass exoduses to look for a Green Pasture land as well as to find a good liveable dry land since Sudd Swamp was mainly an island with no sufficient Green Pasture and have no a lot of dry land which can sustain the Population of Jieng due to the increase number of people that was growing around Sudd Swamp Marshes.

61 AD Roman Empire Soldiers Visit to Sudd Swamp in Upper Nile.

In 61 AD, a Roman Emperor, known as Emperor Nero, ordered a group of Roman soldiers to go deep down Southwards through White Nile for the Expeditions of the Central African Coast.

The group passed through White Nile but was unable to go far beyond Sudd Swamp, which limited the group of Roman soldiers to pe*****te through Sudd Swamp in search of the source of the White Nile.

So, the Expeditions search for the sources of the Nile become especially hard and at last the group of Roman Soldiers turn to an overland travel expedition from the Central African Coast, to avoid travelling through Sudd Swamp (Piou) that was not letting them get through beyond it.

When the group of Roman Soldiers who were sent by Emperor Neo arrived in Sudd Swamp, they encountered a Nilotic Speakers tribe.

As indicated by the archaeologist Roland Oliver, Nilotic archaeological evidence around Sudd Swamp have been there since 3000 BCE and with the breakdown of Nilotic historical migrations timeline to Upper Nile Region;

Shilluks/Collo came to Upper Nile in 1450 as they migrated from Bhar El ghazel, where Nyikang, Gilo, and Dimo broke up over some dispute

Nyikang are current descendants of Collo in Fashodo, Gilo are the contemporary family of Anyuak found now in Pashalla while Dimo are the roots descendants of Jurcol currently found in Wau and Awiel.

Nuer migrated to Upper Nile in 1800 Century, where they also expanded out to the Eastern bank of Upper Nile while led by a predominant spiritual leader Popularly known as Latjor in Naath/Nuer History. Naath/Nuer were the last Nilotic group Settled by the Jieng group of Ngok Lual Yak within their present areas in Upper Nile. Jieng Moreover, have been living around Sudd Swamp for years which dated back to 12 Century as Iron Age period and 13 Century or more as noted by Archaeologist Roland Oliver that Nilotic have been present in Sudd Swamp Marshes for 3000 BCE.

So, with an above Historical facts break down of Nilotic migrations times line to Upper Nile Region, unlike Shilluks/Collo and Naath/Nuer, Jieng/ Dinka are the main original indigenous Sole owners of Upper Nile Region as indicated by historical facts migrations timeline on how Shilluk and Nuer recently came to Upper Nile compare to their Jieng/ Dinka Counterpart who have been in the area for 50 to 100 Years or even 500 Years earlier before them.

From Sudan Swamp to the Confluence of Eastern Bank of River Nile and Sobat River, Jieng have been an Indigenous Sole land owner of the Upper Nile Region by earlier settlement until their migration expansion
from Sudd Swamp or Piou as Locally known to Bhar El ghazel Region in 1300 Century and 1400 Century.

The Expansion of Jieng Migrating out from Sudd Marshes into the rest of the areas within South Sudan and far beyond, Sudan was noticed to be at the beginning of the early 12th century, 13th century and 14th century.

Historical domination of Jieng within Upper Nile around Sudd Swamp (Piou as known by Jieng) has been a long noticeable trace
of kinship descendants from time to time.

Sudd Swamp Era, or Piou as Locally known by Jieng Sudd Swamp or Piou, as commonly known in Jieng language, was one of the locations that came under Jieng dominated as their original homeland after their earlier migration up from Northern Sudan (Deeng) from Contemporary Egypt (Kook).

The present of Jieng Settlement in Sudd Swamp Marshland is believed to be dating back to 3000 BCE as archaeological evidence cited by Archaeologist Roland Oliver shows that a transhumant Cultural base of rearing cattle have been seen around Sudd Swamp for years.

Archaeologist Roland Oliver notes that the period of an Iron Age indicates the presence of Jieng Nilotic around Sudd Swamp. And some of the examples of archaeological physical evidence are things like dome-shaped houses, Luaks, and tukuls
built by Jieng Nilotic as for their livelihood
around Sudd Swamp.

GOVERNOR ODHOK PARTICIPATES IN SECURITY SECTOR REFORM CONFERENCE

December 5, 2024— Juba

On Thursday, at the Security Sector Reform Conference officiated by H.E. Dr. Riek Machar Teny-Dhurgon, the First Vice President of the Republic, Governor James Odhok Oyay of Upper Nile State participated in the discussion of the essential role of security sector reforms in promoting stability and development in the country.

The three-day conference was conducted with the sole aim of addressing significant security challenges in the country and provide strategic guidance for reforms as outlined in the 2018 peace deal.

The conference attracted over 500 participants, including representatives from regional and international organizations such as IGAD, UNMISS, and the African Union.

The event touched on the importance of collaboration among all stakeholders to effectively implement the proposed security sector transformations.

The Strategic Defence and Security Review Board (SDSR-B), which organized the conference, is responsible for drafting key security policies to reshape the nation's security landscape.

The governor, during his participation, committed to supporting these initiatives at the state level to align Upper Nile State with national security objectives.

Deng Joh Angok Launches Cure Blindness Project in Malakal

Malakal, Upper Nile State – December 5, 2025.

His Excellency Deng Joh Angok, the Deputy Governor and Acting Governor of Upper Nile State, officially launched an anti-blindness campaign at Malakal Civil Hospital. The initiative is being carried out by Cure Plains in partnership with the Catholic Church and the State Government.

The campaign, which aims to treat 3,000 cases from across the state, will run for 19 days. In his speech, H.E. Deng commended the collaborative efforts of Cure Plains and the Catholic Church, highlighting the importance of partnerships in delivering essential healthcare services.

This initiative represents a crucial step in combating preventable blindness and improving the quality of life for many in Upper Nile State.
