South Sudan pound strengthens in the parallel market amid scarcity of large banknotes

The South Sudanese pound (SSP) has suddenly gained strength against the U.S. dollar and other foreign currencies in the parallel market, driven by a scarcity of higher-denomination banknotes.

As of today, $1 is trading at SSP 4,200 (selling) and SSP 4,300 (buying) in the parallel market. This marks a significant improvement compared to the beginning of the week, when $1 was trading at SSP 5,200 (selling) and SSP 5,300 (buying).

In practical terms, $100 is now equivalent to SSP 420,000 (selling) and SSP 430,000 (buying).

The shortage of SSP 1,000 banknotes has led to citizens carrying large bags of money, as banks are issuing SSP 20 notes to compensate for the unavailability of higher denominations.

As of the market close on Friday, the official central bank exchange rate stood at SSP 3,968 per dollar (selling) and SSP 3,851 (buying).

National Ministry Of Education Announces and Handover Teacher's Qualification Assessment Results in NBGS-AWEIL

The National Ministry of Education and Instruction, on Saturday, officially released the results of the Teachers’ Qualifications Assessment conducted across Northern Bahr el Ghazal State. This process, which sought to evaluate the qualifications of both primary and secondary school teachers, revealed critical insights into the state of education in NBGS as highlighted by the report below.

Phase One: Secondary Schools Teachers’ Assessment Examination was held on May 11, 2024, in Aweil Town. A total of 383 secondary school teachers participated. However, the results painted a challenging picture:

• Only 53 teachers (13.8%) passed, while 330 (86.2%) failed.
• Male teachers dominated the examination, with 372 participants (97.1%), compared to only 11 female teachers (2.9%).
• Government-employed teachers accounted for 59.8% (229 teachers), while 40.2% (154 teachers) were volunteers.

County-Level Results for Secondary Teachers

1. Aweil East County:

Out of 115 teachers, only 14 (12.2%) passed, while 101 (87.8%) failed. Female representation was extremely low, with just three female teachers (2.6%).

2. Aweil West County:

Among 84 teachers, 17 (20.2%) passed. Females accounted for 4.8% of the participants.

3. Aweil North County:

Recorded the highest success rate, with 82.2% (37 out of 45 teachers) passing the exam.

4. Aweil South County:

All 44 participants were male, and only 5 teachers (11.4%) passed, marking one of the lowest performances.

Phase Two: Primary Schools Teachers’ Assessment Examination took place on June 15, 2024, across five counties and Aweil Municipality. A staggering 8,845 teachers sat for the examination. While the participation rate was high, the results highlighted systemic issues:

• Only 3,007 teachers (34.0%) passed, with 5,838 (66.0%) failing.
• Female teachers comprised 17.6% (1,553), while males accounted for 82.4% (7,292).
• A significant majority, 70.4% (6,224 teachers), were government employees, while 29.6% (2,621 teachers) were volunteers.

County-Level Results for Primary Teachers

1. Aweil Centre County:

Out of 292 teachers, 63 (21.6%) passed, with male teachers making up 89.4% of participants.

2. Aweil Town/Municipality:

The Municipality had the highest female participation (19.4%). However, only 43.4% of teachers passed.

3. Aweil East County:

With 3,319 participants, this county saw a pass rate of 38.5%.

4. Aweil North County:

Despite a high proportion of government-employed teachers (88.5%), only 22% of participants passed.

5. Aweil South County:

This county recorded one of the lowest pass rates (25.1%) and had a significant number of volunteers (59.3%).

Findings and Recommendations

The assessment revealed several pressing challenges:

1. Low Pass Rates: Both primary and secondary teachers performed poorly, with the majority failing the examinations.
2. Gender Imbalance: Female teachers remain underrepresented, with some areas, like Aweil South County, reporting no female secondary school teachers.
3. Health Challenges: Approximately 200 teachers are reported to have partial or total vision loss, affecting their performance.

Recommendations from the Ministry:

• Proactive recruitment efforts are needed to bring more women into teaching roles.
• Teachers who failed the examinations should receive further training and professional development opportunities.
• Teachers who passed should be licensed and promptly assigned to their stations.

𝐉𝐮𝐛𝐚,𝐅𝐫𝐢𝐝𝐚𝐲 𝟐𝟎𝐭𝐡 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫, 𝟐𝟎𝟐𝟒— President Salva Kiir Mayardit has received a detailed report on the ongoing country's judicial service reforms, which aims to enhance access to justice across the country.

The report, presented to the President during a high-level meeting, comes as part of South Sudan’s broader efforts to strengthen its judiciary and improve legal access for its citizens.

Speaking to the Press, the Chairperson of the Judicial Reform Committee, Justice James Ogola, stressed that South Sudan’s rich cultural heritage plays a key role in shaping the necessary judicial reforms, which must be reflective of the country’s diverse customs and traditions.

He further noted that the committee has focused on critical areas such as increasing the number of judges, improving infrastructure and courtrooms, and expanding legal resources, including libraries, new technology, to ensure the judicial service is more accessible to all citizens.

Justice Minister Reuben Madol Arol emphasized that the report provides a clear blueprint for reforming and restructuring the country's judiciary. He pointed out that this blueprint offers a practical and actionable framework that reflects the voices of the South Sudanese people.

President Kiir acknowledged the hard work exerted into the reforms and expressed his commitment to ensuring their successful implementation to improve the rule of law and justice for all South Sudanese citizens.

The judicial service reforms are a key component of the 2018 Revitalized Peace Agreement, and the Government has committed to implementing them as part of its ongoing peace and stability efforts.

The meeting was attended by First Vice President Dr. Riek Machar Teny and other senior Government officials from the Ministry of Justice and Constitutional Affairs.

‘Appoint Garang Mabil as Presidential Envoy for Veteran Affairs’, Aleu Ayieny tells Kiir

The former governor of Warrap State and Minister of Interior, Aleu Ayieny Aleu has made a public call to President Salva Kiir Mayardit proposing the appointment of Lt. General Garang Mabil Deng as Presidential Envoy for Veteran Affairs.

In a letter trending to social media, Aleu acknowledged Garang Mabil as the most caring Anya-nya/SPLA veteran who has never given up on looking after his colleagues. Aleu testified to the public that General Mabil had witnessed the burial of so many War veterans. He strongly believes that Mabil’s appointment will bring the war veterans and their problems nearer to the President.

“Garang Mabil, well known to all freedom fighters alive, have excelled in his humble patriotism, love, and zealous concern about his colleagues' welfare, dead or alive. Gen. Garang never misses visiting homes or hospitals of his sick comrades. He attends funerals, and most of the time, accompanying bodies to their burial places. He one time crashed in a helicopter at Cuei-bet town accompanying his comrade that passed on,” General Aleu said in the letter

“This week alone, he took a body to Aweil to be told that Gen Maker Thiong was no more. Garang drove from Aweil to Bor to attend the burial. Early in the morning, he drove from Bor to Juba International airport to join Governor Francis Marial Abur and myself to accompany the body of veteran paramount Chief Malek Akuien to Tonj for burial.”

“It is not possible to account for the best things this comrade has done to his comrades since the days of our liberation struggle. He is doing all these things while he is a very sick man. It is our nature as Junubin to praise good people after they pass on.” the letter reads.

“Allow me, my comrades, and all South Sudanese of Goodwill to appreciate and vote for the national honouring of Gen. Garang Mabil Deng by our equally veteran and President, Gen. Salva kiir Mayardit.”

“I humbly request you all to second my proposal for the appointment of the subject as presidential envoy for veteran affairs. His appointment shall bring the veterans and their problems nearer to our president.”

In July 2021, President Salva Kiir issued a presidential decree replacing General Garang Mabil Deng as gubernatorial advisor for peace and security of Warrap state, several months after the top army general turned down the appointment.

In August this year, Mabil publicly criticized South Sudan’s ruling party, the Sudan People’s Liberation Movement (SPLM), calling it a “cocktail” of diverse interests that no longer represents its revolutionary origins. He was speaking over the weekend at the funeral of General Bior Ajang Aduot also known as Biar Aswad. In a video that made a round on social media, General Garang Mabil lamented doubts about the party’s current direction and commitment to the revolutionary ideals that defined the SPLM during its fight for independence.

The meeting highlighted the challenges facing the operations of the only local Radio station in the state and explored ways on how the government and the Radio Station can collaboratively work together to enhance service delivery in the state by ensuring dissemination of timely, accurate and trustworthy information to the public.

Deputy Governor Chairs the Council of Ministers’ Meeting

Juba, 19th Dec. 2024, (CESGPU) – H.E. Paulino Lukudu Obede, the Deputy Governor of Central Equatoria State on Thursday chaired the State Ordinary Council of Ministers’ Meeting at the Secretariat, Juba where several resolutions and recommendations were passed.

In his communication as the chair of the meeting, the Deputy Governor urged the public to maintain order during the Christmas festive season. He said the government has needed up security in order to ensure peaceful celebration.

Speaking to the press shortly after the meeting, Hon. Gerald Francis the State Acting Minister of Information and Communication said that among issues discussed included a memo presented by the State Minister of Finance, Planning and Investment on a Presentation of Eden Technologies for E-Tax system in Central Equatoria State, security report by the State Minister of Local Government and Law Enforcement Agencies.

The cabinet deferred the memo presented by the Minister of Finance, Planning and Investment for further scrutiny while directives were given for the Ministry and financial institutions to address the privileges for the Constitutional Post-holders.

The cabinet received resolutions of the 8th Governors’ Forum for implementation and updates from the Minister of Health on the cholera outbreak in Juba County.

“The cabinet advised that we should all be ambassadors to go and spread the message of keeping hygiene because cholera comes when we do not take care of our hygiene. We should also take the oral cholera vaccine because the vaccine is safe,” said Hon. Francis.

𝐉𝐮𝐛𝐚,𝐓𝐡𝐮𝐫𝐬𝐝𝐚𝐲 𝟏𝟗𝐭𝐡 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫, 𝟐𝟎𝟐𝟒 –President Salva Kiir Mayardit has officially seen off three newly appointed ambassadors who are fully set to represent the nation in Uganda, Egypt, and Saudi Arabia, following their ambassadorial posting to the various missions.

The Ambassadors posted are Mayom Alier to Saudi Arabia, Kuol Nyok Kuol, Egypt, and Paul Molong Akaro, Uganda. They were accorded a special meeting with the President before being posted into their respective duty stations.

Speaking on behalf of his colleagues, Amb.Paul Molong Akaro, who is destined to Uganda, extended their heartfelt appreciation to the President, saying the appointment was a big responsibility that was accorded to them to represent the nation in advancing it's foreign policy at the diplomatic arena.

Amb.Molong also commended the Head of State for the appointment, emphasizing that their meeting with the President was to get due guidance as they exceedingly embarked on their diplomatic engagements in their respective missions.

The President congratulated the three ambassadors upon their appointment, assured them of Government's support, and urged them to work towards uplifting the face of South Sudan internationally as they diligently discharge their designated duties.
