The neighboring states in Bahr el Ghazal region have continually experienced cross-border cattle raiding instigated by armed youth from both sides.

Meanwhile, a similar peace conference is also being planned in Upper Nile and Jonglei states where factional conflict left hundreds of people dead and thousands displaced in the last quarter of 2022.

STATEMENT OF CONDOLENCE TO AKOP COMMUNITY, APUK-PADOC IN PARTICULAR.

FROM TONJ COMMUNITY LEADER IN JUBA.

This is to inform all South Sudanese, including members of the government, that Tonj bordering communities of Akop (Lou Mawien and Apuk-Padoc) has been undergoing series of armed attacks from the alleged Nuer rebels belonging to former army general Stephen Bouy Rolyang for the last two or three weeks, all coming from Unity State areas of Mayom-Nuer and Menkien.

This destructive armed attacks has been consistently launched on the government disarmed civil population who are defenseless. Those determined attacks targeted people and their cattle at the time government forces are stationed in the near by Tonj North County areas of Rual-bet, Awuul,Warrap town and Majak-Tiit, areas which are disarmed and currently peaceful!

Unspecified number of cattle has been taken away and a big number of defenseless people killed in the wake of these multiple attacks, the latest attack of yesterday June the 3rd carried into Apuk-Padoc villages left 19 people dead with many wounded! The fight seems to be continuing as more reinforcement come from Unity State.

While there is a conference gatherring of Greater Tonj Community in Tonj town, Tonj Community Leader (in Juba) Hon: Ustaz Lewis Anei Madut-Kuendit calls on the government and the authorities of Unity State to stop this destruction from an armed rebel forces targeting defenseless civil population. I call on the state government to use its available resources to rescue its state population and resources than allowing the defenseless civil population to face an ethnic armed rebel movement alone.

Meanwhile the Community Leader decries the destruction launched on Tonj, even Twic Community days back! Tonj Community Leadership Body pays condolence to the bereaved families and the wounded. I call upon the ministry of Distaster Management and Humanitarian Agencies operating in Warrap State for quick intervention in area.

Nineteen people were killed and four others wounded in Tonj North County, during the clashes between the youth from the area and suspected youth from Unity State on Saturday 3rd June 2023, an official has said.

Warrap State Information Minister, William Wol Mayom narrated to Nation Prime that, armed youth suspected to have come from Mayom, Unity State attacked Akop Payam resulting to weighty casualties.
Mayom said the wounded have been transferred to Wau hospital for treatment.

The efforts made by Nation Prime to reach Unity State's government spokesman went unsuccessful.

The leadership of Tonj Students’ Union in universities and higher institutes in Juba (TSUUHI) conducted a meeting at Nyakuren Cultural center in Juba purposely to organize a debate about the issues that are affecting students socially and economically in Juba .

The debate is scheduled to take place next week and the motion of the debate shall soon be released.

UN renews arms embargo for South Sudan

The UN Security Council voted Tuesday to extend an arms embargo and sanctions imposed on individuals in South Sudan, urging all parties to "avoid a relapse into widespread conflict."

Resolution 2683, which was adopted with 10 votes in favour and five abstentions, also decides to extend the mandate of the Panel of Experts, which assists the work of the South Sudan Sanctions Committee, until July 1, 2024.

It requests the UN secretary-general, in close consultation with the UN Mission in South Sudan and the Panel of Experts, to conduct, no later than April 15, 2024, an assessment of progress achieved on the key benchmarks set out in Resolution 2577 adopted in 2021.

It also requests the South Sudanese authorities to report, by the same date, to the Sanctions Committee on the progress achieved in this regard.

China, Gabon, Ghana, Mozambique and Russia abstained from voting.

The three African countries said the sanctions were counterproductive and did not reflect the progress they said South Sudan had made.

Following the United Nations Security Council’s decision to extend the arms embargo on South Sudan for a year, Tigere Chagutah, Amnesty International’s Regional Director for East and Southern Africa, said: “The extension of the UN arms embargo on South Sudan is welcome news for millions of civilians who have suffered human rights violations by people with guns, including horrific cases of r**e and other s*xual violence. The arms embargo is crucial to stem the flow of weapons into South Sudan, where they have been used to commit and facilitate crimes with flagrant impunity for close to a decade.

The rights group said the UN Security Council vote sends a clear message to the South Sudanese government that it must act urgently to implement the Joint Action Plan on addressing conflict-related s*xual violence, among other benchmarks set by the Security Council under Resolution 2577 of May 2021.”

Reacting to the decision, South Sudan’s Ministry of Foreign Affairs said the renewal of the UN arms embargo and sanctions is “unjustified.”

Deadly clashes in Malakal POC, one person reported killed.

A man was killed and several others injured following a violent occurrence at the Malakal POC site in Upper Nile State on Sunday, the United Nations said.

The UN Mission (UNMISS) disclosed in a statement that pressures between communities at a water point inside the Malakal Protection of Civilians (POC) site exploded, resulting in the casualty of a 32-year-old man and several others wounded.

UNMISS urges local leaders to exhort their communities to welcome dialogue and refrain from violence.
According to the statement, the Mission commended the Governor for meeting with local communities to de-escalate the situation. It added that State authorities have deployed the South Sudan National Police Service and South Sudan People’s Defence Forces around the POC site to reinforce security measures.

“UNMISS has boosted the peacekeepers’ power at the POC site and is executing overnight patrols, in addition to working with authorities and communities to decongest the site and lessen tensions. To address the necessities of vulnerable people, humanitarian organizations have been delivering services to internally displaced people, along with supplying packages, including coupons that enable families to return to their areas of origin,” UNMISS said.

The Mission further said it resumes to support the government and respective communities to lessen tensions and embrace dialogue and the use of justice institutions to fix grievances.

“While the primary responsibility for protecting civilians lies with the Government, the Mission is proactively deploying functional resources and doing every effort to help ensure the safety and security of vulnerable internally displaced communities as well as returnees,” it concluded.

In the last two weeks, one person was also killed and 30 others maintained wounds in a clash among South Sudanese returnees over water in Renk town of Upper Nile State.

The violence erupted in a dilapidated university campus where thousands of South Sudanese citizens who fled the escalating conflict in Sudan were accommodated temporarily.

Since the fighting erupted in Sudan on 15 April, the South Sudan government has registered more than 70,000 people crossing into South Sudan, more than 90 percent of them South Sudanese. The true number is likely much higher.

Aid agencies fear the influx will worsen an already dire humanitarian crisis in South Sudan, where more than 2 million people are displaced and three-quarters of the 11-million-strong population need aid.

3. Inform them that they are our fathers, monitors, advisors, and judges.

4. Direct them to know what an elder can do to the Youths.

5. Don't be afraid to tell them that they are the causes of divisions among the Youths of Greater Tonj.

Thereafter, you will see Tonj leading in everything.

The leadership of Tonj students' union in Universities and higher Institutes in Juba under the leadership of Isaiah Mapuk Matou met with the governor of warrap state to discuss challenges facing the students of Tonj who are at the university level. In attendance were Speaker Samuel Gumwel, Secretary general Anthony , and Secretary of finance Nyibol Mathiang

The governor of warrap state H.E. Eng Manheim Bol Malek pledged to support students of Tonj as an elder and governor.
The students leadership appreciate the governor for being supportive to Tonj students' union in Universities and higher Institutes in Juba and other students bodies of Warrap state.
The chairman urged all elders of Tonj community to support the students leadership for it's one of Union that has positive impacts to Tonj community in term of education, peace and unity in Tonj.
He added that Tonj community in diaspora should also extend their helping hands and support venerable students of Tonj through the students leadership.

I Considerably, alluded this:

Constitution(s) are/is product of long negotiations in which different interests are carefully, balanced. Many provisions deal with VALUES & ETHNIC STANDARD, geared toward accountability and Rule of law. Inasmuch, special attention is accorded, the mistrust will be seldom and chaos will be minimized.

As the General Assembly entrusted you with this pioneering and daunting task, pay especial emphasis to the provisions of this constitution. Never derail the objectives of this Union. Many Associations and various Unions/Communities have innumerable Chaos as a result of fraud and mistrust. Trust can't be imposed, imported or bought, its emerge slowly and hesitantly build through collective engagement on large and small issues—it's a BUY-IN CASE through commitment and consistency.

Always think to make Greater Akop more Unique. Congratulations to the Inaugurated office.

Uganda President signs anti-LGBTQ bill with death penalty

Uganda’s President Yoweri Museveni signed into law legislation with harsher penalties for LGBTQ people, including death and life-imprisonment sentences.

The president “has assented” to the bill, which now becomes law, his office announced in a post on its Twitter account.

Lawmakers approved an amended bill on May 2, seeking the most-punitive penalties for aggravated homos*xuality or violations such as same-s*x in*******se with persons under the age of 18 and if an offender is HIV positive.
