Few documentation discrepancies found in SIB audit

by A.K. Laporte

The Seychelles Investment Board (SIB), established under the Seychelles Investment Act of 2010, plays a crucial role in promoting investment opportunities in
Seychelles and facilitating the establishment of businesses within the country. The recently published General Audit 2022 has brought to light several areas that require attention and improvement to ensure transparency, efficiency, and adherence to established procedures. Personnel management and payroll The audit of personnel records and payroll for the year 2021 revealed notable discrepancies.
Firstly, a Senior Investment Analyst resigned in February 2021, but essential documents such as the resignation letter, acceptance of resignation, and a certificate of service were missing from the personnel file. Consequently, the calculation of terminal dues remained uncertain. Secondly, a Marketing Executive, who resigned in June 2021 was erroneously paid the July salary, amounting to SCR
19,430, with no evidence of efforts to recover the overpayment.

President Ramkalawan to mirror CBS’ methods in the public service

by A.K. Laporte

To say that the President is pleased with the Central Bank of Seychelles (CBS) would be a gross understatement, considering his remarks during his visit to the institution yesterday morning. He emphasised the bank’s credibility, which cannot be contested, as opposed to other institutions in the country. “This is because each worker delivers how they are supposed to; and it is done so as a team.”

Report reveals discrepancies concerning land management

by A.K. Laporte

The government’s sale of land falls into two distinct categories, namely land bank and state land. The land bank, as defined by the Ministry, encompasses plots under government Land Bank projects, while state land refers to smaller parcels adjacent to existing plots previously sold to the public. In 2017, the government established a policy outlining the framework and guidelines for sustainable land management, specifically the sale of state land for various purposes. This policy also introduced eligibility criteria for land bank applicants, incorporating a Land Points System for allocation guidance within the comprehensive housing policy.

An audit of 16 successful land bank applicants revealed issues with compliance. One applicant was offered a parcel without meeting the minimum 3-year application registration period, and there was no evidence of the Land Point System score calculation on the applicant’s file. Another instance involved the sale of a 472sqm land for SCR40,000, with no proof of the ability to secure the required mortgage (SCR800,000) as per the Land Bank policy. The Ministry accepted the applicant’s assurance that parents would assist with payments. However, examination of the parents’ bank statements revealed insufficient funds for construction costs.

Furthermore, an applicant with a score of 42 points was allocated land, contrary to the required 75 points under the Land Point System.
