INVITATION TO TENDER
Procurement of an Ease of Doing Business Portal
The Ministry of Investment Entrepreneurship and Industry with the assistance of the Department of Information Communications Technology (DICT) intends to tender for the Procurement of an Ease of Doing Business Portal and is inviting tenders from Software Suppliers for the provision of the Ease of Doing Business (EODB) Portal. This comprises of the following:
1. Design, development and supply of the EODB Portal software product/license;
2. Provision of the server hardware (and related hardware) requirements (server sizing) for running the EODB Portal solution in a fully protected manner (i.e. if hardware or application level fails at one site, service is maintained by the other);
3. Onsite customization, installation and implementation of the online software.
4. Onsite training of the staff of the Ministry of Investment Entrepreneurship and Industry and Seychelles Investment Board as well as other relevant stakeholders in the use of the EODB Portal online system aligned to the operational business processes of the different user groups;
5. Interfacing of the EODB Portal online system to existing information systems or equipment (NPD, SeyID, Immigration Information System, Registration Division, Seychelles Licensing Authority etc…);
6. Training of in-house onsite IT and DICT personnel to provide 1st and 2nd level support for the EODB Portal online system;
7. Provision of a 1-year Enterprise Level Support contract for EODB Portal online system AFTER commissioning of the system.
Delivery Period: Within six (6) months from Award of the Contract
Eligibility Conditions:
The Bidder should be
a. a locally or internationally registered entity (provide certified copy of business/company registration documents)
b. should be registered for tax purposes if a local entity (provide copy of TIN and/or Tax Clearance Certificate)
c. The Bidder must provide evidence of experience in undertaking similar assignment (i.e. provision of custom-made software)

INVITATION FOR EXPRESSION OF INTEREST
PROCUREMENT OF CONSULTANCY SERVICES TO CONNECT THE FINANCIAL SERVICES AUTHORITY’S
SEWAGE TREATMENT SYSTEM AT BOIS DE ROSE AVENUE TO PUBLIC UTILITIES CORPORATION
CENTRAL SEWAGE TREATMENT PLANT.
The Financial Services Authority (“FSA”) is seeking the services of a qualified and experience Consultancy
Firm or Consultant to assist with the surveying of the FSA’s existing Sewage Treatment System and
provide a detailed scope of work to connect to the Public Utilities Corporations (“PUC”) Victoria Central
Sewage Treatment Plant.
The main objectives of the Consultancy Services are to provide the FSA with a detailed scope of work
which will be inclusive of the costing to connect FSA’s Sewage System at Bois de Rose Avenue to the
PUC’s Victoria Central Sewage Treatment Plant, prepare updated drawings for all the works required
containing existing and newly required lifting station and laying of new pipe work. More information
about the deliverables is available in the Expression of Interest (“EOI”) document.

The EOI document can be requested at the email address specified below or collected from the FSA’s
Procurement Unit, Sunshine Commercial Building, Providence Industrial Estate as from Friday 05th July,
2024 between 0900 Hrs to 1500 Hrs Local Time. It is compulsory for all interested applicants to request
or collect the EOI Document before submitting any responses to this EOI. All request and enquiries

All interested parties should convey their interest to the Chief Executive Officer of the Financial Services

Conditions
 The tender is opened on equal terms to all licensed and locally registered suppliers.
 The successful supplier will have to ensure that delivery is made within 3 months from the Date
of Award.
Interested bidders are informed that the bidding document shall be made available as of
Wednesday 10th July 2024 up to Wednesday 17th July 2024 from 10:00 am to 3:00 pm at a nonrefundable
fee of SR150.00. No bidding document shall be made available past this deadline period.
Bidders are welcome to attend a mandatory pre-bid meeting scheduled for Friday 19th July 2024 at
10:00 am at the SFA’s Headquarters Meeting Room. Please note that all interested bidders must attend
the pre-bid meeting. Bidders failing to attend will be disqualified.

THE PROJECT TITLE “PROCUREMENT OF IT EQUIPMENT” IN THE EMAIL SUBJECT
THE TENDER WILL BE OPENED IMMEDIATELY AFTER CLOSING AT 1100HRS
(SEYCHELLES TIME) AT THE VENUE MENTIONED ABOVE. BIDDERS AND THEIR
REPRESENTATIVES ARE WELCOME TO ATTEND.
ANY BID RECEIVED AFTER THE DEADLINE WILL BE RETURNED UNOPENED TO THE
BIDDER AND WILL NOT BE ACCEPTED.
