Speaking on behalf of President Mahmoud Abbas at the "Integrated Roles in Corruption Prevention and Combat" conference, held on Monday at the Presidential Headquarters in Ramallah, Prime Minister Mohammad Mustafa emphasized that combating corruption and preventing it is not just an isolated goal, but an integral part of the national journey to build the Palestinian state.
He stressed that the struggle for Palestinian independence involves not only ending the occupation but also building a strong Palestinian state grounded in justice, integrity, transparency, and the rule of law, which guarantees its citizens' rights and provides services that befit their sacrifices.
He said, "We meet today under exceptional circumstances, as our national cause and our steadfast people in Gaza, the West Bank, including Jerusalem, face aggression in all its forms—from the Israeli genocidal war on Gaza to the aggression, killing, destruction, and targeting of the land and its people in the West Bank, including Jerusalem."
"This occupation does not only target our land and people, but also seeks to undermine our institutions and destroy our dreams of building our independent state. However, as we have proven throughout our history, we are a people who will never bend or yield, and our will shall never be broken," Mustafa further added.
The Prime Minister underlined that reform is not merely an option but an urgent national priority and duty, requiring the collective efforts of all. He asserted that a state cannot be strong if its institutions are weak, inefficient, lack transparency, or are unaccountable. This commitment is central to the 19th Government, which, based on President Abbas’s mandate, has placed reform and enhancing governance at the top of its national priorities since day one in office.
He further elaborated, "The Palestinian state we are striving for requires strong and transparent institutions that operate efficiently and are accountable to their citizens." Dr. Mustafa highlighted that the Government is working with a clear vision and plan to build upon previous achievements, while addressing challenges with firm actions, particularly in areas where gaps and errors exist.
The Prime Minister noted that the government had made significant progress in this area, with a comprehensive reform program focusing on improving institutional performance, rationalizing expenses, and ensuring more efficient services for citizens.
He mentioned that these efforts have already yielded positive results, including cost reductions, the merging and abolition of certain institutions to increase efficiency, and improvements in governance, as well as enhancing transparency in the hiring processes, particularly for senior positions.
He emphasized that the Government's plan is not just to improve governmental performance but to make the existence of the Palestinian state an undeniable reality and a cornerstone of the national liberation journey, in the face of an occupation that is inherently the antithesis of freedom, transparency, and accountability.
The Prime Minister Mustafa concluded by reaffirming that the efforts to build strong, transparent institutions are, at their core, also a struggle against occupation and for independence. "Our message is clear: The independent State of Palestine that we are working to realize, and that will inevitably be achieved, will only be built through the hands of its people. With your will and determination, and with strong institutions, we can together offer the best for our citizens."
