OPAPRU, DSWD turn over 200 PAMANA-MSAP housing units to MNLF communities

SIBUCO, Zamboanga del Norte—Moro National Liberation Front (MNLF) members living in this coastal municipality now have a chance to strengthen their familial bonds and start a new chapter in their lives as they rebuild their homes.

This, after the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) turned over 200 housing units to MNLF communities under its PAyapa at MAsaganang PamayaNAn–Modified Shelter Assistance Program or PAMANA-MSAP on Friday, August 30.

The PAMANA-MSAP is implemented through a partnership between the OPAPRU and the Department of Social Welfare and Development (DSWD).

Under the program, communities are provided decent shelter and sustainable livelihood support through its cash-for-work component, which allows beneficiaries to help in the construction of their houses while being paid for their services within a period of 30 days.

In particular, the program aims to provide decent shelter and sustainable livelihood support to MNLF communities in OPAPRU-prioritized peace and development areas in Region 9.

OPAPRU and DSWD peace and development efforts

In an interview at the sidelines of the turn-over ceremony, Presidential Peace Adviser Secretary Carlito G. Galvez Jr. emphasized that peace and development beneficiaries have to be provided with the assistance they need to uplift their socioeconomic well-being and uphold their dignity.

“Nagpapasalamat ako sa DSWD dahil katulong namin sila sa case management at identification ng mga prospective beneficiaries,” Galvez said.

He emphasized that aside from the housing assistance, these MNLF communities should be given a “full-package na matututo at magkakaroon sila ng hanap-buhay at mawala sa poverty index at maiangat ang kanilang kabuhayan.”

DSWD Secretary Rex Gatchalian stressed the importance of helping MNLF members return to mainstream society, as well as providing for the needs of indigenous peoples in the province. “Yung indigenous people o IP natin at mga dati nating combatants ay kailangang masiguradong na-reintegrate ng maayos sa ating lipunan at syempre, bahagi diyan ang pabahay para sa kanila,” Gatchalian explained.

Epicenter of peace and development

The OPAPRU is committed to transforming the lives of MNLF combatants, their families and their communities through the PAMANA program and its implementing partners, specifically the DSWD and the local government of Sibuco.

“Zamboanga peninsula, ‘yun talaga ang gusto naming targetin ni Secretary Gatchalian dahil nandyan ang mga IPs, ang ating mga brother na Moros—M**F, MNLF at mga isolated-areas…” Galvez said.

”Yun ang nakikita nating mas nangangailangan ng tulong ng ating pamahalaan,” he added.

Gatchalian gave the assurance that the DSWD will help MNLF members and IPs learn essential livelihood skills that would enable them to earn sustainable incomes.

“Babalik ulit ang DSWD para masigurado naman ‘yung Sustainable Livelihood Program kasi hindi naman sasapat lang ang bahay. Kailangan may makakain din. Tuturuan natin ang mga mamamayan dito na mangisda para sa kanilang mga sarili,” he said.

The town of Sibuco forms part of what is known as the Triple SB or Sibuco, Sirawai, Siocon, and Baliguian. These areas have been known before as the hotbed of lawless groups. Years ago, the kidnappers brought their captives in these areas.

To further improve the condition, Galvez said OPAPRU will work closely with the local government unit and the province's congressional representative to initiate a more holistic program. He said part of the idea is to create a master development program to ensure a holistic approach to peace and development projects in Triple SB.

Galvez said the government will continue its "life support programs like Level 3 water system, a six-kilometer concrete road leading to the housing project site, and build additional 75 new housing units"

For its part, the DSWD will enroll the beneficiaries in social protection and sustainable livelihood programs.

Empowering MNLF communities

The PAMANA-Sustainable Livelihood Program (SLP) is being carried out by the DSWD and OPAPRU to empower communities in conflict-affected and conflict-vulnerable areas to improve their socio-economic conditions.

PAMANA, which is being implemented and monitored by OPAPRU, is the flagship program of the national government that is focused on peace-building, rehabilitation, reconstruction and development in OPAPRU-prioritized peace and development areas nationwide.

In the meantime, some 100 PAMANA-MSAP housing units were also turned over to MNLF communities in Ipil, Zamboanga Sibugay, on August 29. The OPAPRU was represented by Regional Adviser on Peace and Security for Region IX Rene Glenn Paje.

“Hiling lang namin na matapos na ang kaguluhan sa Mindanao, maging tahimik na po at mapanatag. At ang Mindanao ay maging epicenter ng peace and development,” Galvez said during the interview (Press Release)

PBBM leads commemoration of GPH-MNLF peace agreement’s 28th anniversary; officially opens Nat’l Peace Consciousness Month

MALACAÑANG PALACE, MANILA—President Ferdinand R. Marcos Jr. led the commemoration of the 28th anniversary of the signing of the 1996 Final Peace Agreement between the Government of the Philippines (GPH) and the Moro National Liberation Front (MNLF) here on Monday, September 2.

The President also banged the gong to officially launch the celebration of the 20th National Peace Consciousness Month, an annual event symbolizing the country’s desire for greater unity, mutual understanding, and harmony.

A defining chapter of history

In his keynote speech, President Marcos remarked “This momentous occasion brings us back to a defining chapter in our history when the government and the MNLF formally ended the decades-long struggle.”

“From the forging of the 1976 Tripoli Agreement under my father’s administration to the signing of the 1996 Final Peace Agreement, we have demonstrated mutual respect and strong collaboration and a burning desire for peace,” he said.

The President expressed his gratitude to the MNLF for their “steadfast commitment as natural allies, brothers, partners and ancestors for peace.”

He reassured the MNLF and the Filipino people that his administration is determined to fulfill the commitments made by the national government under all signed peace agreements.

“To my fellow Filipinos, the dividends of peace that we have worked so hard to achieve are now upon us. And, the responsibility to create a more inclusive and prosperous country now lies in our hands,” President Marcos said.

A call for unity

In his message, Presidential Peace Adviser Secretary Carlito G Galvez, Jr. called on the MNLF to continuously support the GPH-MNLF peace process in the spirit of solidarity.

Galvez emphasized the need “to continuously tread the new path—the new path of peace…and to maximize the strong partnership forged through the years between the National Government and the MNLF.”

“To sustain the gains of our peace initiatives and co-create conditions that will uphold human dignity and achieve a better quality of life for former combatants, their families and communities,” Galvez stressed.

For his part, President Marcos encouraged the MNLF “in the spirit of convergence, to continue working with all stakeholders in the region towards accountable, transparent and people-centered governance in the region.”

“We are likewise encouraging you to engage in a continuing open and constructive exchange and dialogue with the government and its instrumentalities to discuss the experiences and challenges of our people in Mindanao so that we can provide responsive policies to serve you,” he added.

Celebrating the gains of peace

MNLF Vice Chairman and Chairman of the MNLF Peace Implementing Panel Abdulkarim Misuari and MNLF Management Committee Chairman Uttoh Salem Cutan cited the efforts of the national government to build on and sustain the gains of the GPH-MNLF peace process.

“We are happy to note that the present administration, led by His Excellency President Ferdinand Marcos, Jr, is committed to implementing all the signed peace agreements,” Cutan said.

“Nakikita natin naman ngayon ang positive niya, fast-paced siya,” Misuari pointed out, as he commended the Marcos administration for putting primacy to the peace process in Mindanao and for its “openness to fulfill all obligations from the side of the government.”

During a press conference on the sidelines of the event, MNLF Chair Muslimin Sema thanked the Marcos Jr.’ administration for honoring the national government’s commitments under the 1996 Final Peace Agreement.

Sema also lauded the efforts of former President Marcos, Sr. for addressing the plight of the MNLF and the Moro people as a whole through the signing of the Tripoli Agreement that led to "the peace that we have now."

"We thank the leadership of the Republic of the Philippines for finally recognizing the rights of the Moro people," he said.

He also reaffirmed the support of the MNLF to President Marcos’ peace agenda for the Moro people.

“Amin po itong susuportahan, the Moro National Liberation Front will stand with that. We will march with how our brothers who are no longer here, we will march, as they marched for peace,” Sema said.

Commitment to peace and transformation

Following the successful launch and implementation of the MNLF Transformation Program and all other peacebuilding interventions, Galvez reaffirmed the Office of the Presidential Adviser on Peace, Reconciliation and Unity’s (OPAPRU) commitment “to work closely with our peace partners in ensuring the implementation of all our signed peace agreements.”

In response, Abdul Karim Misuari said: “Kami naman from the side of the MNLF, partners po tayo in peace, partners po tayo sa journey at partners po tayo sa bagong pilipinas sa future ng buong bansa.”

“We shall also be looking forward to the continuous innovations for the gains of peace and the far-reaching needs of our people,” MNLF Chair Nur Misuari said in a pre-recorded video message.

Meanwhile, President Marcos underscored his administration’s focus on the “transformation of the country towards a more inclusive, peaceful and progressive society.”

He gave his assurance that the national government will continue to pursue and “build a more secure and dignified Bagong Pilipinas.”

“Peace begins within us, it flourishes the moment that we strip ourselves of the idea of ‘us versus them.’ promote respect for our fellows, uphold everyone’s dignity,” the President said.

Call for peaceful, orderly BARMM elections

President Marcos also took the opportunity to call on the MNLF and other peace stakeholders to help the government “ensure a peaceful, orderly, and credible conduct of the first Bangsamoro Elections next year.”

“The forthcoming election is an important reminder not only of the democracy that empowers us to mold our destinies but also of the visionaries who paved the way for the freedom that we all relish today,” he stressed.

The President described the BARMM elections as a landmark event that is comparable to the “signing of all of the peace agreements.”

“This will now, not only formalize, not only institutionalize but operationalize BARMM’s part in the national government. And that is a very, very important landmark; a very, very important part of our peace agreement,” he said.

“This---that will be the day when we can say that we have recognized the autonomy of BARMM and BARMM has also found—has also recognized its membership into the fold of society within the national government. And that is an important conclusion to any peace effort,” the President added.

Peace Month @ 20: Bagong Pilipinas: Transforming minds, transforming lives

On July 20, 2004, the month of September was declared as the "National Peace Consciousness Month" under Proclamation No. 675.

The OPAPRU, then the Office of the Presidential Adviser on the Peace Process (OPAPP), was tasked to lead the month-long observance and celebration of Peace Month.

This year marks the 20th annual celebration of Peace Month with the theme “Peace Month @ 20: Transforming minds, transforming lives.”

Galvez explained that “this 20th anniversary’s theme focuses on the transformation of the minds and lives of the people we serve, which is the essence of the implementation of our peace agreements.”

The peace adviser also highlighted that the month-long peace activities aim to support the Marcos administration's peace, reconciliation, and unity agenda.

According to President Marcos, “The dividends of the peace that we have worked so hard to achieve are now upon us, and the responsibility to create a more inclusive and prosperous country now lies in our hands.”

“For us to move forward as a strong, undivided nation, the government will continue to pursue a principled and peaceful resolution to internal armed conflicts, with neither blame nor surrender, but with dignity for all,” he concluded.

Peace Month 2024: Clarion call for collective action and transformation

QUEZON CITY (1 September 2024) – The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) led the ringing of the Peace Bell here on Sunday morning, September 1, kicking off the celebration of this year’s National Peace Consciousness Month.

In her keynote message delivered by Assistant City Administrator Alberto Kimpo, Quezon City (QC) Mayor Hon. Maria Josefina Tanya "Joy" Belmonte emphasized that the message of peace deeply resonates with the citizens of her city.

“Even as an urban center, the message of peace is something close to our hearts here in QC,” Belmonte said.

The mayor reflected on the legacy of former President Manuel L. Quezon who, “stood up as an ardent advocate for the peaceful pursuit of self-determination and humanitarian ideals.”

She stressed the importance of fostering peace as conflicts continue to erupt in different parts of the world, highlighting the need for solidarity among the people.

“The context may differ but in all these, we find that the peaceful resolution of conflict remains essential. Solidarity is key in this quest or ability to tap into our compassion, and to find common ground with the ties that bind us,” Belmonte noted.

Integral role in peacebuilding

She acknowledged the multi-sectoral efforts of OPAPRU in pursuing and maintaining peace in the country, saying, “Upholding goodwill to attain peace is difficult but fulfilling work if we are to intentionally pursue progress and prosperity for all. This is why the OPAPRU plays such an integral role in our life as one nation.”

“Through the OPAPRU, we have been gaining ground on initiatives that support national unification and solidarity towards lasting and sustainable peace. These include programs that empower communities, rebuild post-conflict areas, and support their economic growth,” she added.

For his part, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod Balawag Ebrahim, who was represented by Director Gafur A. Kanain, underscored the significance of this year’s Peace Month celebration.

Ebrahim noted that the occasion also coincides with the 10th anniversary of the signing of the Comprehensive Agreement on the Bangsamoro (CAB), the landmark agreement between the Government of the Philippines and the Moro Islamic Liberation Front (M**F).

“This year’s celebration teaches greater significance, as we also commemorate the 10th year of the signing of the CAB, paving the way for the recognition of historical injustices committed against the Bangsamoro in the past, and our right to self-determination and chart our future,” he remarked.

“The occasion today is a reminder to us that working toward peace is a long and arduous path. It took us several decades to understand that we both have the same intention—a peaceful and progressive future for all,” Ebrahim added.

Commitment to peace

In her message of support, KAPATIRAN head and signatory to the 2019 Clarificatory Implementing Document (CID), Veronica P. Tabara affirmed her group’s “unwavering stand to pursue just and lasting peace in our land.”

“It will continue to steadfastly work with the government for the full realization of the objectives set forth in the Clarificatory Implementing Document to the 2000 Peace Agreement signed between the Government of the Republic of the Philippines and its precursor, the RPMP-RPA-ABB,” she said.

Tabara also expressed their gratitude to the national government for the “many benefits already received and the resulting improvement in the lives of our members.”

“For our full transformation as a civilian organization, we become effective partners for peace and development in the country,” she pointed out.

Tabara said the KAPATIRAN remains unwavering in its desire to continue its partnership with the government in sustaining peace and development in the country.

“And it is the desire of our hearts that the sincerity, strong resolve, and good deeds we have witnessed from the government working hard, not only to put an end to the armed confrontation with our group that split from the CPP-NPA, but to make possible the sustainability of the peace gains that would lead to greater success in our partnership for peace and development, and contribute to attaining peace and prosperity in our country,” she said.

Peace Month @ 20: Transforming Minds, transforming lives

In his message, Presidential Adviser on Peace, Reconciliation and Unity Sec. Carlito G. Galvez Jr. noted that the twentieth-year celebration of National Peace Consciousness Month is a major milestone for all those who have long aspired and worked tirelessly for peace.

Galvez noted that this month is very special for all Filipinos, saying, “It is the time of the year when people come together to celebrate, reflect on, and promote the culture of peace as envisioned by Presidential Proclamation No. 675.”

He reminded everyone that Peace Month is more than an occasion to be celebrated annually “but it is a movement that is fueled by our collective desire to encourage our fellow Filipinos to play an active role in upholding our country’s peace and harmony.”

The peace adviser reiterated the message of President Ferdinand R. Marcos, Jr. who said, “Brave may be those who wage wars, but braver are those who seek peace and win that peace.”

Galvez emphasized that winning the peace “is not just the responsibility of the government alone. It takes whole-of-nation, whole-of-society. It takes everyone to make this happen. Everyone must be part of the process.”

The theme for ,

"Transforming Minds, Transforming Lives," captures the spirit of national renewal in Bagong Pilipinas. It underscores the entire society's commitment to transformation, which includes the continuing effort to bring positive change to the lives of former combatants, their families, and communities, as the country advances in implementing all signed peace agreements.

A call for multi-sectoral participation

Galvez encouraged all Filipinos to reflect and participate in the month-long celebration of peace.

“I call on every Filipino to make this year’s peace month a time of deep reflection, purposive action, and an opportunity to demonstrate a greater commitment to our country’s peace, healing, and unity,” he said.

“Everyone is invited to actively participate in this year’s National Peace Consciousness Month celebrations. From the peace education summit, constituency building, forums and debates, and community service activities, everybody should get involved,” Galvez added.

“May these events remind us that peace must begin within ourselves. It begins in our thoughts, attitudes, and actions and outwardly extends to shape our communities, organizations, and our nation as a whole,” he stated.

Month-long activities

By Proclamation No. 675 dated 20 July 2004, the month of September was declared as the “National Peace Consciousness Month.”

The Proclamation mandated the then Office of the Presidential Adviser on the Peace Process (OPAPP, now called OPAPRU, to lead the observance of the celebration, and enjoined all government agencies and offices, private sector, and civil society groups to participate in the annual peace celebration.

A series of events promoting National Peace Consciousness Month 2024 have been lined up for September nationwide.

The official opening ceremony of the Peace Month 2024 along with the commemoration of the 1996 Final Peace Agreement with the Moro National Liberation Front (MNLF) is scheduled on September 2 at the Malacañan Palace.

The commemoration of the 1986 SIPAT peace accord is set to happen on September 13 at Mt. Data Hotel, Mountain Province.

The OPAPRU will once again spearhead the KaPEACEtahan Fair at Trinoma Activity Center from September 17-18. The KaPEACEtahan will also be hosted in schools in Manila, BARMM, Bicol, Negros Occidental, Aklan, Agusan del Norte, and Basilan.

This year, the OPAPRU will introduce new events including the Run for Peace and Peace Music Fest on September 21 at the SM MOA Seaside, Pasay City, and the Swing for Peace on September 28 at the Veterans Golf Club, Quezon City.

The 3rd National Peace Education Summit with the theme, “Harnessing the Transformative Power of Peace Education in Educational Reforms and Societal Harmony” will run from September 25-26 at the Philippine International Convention Center, Pasay City.

Wreath-offering ceremonies will also be held at both the Libingan ng mga Bayani and Manila Memorial Park on September 26 to pay tribute to the country’s peacebuilders who have passed on.

To culminate the National Peace Consciousness Month celebration, the OPAPRU will host the Gawad Kapayapaan awarding ceremony to honor the nation’s peace champions for 2024 on September 30 at the PICC in Pasay City. (PR)

ICCMN concludes final leg of Serbisyo Caravan



CAMP OMAR, DATU HOFFER, MAGUINDANAO---The Inter-Cabinet Cluster Mechanism on Normalization (ICCMN) successfully completed the third and final leg of its Serbisyo Caravan on Thursday, August 29.



This sprawling Moro Islamic Liberation Front (M**F) camp in the heartland of Central Mindanao, which used to be the site of intense battles between government troops and M**F forces years ago, became a virtual one-stop shop of essential government programs and services.



Inside the provincial gymnasium and tents set up in the adjacent grounds were tables lined up with doctors and nurses doing checkups, soldiers conducting briefings on military enlistment procedures, and field workers giving out food assistance packages.



About 700 village folk, mostly decommissioned M**F combatants and their next of kin, patiently lined up to get free medicines, apply for PhilHealth and National ID registration and membership, and learn about the government’s latest interventions.



Bringing gov’t services closer to the people



In her welcome remarks, Datu Hoffer Mayor Bai Bongbong Ampatuan noted that the ICCMN caravan is a very good opportunity for the national government to bring its services closer to the people.



“Ito po ay isang espesyal na pagkakataon para sa amin upang mapalapit ang serbisyo ng ating gobyerno sa ating mga kababayan at masiguro na ang bawat isa ay naaabot ng tulong at suporta na nararapat para sa kanila,” Ampatuan said.



“Ang serbisyo caravan na ito ay bahagi ng ating patuloy na pagsusumikap na mapalawak at mapabuti ang mga serbisyong pampubliko na ating ipinagkakaloob sa ating mga kababayan,” she added.



Better health services

Dr. Mohammad Ariff Baguindali, head of Maguindanao’s Integrated Public Health Office (IPHO), emphasized the significance of the ICCMN caravan, particularly in delivering quality health services to the people.



“Health is one of the most important components of good governance,” Baguindali said, noting that through the caravan, the national government is fulfilling its commitment to enhance the overall well-being of residents.



With Maguindanao being one of the identified implementation sites for universal health care, he thanked the Bangsamoro and national governments for focusing on the improvement of medical and health care services in the province.



Amnesty leads to freedom

Atty. Mohammad Jamalul Giducos of the National Amnesty Commission (NAC) explained the national government’s amnesty program and how it can help rebuild the lives of former combatants.



“Kaakibat ng amnesty ay kalayaan,” Giducos stressed, as he said that If there are M**F members who have been imprisoned due to their political beliefs, there is a chance that they can win back their freedom through amnesty.



He reported that as of August 16, the NAC has received 770 amnesty applications, of which 686 come from the Communist Party of the Philippines-New People’s Army (CPP-NPA); 42 from the Moro National Liberation Front (MNLF) and 35 from the M**F.



Giducos emphasized to M**F members the urgency of applying for amnesty, as the period for accepting and processing applications for amnesty will only be two years. “Nandirito kami para hikayatin ang isa’t-isa na mag apply na po tayo ng amnesty as soon as possible,” he said.



PBBM’s commitment to peace, development in the Bangsamoro



Special Assistant to the President Sec. Antonio Lagdameo, whose message was read by OSAP Director, Atty. Jay Farcon said, “While the road to peace has been quite challenging, I believe that we all agree that it has been a rewarding journey.”

“I would like to reiterate the commitment of President Ferdinand Marcos Jr. to ensuring that our countrymen in the Bangsamoro Region have their share of justice, peace and development,” Lagdmeo said.

The ICCMN caravan, he pointed out, “highlighted by the presence of various national government line agencies, provide essential services to community members, which has covered all six former M**F camps, which is an integral element to social inclusion.”



“These services will pave the way for the easier re-integration of former combatants as contributing members of society,” he added.



Strong Bangsamoro, nat’l government partnership

Presidential Peace Adviser Sec. Carlito G. Galvez, Jr., who was represented by OPAPRU Presidential Assistant Cesar Yano, Chair of the Government of the Philippines (GPH) Peace Implementing, underscored the importance of the ICCMN caravan.

“Sa pamamagitan ng caravan na ito, ay maipapaabot na sa mga mamamayan ng Omar ang mga programa socioeconomic na inyong kinakailangan. Kasama na dito ang medical services, Philhealth registration, National ID registration at marami pang iba,” Galvez said.



According to the peace adviser, the caravan symbolizes the strong partnership between the Bangsamoro and national governments, which aims to uplift the socio-economic conditions of M**F members and their families and help build and help build a brighter future for them.



“Batid nating lahat na ang edukasyon, kabuhayan, kalusugan at seguridad ang mga haligi ng pagbabago na nagaganap dito sa Omar at iba pang mga lugar sa Bangsamoro. Kaya naman nais nating mas pagtibayin pa ang mga haliging ito,” Galvez said.



“Kaya naman napakahalaga ang pagtutulungan at pagkakaisa nating lahat. Sama-sama po tayo sa pagsulong ng mga inisyatibo upang mas maramdaman ng mga residente ng Omar ang mga dibidendo ng kapayapaan at kaunlaran,” he concluded.



The ICCMN is a multi-agency initiative established by the Philippine government to oversee the effective implementation of the Normalization Program for former M**F combatants, their families and communities.



The normalization process is a critical component of the Comprehensive Agreement on the Bangsamoro (CAB), the landmark peace deal signed between the Philippine government and M**F in 2014 which ended decades of conflict in the region
