Update:

I just watched the video where Hortiveros makes clarifications and reacts to misinformation that she has seen circulating in social media. I think she means well. I think Project Dalisay also means well. (It would be great if both sides work together to genuinely protect children).

There are good parts in the bill (yes I read the whole thing) but I think the assumption that more information from institutions will translate to better choices in children about their s*xuality and expression is not the best route. I personally think that the government shouldn’t mandate s*x education at all levels for all educational institutions (private or public). The fact that the bill suggests that the license of schools who refuse to roll out CSE will be “reviewed” is not okay. What if certain institutions or parents don’t agree with the values of the CSE that’s rolled out in schools?

Furthermore, parents should have the option to be the one to teach their kids about s*x and s*xuality based on their values, and not the values that will be imposed by the council who creates the CSE program. What if the values are contradictory? When the bill references CSE and international standards, doesn’t this imply an adaptation of Western values? Why not heavily focus instead on helping parents have healthier relationships with their kids so that children make good choices about their bodies? What research evidence do we have to show that when institutions teach kids about s*xuality and s*x they place greater value on s*x in marriage (the right context)? UNESCO research shows that they take less risky behavior, but they still have s*x (more protected s*x) but it doesn’t actually change how they value s*x in marriage because the assumption is s*x outside of marriage is normal. And that assumption in itself is a wrong starting point for me as a parent. Will my child say that I am wrong for teaching the virtue of purity if schools normalize s*x outside of marriage?

The bill also talks about confidentiality if adolescents want to access to healthcare facilities and services can be done without parental consent, and that confidentiality will be maintained. I find this problematic. What if a parent wants to know why their child went to a clinic and accessed certain services? Will this information be denied to a parent?

Anyway, those are my concerns above, and these are the concerns posted by Project Dalisay below…(They are concerned that the values of CSE and UNESCO will be adapted in the Philippines if this bill is approved.)

Senate Bill No. 1979, known as the Prevention of Adolescent Pregnancy Act of 2023, is currently on its third reading. While the title may sound well-intentioned, the contents of this bill pose a grave threat to our moral, societal, and spiritual values.

The authors of the bill label it as an “Anti-Teen Pregnancy Bill,” but hidden within is a curriculum called Comprehensive Sexuality Education (CSE). According to the UNESCO technical working guide it is based on, this curriculum includes:

• Teaching children as young as 4 years old about childhood ma********on.
• Introducing 6-year-olds to the concept of bodily pleasures through the five senses.
• Asserting that by age 9, children have their own s*xual rights.

These teachings risk undermining the innocence of our children and the values we hold dear as a community. It also strips away parental rights, where parents are left helpless without any right to refuse this for their children

This is not a battle we can fight alone. We need your voice, your influence, and your willingness to stand with us to raise awareness about the implications of this bill.

Along with faith based communities and parents help us share this message and help spread the word.
