Sangguniang Panlalawigan (SP) of Catanduanes has passed a resolution sponsored by Provincial Board Member (PBM) Jan Ferdinand Alberto on SP’s 33rd Regular Session held on August 19, 2024. The legislative action urging the Cooperative Development Authority (CDA) Regional Office V to appoint permanent personnel to the CDA Catanduanes Field Office. This resolution aims to enhance operational efficiency and service delivery to cooperatives in the province.

It cites the crucial role of the CDA in promoting the viability and growth of cooperatives in the Philippines. The CDA Catanduanes Field Office, in particular, plays a vital role in extending support and guidance to cooperatives in the province. However, the absence of permanent personnel has posed challenges in delivering timely and effective services.

Emphasizing the appointment of permanent personnel will ensure consistency and reliability in providing assistance to cooperatives and stakeholders. It also highlights the authority of Regional Director Atty. Emilio Escueta to designate permanent personnel to the field office.

The resolution directly urges Regional Director Escueta to give immediate consideration to the request and take action to address the staffing issue at the CDA Catanduanes Field Office. The copy of this resolution will be transmitted to Atty. Escueta for his review and action.

Sangguniang Panlalawigan (SP) of Catanduanes thoroughly recognized and congratulates the achievement of local schools in province who excel on the National Schools Press Conference (NSPC) 2024. A prestigious annual competition for campus journalism in the Philippines, concluded with great success at Carcar City, Cebu, on July 8-12, 2024. The event aimed to showcase and promote journalism through various media platforms, including print, broadcast, and online, while emphasizing the vital role of journalism in informing the public about important activities, issues, and advocacies in society.

Acknowledging Outstanding Achievements

1. "𝐀𝐧𝐠 𝐏𝐢𝐭𝐡𝐚𝐲𝐚" Triumphs in Feature Page Category

- The Filipino campus newspaper of Tinago Elementary School, "Ang Pithaya," secured the 3rd place in the Feature Page category, showcasing exceptional talent and dedication in journalistic endeavors. This remarkable achievement not only reflects the students' hard work but also promotes press freedom and ethical news reporting.

2. "𝐀𝐧𝐠 𝐏𝐚𝐧𝐚𝐠𝐮𝐲𝐨𝐝" Shines in Sports Page Category

Another standout publication, "Ang Panaguyod" from Virac Pilot Elementary School, clinched the 1st place in the Sports Page category, demonstrating excellence in sports journalism. The success of "Ang Panaguyod" serves as an inspiration for aspiring young journalists and contributes to the advancement of fair and truthful news reporting.

On Upholding Campus Journalism Act of 1991, the event highlighted the significance of Republic Act 7079, known as the Campus Journalism Act of 1991, which emphasizes the protection of press freedom at all levels, including campuses. This legislation aims to foster ethical values, critical thinking, and moral development among Filipino youth through campus journalism.

This is a Provincial Pride that deemed for Recognition as the Province of Catanduanes takes pride in the national accolades achieved by "Ang Pithaya" and "Ang Panaguyod," recognizing these young news writers as role models for the youth in their communities. The commendable efforts of the students, schools, and the Division of Catanduanes contribute to the promotion of press freedom and journalistic integrity.

The resolution sponsored by Provincial Board Member (PBM) Robert A. Fernandez for commendation passed during 31st Regular Session at the SP held on August 5, 2024 to commend and congratulate both "Ang Pithaya" and "Ang Panaguyod" for their outstanding performances at the NSPC 2024. Copies of the resolution will be shared with relevant authorities and offices to acknowledge and celebrate the achievements of these talented young journalists.

A move to enhance disaster preparedness and weather forecasting capabilities, the province of Catanduanes has taken a significant step towards the restoration of the Doppler Radar Station in Buenavista, Bato.

The Doppler Radar Station, vital for accurate and timely weather forecasts, suffered extensive damage during Super Typhoon "Rolly" in November 2020. Despite its partial functionality, the station requires major repairs to reach full operational capacity. Doppler radar technology plays a crucial role in providing essential weather data during typhoons, benefiting not only Catanduanes and the Bicol Region but the entire Philippines. The technology significantly improves disaster preparedness and response efforts, ultimately saving lives and reducing property damage.

Sponsored by Provincial Board Member (PBM) Joselito T. Alberto, a resolution has been adopted on Sangguniang Panlalawigan (SP) 30th Regular Session to include the restoration of the Doppler Radar Station in the Catanduanes Development Council – Annual Investment Plan (CDC-AIP). The resolution also endorses the project to the Regional Development Council (RDC) with a proposed budget of 250 million. The decision to prioritize the repair of the Doppler Radar Station reflects the province's commitment to ensuring the safety and well-being of its residents and strengthening disaster resilience.

However, Esspots’ claim is not true. Samsung is not withdrawing its partnership with the Olympics. No official announcement regarding the same has been issued by the company.

A quick look at the Disclaimer on Esspots’ website further proves the inauthenticity of the article. The website, a subsidiary of SpaceXMania.com, publishes fabricated stories that are satirical in nature and are not real. In a significant step towards international academic collaboration, President Jaakko Hallila of Seinajoki University in Finland visited Catanduanes State University (CatSU) to sign a Memorandum of Agreement for academic and research cooperation. Following the successful signing ceremony, a noteworthy event unfolded during the 28th Regular Session of the Sanggunian Panlalawigan (SP) on the afternoon of July 15, 2024. CatSU President Patrick Alain Azanza, together with President Hallila, received the commendation from the SP for the collective efforts and unwavering dedication of CatSU to establish the College of Law. This initiative, spearheaded by CatSU President Azanza, underscores a commitment to providing quality education and opening doors to great opportunities for the Catandunganons.

The commendation from the SP was a testament to the collaborative spirit and visionary leadership demonstrated by the university presidents. The legislative action, sponsored by Provincial Board Member (PBM) Dean Roberto Vergara and seconded by the august body, culminated in the approval and awarding of recognition to acknowledge the transformative impact of the College of Law at CatSU.

During the 28th Regular Session of the Sangguniang Panlalawigan held on July 15, 2024, at the SP Session Hall, the critical issue of illegal dynamite fishing was brought to the forefront. Provincial Board Member (PBM) Joselito Alberto delivered a compelling speech highlighting the detrimental impact of this practice on the marine biodiversity of Catanduanes.

PBM Alberto referenced feedback from Police Officer Dan Bagay and the concerns of coastal residents, emphasizing the urgent need for action. He called upon key stakeholders, including the Catanduanes PNP, municipal police stations, the Provincial Tourism Office, BFAR, and the Coastguard, to unite against this environmental threat.

As a result of the session, the issues regarding illegal fishing were referred to the Joint Committees on Public Safety and Peace and Order & Environment and Natural Resources for deliberation on July 18, 2024.

On the other hand, Catanduanes community eagerly awaits the outcomes of these discussions, hopeful for a decisive plan to combat illegal dynamite fishing and protect the province's marine environment.

In a heartfelt plea sponsored by Provincial Board Members (PBMs), Hon. Dean Roberto T. Vergara and co-sponsored by Hon. Tito V. Villamor, the Sangguniang Panlalalawigan (SP) resolution respectfully requests Provincial Governor, Hon. Joseph C. Cua to allocate PHP 3,500,000 for the procurement of two much-needed dialysis machines at the Eastern Bicol Medical Center (EBMC. This was happened during their 28th Regular Session at SP Session Hall held on Julty 15, 2024).

The call for action stems from the growing number of End-stage Renal Disease (ESRD) cases in the province, where patients rely on dialysis treatment to survive. With private hospital dialysis costs ranging from PHP 2,500 to PHP 4,000 per session, the financial strain on patients and their families is immense.

Currently, the province of Catanduanes houses 16 public dialysis machines, with EBMC and Juan M. Alberto Memorial District Hospital struggling to keep up with the demand. The urgent need for additional machines is evident to ensure timely and accessible healthcare for all in need.

In a unanimous decision board members present, the Provincial Government through SP is urged to prioritize the health and well-being of its constituents by approving the allocation for the two much-needed dialysis machines at EBMC. This resolution, spearheaded by PBM Vergara, underscores the importance of upholding human dignity through accessible healthcare facilities.

As the community awaits a positive response from Provincial Governor Cua, the hope is that this initiative will alleviate the burden on ESRD patients and their families, ensuring they receive the care they deserve.

The Catanduanes Provincial Government through Sangguniang Panlalawigan (SP) resolution passed by Provincial Board Member (PBM) Edwin T. Tanael on their 28th Regular Session at SP Session Hall held on July 15, 2023. The legislative action has officially recognized the Catanduanes Tourism Sector Industry Board, Inc. (CTSIBI) under the TESDA Act of 1994.

CTSIBI, an association focused on accelerating and sustaining tourism growth in Catanduanes, includes members such as the Carorian Wonder Guide Association, Catanduanes Food Producers Association, E-Crown Hotel and Resort, Sea Breeze 2001, and Catanduanes School of Advanced Technology Inc. (CSAT).

Formed to enhance technical education and skills development, CTSIBI collaborates with TESDA to ensure high-quality training and certification in the tourism sector. This recognition emphasizes the board's vital role in promoting area-based, demand-driven Technical-Vocational Education and Training (TVET). As SP Members acknowledges CTSIBI's contributions to the local tourism industry.

Sangguniang Panlalawigan (SP) of Catanduanes has enacted a Provincial Ordinance institutionalizing the Annual Search for Best Performing Barangays in the province based on the parameters of the Seal of Good Local Governance for Barangay (SGLGB) of the Department of the Interior and Local Government (DILG). Sponsored by Provincial Board Member (PBM), Hon. Tito V. Villamor, this ordinance aims to promote good governance practices and recognize outstanding barangays in Catanduanes.

The Seal of Good Local Governance for Barangay (SGLGB) is a performance assessment and recognition system that aims to highlight barangays with exceptional performance in various governance areas. The DILG's memorandum circular detailed the assessment criteria for the SGLGB, emphasizing core governance areas such as Financial Administration and Sustainability, Disaster Preparedness, and Safety, Peace, and Order, along with essential governance areas like Social Protection and Sensitivity, Business-Friendliness and Competitiveness, and Environmental Management.

By enacting this ordinance, SP declares the institutionalization of the Annual Search for Best Performing Barangays in Catanduanes starting in 2024. The province will grant incentives to the best performing barangays based on the SGLGB parameters, providing recognition and encouragement for their exemplary governance practices.

The official conferment of commendation and incentives to the SGLGB Best Performing Barangay Awardees will be conducted by the Provincial Governor during the Catanduanes Founding Anniversary celebration. The funds for financial incentives will be sourced from the Annual Budget for Barangay Aid Program under the Office of the Provincial Governor.

The Sangguniang Panlalawigan (SP) of Catanduanes has put forth a resolution on its 27th SP Regular Session at SP Session Hall held on July 8, 2024 respectfully requesting Provincial Governor, Hon. Cua to allocate funds in the Supplemental Annual Investment Program for the proposed improvement and concreting of Purok 4 Burabod Street in Cabihian, Virac, Catanduanes, amounting to Five Million Pesos (Php 5,000,000.00).

Proposed by PBM Rafael C. Zuniega and duly seconded, the resolution respectfully urges Governor Joseph C. Cua to prioritize the inclusion of funding for the improvement and concreting of Purok 4 Burabod Street in Cabihian, Virac, Catanduanes.

The policy of the provincial government to enhance infrastructure projects across the province aligns with the socio-economic prosperity outlined in the Provincial Development Plan. Ensuring agricultural growth and prosperity in the area necessitates responsive development projects like farm-to-market roads that connect directly to the commercial center, benefitting farmers, traders, motorists, and the community at large.

The Barangay Council of Cabihian has passed a resolution requesting financial assistance from Governor Joseph C. Cua for the concreting of Purok 4 Burabod Street, recognizing the importance of well-designed and renovated access roads in enhancing convenience for locals and visitors alike. This initiative aims to boost social and economic development by attracting more tourists and fostering a sense of peace and progress in the community.

The province of Catanduanes celebrates the remarkable achievements of two local innovators who won bronze medals at the Korea International Women's Invention Exposition (KIWIE) 2024, held at the Korea International Exhibition Center (KINTEX) in Gyeonggido, South Korea, from June 20-22, 2024.

Through a resolution passed at the Sangguniang Panlalawigan (SP) sponsored by Provincial Board Member (PBM) Robert Fernandez on its 27th SP Regular Session at SP Session Hall held on July 8, 2024 congratulates the bronze medalist at KIWIE.

Ms. Joycee France D. Usero of Catanduanes National High School was awarded for her innovative creation, "A Burger Patty having Abaca Core as Enhancer." This inventive project highlights her creativity and contributes to advancements in research, technology, agriculture, and the food industry in Catanduanes. Her success not only showcases her individual talent but also underscores the vital role of women in driving progress and innovation within the community.

Similarly, Ms. Ma. Monette Dr. Tugay from Catanduanes State University was recognized for her "Pastillas Tart with Squash Powder." Her innovative formulation enhances the ongoing efforts in research, agriculture, and the food industry, further demonstrating the province's commitment to fostering innovation and excellence across various sectors.

Both Ms. Usero and Ms. Tugay participated in KIWIE, a platform dedicated to showcasing and honoring the patent technologies and inventions of women from around the world. Filipino women scientists and inventors, including these two outstanding innovators from Catanduanes, proudly represented the Philippines and brought home medals for their groundbreaking contributions.
