The Ilocano Observer is a weekly regional newspaper publication widely circulated in Region I, II and III including CAR in the Philippines. Published every Sundays in Urdaneta City (Pangasinan), Philippines. Mailed in Urdaneta Post Office on April 20, 1994. The mouthpiece of a million Ilocanos with its fair, fearless, friendly and free reporting of
current events. Likewise, adjudged best in service for community development and progress of our country (Philippines) in 1995. The Ilocano Observer is a local newspaper or informational paper published in Urdaneta City every Sunday in a vernacular and English language circulating in Region I, II and III including the Cordillera Autonomous Region (CAR). It came out in minimum eight (8) pages with its size of 12 ½ x 18 inches. Founded by RODRIGO “DING” C. Published its maiden issue on November 14, 1990 and continued to exist up to the present. Capitalization derived from the personal account of the Founder Mr. Rodrigo “Ding” C. Galletes in the amount of only Two Thousand Pesos (P2,000.00) Philippine Currency plus his efforts, guts, courage, persistency, credibility, respect and loyalty to his job to start the dedication of The Ilocano Observer. Its additional capital likewise derived from the payment of business advertisement of the paper. The Ilocano Observer has made up the following objectives:
1. To remain and independent community weekly publication as it was originally conceived.
2. To publish only news stories, feature and other articles of general interest.
3. To always endeavor to gather news or articles data as accurately happened as interest strongly possible without any distortion of fact and subjective bias.
4. To present and discuss the pros and cons of public issues fatentelligently and present of the issue from the readers and the public to consider and from their own opinions.
5. To cooperate with incumbent government administration and to assist it the best way possible in promoting attainment of general welfare.
6. To praise or commend to high heavens moritorious achievements of any government officials or employees or any person in the private sector.

8. To always modest humble and credible. In the year 1992, the founder hired a veteran writer journalist, his former boss of the Pangasinan Courier, the late Jose N. Fermil, the father of Pangasinan journalist, followed by a young lady journalist Emerlinda Celeste who graduated from the University of the Philippines – Baguio City. The Founder Ding Galletes, a former provincial correspondents of the Manila Times and Balita, writer of Bannawag and Liwayway magazines. Past president of GUMIL Filipinas (Gunglo dagiti Mannurat nga Ilokano ti Filipinas) - Pangasinan Chapter, Association of the Manila Times Scribes, Association of Balita Correspondents (ASBAC), PangasinanAssociation of Sportswriters and Sportscasters (PASS), founder organizer of the Pangasinan Media Practitioners Club (PMPC) and the Association of Pangasinan Publisher Editor Commnetators and Correspondents (APECC). A regular member of the National Press Club of the Philippines (NPC) and member of the Philippine Press Institute (PPI) and Publisher Association of the Philippines, Inc. (PAPI) and a regional chairman elected of the PAPI in region I.
