Ang PRIORITY ng House of Representatives ay AYUDA. Di ba nga ang ipinaglalaban ni Martin and his people ay ang AKAP na P39.8 billion!
Pati AICS dinagdagan nila ng P39.8 billion.
Sa opening speech ni Martin sa BICAM the other day, wala man lang nabanggit na Infrastructure sa mga priorities nila.

1) MRT Line 3 Rehabilitation Project- P2.560 billion
2) Metro Manila Subway Project- P39.374
3) North South Commuter Railway System- P63.907
Total- P105.841 billion
Out of that only P36 billion lang ang may budget allocated! Saan naman tinambak ang sobra? UNPROGRAMMED APPROPRIATIONS (UA) again? I think it was missed by Sen. Koko na ang P158 billion amount ng Unprogrammed Appropriations is the Proposed per NEP kaya kung may amount na reduced sa railways, the UA amount must have been higher na per GAB not just P158 billion.
Anyways, ONE THING IS CLEAR, tinanggalan na naman ng budget per General Appropriations Bill (GAB). Ang this amount was almost all adopted din by the Senate.
Last year ang DPWH at DOTr big infrastructure Foreign Assisted Projects were ZEROED OUT din. BOTH by the House and the Senate. Interpellation here:
