Humble Beginning
In 1986, the municipality of Tarragona in Davao Oriental is underdeveloped but abundant in opportunities in the field of commerce.
A person named Celso S. Ibao came up with the idea to sell dried fish within his neighborhood. Gradually, his business grew and was known in town. He ,then, expanded to a small sari-sari store and named it WHITE HOUSE COMMERCIAL.
