Davao del Norte Governor Edwin Jubahib met with Police Regional Office XI (PRO XI) Regional Director Police Brigadier General Alden B. Delvo today, along with Davao del Norte Provincial Director Police Colonel Antonio D. Alberio Jr., PLTCOL Jay Dema-ala, and Tagum City PNP OIC PLTCOL Jeffrey Latayada, to discuss security and public safety measures in the region.

During the meeting, Governor Jubahib and the key law enforcement officials reviewed the current security situation in Davao del Norte and exchanged ideas on how to further improve the peace and order situation in the province. The participants emphasized the importance of strengthening partnerships between local government units and law enforcement agencies to ensure the safety and well-being of the residents.

PBGEN Delvo provided updates on the ongoing efforts to curb criminality, including the implementation of effective anti-illegal drug campaigns and the PRO XI's commitment to maintaining a professional and disciplined police force. He also highlighted the importance of community engagement and the role of Barangay Peacekeeping Action Teams in supporting the police's efforts.

Governor Jubahib expressed his gratitude to the PRO XI and the attending law enforcement officials for their unwavering dedication to maintaining peace and order in Davao del Norte. I must express my profound disappointment and utter indignation towards the actions of NORDECO and the Coalition Against Privatization of Electric Cooperatives (CAPECs). Their unyielding opposition to the proposed expansion of Davao Light is nothing short of shortsighted and self-serving.

NORDECO has consistently demonstrated gross incompetence, providing subpar and unreliable services to the people of Davao del Norte. Our constituents have suffered tremendously due to the company's inability to supply stable and affordable electricity. This is particularly distressing given that it exacerbates the challenges faced by our people during these trying times.

Todayโ€™s rally staged by NORDECO and CAPECs here in Tagum City is nothing but a sham and a mockery of the true spirit of the May 1 Labor Day movement. By using this significant day to further their own interests rather than champion the rights and welfare of the workers, they have shown a complete disregard for the values that the Labor Day movement represents.

It is high time that the officials of NORDECO and members of CAPECs, who have seemingly become part of NORDECO's cult, feel a deep sense of shame for turning a blind eye to the public outcry and ignoring the suffering of various sectors caused by their negligence and poor services.

Rather than addressing their shortcomings and focusing on improving their service, they have chosen to divert attention to the privatization issue โ€“ a transparent ploy designed to protect their own interests.

The continued opposition to the expansion of Davao Light by NORDECO and CAPECs only serves to hinder the progress and development that our people desperately need. We must not allow their anti-poor stance to dictate the future of our province.

I call upon the people of Davao del Norte to stand united against the insidious rhetoric propagated by NORDECO and CAPECs. It is crucial that we demand accountability for their deceptive practices and prioritize the well-being of our people over self-serving agendas. The proposed expansion of Davao Light is a step towards the betterment of our province, and we must not let these entities obstruct our path to progress. # # #

TAGUM CITYโ€”Davao del Norte Governor Edwin Jubahib expressed his outrage over the attempted kidnapping of a Senior High School student in broad daylight on Thursday, April 27, 2023, in Tagum City. The account of the incident was brought to Jubahib's attention after a now-viral video circulated on social media. In the video, the tearful female victim recounted her experience to a group of people attempting to comfort her.

Fortunately, the female student managed to escape her kidnapper, identified as a man on a motorcycle without a license plate, before any harm could be inflicted upon her.

Jubahib strongly condemned this heinous act and urged law enforcement agencies, particularly the Tagum PNP, to intensify their efforts to enhance security measures in the city. He also called for the City Government of Tagum to reassess its slogan to better reflect the current peace and order situation. The governor suggested that a more fitting slogan would be , which would emphasize the public's expectation of a safe living environment in the city.

"The peace and order situation in Tagum City is dismal, and this attempted kidnapping is yet another example of the alarming increase in criminal activities. We strongly condemn this heinous act and demand that authorities take swift and decisive action to bring the perpetrators to justice. This incident highlights the ineffective and lax security measures in Tagum City, and we will not allow our people to live in fear," Jubahib said.

Jubahib emphasized the need to improve security measures in Tagum City, where criminal activities are rampant. He called on the City Government of Tagum, led by Mayor Rey Uy, to implement "concrete and realistic security measures" that would put an end to these criminal activities.

"I urge the Tagum PNP to double their efforts in addressing the city's security issues. We need to put an end to the criminal activities that threaten the safety and well-being of our people, especially our women, and children. We will not tolerate any form of violence against them," Jubahib said.

"We must enhance security measures in Tagum City and ensure that our communities are safe and secure. We urge the City Government of Tagum to take immediate action and implement concrete and realistic security measures to put an end to these criminal activities," he added.

The governor also assured the public that the provincial government is taking measures to strengthen security in the province. On Thursday, Jubahib handed over two (2) brand new service vehicles and five (5) brand new motorcycles to PNP Provincial Director PCOL Antonio Alberio Jr. and PTCL Jeffrey Latanaya as a demonstration of his administration's support for and assistance to the Davao del Norte PNP in their efforts to ensure the safety and security of the people of Tagum.

"We will continue to collaborate closely with law enforcement agencies to guarantee that our communities are safe and secure. We urge the public to remain vigilant and report any suspicious activities to the authorities," he said.

I condemn in the strongest possible terms the brutal and senseless killing of 18-year-old Nike Andy Riana Kassim. Our community has once again been rocked by the brutal and senseless murder of a young woman, 18-year-old Nike Andy Riana Kasim. Her body was found lifeless on April 25, 2023, at Purok Pine Tree, Magugpo North, Tagum City. This tragic incident follows closely the appalling rape-slay of 9-year-old Monalisa Pagharion.

The barbaric nature of this crime has left us all in a state of shock and despair. I extend my deepest condolences to her family and friends and assure them that justice will be served.

It is deeply troubling to witness the rise of horrific crimes targeting our children and women in Tagum City. These heinous acts, which have recently become all too common, force us to question the safety and security of our citizens, particularly women, in our beloved city.

As the Governor of Davao del Norte, I demand immediate action from our law enforcement agencies to put an end to this vicious cycle of violence. We cannot afford to let fear and uncertainty pervade our community, nor can we let the lives of our citizens be put at risk.

Is Tagum City still safe for women? Is it still safe for the general public? These are the questions we must ask ourselves as we confront these rampant killings. I urge our local government, police force, and citizens to unite and work together to address the root causes of these crimes and to create a safe and secure environment for everyone.

We will spare no effort in ensuring that the perpetrators of these atrocious crimes are brought to justice. I call upon all concerned agencies to act swiftly and decisively, leaving no stone unturned in their investigations. We will not rest until we have ensured the safety and security of every member of our community.

This annual sporting event is a testament to our collective commitment to nurturing the potential of our young athletes and providing them with a platform to showcase their talents. In line with the DepEd's vision, the DAVRAA Meet is an opportunity for us to empower our youth, foster national pride, and cultivate a strong sense of responsibility and citizenship among them.

It is with a heavy heart that we grieve the tragic loss of a young life taken from us too soon. The discovery of the decomposing body of Monalisa Pagharion, the nine-year-old girl who was believed to be murdered near a school in Tagum City, is not only horrifying, but it also speaks to the alarming state of peace and order in Tagum City.

I would like to express my deepest condolences to the family and loved ones of the young victim. No words can truly alleviate the pain they are experiencing, but I want them to know that the entire province of Davao del Norte stands with them in their time of mourning. No child, family, or community should ever have to endure such a heinous and senseless act of violence.

I vehemently condemn this horrific incident and call on the local authorities to conduct a thorough and swift investigation, ensuring that the perpetrators are brought to justice. I also encourage the community to cooperate fully with law enforcement in their efforts to find answers and achieve justice for the young victim.

This heinous crime against an innocent child cannot and will not go unpunished. I have instructed the Philippine National Police (PNP) and other law enforcement agencies to prioritize the investigation of this case and to utilize all resources necessary to ensure that the perpetrators are swiftly brought to justice.

The recent spate of killings in Tagum City is a stark reminder that maintaining peace and order is a continuous and urgent task. As the Governor of Davao del Norte, I am committed to working closely with the PNP, the local government units, and the community to address this alarming situation. We must not allow the lawless elements to hold our city hostage to fear and violence.

I urge the local government and law enforcement authorities to take immediate and decisive action to address these incidents. I am strongly urging the leadership of the Sangguniang Panlalawigan, specifically the Committee on Good Government, Public Ethics and Accountabilities, to conduct a thorough and unyielding parallel probe into a road accident where (SK) Federation President Emerson Dave Silutan was involved on March 21, 2023.

The said committee is chaired by Board Member Orly A. Amit, with Board Members Janet A. Maboloc, Flopone Royle A. Catalan, and Shirley Belen Aala serving as members.

I cannot emphasize enough the absolute necessity for SK Federation President Emerson Dave Silutan to inhibit himself from the SP-led probe, as he is not only the principal subject of the investigation but also the Vice-Chairperson of the Committee on Good Government, Public Ethics and Accountabilities.

It is of paramount importance to uphold the integrity, impartiality, and transparency of this probe, in order to maintain and reinforce the public's trust in our institutions and officials.

The Sangguniang Panlalawigan bears a significant responsibility in exacting accountability from public officials like SK Federation President Emerson Dave Silutan.

As a representative of the youth sector of Davao del Norte, he must be held to the highest ethical standards and face the consequences of his actions, particularly when they have the potential to tarnish the reputation of our beloved province and the bright future of the youth he represents.

I firmly believe that the Sangguniang Panlalawigan will rise to the challenge and carry out this investigation with unwavering professionalism, leaving no stone unturned.

Our province deserves nothing less than the truth, and we must prioritize transparency, good governance, and accountability to ensure that our people continue to have faith in our leadership and institutions.

Let this be a resounding message to all public officials that we will not tolerate any wrongdoing or misconduct, and we will relentlessly pursue justice and uphold the rule of law. # # #

I find it crucial to address the unacceptable and callous remarks made by Sangguniang Kabataan (SK) Federation President Emerson Dave Silutan in relation to the road accident on March 21, 2023.

His deafening silence since the tragedy and his ill-conceived comments perpetuate the belief that he is somehow above public scrutiny or infallible.

Mr. Silutan's audacity to deflect responsibility by labeling the news as "misleading" and accusing others of exploiting the incident for political purposes with statements like "sakyan man gud og pulitika baโ€โ€” in his now-deleted posts on Twitterโ€”demonstrates a blatant disregard for accountability.

Public officials, particularly those shaping the lives of our youth, must hold themselves to a higher standard. As an elected official and a role model for our youth, he must demonstrate transparency and uphold the moral values expected of him.

The role of an elected official is to uphold accountability, transparency, and public service. Yet, Mr. Silutan's actions exemplify a flagrant disregard for these values, which is utterly unacceptable for someone in his position, particularly as a leader of our youth in the province of Davao del Norte.

I demand that Mr. Silutan immediately reassess his callous statements, acknowledge the harm they have caused, and demonstrate genuine remorse. He must also break his silence, address the public's concerns, and prove that he is not above reproach.

Furthermore, I call upon the Sangguniang Kabataan Federation to maintain the highest standards of integrity, professionalism, and empathy in their service to our young constituents.

Let this be a stark reminder that public service demands an unwavering commitment to the welfare of our people, and as elected officials, our actions and words must always align with the principles and values we have sworn to defend. # # #

As the Governor of Davao del Norte, I, Edwin Jubahib, together with the entire officialdom of the Provincial Government of Davao del Norte, cordially invite and strongly encourage all Dabaonons to actively participate in this year's Earth Hour 2023.

Earth Hour is a global environmental initiative led by the World Wildlife Fund (WWF) that seeks to raise awareness about climate change and promote sustainable living practices. This year, Earth Hour will take place tonight, March 25, from 8:30 PM to 9:30 PM.

By simply turning off our lights and electronic devices for one hour, we stand in solidarity with millions of people across the globe who are committed to conserving energy, reducing carbon emissions, and preserving our planet's precious resources.

The Provincial Government of Davao del Norte acknowledges that climate change is an urgent issue that requires the collective effort of every individual, community, and nation.

As such, we have been working diligently to implement various eco-friendly policies, projects, and programs aimed at preserving our environment and securing a sustainable future for our beloved province.

Now, more than ever, it is crucial for us to come together as one united front against the unprecedented challenges posed by climate change.

Participation in Earth Hour is a powerful reminder that our individual actions, when combined, can create a significant positive impact on our planet.

As the Governor of Davao del Norte, I am deeply concerned and disappointed by the recent actions of Sangguniang Kabataan (SK) Federation President Emerson Dave Silutan, who is currently involved in a controversial road accident that took place on March 21, 2023.

It has come to my attention that Mr. Silutan appears to be attempting to obfuscate the truth and manipulate the ongoing investigation. This includes the deliberate concealment of crucial facts surrounding the incident, which not only undermines the integrity of the probe but also raises serious questions about the character and fitness of Mr. Silutan for public office.

I must emphasize the following facts:

1. Mr. Silutan was not alone during the accident, as initially reported. He was accompanied by two male companions, James Sarucan and Patrick De Mabanding, both of whom also have a responsibility to provide a truthful account of the events that transpired at dawn of the accident. Sarucan and De Mabanding are Davao City residents.

2. According to the blotter report obtained from Tagum City's Civil Security Unit (CSU), Mr. Silutan, Mr. Sarucan, and Mr. De Mabanding were all under the influence of alcohol at the time of the incident. This directly contradicts the earlier media reports, which aimed to downplay the severity of the situation. The CSU report further indicates that Mr. Sarucan, the alleged driver of the PLGU-owned vehicle, may have fallen asleep at the wheel, causing the crash into a school property.

Furthermore, I find it extremely disheartening that Mr. Silutan has been actively posting "tweets" regarding the issue but has failed to address some critical questions about the incident. If Mr. Silutan can find the time to share his personal opinions on social media, he should certainly be capable of issuing a formal statement to apologize for the incident and clarify the situation.

In light of these circumstances, I strongly urge Mr. Silutan to demonstrate accountability and professionalism by addressing the public's concerns with a comprehensive statement. The people of Davao del Norte deserve to know the truth, and his continued silence and evasion only serve as a disservice to our constituents. It is imperative that Mr. Silutan acknowledges the facts presented as "evidence" and refrains from engaging in partisan maneuvers to protect his dignity and the integrity of his public office.

As the duly elected representative of the youth sector, Mr. Silutan has a moral and ethical responsibility to act in the best interests of those he represents. It is my fervent hope that he will rise to the occasion, uphold the values we expect from our public servants, and demonstrate his commitment to transparency and accountability.

As Governor, I urge the public and the media to remain vigilant and to hold Mr. Silutan and his companions accountable for their actions. I also call on Mr. Silutan to cooperate fully with the ongoing investigation and to cease any attempts to "whitewash" the incident.

Such behavior is unbecoming of a public servant, and it is a disservice to the people of Davao del Norte, who deserve transparency and honesty from their elected officials.

I want to reassure the people of our province that I am committed to ensuring a thorough and impartial investigation of the incident, and I pledge to take appropriate action against those found responsible for the road accident. # # #
