The cost of power purchased from power plants for the month of June 2024 was Php 151,083,879.29 with the corresponding kwh of 21,432,990.77. The average generation charge of Php7.0491 per kwh. While on July 2024 the cost of power was Php 143,610,345.84 with the corresponding kwh of 19,929,551.00. The average generation charge was Php 7.3160 per kwh. This resulted to an increase of generation billing rates by Php 0.2669 per kwh.

Majority of the contracted Power Supply are fueled by Coal, Diesel and Bunker Oil. This makes SURNECO highly vulnerable to any price increase on imported fuel as it is one of the variable power costs that directly affects any changes in effective generation rate of SURNECO for having direct proportional relationship between fuel cost and effective billing.

The kWh purchased for the previous month serves as divisor on the Cost of Power in computing the monthly billing rate. There is an inverse proportional relationship between kWh purchased and billing rates, since the kwh purchase is the factor that increase or decrease the share in peso per kwh on the Capital Recovery Fee and Fixed O&M. In our August 2024 billing rates, our kWh purchase decreased from 21,432,990.77 kWh for the month of June 2024 to 19,629,551.00 kWh for the month of July 2024. The decrease by 1,803,439.77 kwh contributed to the increase of average generation cost.

As per PSALM letter dated July 26, 2024, in view of the expected full recovery of the shortfall in the UC-ME, remittance subsidy for Calendar Years 2013 and 2014 in September 2024 remittance, SURNECO is advised to cease the implementation of the additional UC-ME rate of Php 0.0433/kwh effective August 2424 billing period.

The Pass-Through Costs are the Generation Charge from Power Suppliers, Transmission Charge from NGCP, System Loss Charges, Lifeline Subsidy Charge, and the Senior Citizen Subsidy Charge. Pursuant to ERC resolution no. 14, series of 2022, โA resolution adopting the Revised Rules Governing the Automatic Cost Adjustment and True-Up Mechanisms and Corresponding Confirmation Process for Distribution Utilities,โ with its corresponding โRevised Uniform Reportorial Requirement (URR) Spreadsheet Templateโ, Distribution Utilities like SURNECO is mandated by ERC to implement the Automatic Adjustment of Billing Rates for the Over/Under Recoveries of these pass-on charges.
In the URR Spreadsheet Monitoring Template of ERC, SURNECO was notified that the accumulated over/under recoveries has exceeded the 10% threshold level of the total Non-Network Revenues of the preceding three (3) months billing period. SURNECO has to refund the over-recoveries as of June 2024 with the following schedule of Peso per kwh in the billing month of August 2024 only.
