The Department of Public Works and Highways (DPWH) has a rich history that dates back to June 23, 1898, when the Philippine Revolutionary Government was established by Gen. Emilio Aguinaldo.The government created four departments, including the Department of War and Public Works. Over the years, the department underwent several transformations.
Reorganization and Expansion (1905-1951)
By 1905, the Bureau of Public Works was established and placed under the Department of Commerce and Police. The department was later renamed the Department of Commerce and Communications in 1916. In 1931, it became the Department of Public Works and Communications, and in 1951, it was reconstituted as the Department of Public Works, Transportation and Communications.
Modern Era (1974-1987)
The Bureau of Public Highways was created in 1954 and became a separate department in 1974. In 1976, the Department of Public Works, Transportation and Communications was renamed the Ministry of Public Works, Transportation and Communications. The Ministry of Public Works and Highways was formed in 1981, merging the Ministries of Public Works and Public Highways.
Present Form (1987-present)
On January 30, 1987, the Ministry of Public Works and Highways was reconfigured into the Department of Public Works and Highways, its current form. Today, the DPWH is responsible for planning, designing, constructing, and maintaining infrastructure facilities, including national highways, flood control systems, and public buildings.
