The Universal Access to Quality Tertiary Education Act (Republic Act 10931), passed in 2017, is a landmark Philippine law that provides free tuition and fee exemption in state universities and colleges (SUCs) and local universities and colleges (LUCs). This groundbreaking legislation aims to widen access to higher education for Filipino youth, particularly those from underprivileged backgrounds.
R.A. 10931 addresses a critical concern: the financial barriers that prevent many Filipinos from pursuing college degrees. Research has shown that a significant number of young Filipinos abandon their education due to the burden of tuition and other school fees. These students often struggle to meet both daily living expenses and academic requirements.
With over 2 million Filipinos benefiting from free tuition and fee exemption, R.A. 10931 is demonstrably achieving its goals. The law is a significant step towards a more equitable education system in the Philippines.
