Passing by Roxas Avenue corner Pavia Street in Roxas City, Capiz one could not help but sigh at the sight of the deserted building that the locals call Lee Liong.

This is the oldest surviving pre-war building in the cityโ€™s business district and the only art deco structure in the city center.

Sapian Bay which is situated in the northern part of the municipality is geographically joined with Capiz Bay. The 30 km2 Sapian and Capiz shallow sea bays has extensive intertidal mudflats, sandy beaches, mangrove swamps, estuaries of several small rivers, and associated coastal lagoons and marshes. Sapian Bay which opens up to the Sibuyan Sea is a source of livelihood for many Sapianons. Marine produce from Sapian Bay include green mussels, oysters, lobsters, different species of fish, and clams. Many lands near seawater were developed into fishponds that produce milkfish, prawns, and crabs.

Another source of livelihood is agriculture. Carpets of rice fields, trees and flowers can be seen as one travels through Sapian along the national road which connect Roxas City to Iloilo and Aklan. The ricefield along the national road are slowly disappearing to give way to housing developments. Sapian's main agricultural produce are rice and coconuts.

*Panay Church* in Panay, Capiz, dates back to the Spanish colonial period in the Philippines. The church was built in 1774 by Spanish friars and is one of the oldest churches in the region.

The church was constructed with coral stones and bricks, and its architectural style is primarily Baroque with neoclassical influences. Over time, the church has undergone several renovations and repairs, including a major reconstruction in the 19th century. The church is famous for its bell tower, which is an important landmark in the area.

One of the churchโ€™s most notable features is its *church bell*, which is considered the heaviest bell in the Philippines, weighing about 10,400 kilograms. It was cast in 1878 and remains a significant part of the church's history and identity.

Panay Church has played a crucial role in the spiritual and cultural life of the community and continues to be a prominent symbol of the townโ€™s rich heritage. The church remains an important site for religious activities and is a popular destination for local and international visitors.

Panay Railway in 1978, the first Railway line outside Luzon.

The original route of the Railway is 117 kilometers connecting the Provinces of Iloilo and Capiz. It was founded during the American colonization (1906), owned in succession by the development Bank of the Philippines (1945-1974), and later was sold to PHIVIDEC in 1974.

In 1979, the management of the railway was transferred to the Philippine Sugar Commission which changed the company's name to Panay Railway.

The Panay Railway stopped operating in July 1985 due to financial difficulties, but in 1995 PHIVIDEC re-acquired the ownership of the Railway and may be developed back in coming years.
