NATIONAL UPDATE: President Ferdinand Marcos Jr. has signed Executive Order No. 81, revising the composition of the National Security Council (NSC). Notably, the revisions exclude the Vice President and former presidents from the forum.

Under the updated structure, the NSC prioritizes legislative leaders, key cabinet officials, and other government representatives. As such, the council will include the President as chairperson, the Senate President, the House Speaker, and committee leaders from both chambers, alongside select cabinet members and advisers. The President also retains the authority to appoint additional members as needed.

At the time of writing, the Malacañang Palace has yet to provide the reasons behind the changes, which will take effect immediately.

VOYAGER: The Philippine Department of Health (DOH) is currently verifying the reliability of an alleged international health concern originating in the Asia-Pacific region, as claimed in circulating posts on social media.

The DOH clarified that neither the mentioned country in the said social media posts nor the World Health Organization (WHO) have released official confirmation of the health concern as of present, with the Philippines as an active member of the WHO Member States and thus following the International Health Regulations systems of the regulating body.

The health agency also reiterated that disease surveillance systems in the Philippines are active in monitoring and verifying any reports released, urging the public to "not share questionable websites or online sources" to avoid causing confusion or spreading misinformation.

UNIVERSITY UPDATE: After a successful petition with 45 (53.57%) out of 84 signatures, Maxine Clarice Lo earns a seat as 1 BFA ID course representative.

Since the Course Representative Act's passing in 2021, Lo is the first course representative to be appointed based on Section 10 of the Act, which states that students under a course with no representative may file a petition for their proposed Course Representative.

The petitioner must also obtain signatures that surpass the majority (50%+1) threshold to have the petition approved.

NATIONAL UPDATE: President Ferdinand Marcos Jr. has signed into law Republic Act (RA) 11220 or the 2025 General Appropriations Act (GAA), vetoing Php 194 billion in supposedly "un-programmed appropriations" and infrastructure projects in the national budget.

President Marcos’ signing of RA 11220 comes two weeks after the Bicameral Conference Committee Report on the proposed budget was finalized and approved by Congress.

With an original Php 6.352 trillion proposal, the final budget was reduced to Php 6.326 trillion after Marcos utilized his line-item veto to remove funding for specific projects under the Department of Public Works and Highways and items listed under “Un-programmed Appropriations.” A press release by the Presidential Communications Office noted that such items had been deemed inconsistent with the administration's priorities.

The GAA is set to take complete effect on New Year’s Day, January 1, 2025, when the new fiscal year commences.

VOYAGER: In a memorandum released last December 23, the Department of Education (DepEd) updated the guidelines on class and work suspension in schools for environmental disasters and conditions.

For Tropical Cyclone Wind Signals (TCWS), TCWS 1 suspends classes for kindergarten; TCWS 2, suspends face-to-face (F2F) classes for kindergarten, elementary, and Junior High School; TCWS 3 and above suspends classes for all levels.

The revised guidelines also include prescribed actions for varied rainfall warnings. Under the Yellow Rainfall Warning, local government units (LGUs) are responsible for deciding on the suspension of F2F classes. Previous guidelines were retained for Orange or Red Rainfall Warning and Critical Water Level, where the school shall immediately suspend classes and work from kindergarten to Grade 12 and alternative learning systems (ALS).

For earthquakes with intensities V and below, the LGU shall decide on the suspension of F2F classes work. For intensities VI and above, classes and work in all levels are suspended in all public schools and ALS. The school head shall now need to request a safety assessment from competent authorities such as the Department of Public Works and Highways (DPWH) before allowing a return, compared to previous guidelines which only tasked the School Disaster Risk Reduction and Management Team to clear buildings for re-entry.

Extreme heat conditions were also added to the memorandum. Power outages and extreme heat conditions do not indicate automatic suspension of classes. However, in the case of unbearable heat, LGUs may announce localized suspensions.

The new guidelines also included suspensions for low air quality or volcanic fog. For purple warnings, the LGUs shall decide on the suspension of classes, while maroon warnings automatically indicate class and work suspensions.

If the suspensions are announced during classes, the schools are obligated to keep learners and personnel safely in school if the conditions are unfit for traveling.

DepEd has ordered strict compliance by all public schools and DepEd-operated community learning centers to strictly follow the guidelines for suspensions. Private schools, private alternative learning system providers, state/local universities and colleges may choose to implement the guidelines.

VOYAGER: The Metropolitan Manila Development Authority (MMDA) has advised motorists to anticipate significant traffic in major parts of Manila as the 50th Metro Manila Film Festival (MMFF) hosts its Parade of Stars starting at 3:00 PM later today, December 21.

To manage traffic, temporary lane closures and stop-and-go schemes will be enforced between 12 noon and 8 PM across several major roads, including P. Burgos, Quintin Paredes, Reina Regente, Abad Santos Avenue, Tayuman Street, Lacson Avenue, España Boulevard, Nicanor Reyes Street, C.M. Recto Avenue, Legarda Street, P. Casal Street, Ayala Boulevard, Taft Avenue, T.M. Kalaw, Roxas Boulevard, and Magallanes Drive.

Roads surrounding the Kartilya ng Katipunan have already been closed since yesterday, December 20, to accommodate overnight preparations for the ten participating floats. The southbound lane of MacArthur Bridge will also be closed, with vehicles rerouted through Dasmariñas Street, Juan Luna Street, Plaza Cervantes, Quintin Paredes, Jones Bridge, and Magallanes Drive to reach their destinations.

The MMDA strongly encourages motorists to use alternate routes or reschedule trips to Manila to avoid delays and inconvenience.

NATIONAL UPDATE: A third impeachment complaint was filed against Vice President Sara Duterte on Thursday, December 19. A group of priests, clergymen, and lawyers submitted the complaint before the House of Representatives.

According to the complainants’ legal counsel Atty. Amando Ligutan, the petition was endorsed by Camarines Sur 3rd District Representative Gabriel Bordado Jr. and Rep. Lex Colada of the Ang Asosasyon Sang Mangunguma Nga Bisaya-Owa Mangunguma Partylist.

“The complainants are arguing that it is no longer just a constitutional, legal obligation of the members of Congress to impeach/remove the Vice President. That obligation becomes a moral one,” Atty. Ligutan told reporters

Similar to the existing impeachment complaints filed against Duterte, the third petition asserts betrayal of public trust and culpable violation of the Constitution as grounds for the vice president's impeachment, citing the findings of the House hearings concerning her alleged misuse and “illegal disbursement” of confidential funds in the Office of the Vice President and Department of Education.

The Congress adjourned for a month-long break on Wednesday, December 18, and will resume session on January 13, 2025.

After its resumption, the House Speaker has a maximum of 10 session days to include the complaint in the plenary’s order of business and a maximum of three session days to refer it to the Committee on Justice.

UNIVERSITY UPDATE: Negotiations between the Ateneo administration and the Ateneo Employees and Workers' Union (AEWU) for the 2024–2027 Collective Bargaining Agreement (CBA) have officially concluded today, December 18, according to a statement released by the University.

Notably, the statement noted that key items agreed upon included salary rate adjustments, union security, and bereavement assistance. Moreover, the implementation of the new CBA terms will take effect upon ratification.

In the statement, the Ateneo administration also expressed its gratitude to the University stakeholders for the patience and support during the negotiation process. "Both parties have demonstrated goodwill and cooperation in finalizing the terms, which prioritize the well-being of employees while supporting the University’s operational sustainability and goals," the statement read.

Following the release of the statement, AEWU President Raymond Tano reaffirmed the conclusion of the negotiations in a Facebook post, recognizing the efforts of both the Union and the administration.

In another post, Tano acknowledged his fellow Union officers for upholding the interests of their members. "Kudos sa mga kasama kong opisyales na marunong lumaban, manindigan at umintindi sa sitwasyon ng nakakaraming miyembro," he noted.

OBF UPDATE: Pia Ranada (AB COM ‘12), Jenica Dizon-Mountford (BFA ID ‘13), and Billie Dumaliang (BS MGT-H ‘14) were honored in this year's list of The Outstanding Young Men (TOYM).

Ranada was conferred the TOYM Award for Journalism and Mass Communications for being “the voice of truth in turbulent times” through her coverages during the administration of former president Rodrigo Duterte.

Meanwhile, Dizon-Mountford was recognized in the Humanitarian Aid and Social Work category for her contributions in Waves for Water, an organization aimed at providing clean drinking water to communities in need.

Moreover, Dumaliang was hailed in the Environmental Leadership and Community Development category for her work as the Director and Board Trustee of Masungi Georeserve Foundation.

Notably, Jose Gabriel Mejia (AHS ‘14) was also awarded in the Arts and Culture category for his art, articles, and efforts toward environmental action.
