ICYMI: DOSTR02 conducts SalikLakbay in Search for GIs

Cabarroguis, Quirino - DOST Region 02 thru the Provincial Science and Technology Office Quirino searches Grass Innovations for GRIND Project in partnership with the Local Government Unit of Cabarroguis.
Ms. Rowena Guzman, Science Research Specialist II and GRIND focal person discussed the GRIND PROGRAM to processors and manufactures from the 17 barangays of Cabarroguis.
The GRIND program or Grassroots thru Science Technology and Innovation for Inclusive Development aims to provide opportunities for overall growth by utilising community led-solutions geared for sustainable development.
To identify GI, Ms. Guzman conducted a focus group discussion to identify current products made by โ€œkailyanโ€ to be assessed for possible GI and were validated thru Saliklakbay.
Meanwhile, Ms. Lhea V. Seculles discussed DOST Programs and Project to further enlighten the participants on DOSTs initiatives in the province.
Four possible GIs were identified for the province of Quirino.

To provide a reliable emergency potable water system, the Department of Science and Technology (DOST) Region I, through its Provincial Science and Technology Office (PSTO) Pangasinan, in collaboration with DOST-Industrial Technology Development Institute (DOST-ITDI), deployed SAFEWATRS Technology on October 2-3, 2024 at the Community Empowerment thru Science & Technology (CEST) Program beneficiary in Brgy. Luna Weste, Umingan, Pangasinan.
This initiative, under DOST's CEST Projects DANUM (Disinfecting Aqua's Noxious and Unwanted Microorganism) and NaKaSaGaNa (Naglilinang ng Kahandaan sa Sakuna Gamit ang Napapanahong Teknolohiya), aims to provide a reliable emergency potable water system to the community by equipping them with the latest technologies.
SAFEWATRS, formerly known as UpEDS (Upgraded Emergency Disinfection System), is an innovative solar-powered water purification system developed by DOST-ITDI. It can produce up to 2,000 liters of safe drinking water within nine (9) hours of operation. This technology is designed to ensure access to clean water not only during emergencies such as floods, typhoons, and earthquakes but also in remote areas where potable water is scarce. By providing a reliable source of clean water, SAFEWATRS helps reduce the risk of waterborne diseases and promotes public health and safety in both crisis situations and everyday life.
The event, facilitated by DOST-ITDI experts Dante C. Vergara, Senior Science Research Specialist, Garry A. Diopol, and Marvin P. Mendoza, Science Research Specialists II, was attended by 26 participants from the beneficiary barangay, accompanied by support staff from the Local Government Unit of Umingan, including Mr. Kenneth Estillore from the Mayor's Office and Mr. Kennedy L. Sonaco from the MDRRMO. The program featured a comprehensive training session on the operation, maintenance, and benefits of the SAFEWATRS system.
The deployment of the SAFEWATRS Technology is expected to provide clean water to at least 25% of Brgy. Luna Weste's population, or approximately 200 residents. And to ensure its sustainability, the barangay plans to pass a resolution to cover the operational and maintenance costs of the system.
This initiative is part of DOST's ongoing commitment to empowering communities through science and technology, particularly those in remote areas with limited access to safe water. The successful deployment of SAFEWATRS marks a significant step in improving water access and ensuring public health in the community. DOST I will continue to monitor the system and explore further science and technology collaborations to uplift communities across the region. DOST NCR Launches Regional Science, Technology, and Innovation Week to Promote Green Economy Solutions in Metro Manila

The Department of Science and Technology National Capital Region (DOST NCR) launched its annual Regional Science, Technology, and Innovation Week (RSTW) from October 29-31, 2024, at Amoranto Arena in Quezon City, with a focus on bridging science and technology with green economy solutions for Metro Manila. This year's theme, โ€œBridging Science, Technology, and Green Economy Solutions in the Metro,โ€ underscores the importance of science and technology (S&T) in fostering sustainable urban development and creating a greener future for the capital region.
Quezon City Mayor Hon. Maria Josefina โ€œJoyโ€ G. Belmonte welcomed participants, underscoring that this RSTW serves as a crucial platform for forward-thinking discussions on how science and technology should drive inclusive progress that uplifts all communities. DOST NCR Regional Director Engr. Romelen T. Tresvalles presented the regionโ€™s achievements and unveiled future plans, with a highlight on the inauguration of the DOST NCR Innovation Hub (iHub). This newly launched iHub will serve as a dynamic space for nurturing transformative ideas and innovations that can significantly impact communities, aligning with Metro Manilaโ€™s push toward sustainable urban development.
Dr. Renato U. Solidum Jr., Secretary of the Department of Science and Technology, delivered the keynote, reflecting on Typhoon Kristineโ€™s recent impact and advocating for a redefined resilience through S&T. Dr. Solidum highlighted the role of local government units (LGUs) in adopting technology to enhance sustainable practices and green development. โ€œDevelopment is a continued series of structural transformations,โ€ he noted, adding that RSTWโ€™s focus on green technologies is a call to action to incorporate these advancements into enterprises, communities, and homes.
The event also featured several notable activities, including the signing of memoranda of understanding (MOUs) between DOST NCR and partners such as PIA-NCR, TESDA-RTC NCR, and The Filipinos Word, aimed at fostering STI-driven partnerships. The ceremonial launch of DOST NCRโ€™s STI Plan for Quezon City further underscored the collaborative efforts toward sustainable urban transformation.

The Department of Science and Technology (DOST) Region 02 continues to expand its STARBOOKS program in the region, as a two-day installation and orientation event took place from October 17-18, 2024 at Sto. Tomas Technological International School in Sto. Tomas, Isabela.
STARBOOKS, short for Science and Technology Academic and Research-Based Openly Operated Kiosk Station, is an innovative digital library offering students and teachers access to a vast collection of educational resources, including e-books, videos, and interactive modules.
Mr. Carl Reyes, the regional focal person for STARBOOKS, successfully installed 13 kiosks across three schools namely Santo Tomas National High School, Lanna National High School, and Santo Tomas Technological International School.
During the closing program, Mr. Reyes presented a detailed overview of STARBOOKS, highlighting its features and providing a step-by-step guide on how to access and navigate the kiosk. He also emphasized the importance of monitoring, managing customer profiles, and generating monthly transmittal files to track engagement.
Furthermore, Assistant regional director for Technical Operations discussed plans to encourage schools to actively use the kiosk, which she described as a "digital library in a box." Notably, the materials for the K-12 curriculum are already integrated into these kiosks.
With the recent installation of 13 additional kiosks, DOST Region 02 now has a total of 96 deployed across the region this year.
As the program expands, it is expected to play important role in advancing educational outcomes and promoting widespread digital literacy. By enhancing digital access, DOST Region 02 is cultivating a culture of responsible learning among both educators and students.

The much-anticipated Industry Academe Congress on Technologies for Smart City (i-ACT4SmartCity) 2024 officially opened yesterday at the Isabela Convention Center (ICON) in Cauayan City. The event brought together key leaders from the academe, industry, and government sectors across the Cagayan Valley Region, united by a common goal: to accelerate the development and integration of Smart City technologies. This collaborative effort seeks to pave the way for more sustainable, resilient, and innovative urban communities, with Cauayan City at the forefront of this transformative vision.
i-ACT4SmartCity is a key platform for driving the region's innovation agenda, aimed at fostering stronger industry-academe connections, addressing skill gaps, and nurturing entrepreneurial mindsets. Attendees will have the opportunity to discuss how academic research can be transformed into impactful innovations and successful entrepreneurial ventures.
The objectives of the i-ACT4SmartCity Congress center on building strong industry connections by encouraging partnerships between the academic community and industry players while also identifying and addressing skill gaps to bridge the divide between workforce competencies and industry needs. Additionally, the congress aims to develop entrepreneurial skill sets by equipping individuals with the mindset and tools necessary to thrive in an evolving market. Elevating Mediation and ADR Standards at the 6th AMA Conference

The 6th Asian Mediation Association (AMA) Conference, hosted by the Supreme Court of the Philippines in support from the Office of the Court Administrator and the Philippine Judicial Academy, took place from October 15-16, 2024, at the Grand Hyatt Manila in Taguig City. Themed "Harmony and Strategic Innovations in Mediation and ADR," the conference aims to bring together local and international experts, ADR practitioners, academics, and advocates from across Asia and beyond to explore the future of mediation and its role in promoting peace and justice.
In her keynote address, Hon. Rosmari Carandang, Chancellor of the Philippine Judicial Academy, emphasized the need for innovative approaches to mediation and ADR to ensure justice systems remain accessible, efficient, and equitable. She highlighted key areas such as family mediation, cross-cultural justice, environmental disputes, and the integration of artificial intelligence, stressing the transformative power of mediation, which reflects humanityโ€™s collective desire for harmony in a world where conflicts are inevitable.
The two-day event featured eight sessions designed to promote dialogue and knowledge exchange on a wide range of topics related to mediation and ADR. These sessions included discussions on Family Mediation led by retired Philippine Chief Justice Teresita J. Alfredo Caguiao, Associate Justice of the Supreme Court of the Philippines, also addressed the conference, underscoring mediation as an essential alternative to conventional court proceedings. โ€œThe foremost aspiration of mediation is to resolve disputes within the framework of the rule of law,โ€ Caguiao said, emphasizing that with an increasingly interconnected world, cross-border conflicts have become common, necessitating collective and global efforts to resolve them.
The event welcomed First Lady Louise Araneta-Marcos as the guest of honor, underscoring the conference's significance in advancing the Philippine judiciaryโ€™s goals of making justice more accessible through ADR mechanisms. Distinguished speakers participated in sessions designed to stimulate insights on enhancing ADR techniques and adapting to evolving regional and global challenges. This conference promotes cooperation among ADR professionals across Asia, strengthening the regional mediation landscape. CALABARZON embraces Innovations for Sustainable Future at DOSTโ€™s RSTIW

The 2024 Regional Science and Technology Innovation Week (RSTIW) in CALABARZON, held from October 14-16, marked a significant leap in education with the launch of the 21st Century Learning Environment Model (CLEM) Classroom at Angelo L. Loyola Senior High School (ALLSHS) in Carmona, Cavite. This initiative, led by DOST CALABARZON in collaboration with local government units, aims to enhance learning through innovative technologies and teaching practices, equipping students with essential skills for a sustainable economy.
Principal Ms. Laarni Doliente described the CLEM Classroom as a transformative step toward preparing students for a green economy, emphasizing its focus on creativity and critical thinking. Mayor Hon. Dahlia A. Loyola echoed this sentiment, highlighting the initiative's relevance to modern educational demands and its potential as a model for other municipalities.
The CLEM Classroom aligns with Carmona's ambition to become a smart city, a vision shared by DOST CALABARZON Regional Director Ms. Emelita Bagsit. She outlined the municipality's goal to evolve into Carmona International City through the Science for Smart Cities Program (SSCP), which encompasses governance, infrastructure, and education. DOST Undersecretary Ms. Mardon Sahagun added that CLEM will enhance student engagement and collaboration, preparing learners for smart city challenges. DOST Undersecretary Dr. Teodoro Gatchalian further noted that CLEM serves five key purposes: bridging technological gaps, developing 21st-century skills, promoting STEM education, enhancing teaching and learning, and improving student outcomes.
The opening program of RSTW was well-attended by local leaders and DOST executives, including DOST Secretary Renato U. Solidum Jr. In his address, Secretary Solidum underscored the importance of a sustainable and innovative future, grounded in DOST's four pillars: Human Well-Being, Sustainability, Wealth Creation, and Wealth Protection. He highlighted the achievements of DOST-CALABARZON, reminding attendees that the mission of science and technology extends beyond immediate solutions to create lasting opportunities for future generations. In a message conveyed by DOST Undersecretary Gatchalian, Senator Alan Peter Cayetano, Chairperson of the Senate Committee on Science and Technology, affirmed that science and research empower communities to address critical issues, generate opportunities, and enhance the quality of life.
The day's program also featured the turnover of the Science, Technology, and Innovation (STI) Plan and Smart City Roadmap, a significant step in realizing Carmonaโ€™s smart city aspirations. Other notable milestones included the handover of the DOSTruck to LGU-Magallanes, the recognition of VATUFA for securing FDA-LTO certification, and the signing of key MOAs for initiatives such as the Natural Textile Fiber Innovation Hub, Silkworm Project, and Textile Waste Upcycling Project with Taytay, Rizal. The first ever Metals and Engineering Innovation Center (MEIC) in CALABARZON was officially inaugurated at Batangas State University (BatStateU) Malvar campus, Oct. 07.
The center is among the initiatives of the Department of Science and Technology (DOST) to boost engineering research and development in the region by providing advanced facilities for students and industry professionals to collaborate on innovative projects. Its establishment is expected to further strengthen CALABARZON's position as a hub for technological advancements in the metals and engineering sector.
According to DOST Secretary Renato U. Solidum, Jr., MEIC will serve as a key player in driving economic growth and promoting sustainable development in CALABARZON. He emphasized the importance of investing in research and development to address the region's evolving engineering needs and challenges.
Meanwhile, BatStateU President Tirso A. Ronquillo emphasized the role of MEIC in providing a platform for knowledge exchange and skills development among industry experts and academic institutions. With BatStateU being the country's engineering university, MEIC aims to address the growing demands of the engineering sector and bridge the gap between theory and practice.
Joining Secretary Solidum and President Ronquillo in the inauguration were DOST Undersecretary for Research and Development Dr. Leah Buendia, DOST-MIRDC Executive Director Robert Dizon, DOST Regional Director Emelita Bagsit, and BatStateU Malvar Chancellor Amado C. Gequinto. Also present were representatives from the SUCs in CALABARZON, industry partners, and micro, small, and medium enterprises (MSMEs) in the metals and engineering sector.
During her closing remarks, Director Bagsit challenged the students, faculty members, MSMEs, and industry stakeholders to make the most of the center's partnerships and resources. She stressed that the center should position itself as a collaborative hub to translate innovative ideas into practical applications that address industry challenges and drive technological advancements while promoting sustainable practices.
A facility tour was conducted following the ribbon-cutting and marker unveiling ceremonies to showcase the center's innovative equipment and capabilities.

DOST 1 Builds Stronger Communities with CEST Program

In celebration of the 35th National Statistics Month, the Department of Science and Technology Region 1 (DOST 1) featured its Community Empowerment through Science & Technology (CEST) Program on Tekno Presyensya: Syensya ken Teknolohiya para kadagiti Umili, in partnership with DZAG Radyo Pilipinas Agoo on October 3, 2024. The episode highlighted the critical role of science and technology in improving livelihoods and building resilient communities across the Philippines, with Mr. Decth 1180 P. Libunao, Assistant Regional Director for Field Operations and CEST Project Leader, as the resource person.
The CEST Program, a key initiative under the Philippine government's poverty alleviation efforts, aims to create progressive, gender-responsive, and empowered communities. Through science and technology interventions, CEST helps improve the quality of life for marginalized sectors, including geographically isolated and disadvantaged areas (GIDA), coastal and Indigenous Peoples (IP) communities, womenโ€™s groups, and urban poor sectors.
As of 2024, DOST 1 has engaged 27 continuing communities and six (6) new ones under the CEST program, benefiting 1,335 beneficiaries with over 1,152 science and technology interventions, which span key areas such as livelihood enhancement, health and nutrition improvement, human resource development, environmental protection, and disaster risk reduction and management (DRRM). One of the significant impacts of the CEST program is in livelihood development, where communities have enhanced their local products using available resources and technology. The program ensures gender inclusivity by providing livelihood projects that empower women, promoting equality in economic opportunities.
Mr. Libunao also discussed how CEST evaluates community progress using indicators such as income growth, employment rates, and microenterprise success. The program also checks improvements in health and nutrition, while fostering interest in science, technology, engineering, and mathematics (STEM) among children, guiding them toward scholarships and educational opportunities. Looking forward, DOST 1 envisions the establishment of Municipal and City Science & Technology Innovation Councils to embed science, technology, and innovation in local governance. These councils aim to sustain the benefits of CEST interventions, ensuring long-term community progress.

THE Department of Science and Technology Region 12 (DOST XII) officially kicked off the 2024 Regional Science and Technology Week (RSTW) at the Veranza Activity Center in General Santos City last October 2.

DOST Undersecretary for Regional Operations, Engr. Sancho Mabborang, in his inspirational message, underscored how "sustainable development has shifted from being an idealistic choice to an absolute necessity."
He stressed that "the choices we make today will not only impact our quality of life but also determine the well-being of future generations."
In his keynote address, DOST Secretary Renato Solidum Jr. said that the โ€œcelebration is not merely about recognizing past achievements, it is about shaping the future โ€“ one that demands urgent action and a collective commitment to building a green economy that benefits both people and the planet."
As part of the program, awards were given to Small Enterprise Technology Upgrading Program (SETUP) graduate projects, new SETUP projects, and the Best SETUP Adopters.
The DOST also recognized new Community Empowerment through Science and Technology (CEST) projects and honored the Best CEST Community.
Adding more excitement to the program, the KatHABI Fashion Show was organized in partnership with the DOST Philippine Textile Research Institute (PTRI), which featured a stunning collection of garments and accessories crafted from locally sourced, sustainable textiles, highlighting the ingenuity of Filipino designers.
The fashion show was a celebration of culture, sustainability, and innovation, aligning with DOSTโ€™s vision of promoting circular economy principles and supporting local artisans and communities. (DOST V11)
