P100k reward offered for capture of Palawan ex-Gov

IN its continuing pursuit for justice for fallen members of the press, a P100,000 reward is being offered by the government for anyone who can provide solid information leading to the arrest of former Palawan governor, Joel Reyes, the identified mastermind in the 2019 murder of Puerto Princesa City broadcast journalist, Gerardo Valeriano ‘Doc Gerry’ Ortega.
Usec. Paul M. Gutierrez, executive director of the Presidential Task Force on Media Security (PTFoMS), said the reward money would come from the Presidential Anti-Organized Crime Commission (PAOCC) under Usec. Gilbert Cruz.
“Since my assumption into office, the PAOCC has been a strong supporter of the PTFoMS’ activities. In the case of Doc Gerry, Usec. Cruz and I agreed that his killing has already dragged on far too long. Justice has been denied to him and his family far too long,” Gutierrez said.
He stressed that the murder of Ortega and other slain journalists, remain a priority of the Marcos administration thru the PTFoMS.
With the reward offer, Gutierrez expressed confidence it will bolster the efforts in the manhunt and subsequent arrest of Reyes, who has been in hiding since last year after the Supreme Court cancelled his bail and ordered him re-arrested to face trial for the killing of Ortega.
The PTFoMS head also called on other civic-minded citizens and those advocating for justice to put their money where their mouth is by contributing to the reward.
“While any act of violence, especially murder, deserves condemnation, it is not enough. Let us all work together in proving that no one is above the law by raising the reward for the arrest of Reyes,” Gutierrez said.
The official also bared that last June 10, 2024, he met with the private counsels of the Ortega family, together with representatives from the office of Department of Justice (DOJ) secretary, Jesus Crispin Remulla, to discuss the developments in the case.
Based on experience, Gutierrez noted that the offer of reward money incentivized people to step forward and give information to the whereabouts of suspects leading to their arrest.
Gutierrez was referring to the cases of Misamis Occidental radioman Juan “DJ Johnny Walker” Jumalon and, Kidapawan broadcaster Eduardo “Ed” Dizon, where the public coordinated and eventually provided details on the whereabouts of the gunmen in these killings that led to their arrest.
Jumalon’s gunman Julieto Mangumpit, also known as “Ricky,” was arrested last April 29, 2024 in Dipolog City, while Junell Jane Andagkit Poten, alias Junell Gerozaga was nabbed last May 2, 2024 in Kidapawan City.
To demonstrate the government’s good faith, Gutierrez personally handed the reward money to the informants who were instrumental to the arrest of the suspects.
Gutierrez also appealed to Reye to turn himself in and respect the country’s judicial process.
“As a former high official of the government, it is incumbent on Reyes to demonstrate his respect for the rule of law and our country’s judicial system. His continued hiding only strengthens the impression that he is guilty of the crime imputed on him.”
Ortega, a staunch critic of the corruption in the province under Reyes, particularly on the alleged embezzlement of Palawan’s share in the Malampaya fund, was gunned down outside a local store in Puerto Princesa City last January 4, 2011. The investigation subsequently pointed to Reyes as the mastermind.
Reyes, along with his brother, Mario, the mayor of Coron, fled the country in 2012 to evade arrest but was arrested in Thailand in 2015.
Both somehow managed to get themselves freed on bail in 2018 and both ran for public office in the 2022 elections where Reyes lost as governor.
Last year, the Supreme Court ordered the re-arrest of Reyes and the continuation of the Ortega murder trial.
Early this year, it was announced that the Supreme Court Second Division granted Reyes’ motion to transfer the venue of the trial at the Quezon City Regional Trial Court.
On the other hand, the camp of Ortega filed a motion for reconsideration opposing the transfer of venue. # # #

DOST assists Damugu sudsud weavers in Talakag, Bukidnon

The Department of Science and Technology Regional Office X recently made strides in its mission to integrate Science and Technology (S&T) and promote grassroots innovations by supporting the Damugu Weavers Association through various interventions—including the provision of an industrial high-speed sewing machine, training on synthetic dyeing in collaboration with the DOST-Philippine Textile Research Institute (PTRI), and support in product promotions.
The intervention is through the Grassroots Innovation for Inclusive Development (GRIND) project. The initiative significantly enhanced their production by 300%. The improved products, which had lasting and more vibrant colors, increased the selling price or value by 9%. Additionally, DOST-10 supported them in product promotions, trademark registration for intellectual property protection, and better packaging and labeling to empower the weavers to reach broader markets.
"Beyond merely acknowledging and recognizing, DOST under the GRIND Program supports grassroots innovations to be more competitive," shared DOST Assistant Regional Director and GRIND Coordinator Virgilio M. Fuertes.
Recognizing the need for intervention to empower their organization, the President of the Damugu Weavers Association, Irene Mae L. Sinhayan, pledged full cooperation in implementing projects aimed at achieving positive outcomes for the IP weavers' community of Barangay San Rafael, Talakag, Bukidnon.
"We are happy because, for five years now, this is the first time our organization has received a grant project from the government," Irene said.
Irene, who initiated the formation of the Damugu Weavers Association in 2018, has witnessed the decline of weaving in her community. At its inception, the group consisted of only five weavers besides herself. Still, despite these challenges, Irene was determined to revive and sustain the weaving tradition using "sudsud" (Cyperus rotundus). This plant thrives in moist soil as the primary material for their mats and other woven items. Today, the Damugu Weavers Association comprises 37 indigenous members, predominantly Talaandig, ranging from 21 to 77 years old. They utilize the locally abundant sudsud grass, which their elders have found a way to manually process by drying, flattening, and weaving into mats, and later turning it into a variety of other products such as bags, laptop cases, and table runners.
"Damugu" holds profound meaning in both the tribal dialects of the Higaonon and Talaandig peoples, translating to "dream." This evocative name embodies the aspirations and hopes of the Lumad weavers from Barangay San Rafael in Talakag. Weaving, or "paglala," has been a vital cultural practice among the native inhabitants since the 13th century. Traditionally, this intricate craft served as a means of creating functional items and a spiritual link, allowing the weavers to invoke protection and good health from the spirits. Through their meticulous work, these weavers maintain a profound connection to their heritage and ancestors, ensuring the continuity of their rich cultural legacy.
Bae Silma Sabinoy, an elder member of Damugu, expressed heartfelt gratitude for DOST's acknowledgment of their needs. She affirmed their ongoing commitment to working collaboratively, striving for a resilient and enduring partnership with DOST.
"Salamat kaayo DOST kay inyo me nga nakita ug inyo me nga natabangan," Bae Silma said.

Also, the association now boasts a "kamalig" (a two-level hut), which serves as a display center and meeting venue. This space also facilitates the cooking of the suds, the weaving, and the dyeing processes. Irene emphasized the importance of having a dedicated space, as cooking the materials at home is challenging. Many weavers prefer to work at nighttime when lower temperatures result in better quality weaving—a time when dreams, symbolically and literally, come alive.
The group anticipates further interventions such as capacity building for business management and representation to recommend policies to support grassroots innovations through the Regional Research, Development, and Innovation Committee.
Through the GRIND initiative, DOST X not only aids in the survival of an ancient craft but also strengthens the social and economic fabric of the community. According to the instruction of the Civil Service Commission and a reminder of Chairman Karlo Nograles “agency heads and officials must recognize that the quality of public service delivered to stakeholders depends on government workers' physical and mental health. ”
Staff joined vigorously in an activity aimed at expanding knowledge and understanding on the subject of “mental health” or mental health. Among those discussed were ways to nurture and choose a healthy mindset. It was held at Romualdez Hall of KWF.

Philippines-China award, a flagship of friendship

Six outstanding Filipinos were honored Friday night as the 2024 laureates of the Awards for Promoting Philippines-China Understanding (APPCU).
Given recognitions at a gala dinner at the Manila Hotel were Hall of Fame awardees businessman Larry Tan Villareal, professor and pioneer APCU member Gabriel “Gabby” Ma. Lopez, Outstanding Contribution awardees Special Envoy to China and businessman Benito Techico and Cagayan Governor Manuel Mamba, and Major Contribution awardees award-winning literary writer Cua Ching Tam and civic leader and educator Lily Tan Lim.
Former Sec Raul Lambino, Chairman of the organizing Association for Philippines-China Understanding (APCU) said the 2024 laureates are pride of the Filipino people for helping build the bridges of understanding and friendship with the peoples of China in their respective fields.
He said APCU is at the forefront of people-to-people diplomacy since 1972 that has brought many benefits to the country and to the Filipino people.
Chinese Ambassador Huang Xilian said the awards have become a flagship of friendship, a shining example of close neighbors in mutual respect despite ups and downs in its diplomatic relations.
More and more people should join the great cause and safeguard our long lasting friendship, he said citing the laureates as esteemed models.
Video Messages of support and congratulations came from former President Gloria Macapagal-Arroyo who was in Tagum City in Davao del Norte and from Ambassador Jaime Flor-Cruz who was in Beijing, China.
There were also similar taped remarks from Senate President Francis “Chiz” Escudero and Senator Christopher “Bong” Go.
They all paid tribute to the continuing efforts by APCU and by many Filipinos working for better ties between the two countries.
The Publishers Association of the Philippines Inc (PAPI) was one of the official media partners of the awards.

DOST Caraga elevates economic opportunities at RSTW

THE Department of Science and Technology (DOST) Regional Office XIII (Caraga) proudly launched its Regional Science and Technology Week (RSTW) that will be held from June 6-9, 2024, at the North Atrium of the Robinsons Butuan in Butuan City.
With the theme “Innovate for Impact: Transforming Caraga’s Fishery, Agroforestry, Mining, and Ecotourism Economy through Science, Technology, and Innovation,” this year's RSTW promises to be a landmark event, focusing on the transformative potential of science and technology in the region's key economic sectors, particularly in fishery, agroforestry, mining, and ecotourism.
The event aims to foster growth and sustainability through an array of sessions, forums, and activities, where participants will delve into the latest advancements, innovations, and strategies that can propel Caraga towards a more prosperous future.
The three-day event commenced with a warm welcome message from Hon. Ronnie Vicente C. Lagnada, Mayor of Butuan City, which was delivered by Butuan City Councilor and chair for the Committee on Science and Technology, Hon. Cherry Mae G. Busa.
In her address, Ms Busa underscored the importance of transforming the city into a smart and sustainable urban area, with a particular focus on strengthening the agro-fishery sector. She also highlighted the immense potential of DOST programs in shaping a brighter future for the region.
Engr. Sancho A. Mabborang, who is the Undersecretary for Regional Operations of the DOST, delivered an inspiring opening message, stressing the importance of embracing innovative technologies and DOST programs to support Caraga’s economic sectors. He elaborated on how the integration of advanced science and technology initiatives can significantly bolster the fishery, agroforestry, mining, and ecotourism industries; and drive sustainable development and economic growth.
Engr. Mabborang emphasized that these innovations, aligned with DOST's four pillars, are crucial in addressing regional challenges and opening up new opportunities for Caraga.
Hon. Maria Angelica Rosedell M. Amante, Governor of the Province of Agusan del Norte, who was represented by Hon. Board Member Erwin Dano, also discussed the significant role of the fishery, agroforestry, mining, and ecotourism sectors in the region's economy and how DOST initiatives are pivotal in transforming these sectors through science, technology, and innovation.
A key highlight of the event was the signing of several Memoranda of Agreement (MOA) and Memoranda of Understanding (MOU), including agreements for the Caraga Food Innovation Consortium, CSU Forest Production Innovation and Testing Hub, CSU TARA Agri-Aqua Technology Business Incubator, ASSCAT Technology Business Incubator, RDLead for FSUU and NEMSU, and the Caraga RISE TBI Consortium. These agreements aim to foster collaboration and drive innovation across the region's key sectors, paving the way for significant advancements and growth.
Additionally, the event featured a commitment signing for the Smart and Sustainable Cities and Communities Program, reinforcing the region's dedication to sustainable development.

DOST PAGASA’s Planetarium in Mindanao officially begins business

Mindanao PAGASA Regional Services Division (MPRSD) inaugurated Mindanao's first Planetarium on May 17, 2024, at MPRSD at DOST PAGASA, El Salvador City, Misamis Oriental.
The ceremony was graced by the presence of the Department of Science and Technology (DOST) Secretary, Dr. Renato U. Solidum, Jr., and the Undersecretary for Regional Operations, Engr. Sancho A. Mabborang, and DOST PAGASA Administrator Dr. Nathaniel T. Servando.
Provincial dignitaries attended the inauguration. Misamis Oriental Governor Peter "Sr. Pedro" M. Unabia, who spearheaded the inauguration, was present. Misamis Oriental 2nd District Congressman Hon. Yevgeny Vincente "Bambi" B. Emano, who was instrumental in establishing Mindanao's first Planetarium in the province and supported it from the start, was in attendance.
El Salvador Mayor Edgar S. Lignes, LGU Tagoloan Mayor Atty. Nadya Emano-Elipe, LGU Manticao Mayor Stephen Tan, LGU Lugait Mayor Wellie G. Lim, LGU Libertad Mayor Leonardo L. Uy Jr., and LGU Gitagum Mayor Emmanuel S. Mugot were also present during the ceremony.
The 755 square-meter planetarium, a unique and innovative addition to Mindanao, houses an observatory for observing astronomical activities, a gallery hall, conference rooms, and a dome-shaped theater that displays planets, constellations, and various educational videos about the phenomena that we can see in the sky, inviting the audience to explore and learn.
Sec. Renato U. Solidum emphasized that the Mindanao Planetarium is currently the most modern in the country.
"The inauguration of the Mindanao PAGASA Planetarium here at Brgy. Molugan, El Salvador City, Misamis Oriental is a momentous occasion, marking a significant stride in science education and infrastructure development in Mindanao", said Sec. Solidum, instilling a sense of pride and excitement in the audience.
Governor Peter Unabia added that the Planetarium will also help the economy of El Salvador City and Misamis Oriental. In his words, the facility also aligns with the provincial government's plan to reduce its poverty incidence to a single digit.
"Six regions will now be coming to Misamis Oriental to bring their students to watch what Planetarium has to offer… that's 26 million people, all of them hopefully coming to Misamis Oriental to learn about the solar system. Imagine what it will bring to the economy in the province of Misamis Oriental", said Cong. Emano emphasized the potential of the Planetarium to boost the economy of Misamis Oriental while delivering its mission to educate the audiences about the cosmos.
A ceremonial ribbon cutting marks the opening of the Planetarium for public viewing.

DOST-SEI, PhilDev launch Scholars Technopreneurship Training Program in NorMin

The Department of Science and Technology – Science Education Institute (DOST-SEI), in collaboration with the Philippine S&T Development Foundation-Manila, Inc. (PhilDev), has launched the Scholars Technopreneurship Training Program (STTP) in Cagayan de Oro City.
Spanning from May to November 2024, this seven-month capacity-building initiative aims to equip DOST-SEI scholars with essential skills in technopreneurship, design thinking, and innovative business and venture planning. Session one took place on May 20-21, 2024 at Limketkai Luxe Hotel, attended by 100 DOST-SEI undergraduate scholars from Northern Mindanao.
“Through the STTP, SEI envisions cultivating an environment where innovation, wealth creation, resilience, and ethical values converge,” said Dr. Josette T. Biyo, former Director of SEI, during her kickoff message.
The program focuses on three main aspects: entrepreneurial skills, idea creation and feasibility analysis, and business planning and ex*****on. Throughout the program, sessions will be held for two days each month, covering modules on the value of innovation, customer needs, market research, developing products or services, business models and plans, business finance and funding, intellectual property, and more.
This structured approach ensures that scholars gain practical knowledge and skills essential for starting and sustaining a business. The culmination of the program in November features a pitching competition where participants will present their startup plans to industry experts and potential investors.
Also in attendance was Engr. Elaine Macatangay-Morales, Executive Director of PhilDev Foundation where she delivered an inspiring message for the participants.
“Today marks the beginning of an exciting journey - a journey where science meets entrepreneurship, where your ideas have the potential to transform into innovations that can change the world”, Engr Morales said.
Mr. Vince Manglicmot of PhilDev delivered an engaging talk on the history and landscape of technopreneurship in the Philippines.
Mr. Christian Rey Alison of CDOBites provided insights into the current innovation ecosystem in the Philippines and its local setting, correlating how entrepreneurship leads to innovation. He also discussed various types of innovation, including technological, business model, product, and process innovation, giving participants a broad perspective on potential ventures.
Mr. Yukio Toyoshima of PwC Japan also delivered a talk on digital technology innovation and its challenges, presenting case studies demonstrating how digital solutions have improved processes and services in various establishments.
A workshop on design thinking was facilitated by Mr. Diogenes Pascua of USTP-CDO. Valuable pitching tips were discussed by Ms. Monica Mabaylan-Ruiz of USTP-CDO, introducing the concept of the elevator pitch and preparing participants for future pitching activities.
Erica Cago, Director of the Northern Mindanao Association of DOST-SEI Scholars (NMADS) and a 3rd-year BS Computer Engineering student at USTP-CDO, shared, “Falling in love with the problem rather than the solution emphasizes the importance of deeply understanding and addressing the core issues faced by users... And that made me want to explore and have interest in creating my own startup.”
Dr. Biyo also highlighted future opportunities for top teams, saying, “For the pitching competition this year, the winning teams will not only receive cash prizes from SEI but also seed funding from the DOST Regional Office and special awards from SEI partners. We are looking into the possibility that the top teams or selected teams will represent the Philippines next year in the world’s largest electronic show, the Consumer Electronics Show in Las Vegas in January, and the World Expo in Osaka in April.”

Acknowledging the vital role of MSMEs in the Philippine economy, the Department of Science and Technology (DOST) Region 2, under the leadership of Dir. Virginia G. Bilgera, awarded a total of P42 million in innovation fund (iFund) assistance to 38 Micro, Small, and Medium Enterprises (MSMEs) across the region with the batch name PRIMERO, which stands for Primary Entrepreneurs Offering Business Opportunities. The ceremony was held at Pulsar Hotel Cagayan today, May 24, 2024.
DOST's Small Enterprise Technology Upgrade Program (SETUP), serves as one of the initiatives of the government to support the business sector by providing them with assistance such as financial aid, regulatory reforms, skills development, and market access.
The program began with Engr. Rocela Angelica Gorospe, Provincial Director of PSTC Quirino, who delivered the welcome message on behalf of Dir. Bilgera, emphasized the importance of DOST's SETUP in strengthening MSMEs to continue to serve as one of the backbones of the Philippine economy.
“I believe that through the collaborative efforts of DOST Region 02, and other government agencies, we can extend more help to micro, small, and medium enterprises, enabling them to thrive in a global competitive market,” PD Gorospe added in her message.
The highlight of the event was the awarding ceremony, where Engr. Sylvia Lacambra, Assistant Regional Director for Field Operations Services (FOS) and PSTO Quirino PD Engr. Rocela Angelica Gorospe handed over the iFund assistance to the deserving 38 SETUP beneficiaries.
Moreover, to hear valuable insights into the impacts of the program on their firms, 6 SETUP beneficiaries led by Mr. Arthur Tabbu, manager of Lighthouse Cooperative, took the stage to share their inspiring experiences with the audience.
Additionally, Engr. Jude Michael Magora, Project Assistant II, provided a comprehensive orientation on SETUP guidelines and the Memorandum of Agreement (MOA) to ensure a proper understanding of the roles and obligations of both parties.
For the afternoon session, Ms. Desiree S. Angolluan, OIC-Division Chief of DTI Region 2, briefly presented the MSME Development Plan 2017-2022 framework and valuable information on Department of Trade and Industry (DTI) programs and services available to MSMEs. She highlighted the resources for trade promotion, product development, and market access, empowering businesses to reach new heights.
Meanwhile, to provide valuable knowledge to help businesses improve their operations and achieve higher standards, Engr. Rocela Angelica Gorospe, PD of PSTO-Quirino, delivered a presentation on the concept of the Philippine Quality Award (PQA) process. This process improves MSMEs' performance and competitiveness based on Total Quality Management (TQM) principles. Her insights provided valuable knowledge to help businesses improve their operations and achieve higher standards.
Lastly, ARD Engr. Sylvia Lacambra, reiterated in her closing remarks the importance of the program in making firms competitive in their respective industries and raising the caliber of their goods and services.
“Let’s address problems and challenges together… Nawa'y ipagpatuloy natin ang inobasyon sa ating mga negosyo,” ARD Lacambra further added in her closing message.
Along with the awardees, DOST R02 staffs and PSTO representatives were also present at the event.
