NASAKOTE ng Bureau of Customs – Port of Clark ang mga bag ng kape , Candy o Snacks na naglalaman ng apat (4) na supot ng Methamphetamine Hydrochloride o “Shabu” .

Nagmula sa Estados Unidos ang kargamento at natuklasan ng X-ray sa isinagawang physical inspection noong Disyembre 19, 2024 kung saan ay nakita ng nakatalagang Customs Examiner ang ilang regalo at mga bag ng kape.

Nakapaloob sa apat na bag ng kape ang apat (4) na vacuum-sealed transparent na pouch ng Methamphetamine Hydrochloride “Shabu”, na may timbang na 390 gramo nang kumpirmahin ng Philippine Drug Enforcement Agency (PDEA) sa laboratory ang Methamphetamine Hydrochloride.

Agad namang nag isyu ng Warrant of Seizure and Detention laban sa shipment para sa paglabag sa Customs Modernization and Tariff Act (CMTA.

Ang operasyon ay kaugnay sa direktiba ni Pangulong Ferdinand R. Marcos Jr., sa BOC, sa pamumuno ni Commissioner Bienvenido Y. Rubiona patuloy na lumalaban sa smuggling ng droga.

SMC completes cleanup of Pampanga River

SAN Miguel Corporation (SMC) recorded another win in its ambitious effort to help mitigate flooding throughout Luzon, as it recently completed its extensive Pampanga River cleanup effort, with the removal of close to 700,000 tons of silt and solid wastes.

From mid-August to December, SMC removed some 694,372 cubic meters of silt and solid waste from 26.3 kilometers of the Pampanga River, as part of its long-running “Better Rivers Ph” initiative.

The project, led by SMC Chairman and CEO Ramon S. Ang and done at no cost to government and taxpayers, also effectively deepened the river’s channels and improved water flow out to Manila Bay.

“Flooding is a major issue for our cities and provinces, with many contributing factors. For our part, we’re committed to do what we can to clean up our river systems and help government and our communities,” said Ang.

He emphasized the importance of cleaning up the Pampanga River: “The Pampanga River is a major waterway in Central Luzon. Waters from here go to many other provinces, including Bulacan, which is downstream.”

“Since the river was already quite shallow due to siltation and pollution, during heavy rain, water would easily overflow in many areas, affecting farmlands and communities and even contributing to flooding in other areas. So, it was imperative for us to come here and help clean up the river,” said Ang.

In Macabebe, a riverside fishing town in Pampanga, Vice Mayor Vince Flores says the dredging of the Pampanga River represents more than just a cleanup.

“It’s a lifeline for a town burdened by its role as a natural catch basin,” Flores said in an interview last November. “Floodwaters from Nueva Ecija and San Fernando end up here. Before this (river cleanup), it took days, even weeks, for water to recede. Now, with deeper channels, the flood subsides faster.”

The effort, he said, is crucial not only for mitigating floods but also for reviving the local economy, citing how silt extracted from the river has been used to fortify their dikes and coastal roads.

The vice mayor said some of the silt is used as paving materials to elevate critical public infrastructure in Macabebe, like schools.

The Pampanga River cleanup adds to SMC’s list of completed river initiatives, following its massive cleanup of Bulacan River systems last year, where it extracted over 4.31 million metric tons (M/T) of silt and waste from 74.5 km of rivers.

These include major waterways such as the Taliptip-Maycapiz-Bambang, Meycauayan, Marilao, Mailad-Sta. Maria, Guiguinto, Balagtas, Pamarawan, Kalero, and Labangan-Angat Rivers.

Overall, Better Rivers PH, launched in 2020, has already covered a total of 156.42 km of waterways, extracting a total of 8,348,440 M/T of silt and solid wastes as of January 2, 2025.

This includes 1.12 M/T removed from 10.9 km of Tullahan River; 1.18 M/T from 26 km of Pasig River; 322,739 M/T from 7.61 km of San Juan River; and 417,044 M/T from 5.3 km of San Pedro River — on top of its Bulacan and Pampanga cleanups and other ongoing efforts in Metro Manila and south Luzon.

Ang underscored how SMC’s commitment to cleaning up major rivers bears the company’s time-honored value of “malasakit,” recognizing how Filipinos living in coastal communities would be protected in terms of economic and safety risks.

“As an added benefit, our Better Rivers PH cleanup enables safer operations of water ferries like along Pasig River, and even improves water quality — and people say it reduces foul odors, and, of course, it restores marine ecosystems,” Ang said. “So, it really makes us happy to continue providing this service to the Filipino people.”

Quezon City Government expands ‘Car-Free, Carefree Sundays’ along Tomas Morato

THE Quezon City Government will be continuing its “Car-Free, Carefree Sundays” along Tomas Morato Avenue, a monthly event dedicated to promoting active mobility and creating a safe, open space for residents and visitors to enjoy recreational activities.

Based on Ordinance N. SP-3345, S-2024, a portion of Tomas Morato Avenue is closed to vehicular traffic giving way to pedestrians, joggers, and cyclists. The initiative aims to foster an active lifestyle, reduce vehicular emissions, and create a cleaner, greener urban environment.

The road closure covers Tomas Morato Avenue from Timog Avenue to Don Alejandro Roces Avenue. Traffic rerouting is in effect, and motorists are advised to check the official Quezon City Government page for more information on the new traffic scheme.

There are two phases:

Phase 1 will be enforced every 1st Sunday of each month from 6:00 AM to 10:00 AM;

After one year, Phase 2 will be implemented and the scheme will be enforced every other Sunday of the month.

Quezon City Mayor Joy Belmonte emphasized the program’s goals: “Car-Free Sundays reflect our vision of a sustainable, people-first Quezon City. We want to encourage outdoor activities, promote healthy living, and support our commitment to environmental sustainability.”

Councilor Irene Belmonte, principal author of the ordinance added: “Layon ng ordinansa na isulong ang pagpapahalaga sa kalusugan sa pamamagitan ng pag-promote sa active mobility, maglaan ng mas ligtas na lugar para sa publiko, at makatulong sa paglago ng kabuhayan at mga negosyo sa paligid ng Tomas Morato.”

New fleet of vehicles enhances operations, passenger experience at NAIA

NINOY Aquino International Airport (NAIA), operated by New NAIA Infra Corp. (NNIC), has introduced a new fleet of vehicles to support its ground operations, improve passenger convenience, and ensure the safe and efficient flow of movements at the airport.

The new additions include two new ambulances equipped with advanced medical tools and staffed by trained paramedics to provide swift medical assistance when needed.

Three “follow-me” vehicles have also been added to guide aircraft to their designated parking positions more efficiently, helping minimize taxi times and contributing to smoother operations.

Four inter-terminal coasters have also been deployed to facilitate seamless airside transfers, providing passengers with a more comfortable and efficient way to move between terminals, particularly those with connecting flights or mobility challenges.

“These vehicles are essential to support efficient operations and improve the overall passenger experience at NAIA. They complement NAIA’s existing fleet and reflect our commitment to providing a seamless and reliable airport experience,” NNIC president Ramon S. Ang said.

The deployment of these new vehicles comes as NAIA continues to experience rapid growth. For the whole of 2024, NAIA welcomed a record-breaking 50.1 million passengers—a 10.43% increase from 2023.

Having additional vehicles ensures smooth operations during peak periods, maintenance schedules, and emergencies. It also allows NAIA to maintain high service standards while prioritizing passenger safety and comfort.

House panel receives ‘hard evidence’ alleging VP Sara gave cash to ‘influence’ ex-DepEd exec

FORMER Department of Education (DepEd) Undersecretary Gloria Jumamil Mercado submitted nine envelopes to the House Committee on Good Government and Public Accountability on Wednesday, claiming they were evidence of regular cash payments from Vice President Sara Duterte intended to influence her during her time as the agency’s head of procuring entity (HOPE).

Visibly emotional, Mercado pulled out the envelopes, each labeled “HOPE,” and said that they used to contain P50,000, totaling P450,000.

This submission came in response to the Vice President’s denial of giving her monthly cash payments over a nine-month period.

“Kasi ang sakit naman noon. Ordinaryo lang akong trabahante, tapos inaano ka ng Vice President. It’s very painful,” Mercado said as she handed over the envelopes to the committee during the interpellation of House Deputy Majority Leader and Tingog Party-list Rep. Jude Acidre.

Mercado explained that she never opened the envelopes while at DepEd, only discovering their contents after her retirement.

Upon receiving advice, she donated the money to a non-government organization (NGO), which provided her with a receipt that she also offered to the committee as evidence.

In her testimony, Mercado revealed that she received the envelopes monthly between February and September 2023 from Assistant Secretary Sunshine Fajarda, allegedly on behalf of Vice President Duterte.

Mercado, who resigned in October 2023, suggested that her departure was due to her refusal to bypass procurement guidelines.

The submission of the envelopes was part of Mercado’s effort to clear her name amid the allegations made by the Vice President.

Duterte had accused Mercado of soliciting P16 million in donations from the private sector without her knowledge, describing her as a “disgruntled” former official and promising to provide a paper trail to back up her claims.

Addressing this accusation, Mercado explained that the P16 million in question was intended to fund equipment for the DepEd Guru app and other technological improvements aimed at connecting teachers and automating the application process at the agency.

She emphasized that these donations were in the form of equipment, not cash, and that no improper actions were taken.

“There was no money involved there. These are equipment donations, not cash,” she clarified, adding that the two corporations involved were willing to provide affidavits confirming that no cash solicitation occurred.

Mercado, reflecting on her 40 years of public service, expressed the personal hurt she felt in the face of the accusations.

“It’s very painful. I’ve served the Republic for 40 long years, and then this happens,” she said.

Panel okays education, healthcare, kids welfare, econ dev’t bills

THE House Committee on Ways and Means, chaired by Albay Rep. Joey Sarte Salceda, approved several unnumbered substitute bills this week, addressing vital legislative initiatives across education, healthcare, child welfare, environmental assessment and economic development.

Approved was the unnumbered substitute bill to House Bills (HBs) 2363, 6790, 6973, 8829, 8860, 9060 and 9632, which propose revisions to the charter of the Polytechnic University of the Philippines. The committee also approved the substitute bill to HBs 6503, 8056, 8489 and 8589, aimed at updating the Philippine National Maritime Academy Charter. Both bills were unanimously approved without amendments.

Also approved was the substitute bill to HB 10144 or the proposed Sentro Rizal Act. It seeks to enhance cultural programs by appropriating necessary funds and repealing certain provisions of the National Cultural Heritage Act of 2009.

The committee on health also endorsed to Salceda’s committee the substitute bill to HB 10144, the Health Maintenance Organizations Bill, aimed at ensuring access of all Filipinos to quality healthcare access by establishing a regulatory framework for health maintenance organizations (HMOs).

The committee on ways and means also approved the substitute bill to HBs 3111, 5032 and 5694 or the Traditional and Complementary Medicine Bill. It aims to strengthen the Philippine Institute of Traditional and Complementary Health Care.

Also approved was the substitute bill to HBs 4591, 5577, 7196 and 8163, as endorsed by the committee on welfare of children. It seeks to reorganize the council for the welfare of children at the Philippine Commission on Children, with the necessary funding support.

Other bills the committee of ways and means approved were:

• The substitute bill to HBs 1423, 7959 and 8594, as proposed by the committee on ecology, which would establish the Philippine Environmental Assessment System Act.

• HB 10678, as submitted by the committee on trade and industry, establishing the Clark National Food Hub. Author and Leyte Rep. Anna Victoria Veloso-Tuazon emphasized the urgent need to improve market access for farmers and fisherfolk, many of whom are facing high poverty rates.

• Bills establishing special economic zone in Surigao del Sur, Ilocos Norte, Antique, Camarines Norte, New Clark City and Quirino, all aimed at bolstering local economies, as submitted by the committee on economic affairs, in conjunction with the committee on trade and industry.

Tanjuatco of the Local Government Unit (LGU) of Tanay, and the representatives from the internet service providers (ISPs) ASTROLINK and MGRP.

PD Ablaza delivered his message in support of the project and encouraged all stakeholders - researchers, industry leaders, and policymakers - in continuing the collaborative work to ensure the success of the project.

Project REINN is an initiative led by the DOST-ASTI that develops application frameworks and infrastructures to support the shift to remote learning and to narrow the digital divide in the country.

P1-B inilabas ng DBM para sa 2024 Marawi siege victims compensation

Inapubrahan ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang pagpapalabas ng Special Allotment Release Order (SARO) na nagkakahalagang P1 bilyon para sa Marawi Siege Victims Compensation para ngayong taon.

Ang alokasyon na ito ay magbibigay ng kompensasyon para sa 574 benepisyaryo/tatanggap, partikular na para sa mga nasirang ari-arian at mga death claim.

Binigyang-diin ni Secretary Mina ang kahalagahan ng pagpapalabas ng pondo bilang bahagi ng patuloy na pagsisikap ng gobyerno na bigyang tulong ang mga naapektuhan ng labanan.

“As a daughter of Mindanao, I can say na malaking tulong po itong P1-billion Marawi Siege Victims Compensation para tuluyang makabangon ang mga kababayan natin sa Marawi. Gusto po ng administrasyon ni President BBM na mabigyan ng sapat na suporta at kakayanan ang mga apektadong pamilya na maibalik sa normal ang kanilang pamumuhay,” pahayag ni Sec Mina.

Ang tulong pinansyal na ito, na nakalaan para sa mga biktima ng krisis sa Marawi noong 2017, ay naglalayong ipagpatuloy ang pagbibigay ng kinakailangang suporta para sa rehabilitasyon at muling pagbangon ng lungsod. Sakop ng kompensasyon ang mga claim para sa mga tuluyan at bahagyang nawasak na istruktura, gayundin para sa mga binawian ng buhay noong panahon ng labanan.

Nakabalangkas sa Section 41 ng Implementing Rules and Regulations (IRR) RA No. 11696 ang isang patas at mabisang proseso sa pagtukoy ng halaga ng kompensasyon. Makatatanggap ng kabayaran ang mga kwalipikadong claimants batay sa lawak ng pinsala sa kanila, kasama ang residential, commercial, o personal na ari-arian.

Ang Marawi Compensation Board, na nalikha sa ilalim ng RA No. 11696, ang mamamahala sa distribusyon ng pondo. Ang kompensasyon ay walang buwis, na nagtitiyak na matatanggap ng mga benepisyaryo ang buong halaga. Para sa mga nasawi sa labanan, tatanggap din ng kompensasyon ang kanilang mga pamilya alinsunod sa Code of Muslim Personal Laws of the Philippines o Civil Code of the Philippines. Kung pumanaw na ang orihinal na may-ari ng ari-arian, maaaring mag-claim ng kompensasyon ang mga legal na tagapagmana sa pamamagitan ng pagsusumite ng kinakailangang dokumento.

Ang SARO, na inapubrahan noong ika-24 ng Setyembre 2024, ay magmumula sa FY 2024 General Appropriations Act.

House panel issues show-cause order to OVP execs for skipping probe on VP Sara’s alleged fund misuse

FOLLOWING the example of Vice President Sara Duterte, five officials from the Office of the Vice President (OVP) also skipped Wednesday’s congressional inquiry into her use of public funds, prompting the House Committee on Good Government and Public Accountability to issue a show-cause order demanding their explanation.

The officials named in the order include Undersecretary Zuleika Lopez (chief of staff), Assistant Secretary Lemuel Ortonio (assistant chief of staff), Rosalynne Sanchez (director of Administrative and Financial Services), special disbursing officer Gina Acosta and chief accountant Julieta Villadelrey.

Should these OVP officials fail to provide a satisfactory explanation or if the committee deems their response insufficient, they will face a contempt order, potentially leading to their arrest and detention.

The committee, chaired by Manila 3rd District Rep. Joel Chua, directed the officials to explain why they should not be cited for contempt after ignoring the invitation to attend the hearing. The directive followed a motion by Antipolo City 2nd District Rep. Romeo Acop, the committee’s vice chair.

Although the panel had invited 17 OVP officials, only OVP spokesperson Michael Poa, appointed on Aug. 19, was present. However, Poa informed the committee that he was not authorized by the Vice President to speak on behalf of the OVP during the proceedings.

According to the committee secretariat, several OVP officials were seen before the hearing began but disappeared once the proceedings started.

Duterte was also absent from the hearing. In a letter dated Sept. 23, she informed Chua that she would not attend what she called an “unnecessary” hearing and again urged the committee to terminate the probe.

The investigation stemmed from a privilege speech delivered by Manila 2nd District Rep. Rolando Valeriano, accusing Duterte of mismanaging the funds of the OVP based on findings from the Commission on Audit (COA).

COA disallowed over P73 million of the P125 million in confidential funds allocated to the OVP in 2022, nearly 60 percent of the total.

Even more alarming, COA found that this amount was reportedly spent in just 11 days, from Dec. 20 to 31, 2022, averaging P11 million per day.

In its Notice of Disallowance, the COA ordered Vice President Duterte, along with Acosta and Villadelrey, as “accountable officials,” to return the disallowed P73 million to the government.

The audit body also questioned P500 million allocated over 2022 and 2023, with only 10 percent or P51 million cleared without issue, leaving the bulk of the funds under scrutiny.

The Chua panel also expanded its probe to cover the alleged failure of the Department of Education (DepEd), under Duterte’s leadership, to deliver ICT equipment to teachers and students, as well as concerns over the proper utilization of funds.

The investigation focuses on concerns over DepEd’s failure to utilize nearly P9 billion of its P11.36 billion budget for ICT equipment in 2023, resulting in a low utilization rate of 19.22 percent.

The committee will further examine the 2023 COA report, which exposed serious operational deficiencies in DepEd’s computerization program.

The report noted that only 50 percent of the program’s budget had been utilized, with no substantial accomplishments for the year.

7 DEADLY SKIN PRODUCTS TAINTED WITH MERCURY BEING SOLD ONLINE

Toxic watchdog BAN Toxics issued a warning about seven (7) China-made skin whitening creams available for sale on online shopping sites Shopee and Lazada after detecting mercury content. Four of the products have been banned by the Food and Drug Administration (FDA).

Using a Vanta C Series Handheld XRF Chemical Analyzer, the skin lightening creams, priced between 80 PHP and 264 PHP, were found to contain excessive amounts of mercury, with levels ranging from 115 to 5,150 parts per million (ppm), exceeding the regulatory limit.

According to the World Health Organization Fact Sheet on Mercury and Health, mercury is considered one of the top ten chemicals of major public health concern. Exposure to even small amounts of mercury can cause serious health problems and poses a threat to the development of a child in utero and during early stages in life. Mercury can also have toxic effects on the nervous, digestive, and immune systems, as well as on the lungs, kidneys, skin, and eyes.

“We are dismayed that skin lightening creams tainted with mercury continue to prevail in online markets despite regulations on the use of mercury in personal care products,” said Thony Dizon, Toxics Campaigner, BAN Toxics.

“The ongoing use of hazardous chemicals in beauty products must be stopped.”

BAN Toxics cautions the public to be vigilant when purchasing skin lightening creams that are regulated by the FDA to prevent exposure to toxic mercury.

“We call on the regulatory agencies—the FDA and the Department of Trade and Industry—to investigate and immediately conduct enforcement actions against online shopping platforms that violate existing health and safety regulations and e-commerce laws in the country,” the group stated.

SOGIESC Equality bill na nagpoprotekta sa mga karapatan ng LGBTQIA+ community suportado ni Tulfo

BUO ang suporta ng isang mambabatas sa S*xual Orientation and Gender Identity and Expression and S*x Characteristics (SOGIESC) Equality bill sa Kongreso na nagpoprotekta sa mga karapatan ng LGBTQIA+ community sa bansa.

Sinabi ni House Deputy Majority Leader, ACT-CIS partylist Rep. Erwin Tulfo sa kanyan interpelasyon nitong Miyerkules, na ang panukalang batas na pinangunahan ng author nito na si Bataan Rep. Geraldine Roman, ipinahayag niya ang kanyang kasiyahan sa nasabing panukala.

“Now, I would just like to point out before I close, being a Catholic, a Roman Catholic, a former seminarian, the Catholic Church, though considered a conservative religion through Pope Francis now supports civil legislation that gives same-sex couples rights in areas such as pensions, health insurance, and inheritance,” ani Tulfo.

“The Roman Catholic Church now accepts same-sex attraction, and it says that it is not sinful. And it welcomes everybody in the house of God, including the LGBT community. Therefore, Mr. Speaker, I support the passage of this bill,” dagdag ng mambabatas.

Bilang tugon, kinilala naman ni Cong. Roman, si Rep. Tulfo at ang kapatid nito na si Sen. Raffy Tulfo, dahil sa kanilang mga “gender sensitive” na programa sa radyo at palaging pagsuporta sa LGBTQIA+ community.

“Nais ko rin pasalamatan sana ang ating nagtatanong ngayong hapon si Rep. Tulfo sapagkat sa kanyang programa sa radyo at kahit na rin po ang kay Sen. (Raffy) Tulfona programa, ay napaka-gender sensitive nila,” sabi ni Roman.

“Natutuwa po ako na mga taong lumalapit sa kanila na bahagi ng LGBTQIA

community ay tinatrato na may paggalang, tinatanong muna ano ba ang iyong pronoun of choice at wala po silang nararanasan na diskriminasyon,” dagdag ng mambabatas.

Sinabi rin ni Roman na dapat tularan ng media ang magkapatid na Tulfo para sa pagsuporta sa SOGIESC Equality Bill.

“Sana ganito lang po, sa pamamagitan ng mga magagandang halimbawa sa media po, mainstream media. At dumadami naman po, syempre, sa social media ang sumusuporta sa panukalang batas na ito, ay mapapalaganap natin at mapaparating sa bawat sulok ng ating bansa ang kahalagahan ng pagkakaroon ng isang batas na magpoprotekta laban sa diskriminasyong nakabase sa SOGIESC at sexual orientation and gender identity and expression,” ani Roman.

Sa kanyang interpelasyon, nais siguraduhin ni Tulfo na ang panukalang batas na nagbabawal ng diskriminasyon ay tunay na makakatulong sa ekonomiya at makakahikayat din ng dayuhang pamumuhunan sa bansa.

Bilang isang media practitioner, iminungkahi rin ni Tulfo ang isang epektibong kampanya ng pagpapalaganap ng impormasyon upang ipaalam sa publiko ang tungkol sa nasabing anti-discrimination bill.
