-sectoral Meeting

The MCR participated in the 2024 3rd Quarter Multi-Sectoral Meeting, which included members and representatives from MPOC, MADAC, MTF-ELCAC, and MDRRMC, organized by the MPOC Secretariat on September 23, 2024. The meeting served as a platform to discuss a range of agenda focused on enhancing peace and order in the community. Key topics included strategies for collaboration among sectors, updates on ongoing initiatives, and the identification of emerging challenges that require collective action.

The meeting was presided by the Chairman, Hon. Washington M. Taguinod.

The Philippine Association of Civil Registrars Cagayan Chapter, Inc. conducted its monthly meeting on September 5, 2024, at the PSA Regional Office No. 2 in Carig, Tuguegarao City.

The meeting focused on the discussion of Memorandum Circular No. 2024-23, which was presented by OIC-PSO Ms. Cristeta Retoma. Other civil registration matters were also addressed, with responses provided to facilitate the immediate resolution of issues, particularly those related to petitions.

The MCR joined the orientation for the SGLG Evaluation on September 4, 2024, at the Conference Hall. The meeting was attended by the mayor and several department heads (MA, MTO, Engineering, PNP, BFP, MENRO, HRMO and the MCR), while other departments sent representatives. It was a fruitful activity, as everyone actively participated in the discussions and interactions. The event was also enlightening, with the OIC-MLGOO discussing possible interview questions to help the heads prepare for the evaluation.

Blessing and Inauguration of the National Child Development Center in Quibal, Peñablanca, Cagayan

The inaugural ceremony for the National Child Development Center (NCDC) was led by Vice Governor Melvin “Boy” Vargas, Jr., together with Vice Mayor Marilyn Julia-Taguinod. The activities on the project will be implemented/facilitated by the MSWD Office led by Ms. Alice Tamayao.

The NCDC serves as a venue for delivering integrated Early Childhood Care and Development (ECCD) programs and services, including early learning programs such as the Infant-Toddler Early Development Program, Pre-Kindergarten 1, and Pre-Kindergarten 2. It also functions as a resource center for developmentally appropriate learning materials, including the National Early Learning Curriculum and suitable toys and manipulatives. Additionally, the center is a laboratory for research, data collection, and innovations in ECCD that support continuing education and the professionalization of ECCD service providers.

Also present at the event were former USEC Celine Pialago, LTFRB Spokesperson; the SB Members; former ABC Federation President Tin Taguinod; Barangay Officials led by ABC Federation President Jaymar Lopez; some Department Heads and local constituents.

. AUGUST 19, 2024, MCR CONDUCTED MOBILE SOLEMNIZATION AND REGISTRATION IN QUIBAL, PEÑABLANCA, CAGAYAN.

Bestowing unfathomable act of service, the Office of the Municipal Civil Registrar headed by MCR Minerva Tuluan Maramag with the Halabira Members administered the civil wedding and registration of Mr. Diolan Kenny Parallag Talattad and Ms. May Ann Aportadera Cornelia in Trap Resort Barangay Quibal, Peñablanca officiated by the Local Chief Executive, Honorable Mayor Washington “Intoy” Tagauinod accompanied by Honorable Vice Mayor Marilyn Julia Taguinod.

Municipal Mayor Intoy highlighted the importance of constant trust and persistent understanding amidst difficulties and challenges and advised the couple to always protect the virtue of undying love and incomparable care to ensure a healthier and happier relationship.

The Office of the Municipal Civil Registrar will continue to seek for innovative practices and contemporary programs to ensure the continuation of development in our community.

l MCR MINERVA T. MARAMAG ATTENDED THE MONTHLY MEETING OF THE CIVIL REGISTRARS OF CAGAYAN.

August 08,2024, the Local Civil Registrars of the Province of Cagayan, conjoined with the Regional Officials of the Philippine Statistics Authority (PSA), prosperously administered its monthly meeting at RSSO2 Conference Hall, Carig Sur, Tuguegarao City. The held meeting tackled various concerns on Civil Registration including updates of DFA vis a vis Civil Registration, updates on BRAP and PhilSys, status of submission of Civil Registration Reports and Specimen Signatures, and other issues on Civil Registration. On the other hand, PACR matter was also addressed specifically on financial report on the 2024 Mid-Year Assessment Program.

During the highlights of the open forum, “the Registering LCRO who will issue MCR Certification since the registering LCRO is the ultimate persona to check and will cause registration. even if it was accepted by the receiving LCRO, it is still the decision of the registration LCRO that will prevail whether to register or not”, Director Emilio Jr. Querubin bestowed on the query of President Victoria Callueng, MCR Solana.

The gathering served a conclusion with a highly collaborative and cooperative firmaments, reciprocating dedication and aspiration to construct an avenue to maintain consistent form of service for the public.

l TWO COUPLES PARTICIPATE IN PRE-MARRIAGE COUNSELING AND ORIENTATION

Pre-marriage counseling and orientation provides a significant function in empowering a healthier connection between partners. Through this seminar, couples manifest the act of responsibility to engage in a fruitful and equitable relationship for any forms of endeavors and challenges.

Today, July 29, 2024, two couples take part in the pre-marriage counseling and orientation with MENRO Alex Sibbaluca of the Municipal Environment and Natural Resources Office, tackles the concerns in the solid waste management, Mrs. Eloisa Taguinod of the Municipal Health Office, converses on the importance of family planning and Mrs. Jovita Tuliao of Municipal Social Welfare and Development, advises the couples in their roles as husbands and wives and being parents in the future.

The Local Civil Registry Office (LCRO) established the program as part of the marriage requirement which is partnered with offices such as Municipal Social Welfare Development (MSWD), focuses on Responsible Parenthood; Municipal Environment and Natural Resources (MENRO), centers the Solid Waste Management; and Municipal Health Office (MHO), discusses the essence of Family Planning.

l MCR MINERVA T. MARAMAG ATTENDED THE MONTHLY MEETING OF THE CIVIL REGISTRARS OF CAGAYAN.

Municipal Civil Registrar Minerva Tuluan Maramag along with twenty-four other MCRs attended the Monthly Meeting of Civil Registrars of the Province of Cagayan last Thursday, July 25, 2024 at the PSA Regional Office, Carig Sur, Tuguegarao City.

The gathering includes the discussion of Memorandum Circular Number 2024-17 or the "Additional Guidelines for Delayed Registration of Birth", Memorandum Circular Number Number 2024-14, Submission of the Supporting Documents for the 80 years old and above Registrants under Birth Registration Assistance Project, and Memorandum Circular Number 2024-12A, Amendment to Memorandum Circular Number 2020-12 dated 06, July 2020 re: "Piecemeal/Advance Copy of the Civil Registry Documents through Electronic Endorsement".

The meeting served as an avenue to provide constructive, forward-looking suggestions and observations to help and to maintain consistent form of service for the public.

. | MOBILE SOLEMNIZATION AND REGISRATION ADMINISTERED AT NABBABALAYAN, PEÑABLANCA, CAGAYAN.

Mobile Solemnization, the award-winning program of the Municipal Civil Registrar, aims to bring the conduct of civil marriage to the public’s comfortable venue to be solemnized - minimizing the burden in expenses of the couples.

Today, July 20, 2024, a magnificent celebration of union of two hearts bind as one capturing the focus of the crowd in barangay Quibal, Peñablanca for a manifestation of love and joy - proof that true love exists. A love story of two hearts begin a stranger, strongly bonded by times and ended in a happily ever after. With the Local Government Unit of Peñablanca headed by the Local Chief Executive, Honorable Mayor Washington M. Taguinod, the Office of the Municipal Civil Registry and the Halabira Members led by MCR Minerva Tuluan Maramag administered the mobile solemnization of Mr. Dela Cruz and Ms. Apostol.

The commencement is applauded with the habitual dances of Peñablanios, rocking the open floor while the Halabira bestowing joyful song renditions, welcoming the delegates from the Municipality of Allacapan − showing how hospitable and accommodating the Peñablanios are.

The MCR Office will continue to look for innovative programs to guarantee the continuous development in the community.

Five couples take part in the pre-marriage counseling and orientation with Mr. Brylle M. Taccad of the Municipal Environment and Natural Resources Office, tackles the concerns in the solid waste management, Ms. Jovita Tuliao of the Office of the Municipal Social Welfare and Development, highlights the importance of parenthood and guided relationship and Ms. Lyra Ismael of the Municipal Health Office emphasizes the importance of family planning.

l SENIOR CITIZEN APPLICANT FOR DELAYED REGISTRATION

An 85-year-old registrant applying for delayed registration of birth from Barangay Nannarian, Peñablanca, Cagayan assisted by Registration Officer Archie Dalumay.

A child’s birth must be registered at the Local Civil Registry office of the municipality where the child was born. This must be done no later than 30 days from the day the child was born; otherwise, the registration is deemed late or delayed.

Individuals may file a delayed registration of birth certificate at the Local Civil Registry Office of the municipality where you were born.

. MOBILE SOLEMNIZATION AND REGISRATION ADMINISTERED AT NABBABALAYAN, PEÑABLANCA, CAGAYAN.

Sunday, June 30, 2024, the Local Government Unit of Peñablanca through the supervision of the Office of the Municipal Civil Registrar and the Halabira members headed by MCR Minerva Tuluan Maramag conducted the civil marriage and registration of Mr. Roderick Masirug and Ms. Encarnacion Quilang officiated by the Local Chief Executive, Honorable Mayor Washington M. Taguinod.

Through unwavering dedication in service, the team deliver the ceremonial celebration to the remote area of barangay Nabbabalayan, Peñablanca, Cagayan despite the threat of the shower of rain and the challenge in crossing the Pacanauan river and routing the mountainous vicinity of the barangay. Notwithstanding the environmental glitches, the mayor ensured the safeties of the team as he always take stops in the course of the journey to check everyone's security.

. CONDUCT OF MOBILE REGISTRATION AND DISTRIBUTION OF SECPA COPY AT SITIO BAYAN LAPI, PEÑABLANCA, CAGAYAN.

Birth Registration Assistance Project (BRAP), introduced in 2022, intents to provide birth registration to an estimated 3.7 million citizens without birth certificates particularly among the marginalized communities. Through this project, the Office of the Municipal Civil Registry brings the service of collecting required documents and information of the certain individual for verification and will be processed in Philippine Statistics Authority (PSA) - contributing to the elevation of the completeness and has reduced inequality in birth registration.

Ms. Mary Grace Melad and Mr. Roger A. Taboboca Jr. of the MCR along with two employees from PSA visited the remote vicinity of Sitio Bayan, Lapi, Peñablanca to reached unregistered Peñablancanios last Wednesday and Thursday, June 26-27, 2024. There were twenty-seven (27) Certificates of Live Birth with Security Paper (SECPA) copies distributed, five applicants for late registration to be verified, and twenty-two (22) requested PSA copies of Live Birth. Through the unwavering dedication, the operation still pursued amidst threat of heavy rain and the long walk going to the far-flung Sitio of the barangay.

The Office of the Municipal Civil Registrar will continue to provide practices and programs to enrich the continuation of development in our community.

PRE-MARRIAGE COUNSELING AND ORIENTATION PARTICIPATED BY SEVEN COUPLES TODAY, JUNE 24, 2024.

Seven couples participate in pre-marriage counseling and orientation with Ms. Mary Grace Melad of the Office of the Muncipal Civil Registry, Mrs. Daisy Abana of the Office of Municipal Social Welfare and Development, Mr. Brylle Taccad of the Office of Municipal Environment and Natural Resources and Nurse Suzette Angelica Corea-Atal of the Office of the Municipal Health Office.

Ms. Melad narrates the importance of Pre-Marriage counselling and orientation while Mrs. Abana emphasizes beneficial information in achieving the roles of the couples as future husbands and wives and prepared them for the challenges of married life and their responsibilities as spouses, family members, and future parents. On the other hand, Mr. Brylle Mallillin Taccad highlights the importance of committing with the nature as the couples develop their relationship and Mrs. Atal Ismael tackles the benefits of readiness in planning a family.

This program of the Local Civil Registry Office guarantees helpful results in fulfilling development of the couples in their upcoming obligations – strengthening understanding amidst different scenarios and choosing respect in all aspect.
