Metro Manila is one of the world’s fastest-growing megacities, housing over 13 million people across 17 local government units, resulting in a population density sixty times higher than the national average. Despite the Philippines adopting the New Urban Agenda (NUA) in 2016, which promotes “just, inclusive, and sustainable cities,” Metro Manila acts as an “antithesis” to this vision of spatial justice. Its spatial organization, driven by a neoliberal aspiration to become a global city, has led to a fragmented and privatized development. As researchers Peter Murphy and Trevor Hogan describe, Manila is “the world’s most fragmented, privatized, and un-public of cities.”
