MIAA Advisory

Pasay City, 19 July 2024 - The Manila International Airport Authority (MIAA) has monitored system issues affecting operations of two local airlines at NAIA, attributed to a cyber incident involving CrowdStrike, a cybersecurity provider. As of 1600H, international carriers at NAIA remain unaffected.

CrowdStrike confirmed on Friday, July 19, that it has identified widespread instances of "BSODs" (Blue Screen of Deaths) on Windows hosts, indicating system crashes on Microsoft's Windows operating system.

A global cyber disruption is currently impacting critical services including flights, banking, and company operations in various countries such as Singapore, the United States, and Australia. This disruption, linked to Microsoft's Windows, appears to be related to an issue with cybersecurity software from CrowdStrike.

In response to the situation, MIAA has mobilized additional manpower to manage extended queues at check-in counters and will provide "Malasakit Kits" to affected passengers.

MIAA General Manager Eric Jose Ines has directed all terminal managers to closely monitor developments and offer necessary assistance as required. The Medical Division is also on high alert to respond promptly to any medical emergencies.

For further updates and assistance, affected passengers are advised to contact their respective airlines companies.

BI: LAUNCH OF CRUISE VISA WAIVER TO BOOST POST-PANDEMIC TOURISM

PASAY, Philippines—The Bureau of Immigration (BI), in collaboration with the Department of Tourism (DOT) and the Department of Justice (DOJ), proudly announces the launch of the Cruise Visa Waiver program.

The launch, happened last July 16 at the Tourism Infrastructure and Enterprise Authority (TIEZA) in Pasay City, was graced by Secretary of Tourism Christina Garcia Frasco, TIEZA COO Mark Lapid, and BI Commissioner Norman Tansingco.

This initiative is set to enhance the Philippines' position as a top cruise destination, offering a secure and efficient entry process for cruise passengers.

The Cruise Visa Waiver program was institutionalized by virtue of Immigration Memorandum Circular No. 2024-001 issued by Commissioner Tansingco on January 25, 2024 and approved by Justice Secretary Remulla on March 14, 2024.

"The Cruise Visa Waiver is a significant step in revitalizing our tourism industry after the pandemic," said BI Commissioner Norman Tansingco. "It ensures that cruise tourists can easily visit and enjoy our beautiful country,"

This joint project between the BI, DOT, and DOJ aims to attract more cruise tourists to the Philippines by simplifying the visa process for those arriving on cruise ships. This initiative comes at a time when the Philippines has been recognized globally, winning awards such as the Best Cruise Destination at the World Cruise Awards in Dubai and Asia's Best Ports of Call for 2024 at the 19th Asia Cruise Awards in Jeju, South Korea.

Tansingco emphasized the importance of this program, stating, "The Cruise Visa Waiver supports our goal of making the Philippines the cruise hub of Asia. It demonstrates our commitment to providing secure and hassle-free entry for tourists, which is crucial for boosting our tourism sector."

In 2023, the Philippines welcomed 123 port calls, bringing in over 101,000 passengers. With the new Cruise Visa Waiver program in place, the country is projected to see 117 cruise calls with an estimated 118,000 passengers in 2024. This increase is expected to significantly contribute to the economic recovery and growth of the tourism industry.

"The pandemic had a profound impact on our tourism sector, but with initiatives like the Cruise Visa Waiver, we are confident in our ability to rebound stronger," said Tansingco. "This program is a testament to our dedication to enhancing the tourist experience while ensuring national security."

The Cruise Visa Waiver allows visa-required foreign nationals to enter the Philippines for a limited duration, strictly for cruise tourism purposes. This streamlined process is designed to facilitate entry for tourists, ensuring a seamless travel experience.

The visa waiver would allow visa-required cruise tourists on board cruise ships to enjoy their cruise call in the Philippines.

The cruise visa waiver is non-convertible and non-extendable, and would require the bearer to arrive and depart on the same cruise ship.

It utilizes the BI’s e-services platform via its website at e-services.immigration.gov.ph.

"The collaboration between the BI, DOT, and DOJ is pivotal in this initiative," added Tansingco. "We are united in our effort to strengthen cruise tourism and support the country's economic transformation." #

As part of the Bureau of Customs' (BOC) intensified anti-illegal drug campaign, the BOC - Ninoy Aquino International Airport (NAIA), in collaboration with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), intercepted an outbound cargo containing Methamphetamine Hydrochloride also known as “shabu”, falsely declared as documents.

The shipment, originating from Muntinlupa City and bound for Italy, raised suspicion during routine scanning procedures. Upon physical examination, authorities uncovered twenty (20) sachets of suspected shabu concealed inside seven (7) small plastic packs, totaling approximately 100 grams with an estimated street value of PhP680,000 thousand.

BOC-NAIA promptly turned over the confiscated drugs to PDEA for further investigation and to initiate legal proceedings against those involved in this illegal trade, in violation of RA 9165, the Comprehensive Dangerous Drugs Act of 2002, and RA 10863, the Customs Modernization and Tariff Act (CMTA).

Customs Commissioner Bienvenido Y. Rubio affirmed, "The BOC remains steadfast in its mission to safeguard the Philippines against all forms of smuggling and illicit trade."

Under the leadership of its District Collector, Atty. Yasmin O. Mapa, BOC-NAIA continues to strengthen border protection measures to combat illegal activities. #

VIETNAMESE WOMAN ARRESTED FOR UNRULY BEHAVIOR

PASAY, Philippines—A Vietnamese woman was arrested by immigration officers for unruly behavior at the Ninoy Aquino International Airport (NAIA) terminal 3 last July 1.

The woman, identified as Ban Thi Van, 19, initially presented herself for immigration clearance to board a Cebu Pacific Air flight to Hanoi.

However, during inspection, she aggressively snatched her passport from the immigration officer and caused a scene by throwing herself on the floor and shouting.

She reportedly streamed her outburst on social media, and caused disturbance in the immigration departure area.

Officers sought the assistance of the BI’s border control and intelligence unit as well as airport police and the Philippine National Police (PNP) aviation security group.

Women officers and policemen were deployed to pacify the woman, who was later arrested for her unruly behavior.

It can be recalled that last month, another Vietnamese woman caused disturbance at the NAIA terminal 3 by running bare naked towards the final security checkpoint.

Ban was later brought to the BI’s head office in Intramuros for inquest proceedings and later transferred to the agency’s facility inside Camp Bagong Diwa in Taguig pending deportation. #

PASAY, Philippines - A departing foreign passenger believed to be a Chinese national masquerading as a Vanuatu national was arrested by Bureau of Immigration (BI) personnel at the Ninoy Aquino International Airport (NAIA).

Immigration Commissioner Norman Tansingco said a certain Alex Cooper, 43, holder of a Vanuatu passport, was intercepted at the NAIA 3 terminal last June 11 before he could board a Thai Airways flight to Bangkok.

Tansingco said Cooper, who is detained at the BI’s detention facility in Taguig City, is being investigated for having a questionable identity for which reason he could be deported for being an undesirable alien.

“If we are able to establish that he is actually a Chinese citizen and that his Vanuatu passport was merely procured from fixers to conceal his real identity, he will be summarily deported and banned from re-entering the country,” Tansingco explained.

He stressed that aliens who misrepresent themselves by using spurious documents to enter and stay in the Philippines are liable for blatantly violating the country’s immigration laws and should be expelled to their country of origin.

Investigation conducted by the BI’s border control and intelligence unit (BCIU) initially revealed that Cooper speaks very fluent Chinese and could hardly converse in English.

He has never gone to Vanuatu and he knows nothing about the South Pacific nation and its culture. He uses a Chinese mobile phone.

It was learned that Cooper was put on the BI’s alert list after informants tipped the Bureau about his fake Vanuatu citizenship.

He has reportedly used his Vanuatu passport to enter and exit the country when travelling to other foreign destinations such as Japan and Thailand.

The Vanuatu passport likewise showed that it was issued to Cooper on Feb. 15, 2021 and that he used the same when he first arrived in Manila on June 30, 2022.
