Science City of Muñoz Welcomes DOST's Regional Science, Technology, and Innovation Week

Science City of Muñoz, Nueva Ecija – The Department of Science and Technology (DOST) Region III successfully launched the 2024 Regional Science and Technology Week (RSTW) in Central Luzon on December 9, 2024, at the Multi-Purpose Gym of Central Luzon State University (CLSU). Anchored on the theme “Siyensya, Teknolohiya at Inobasyon: Kabalikat sa Matatag, Maginhawa at Panatag na Kinabukasan” with the sub-theme “Providing Solutions and Opening Opportunities in Green Economy,” the event gathered innovators, scientists, leaders, and stakeholders from across the region to celebrate the transformative power of science, technology, and innovation (STI).

Hon. Baby Armi L. Alvarez, Mayor of the Science City of Muñoz, warmly welcomed the participants and the DOST family to the city, highlighting its status as a hub for scientific and technological advancements. Dr. Julius Caesar V. Sicat, CESO III, Regional Director of DOST Region III, extended his greetings to the participants and emphasized the importance of collaboration in advancing STI in the region. Dr. Evaristo A. Abella, SUC President IV of CLSU, also delivered a message expressing the university’s commitment to supporting initiatives that drive innovation and sustainability. Hon. Jason J. Abalos, Board Member of Nueva Ecija’s 2nd District, expressed his full support for the event and lauded DOST’s initiatives and projects that have greatly benefited local communities.

Engr. Sancho A. Mabborang, DOST Undersecretary for Regional Operations, presented the Smart & Sustainable Communities Program (SSCP), a flagship initiative of DOST aimed at transforming communities and cities into smart, sustainable, and inclusive areas through people-centric and digitally driven solutions. Usec. Mabborang also highlighted various programs and activities that demonstrate DOST’s commitment to addressing community challenges through scientific interventions and innovations.
DOST Secretary Dr. Renato U. Solidum Jr. underscored the vital role of STI in national development, emphasizing, “Save lives, empower communities, and build a prosperous nation. This is the result of our leaders and stakeholders believing in the potential of science, technology, and innovation to catalyze growth and transformation.” Secretary Solidum also showcased initiatives and programs focused on protecting the environment while driving progress toward a greener economy.

One of the key highlights of the opening ceremonies was the awarding of the Metals Engineering Innovations Center and the ceremonial turnover of Science, Technology, and Innovation (STI) Plans. Additionally, the “Kaagapay ng Agham” awards were presented to co-hosts and partners of DOST Region III in recognition of their invaluable contributions to the advancement of STI in the region.

The 2024 RSTW serves as a platform for showcasing innovative solutions, fostering collaborations, and opening new opportunities for sustainable development. The event runs until December 12, 2024, featuring exhibitions, seminars, and activities that aim to inspire and empower participants to harness STI for a better future.

Nina Campos bagged the First Place at the Euro Pop Singing Contest

Nina Campos the sole representative from the Philippines is the first-place winner at the Euro Pop Singing Contest 2024. EPC or Euro Pop Contest is an international singing competition for young singers between 10 to 24 years old held annually in Berlin, Germany by the non-profit organization Music Accuracy and Veranstaltulgen eV since 2003. Nina Campos competed under the category of 18 to 24 years old among 18 countries. With her soulful rendition of the popular song "Home" thus, bringing home the bacon for the Philippine pride.

Nina Campos mentors include Jex De Castro a grand prix winner in London last 2023, as well as Mamaclay was top 5XFactor Malta. Nina Campos was brought to the competition of EPC or Euro Pop Contest by Vega Entertainment Productions and Euro talent Festival spearheaded by International Charie Vega.

The competition aims to promote talents of young performers. Youths with singing prowess to come on the first stage to a big world of pop music. It was held between November 21, 2024 to November 25, 2024.

DOST PROPEL Program Sets the Stage for Global Filipino Innovations

The Department of Science and Technology (DOST) officially launched the Program PROPEL (Propelling Innovations from the Philippines), a transformative initiative designed to bridge science, technology, and innovation to empower Filipino innovators and entrepreneurs. The event, held today, marked a significant milestone in advancing the Philippines as a global hub for innovation.

DOST Secretary Dr. Renato U. Solidum Jr. led the launch with pride and optimism, emphasizing the program's mission of elevating Filipino ingenuity to meet the challenges of a rapidly evolving world. “PROPEL embodies a strategic shift, focusing not just on the development of science-based technology solutions but on ensuring that these solutions reach their end users, discover and transform markets, and create tangible impacts both locally and globally,” he stated. “In a world defined by technological disruptions and economic complexities, nations that harness science, technology, and innovation not only survive—they thrive. This is the path we envision for the Philippines through PROPEL: a future where Filipino ingenuity and scientific rigor drive competitiveness, productivity, and growth in the global knowledge economy.”

Echoing this vision, DOST Assistant Secretary Dr. Napoleon K. Juanillo Jr. highlighted the program’s bold commitment to developing transformative and scalable science-based technology solutions. “PROPEL aims to address local challenges while propelling these innovations onto the global stage,” he said. “This initiative also has the potential to harness the scientific talents and entrepreneurial drive of the Filipino diaspora, bringing a global perspective to local solutions.”

Senator Sherwin Gatchalian extended his congratulations to DOST for launching PROPEL, recognizing its potential to create impactful change in the Philippine innovation landscape. Likewise, British Ambassador to the Philippines H.E. Laure Nicole Beaufils lauded the program, emphasizing the importance of science and technology in driving economic development and growth.

The event also featured messages of support from various organizations, including TESDA, IPOPHL, PASUC, PCCI, USAID-UPSKILL, ADB, and CISTEM, as well as key institutions such as the University of the Philippines and the Office of the Ambassador of Israel to the Philippines. Silaki Island, a heart-shaped 10-hectare islet located at Brgy. Binabalian, Bolinao, Pangasinan is renowned as a marine conservation haven, home to a thriving 16-hectare population of giant clams. The beauty of the ocean surrounds Silaki Island, but beneath its natural beauty and marine biodiversity lies a pressing challenge: a scarcity of freshwater. To access potable water, island residents like Mr. Brando Padilla, a member of the Bolinao Task Force Bantay Dagat, often travel on a 15-20 minute boat journey to Santiago Island. The arduous task, combined with additional fuel costs and weather risks, emphasizes the pressing need for a sustainable water solution.

𝐏𝐫𝐨𝐯𝐢𝐝𝐢𝐧𝐠 𝐒𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬: The Department of Science and Technology Region 1 (DOST-1) has taken a significant step in providing a sustainable and renewable source of freshwater for the island's community through the launch of the solar-powered water desalination facility on October 22, 2024, under the DOST’s Community Empowerment thru Science & Technology (CEST) Program.

Dr. Teresita A. Tabaog, Regional Director of DOST 1, highlighted the importance of collaborative efforts in making the desalination project a success. The project was made possible with the support of various partners, the DOST 1 CEST Program funded the Solar-Powered Water Desalination System: the LGU of Bolinao, which provided the 100-square-meter lot area and construction of the building, and the Rotary Club of Bolinao, which donated water gallons to the residents. Dr. Tabaog emphasized the crucial role of community involvement, stating, "𝙏𝙝𝙚 𝙨𝙪𝙘𝙘𝙚𝙨𝙨 𝙤𝙛 𝙩𝙝𝙞𝙨 𝙥𝙧𝙤𝙟𝙚𝙘𝙩 𝙝𝙞𝙣𝙜𝙚𝙨 𝙤𝙣 𝙩𝙝𝙚 𝙖𝙘𝙩𝙞𝙫𝙚 𝙥𝙖𝙧𝙩𝙞𝙘𝙞𝙥𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙩𝙝𝙚 𝙎𝙞𝙡𝙖𝙠𝙞 𝙄𝙨𝙡𝙖𝙣𝙙 𝙧𝙚𝙨𝙞𝙙𝙚𝙣𝙩𝙨." She expressed gratitude to the community for their cooperation and support.

Engr. Arnold C. Santos, Provincial Director of the Provincial Science and Technology Office in Pangasinan, explained that the desalination facility is a direct response to the community's urgent need for clean water, as identified in a needs assessment conducted in March 2023. The project aims to provide a reliable water source, eliminating the need for residents to travel long distances and spend significant amounts on water.

"𝙏𝙝𝙞𝙨 𝙞𝙨 𝙖 𝙥𝙧𝙞𝙘𝙚𝙡𝙚𝙨𝙨 𝙜𝙞𝙛𝙩 𝙛𝙧𝙤𝙢 𝘿𝙊𝙎𝙏 1," remarked Hon. Alfonso F. Celeste, Mayor of Bolinao, Pangasinan. He emphasized the significance of this first-of-its-kind solar-powered desalination facility in the region, particularly for Silaki Island. The mayor urged the community to cherish this vital resource and ensure its long-term sustainability.

To ensure the safety and quality of the water processed in the desalination facility, the water has undergone rigorous testing by Hydrolab Company, a reputable water testing laboratory accredited by the Department of Health and recognized by the Department of Environment and Natural Resources. Dignitaries were the first to drink the desalinated water, setting an example for the community and demonstrating its safety and purity.

Hon. Rufo T. Caasi Sr., Brgy. Captain of Binabalian, and Engr. Olan Roy Celzo, Waterworks System Superintendent I of LGU Bolinao, pledged the local government's commitment to maintaining and operating the desalination facility. They expressed hope for future innovations and projects that would further improve the lives of their beloved community.

𝐎𝐩𝐞𝐧𝐢𝐧𝐠 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬: Dr. Tabaog envisions a future where the desalination process can yield additional benefits. She highlighted the potential for salt production using the brine byproduct. Mayor Celeste echoed Dr. Tabaog's sentiments, expressing surprise at the nation's heavy reliance on imported salt. This shortage has resulted in a heavy reliance on salt imports, with over 93% of the country's annual salt consumption coming from countries like Australia and China.

Through a strong partnership between DOST 1, the Provincial Government of Pangasinan, LGU Bolinao, and the Rotary Club of Bolinao, Pangasinan will truly live up to its name, "panag-asin-an," as a place where salt is made. DOST 2024 NSTW highlights opportunities in green economy in CDO

LOCALS of Cagayan de Oro City and its nearby municipalities and provinces are in for an exciting week as the Department of Science and Technology (DOST) brings its latest innovations at the 2024 National Science, Technology, and Innovation Week (NSTW).
The 2024 NSTW has officially opened at the Limketkai Center. It showcases over 100 techno-exhibits and 30 technical fora, and offers pitching sessions and career talks anchored on the theme, "Siyensya, Teknolohiya, at Inobasyon: Kabalikat sa Matatag, Maginhawa at Panatag na Kinabukasan."

With the sub-theme, "Providing Solutions and Opening Opportunities in the Green Economy," the event highlights the innovative contributions of Filipino scientists, engineers, and researchers to the growth of science and technology.
Featured technologies and activities during the event seeks to address critical challenges in areas such as climate change, agriculture, and environmental conservation; and offer timely and appropriate solutions to pave the way for sustainable development.
“As we celebrate the 2024 National Science, Technology, and Innovation Week, we shine a light on green initiatives, groundbreaking technologies, and our collective vision for a smarter, more sustainable Philippines,” DOST Secretary Renato U. Solidum Jr. said in his remarks.

Solidum said the event highlights one of the four pillars of the DOST, which is to strengthen research and development (R&D) for environmental preservation and conservation.

“We believe that strengthening initiatives on sustainability, with central importance on the environment and natural resources, will cut across the other pillars – stimulating wealth creation, reinforcing wealth protection, and ultimately promoting human well-being,” he said.

The DOST chief noted how investments in Science, Technology, and Innovation (STI) play a pivotal role in fulfilling the government's collective aspiration for a stable, comfortable, and secure future through the values of "Matatag, Maginhawa, and Panatag."
Solidum shared that a "Matatag," or powerful, society is one where families thrive, communities are resilient, and trust in governance is strong.

He said that through the DOST’s Community Empowerment through Science and Technology (CEST) program, STI interventions are able to uplift the marginalized sectors.

He cited as example Barangay Bagong Silangan in Quezon City, where 29,070 households have been empowered through livelihood trainings, urban agriculture, and modern technologies, transforming it into a model of economic and social resilience.
Barangang Bagong Silang is just one of over 1,900 communities impacted by CEST, with more than ₱1.8 billion invested in science and technology solutions.

In just the first half of 2024, the program has reached 892 more communities and created 913 new jobs, with much more progress on the horizon.

Solidum said that every Filipino deserves a life free from poverty, and DOST’s Small Enterprise Technology Upgrading Program (SETUP) is turning this vision into reality by supporting over 9,000 MSMEs; creating 316,000 jobs; and injecting ₱8.7 billion into the economy. Businesses like AJIS Dive and Aqua Sports Inc. in Cagayan de Oro have thrived with access to advanced manufacturing technologies through SETUP.

To sustain this progress, he said the DOST is also investing ₱9 billion in scholarships for 61,237 students in the academic year 2024-2025, ensuring a future driven by Filipino scientists, engineers, and innovators.

Meanwhile, in a country highly vulnerable to natural hazards, Solidum said ensuring that every Filipino feels "panatag" — secure and protected from disasters — is a top priority. The DOST, through the Philippine Atmospheric, Geophysical, Astronomical Services Administration (PAGASA) and the Philippine Institute of Volcanology and Seismology (Phivolcs), plays a crucial role in safeguarding communities with cutting-edge technologies.
“From state-of-the-art Doppler radars and seismic stations to the innovative GeoRisk Philippines app, these tools provide real-time data that enhance disaster preparedness, mitigate risks, and save lives,” he said.

Solidum also outlined eight major R&D programs for 2025 to address critical challenges in a volatile, uncertain, complex, and ambiguous (VUCA) world. These initiatives include the AI Virtual Hub, Geospatial Analytics Solutions, Quantum Computing, Industry 4.0, Circular Economy, Smart Agriculture, Smart Technologies, and Biologics in Pharma.

“With continued support from national and local governments, DOST is committed to implementing bold, inclusive, and practical solutions, emphasizing the urgency of abandoning "business as usual" approaches. Projections based on empirical data warn of a potential global system collapse by 2050 if transformative actions are not taken immediately, “ said Solidum.

Maridon O. Sahagun, DOST Undersecretary for Scientific and Technical Services and chair of the 2024 NSTW-Steering Committee, underscored the cutting-edge technologies and S&T products set to take center stage during the five-day celebration.
Sahagun discussed the Human Well-Being Technologies initiative, which addresses critical challenges in health, education, and accessibility through groundbreaking innovations such as ImGTS for dementia care, i-SULAT for early childhood assessment, ENSAYO for empowering visually impaired individuals, and nutrition-focused solutions like the Enhanced Nutribun.

She also emphasized Wealth Creation Technologies, which seek to boost industries and livelihoods through initiatives like AMCen for advanced 3D printing, sustainable Silk and Natural Dyes Hubs, SAFEWATRS for mobile water purification, and commercialization programs like GALING and TECHNiCOM that support Filipino innovators.

Such technologies enhance disaster resilience with tools like Impact-Based Forecasting, SatREx, and AI-powered systems such as SkAI-Pinas, while education-focused projects like REIINN bridge digital divides to strengthen community preparedness.

Lastly, sustainability efforts led by the DOST-Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development include innovative solutions such as the Remote Online Surveillance for Banana (ROSANNA) app for banana disease monitoring, ACTICon biopesticide for sustainable pest control, and the eco-friendly Pest to Feed technology, complemented by biodiversity education tools for environmental stewardship.
These initiatives collectively underscore DOST's unwavering commitment to improving quality of life, advancing industries, safeguarding communities, and fostering sustainable development, Sahagun said.

In a speech, Cagayan de Oro Vice Mayor Jocelyn “Bebot” B. Rodriguez said: “We believe that Science, Technology, and Innovation are essential tools for building a stronger, more prosperous, and secure future for all Cagayanons. We are proud to work hand-in-hand with the DOST. These initiatives stand as a testament to our shared commitment to progress through Science, Technology, and Innovation.”

Misamis Oriental Gov. Peter M. Unabia, for his part, said STI prioritizes the needs of the most vulnerable. “In Misamis Oriental, we commit to maximizing our resources and collaborating with national agencies such as the Department of Trade and Industry, Department of Labor and Employment , Department of Agriculture, Department of Health, and Department of Social Welfare and Development to address these needs,” he said.

The NSTW is set to draw over 10,000 attendees, including local government units, startups, enterprises, legislators, and students, among others. The event will feature more than 33 forums at the Luxe Hotel and nearby venues, covering diverse topics in science and technology.

Interactive exhibits include the NuLab: STEM in Motion, offering students hands-on experiences in a mobile laboratory, alongside the Mobile Modular Food Processing Facility and the Mobile Command and Control Vehicle. A grand expo at Limketkai Center’s Atrium and East Concourse will showcase over 150 innovations, including immersive platforms, 3D prototypes, robotics, and sound domes, introducing cutting-edge technologies to the region.
Additional highlights include Scholars and Startup Pitching competitions at Cinema 4, providing a platform for emerging innovators.

A groundbreaking Memorandum of Understanding (MOU) signing ceremony at SOLA Hotel, Laoag City, Ilocos Norte, marked a pivotal step in advancing the salt industry of Ilocos Norte through the One in Accelerating Salt Innovations (OneASIN) initiative. Spearheaded by the Department of Science and Technology Region 1 (DOST-1), in collaboration with key stakeholders such as the Philippine Coconut Authority (PCA), Provincial Government of Ilocos Norte (PGIN), Bureau of Fisheries and Aquatic Resources (BFAR-1), DOST - Industrial Technology Development Institute (ITDI), Department of Trade and Industry (DTI-1), Don Mariano Marcos Memorial State University (DMMMSU), and Mariano Marcos State University (MMSU), the program aims to unify efforts to modernize the salt industry. Through innovative processes, advanced technologies, enhanced policies, and sustainable marketing strategies, OneASIN aspires to transform salt production into a more efficient, competitive, and community-empowering sector.

Dr. Teresita A. Tabaog, the visionary behind OneASIN, highlighted that the program aims to drive advancements in the salt industry by fostering unity in enhancing processes, equipment, and policies. She explained that the initiative empowers salt makers by providing innovative solutions to ensure a sustainable future for the industry. DOST Secretary Dr. Renato U. Solidum lauded the OneASIN program, highlighting its people-centric approach. He noted its alignment with the national objective of reducing reliance on imported salt while maximizing local resources to uplift communities. “Sa Siyensya at Teknolohiya, Negosyo ay tiyak na kikita. Sa Siyensya at Teknolohiya, Industriya ng Asin ay aarangkada,” he stated.

Ilocos Norte Governor Hon. Matthew Marcos-Manotoc commended DOST’s grassroots initiatives, highlighting OneASIN’s success in combining community empowerment with technological innovation to create a sustainable salt industry. He also acknowledged the Philippine Coconut Authority’s (PCA) vital role in ensuring a steady market for locally produced salt. PCA Administrator Dr. Dexter Buted emphasized the synergy between the salt and coconut industries, noting salt’s critical role in boosting coconut production. He pledged PCA’s support by committing to procure salt from Ilocos Norte’s producers, strengthening both community livelihoods and provincial sustainability.

The event also included the signing of additional agreements, notably a Memorandum of Agreement (MOA) between DOST-1 and the municipalities of Burgos and Pasuquin. In Burgos, the agreement focuses on the establishment of SALT Hub: Sustainable Advancement in Local Salt Technology Hub which serves as Ilocos Norte Salt Products’ Laboratory, which will serve as a center for research, development, and the production of value-added salt products. Meanwhile, in Pasuquin, the agreement supports the implementation of OneASIN through various initiatives, including technical training on food safety, current Good Manufacturing Practices (cGMP), packaging, labeling, and the introduction of innovative salt-making equipment to modernize and empower the local salt-making community.

The event showcased insightful presentations by experts on innovations in salt production and maintaining quality standards. Dr. Andie John Tadeo of DMMMSU highlighted the production of sea salt using high-density polyethylene-lined ponds and advanced filtration systems, offering a modern approach to enhance efficiency and output. Engr. Brian Rasco of DOST-1 provided an overview of the collaboration and complementation of programs designed to strengthen Ilocos Norte’s salt-making industry. Additionally, Ms. Lena Rosario, Rch and Mr. Hero Galamgam, PFT from the DOST-1 Regional Standards and Testing Laboratory (RSTL) emphasized the services offered and importance of food safety and current Good Manufacturing Practices (cGMP) in ensuring that the salt produced meets high-quality standards and is safe for consumer use.

Ilocos Norte’s salt industry, through the OneASIN initiative, showcases how innovation and collaboration can modernize traditional practices. With facilities like the SALT Hub and support for local makers, it sets a model for sustainable, competitive salt production, inspiring similar advancements across the Philippines.

2024 Philippine Textile Congress highlights innovations and vision for sustainable future

THE Department of Science and Technology (DOST) celebrated groundbreaking advancements and a renewed vision for the Philippine textile industry at the 2024 Philippine Textile Congress which brought together leaders, scientists, and policymakers to discuss the role of innovation in transforming the industry and fostering sustainable development in the country.

In his message, DOST Secretary Renato U. Solidum Jr. cheered the Philippine Textile Research Institute (PTRI) for its commitment to elevating textile research and fostering innovation across the sector.

He also commended PTRI for “rising to the challenge” and producing remarkable innovations, emphasizing the integral role of textiles in daily life.

He likewise extended an invitation to stakeholders and the public to join the nation’s journey in advancing the textile sector, highlighting its importance to everyday living and economic development.

Sen. Juan Miguel F. Zubiri, who was the event’s guest of honor, underscored the pivotal role of research and development (R&D) and science and technology (S&T) in driving national growth.

He also expressed his steadfast support for DOST's initiatives, including the National Science and Technology Week (NSTW) and PTRI’s robust textile program.

“I believe in Science & Technology,” he said as he stressed the importance of exemplary S&T education to cultivate future experts and innovators and also shared his pride in securing an increased budget for DOST to enhance its capacity to provide groundbreaking solutions for Filipinos.

Zubiri likewise called for global patent protection for Filipino innovations, particularly the ylang-ylang plant, to safeguard intellectual properties and boost economic contributions.

Meanwhile, Acd. William G. Padolina of the National Academy of Science and Technology in his keynote lecture outlined PAGTANAW 2050, a science, technology, and innovation (STI) roadmap aimed at fostering sustainable practices across all sectors.

He emphasized the need "to reset our ways, embark on the paths of genuine change" as he called for a paradigm shift in Philippine agriculture by harnessing biodiversity through plant-animal-microbial systems to boost productivity and achieve precision agriculture.

He also underscored the importance of aligning STI initiatives with local conditions, reflecting DOST's grassroots approach to transforming communities for sustainability and progress.

The 2024 Philippine Textile Congress showcased insightful lectures from industry leaders, including Dr. Julius L. Leaño Jr., DOST-PTRI Director, who spoke on "Weaving Inclusive Circular Textile Economy," and Prof. Darwin Absari of UP Diliman, who discussed "Beauty in Islam."

The discussions featured the intersection of innovation, sustainability, and culture and exemplified the collaborative efforts of Congress to advance the textile industry and establish a strong foundation for a smarter and more sustainable Philippines.
