IPRA has made history and a great impact on the lives of the ICCs/IPs of New Bataan. Through IPRA, New Bataan became the first in Davao de Oro to be awarded a Certificate of Ancestral Domain Title (CADT), duly registered in the Registry of Deeds (ROD) which formed part of the government's recognition of the Mandaya-Mansaka ICCs/IPs' right to their Ancestral Domain.

We were also the first to have installed the IP Mandatory Representative (IPMR) in the Philippines through the help of then-Mayor Margarito M. Cualing with IPRA as his legal basis which also formed part of recognition of the right to self-governance and empowerment.

These are just some of many reasons that validate the importance of RA 8371 in the lives of the Indigenous Peoples with whom, I am now representing and standing for.

As the Municipal IPMR, I strongly oppose House Bill 9608 or any move to amend or modify IPRA as we, the Mandaya-Mansaka community of New Bataan believe that the management of our Ancestral Domain is well taken care of under the existing rules and regulations and NCIP.

What we need now is for the Congress and the government to support its implementation by providing enough annual budget for NCIP and strengthening the NTF-ELCAC in its pursuit of National Peace and Development initiatives.

La Vanessa Beach Resort, Pantukan, Davao de Oro - a five-year revisit of the Memorandum of Agreement between the ICCs/IPs of New Bataan and the Eurohydro Power Asia Holdings Inc was held and successfully conducted by the contracting parties -- the MMTECE and EPHAHI reaching significant agreements on economic provisions of the 2014 Tripartite Memorandum of Agreement.

The two-day activity was facilitated by the NCIP Provincial Office headed by OIC - Provincial Officer, Atty. Amil Bangsa D. Bagadi and CSC Head, Engr. Nathanael S. Diapera as part of strengthening the partnership and renewing of contract thru a supplemental Memorandum of Agreement between the ICCs/IPs of New Bataan and the company as the biggest investing firm operating within the Ancestral Domain of the Mandaya-Mansaka in the Municipality.

Twenty (20) members of the IPS of the New Bataan attended the said activity headed by Matikadung Virgilio C. Iligan, the Ancestral Domain Management Office - New Bataan headed by Mangkatadung Jake Hanggam Indigenous Peoples Development Unit headed by Gibubayan Bebing Rebucas, the Lino-Cayan Clan representing the Community headed by Mangkatadung Mansac Lino Jr. , and the Office of the Municipal IPMR/SB Member, Hon. Arnel B. Sugnoan.

Ms. Allaine Joyce Uy-Tan - the new General Manager of the company led the company team during the MOA revisit.

New Bataan, Davao de Oro - gipahinabo ang 3rd Regular Meeting sa Mandaya-Mansaka Tribal Executive Council of Elders nga mao ang kinatas-ang lawas sa panggobyerno sa Tribo sa lungsod sa New Bataan pinanguluhan sa Municipal Tribal Chieftain, Matikadung Virgilio C. Iligan, Lima ka Matikadung sa lima ka teritoryo, IP Women, Youth, ADMO and IPMR.
