VILLAFUERTE: MEDICAL CANNABIS AN ALTERNATIVE MORE AFFORDABLE PAIN RELIEVER

Camarines Sur Rep. LRay Villafuerte is optimistic that the 19th Congress can still approve the medical cannabis bill before the end of its third and final regular session.

Villafuerte stressed that making the use of non-addictive strains of the cannabis or ma*****na plant legal will help Filipinos suffering from severe ailments such as cancer, epilepsy, HIV, and post-traumatic stress disorder (PTSD).

“If all goes well, this Congress can cap its record feats in its third and final session by at last writing a long-proposed law legalizing the use of medical cannabis as an alternative, relatively more affordable pain reliever for Filipinos hurting from excruciating ailments,” Villafuerte said.

Congress will resume its session on Monday, January 13, 2025, and will continue until February 7, 2025. It will adjourn on February 8, 2025, in time for the national campaign and will reconvene for the last time from June 2 to 13, 2025.

The bicol solon said the House of Representatives had already approved the proposal (House Bill 10439) last year.

“I am keeping my hopes up that last year’s recognition by a UN (United Nations) commission of the medical value of CBD (cannabis oil or cannabidiol) will prompt the Senate to follow the lead of our chamber in passing its version—Senate Bill (SB) No. 2573—of this proposed law before the end of this 19th Congress,” said Villafuerte, a lead author of HB 10439.

He explained that at least 13 senators have already signed Senate Committee Report 210 endorsing the plenary deliberations and approval of SB 2573, which was principally authored by Sen. Robinhood Padilla.

“With the House’s final approval of HB 10439 in the previous legislative session yet, what we only need now is for our senators to act in plenary on their counterpart SB 2573, in the hope that we can come up with an enrolled bill for submission to the President for his approval and signing into law,” Villafuerte added.

In 2020, the UN Commission on Narcotic Drugs (CND), the drug policy-making body of the United Nations, removed medical cannabis from the list of substances harmful to public health.

“I am keeping my fingers crossed that senators would also give weight to the fact that medical cannabis has already been legalized in 60 countries and that its medicinal value has been affirmed in medical journals of various prominent global institutions,” Villafuerte added.
