HISTORY

The Dawn is the official student publication of the University of the East (UE). Tracing its origins back in 1947—which is a year younger than the University itself, it is considered as one of the pioneers in serving as the students' voice and in delivering reports constructed substance over form. The Business College Journal spearheaded by PCCBA Manila student Howard Dee conceived and conceptualized in 1946. Dee handled the journal as it began to publish term papers, literary works, and faculty profiles. It was an ordinary newsletter until it made a new amendment during 1950 when the Philippine College of Commerce and Business Administration was renamed the University of the East (UE). A name embodying the perseverance of night-owl writers who work and constantly beat the dawn just to publish an issue, Accountancy Vicente Mangawang gave the winning name "Dawn." The Dawn thrives as years fly by, protecting its values and integrity despite facing the most alarming chapters in the country's history. Being one of the newspapers allowed to operate during the repression of student councils and publications. During the 1970s, Dawn became the most circulated student newspaper in the Philippines. Eventually, in 1981, it joined a campaign to aid its fellow publications that were shut down in the orders of the Marcos Administration. For decades, the Dawn continues to witness the journey of the studentry and the fate of the country by producing proud journalists, public servants, and in the case of one, even a national artist. Truly, the road it follows is no exemption from rocks and hurdles. However, the footprints left behind by its predecessors remind the Dawners of their purpose to keep the dawn rising in the East. (The history of The Dawn was printed in its 70th-anniversary magazine's article entitled, "The Chronicles of The Dawn.")

DAWN ADVISORY | Toga pictorial sched for 2025 midyear graduates

Candidates for the 26th Midyear Commencement Rites of the University of the East (UE) colleges and graduate school, are set to have their toga pictorial on January 6 to 10 for Caloocan campus and Jan. 6 to 17 for Manila campus.

The toga pictorial will be conducted by Lyric Studio, and photo packages will be available for inquiry on the day of the pictorial.

The pictorial for UE-Caloocan-based candidates will be held at Rooms 802 and 804 of the TYK Building, while graduation candidates from UE-Manila will have theirs at Rooms 211 and 212 of the former CCSS Building.

On said dates, pictorials will start from 8:00 a.m. to 5:00 p.m. on a first-come, first-served basis.

All pictorial fees will be paid directly to Lyric Studio, and the graduating students will be notified on the availability of their photos by the studio staff.

Lyric Studio will then turnover the candidates’ selected photo to UE to be used for the year-end commencement slideshow, transcript of records, and UE Panorama 2025 Yearbook.

THE SEARCH IS ON! ⛹️🏀

As the UE men’s basketball tournament ran its course for the UAAP Season 87, so did ex-tactician Jack Santiago’s contract on December 31, 2024, marking an end to his four-year coaching stint with the team.

The UE administration has started their hunt for a successor, and five potential coaches are lined up, namely: Eric Altamirano, Frankie Lim, Ariel Vanguardia, Boycie Zamar, and Mike Buendia.

Altamirano, a product of UP, managed to bring NU to a championship title during the UAAP Season 77 in the same tournament.

Lim and Vanguardia also stand strong, with the former boasting a four-time NCAA championship, and the latter leading Blackwater in the PBA from 2021 to 2023.

Zamar, a former UE head coach from 2001 to 2003 and 2012 to 2013, is also gunning to make a comeback to the Warriors’ side.

Buendia, who currently serves as an assistant coach both for Rain or Shine in the PBA and Letran in the NCAA, is also a formidable contender as he has been aiding the two teams for 16 and 11 years, respectively.

Santiago’s leadership brought the Red Warriors to a fifth place standing during Season 87, making it his closest attempt on breaking in the Final Four.

BREAKING NEWS | SCs request UE's financial statements ahead of TOFI meeting

With the looming tuition and other fees increase (TOFI) for the academic year 2025-2026, both Manila and Caloocan student councils (SC) have requested a copy of the University of the East (UE)'s financial statements for A.Y. 2019 until the present.

In their letter addressed to University Comptroller Redentor D. Gironella, dated today, January 3, the college councils emphasized that this request aims to uphold transparency and accuracy in addressing the concerns of students and stakeholders regarding the impending increase in tuition fees.

The college student councils are scheduled to meet with the University president, chancellors, and administrative officers for a TOFI consultation meeting on Jan. 27 and 28 for the Caloocan and Manila campuses, respectively.

Per Commission on Higher Education (CHED)'s Memorandum Order No. 3 Series of 2012, Higher Education Institutions (HEI) are required to issue the audited financial statements upon request of authorized parties.

NEWS ALERT | DOST-SEI's P1.75B unreported funds flagged by COA

The Commission on Audit (COA) has reported that up to Php 1.748 billion scholarship funds of the Department of Science and Technology-Science Education Institute (DOST-SEI) has remained unreported as of December 26, 2024, causing delays in the release of scholars' allowances.

According to the 2023 COA report, these delays are rooted in the lack of documentation of the disbursements to the scholars.

COA also stated that DOST-SEI may be lacking in formulating an efficient system in the implementation of the scholarship program, causing a domino effect in the holdup of submission reports of member universities, further delaying the release of financial assistance.

The COA has acknowledged that the scholarship funds were highly utilized through 2021-2023, but it also flagged its low liquidation rate for the transferred funds.

This high utilization, partnered with a low liquidation rate, has raised concerns on whether it is a large case of lack of proper documentation or if the funds really reached the scholars’ accounts.

Sofia Gonzalo, a Warrior DOST-SEI scholarship grantee, shared during an interview with the DAWN that most of the time, the agency is delayed in releasing the allowance and the grantee has to call the DOST office line to remind them.

“Sa tuition fee, 2-3 months. Sa allowance, 3-4 weeks,” Gonzalo added, referring to previous remittance delays.

DOST-SEI explained to COA that they release funds directly to universities only after receiving financial reports on the program, and it depends on the university if the funds will be released monthly, quarterly, or on a semestral basis.

As a solution, the agency proposed to centralize the funds through the Land Bank of the Philippines’ weAccess platform by directly releasing the funds to scholars.

They also complied with COA’s recommendation in formulating a new policy and mechanism that ensures a timely release of funds and effective monitoring of report submission by universities.

Registration for all curricular years, including freshmen students, in the University of the East (UE) starts today, January 3, until the first day of classes on Jan. 15.

New students for Graduate School (GS), College of Law (CLaw), and Graduate Dentistry may also enroll starting today until Jan. 15.

Meanwhile, enrollment for transferees and degree-holders will start on Jan. 8, and registration for cross-registrants is on Jan. 10.

FEATURES | 2024? 𝘛𝘩𝘢𝘵 𝘸𝘢𝘴 𝘴𝘰 𝘩𝘰𝘵!

Filled with iconic memes, political clowneries, scorching heat indexes, and the juiciest stories that will surely be etched in stone—2024 is really a phase to remember.

This year has been a rocky path, marked by blistering heat waves reaching 53°C and the emergence of yet another alarming coronavirus-wannabe.

But amidst the chaos, we’ve witnessed moments of triumph, like Filipino-pride athletes winning gold medals in Paris Olmypics, alongside the heartbreak of losing familial warmth.

We’ve heard childhood farm tales, seen familiar dynasties plastered on billboards, and laughed at the relatable Facebook memes born from the controversies we encountered.

It has been another cycle of resilience and courage as we face the tremendous challenges that continuously come our way, but hey, we’ve made it this far!

2024 has allowed us to create moments that complete our mosaic of memories and keep us going as we nurture ourselves: from reaching our target health goals to forming intimate relationships.

As we flip to chapter 2025, let us bring these puzzle pieces together and lose the worn-out sweaters that we may have left with someone or at the space you used to sit at the corner by.

2025 will be another roller coaster of a ride as well as an opportunity for growth and conquering obstacles.

As Rico Blanco heartfully sang, "Sasalubungin natin ang kinabukasan nang walang takot at walang pangamba," let us face the future with courage undeterred by anything—to more years bathed in the heat of the sun.

NEWS ALERT | PBBM signs P6.3-T 2025 budget, educ. sector gets highest funds

President Ferdinand "Bongbong" Marcos Jr. (PBBM) has signed the 2025 national budget today, December 30, amounting to a total of Php 6.326 trillion, with the education sector having the highest budget at Php 1.055 trillion.

Of the allocation for the education sector, Php 737 billion is for the Department of Education (DepEd), which was Php 56 billion less than the department's proposed budget of Php 793 billion.

Part of DepEd's budget proposal that was slashed by the bicameral committee was the Php 10 million supposedly alloted for the department's computerization program.

Marcos Jr. said during a press conference on Dec. 17 that the Php 10-billion cut will be looked into and assured that it will be restored.

However, there were no indications as to how it will be added back to the department's budget.

Following the education sector in the highest budget share is the Department of Public Works and Highways (DPWH) with its Php 1.007 trillion budget.

According to the Presidential Communications Office (PCO), the president vetoed Php 194 billion worth of line items, including allocation for some DPWH programs and projects that are "inconsistent with the administration’s priority programs."

“Makakaasa naman po kayo na sa budget na ito, ipagpapatuloy at papalawigin pa natin ang ating serbisyo sa inyo, alinsunod sa ating Philippine Development Plan 2023-2028,” President Marcos said during today's ceromonial signing.

TOFI NA NAMAN?!

Student Councils (SC) of the University of the East (UE) reported that they have received a memorandum from the Student Affairs Office (SAO) regarding another tuition and other fees increase (TOFI) for the academic year 2025-2026.

According to the letter dated December 16, the University will be conducting consultation meetings on January 27 and 28, 2025, regarding their intention to impose another TOFI.

To recall, UE had a 9.5% and 6% increase in tuition and other fees in A.Y. 2023-2024 and A.Y. 2024-2025, respectively.

NEWS ALERT | New polymer banknotes threaten to replace nat'l heroes —ATOM

With the reveal of the new series of polymer banknotes featuring protected wildlife of the Philippines instead of the usual national heroes, the civil society group August Twenty-One Movement (ATOM) questioned the possible omission of Philippine heroes representation as an attempt to rewrite history on December 23.

"Does the polymer technology only work for animals and not faces of humans? These explanations were the same explanation two years ago when the 1000-peso bill of Jose Abad Santos, Vicente Lim, and Josefa Llanes Escoda became the first casualty of these landmark changes to our bills," the group protested.

To recall, President Ferdinand "Bongbong" Marcos Jr. introduced the first Philippine polymer banknote series as a way to keep the country's currency secure, durable, and sustainable.

Marcos then assured the public that the paper banknotes featuring heroes will continue to circulate and remain valid and that the use of polymer banknotes is simply a step forward.

However, ATOM noted that there have yet to see any new 1,000-peso bills bearing the faces of the three World War II heroes showing Marcos' signature.

"This means they are not printing new ones anymore for the heroes," ATOM pointed out.

ATOM emphasized the major significance of each hero featured in the established banknotes of the Philippines.

"Whatever achievements they [the heroes] may have accomplished in their lives became our own accomplishments as people. At ngayon gustong palitan ito ng gobyerno? They are a part of our Filipino integrity," ATOM firmly stated.

Bangko Sentral ng Pilipinas (BSP) Banknotes and Securities Production Management Department Director Atty. Sarah Severina Curtis clarified the reason for the design changes in an interview with TeleRadyo Serbisyo, stating that the polymer banknotes are just additional designs.

"Bukod sa heroes, we are also known for our rich biodiversity kasi, so 'yung mga endemic, endangered species naman natin i-feature," Curtis explained.

However, Curtis did not mention if the 1,000-peso banknotes of the old design will still be printed.

The new banknote series includes the existing 1,000-peso polymer banknote featuring the Philippine Eagle, along with 500-peso, 100-peso, and 50-peso, showcasing the Visayan spotted deer, Palawan peacock-pheasant, and Visayan leopard cat, respectively.

Meanwhile, no new design for the 200-peso bill was released due to the banknotes' low usage leading to end the production in 2021.

The 20-peso banknotes were also not redesigned as they are currently being removed through natural attrition after the introduction of the 20-peso coin.

Christmas in the Philippines isn’t just a holiday—it’s a full-blown festival of joy, love, and, of course, it wouldn't be complete without the much-awaited Noche Buena!

If there’s a humble yet heavenly dessert that embodies the sweet chaos of the season and holds a special place on the table, it's definitely mango graham.

It all begins with the best of intentions: Lola wakes up at dawn to whip the cream, slice the fruits just right, and assemble the layers with the precision of an artist. The kitchen smells like magic as the dessert takes shape.

While Nanay is frying lumpia and Tito is roasting the lechon, after five long hours, there it is—the mango graham in a tub, in all its creamy, golden glory, sitting innocently in the fridge.

But wait, what’s this? A spoon-shaped dent on the side? A missing corner? The delicacy has already been "taste-tested" (not just once, but multiple times) by suspiciously satisfied family members!

The fridge becomes a battleground of temptation and stealth, as Filipinos have a weakness: patience is not our strong suit, especially when it comes to sweet mango graham.

It’s the perfect combination of tangy mangoes, sweet cream, and buttery graham crackers—impossible to resist.

By the time Noche Buena rolls around, the dessert is a shadow of its former self—half-empty and sitting awkwardly on the buffet table.

Tito Boy cracks a joke about it being “the diet version,” while Tita Baby is already plotting to scrape the last layer of graham crumbs.

Here’s the funny thing: no one is really upset—not Lola, not the kids, and not even Tito Boy, who’ll happily scrape the last graham crumbs off the dish like it’s gold dust—because mango graham isn’t just a dessert; it's a symbol of togetherness.

In the Philippines, Christmas is not just a season of giving, but a celebration of classic delicacies, and nothing embodies that spirit quite like sneaking spoonfuls of this creamy classic.

The real essence of this sweet dessert goes beyond a half-eaten tray. It’s about the family bonding we celebrate—one stolen spoonful at a time.

Filipinos will be celebrating the eve and day of Christmas with moderate to heavy rainfall in Metro Manila and several provinces in Luzon and Visayas.

As reported by the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) at 5:00 p.m. today, December 24, the outlook is caused by the wind shear.

Sa pagsapit ng madaling araw, pilit ibinabangon ang katawan at ang diwa'y unti-unting minumulat upang maghanda sa pagdalo sa kinaabangang Misa de Gallo.

Kasabay ng malamig na simoy ng hangin sa simbahan, sama-samang mararamdaman ang espiritu ng kapaskuhan.

Makikita ang iba't ibang kulay ng mga parol, pati na rin ang mga katakam-takam na panghimagas tulad ng bibingka at p**o bumbong.

Tradisyon na sa ating mga Pilipino ang kumpletuhin ang Simbang Gabi, ngunit may isang lumang pamahiin ang mga matatanda na hindi pa rin nalilimot ng sambayanan.

Sabi nila, kung iyong mabubuo ang siyam na araw ng Simbang Gabi ay matutupad ang iyong kahilingan.

Sana sa pagkakataong ito, mapagbigyan ang hiling kong maranasan muli ang saya sa bawat pagtanggap ng kaunting aguinaldo, at mabalik ang pagkasabik sa bawat noche buena.

Nais kong muling maranasan ang Pasko sa kinagisnan kong tahanan.

Tulad noong panahong ako'y paslit pa, na ngayo'y aking mababalikan sa mga munting hiling na lamang.

GOLD MEDAL-EASTS 🏆🏀

Bearing the true nature of a warrior, the UE boys’ basketball team bagged their third championship in the UAAP Season 87 Junior High School Boys’ Basketball Tournament as they triumphed over the UST Tiger Cubs in their do-or-die match today, December 20, at the FilOil EcoOil Centre.

Ending the game at 78-47, the Red-and-White juniors secured the tie-breaker match.

The Junior Warriors made exceptional moves during their campaign as they emerged as the first team to secure a spot in the Final Four, initially boasting an unbeaten record of 10-0 before the FEU Baby Tamaraws broke their winning streak.

With the last gold clinched in 1983, the junior cagers were able to return the crown to Recto 41 years later, a huge leap from their bronze finish last season.
