To peaceably assemble is a bedrock right guaranteed by our Constitution, cherished by our people, and consistently upheld by this administration.

All government agencies are, therefore, ordered to ensure that this right, as exercised today by our Iglesia ni Cristo brethren, is not impaired.

In this light, agencies concerned with the maintenance of peace and order, as well as with traffic and transportation management, including emergency health services, should be ready to provide assistance whenever such is needed by their fellow citizens.

The Department of Transportation (DOTr) has assured that it will be able to fund its infrastructure projects in 2025 through loan proceeds, despite experiencing some budget cuts.

"We can still avail of the loans so that we can fund these major projects like the Metro Manila Subway and the North-South Commuter Railway," DOTr Secretary Jaime Bautista said during a Malacañang press briefing on January 7.

Likewise, their implementation will not be affected by the impending election ban.

"Siguro hindi naman kami maku-cover election ban because we have started all these projects already, so we don’t think the election ban will affect the implementation of any of our projects in DOTr," he added.

The agency also expects to be able to implement its infrastructure projects based on the newly established timetable despite issues on funding, right of way, relocation of informal settlers and utilities, and registration of properties.

"But with all those projects and ways forward plans that we will implement, we are expecting that we will be able to resolve these problems and implement the projects still on time," Bautista said.

Of the 186 infrastructure flagship projects of the Ferdinand R. Marcos Jr. administration, 69 are being handled by the DOTr. These include the North-South Commuter Railway, Metro Manila Subway Project, MRT 4, MRT 7, LRT Line 1 Extension, New Cebu International Container Port, PNR South Long Haul, Mindanao Railway, and New Dumaguete Airport Development.

President Ferdinand R. Marcos Jr. said on January 6 that the pardon of 220 Filipinos in the United Arab Emirates (UAE) is proof of the strong ties between the gulf state and the Philippines.

In a video message, President Marcos extended his heartfelt gratitude to the President and Prime Minister of the UAE.

“We extend, of course, our heartfelt gratitude to His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister Sheikh Mohammed bin Rashid Al Maktoum, whom I also had the honor to meet, for this very compassionate gesture,” said the President.

The 220 Filipinos pardoned are in an addition to the 143 who were earlier pardoned by the UAE during Eid al-Adha.

According to President Marcos, the documents of the pardoned Filipinos are now being processed to facilitate their immediate return home.

“Patuloy na pinoproseso ang mga dokumento ng ating mga kababayan para sa kanilang agarang pagbabalik. Sa kanilang pag-uwi, nawa’y maging ligtas ang kanilang paglalakbay pauwi sa kanilang mahal na lupang tinubuan,” he said.

Government aims to exceed last year’s strong fiscal performance in keeping with President Ferdinand R. Marcos Jr.’s goal of improving government’s fiscal program.

In a press briefing on December 30, 2024 the Department of Finance (DOF) told reporters that they would strive to improve the strong revenue performance in 2024, which was one of the best fiscal years in almost three decades.

The agency reported that the total revenue collection for 2024 is expected to reach P4.423 trillion, surpassing the full year target of P4.27 trillion.

As a percentage of the gross domestic product, emerging revenues for 2024 are expected to climb to 16.7 percent, which is the highest in the last 27 years. Emerging non-tax revenues, on the other hand, are expected to reach P606.6 billion, the highest ever recorded.

"So, rest assured, we will work doubly hard to sustain this momentum and adhere to our medium-term fiscal program that reduces our deficit and debt gradually in a realistic manner while creating more jobs, increasing our people’s incomes and decreasing poverty in the process," the DOF said.

The DOF also thanked the Bureau of Internal Revenue, Bureau of Customs, Bureau of the Treasury, privatization team, and government owned- and controlled-corporations for last year's fiscal performance.

The 2025 national budget is at P6.326 trillion, where only P4.64 trillion are supported by revenues. This means that out of the P17.3 billion government expenses daily, P12.72 billion will be financed by revenue collections.

Government communicators had their day under the limelight when President Ferdinand R. Marcos Jr. recognized the invaluable role they play in governance and public service during the newly launched awards program of the Presidential Communications Office (PCO) on December 16.

The “Parangal: Gawad ng Kahusayan sa Komunikasyong Pampubliko” recognized 14 government communicators for implementing an effective communications program that not only informs and engages the citizenry but also fosters trust between the government and the public.

In his speech, President Marcos lauded the achievements of government communicators for their relentless efforts in informing, reassuring, and engaging Filipinos with verified and accurate information.

“The campaigns, the messages, and the voices we celebrate this evening remind us what leadership is capable of when there is a connection with the people,” President Marcos said.

“While these awards recognize your achievements, they are also declarations of leadership standards that enhance public awareness and empower participation in governance,” the President added.

The Public Service Campaign Award (municipal level) was given to Lupon, Davao Oriental for its Kinahanglan Maligdong: Project iCORE (Communication, Organization, Response, and Engagement) campaign.

Victorias, Negros Occidental bagged a similar award for the city-level category for its SIDLAK VICTORIAS: Strengthening Community, Building Opportunity campaign, and Bataan for the provincial-level award for its Kwentuhan Tayo, Bataeño campaign.

The “Kwento ng Pag-Asa at Pagbabago (KPAP): A Public Service Campaign” of the Department of Social Welfare and Development (DSWD) earned the same award for the national government agencies (NGAs) category.

The Public Service Campaign Award recognizes government agencies for implementing the best campaigns at both local and national levels, effectively bridging the gap between government initiatives and public understanding.

For the Government Innovation Award, the Pag-IBIG Fund was recognized among government financial institutions (GFIs) and government-owned and -controlled corporations (GOCCs) for its Feel Pag-IBIG at your fingerprint through the Virtual Pag-IBIG.

The Department of Information and Communications Technology (DICT), on the other hand, received the same award for the NGAs category for its EGOVPH App and DICT E-Government Platforms.

The Government Innovation Award honors creative and forward-thinking communication strategies by GFIs, GOCCs and NGAs.

The Pag-IBIG Fund also won the Website of the Year award for its Add to Cart: The Pag-IBIG Fund Online Public Auction.

The Outstanding Digital Campaign Award was given to the Securities and Exchange Commission (SEC) for its SEC Advance Free Loan Scam FAQ Reel Series (best short-form campaign) while the National Privacy Commission (NPC) was awarded for its Privacy in The Spotlight (best long-form campaign).

The Metropolitan Waterworks and Sewerage System (MWSS) earned a similar award for best infographic campaign for its MWSS RO Water Conservation and Desludging Awareness Social Media Campaign, which also won the Digital Campaign of the Year award, while the Bureau of Jail Management and Penology (BJMP) received the Viral Impact Award.

The Department of Budget and Management (DBM) received the Champion of Information Integrity Award for its Building a Better-Informed Citizenry through Fiscal Transparency.

DSWD Assistant Secretary Irene Dumlao won the night’s Outstanding Public Communicator award.

PCO Acting Secretary Cesar B. Chavez congratulated the winners for their outstanding communication campaigns.

“In recognizing these campaigns, we seek the best practices, foster collaboration, and inspire an ethos of continuous improvement. By rewarding these exemplary individuals, we are showing their colleagues a proof of concept that is replicable,” Secretary Chavez said.

Filmmakers lauded the administration of President Ferdinand R. Marcos Jr. for helping the film industry during the staging of the Konsyerto sa Palasyo: ‘Para sa Pelikulang Pilipino’ on December 15.

The concert recognized the invaluable role the local film industry plays in the development of the nation’s arts and culture.

Film Development Council of the Philippines (FDCP) Chairperson and CEO Jose Javier Reyes expressed the film industry’s gratitude for the efforts of President Marcos and First Lady Louise Araneta-Marcos in spearheading the fifth installment of Konsyerto sa Palasyo.

“Here, we see a deliberate and concentrated, and concerted effort of the administration to really help the film industry, which is in dire need of the support of the government,” Chairperson Reyes said.

Actress Lorna Tolentino said that government support, such as the concert, is significant for the film industry especially at a time when Philippine cinema is experiencing a resurgence.

“Mahalaga para industriya ng pelikula na mabuhay ulit kasi nga matagal nang walang masyadong tumatangkilik sa pelikulang Pilipino. Sana ito ‘yung start ulit lalong-lalo na sa Metro Manila Film Fest. I think dun nagsimula muli ‘yung pagiging masigasig ulit ng mga manonood ng mga pelikula,” Tolentino shared.

Actress Gladys Reyes, for her part, called the government assistance a tremendous boost to the film industry.

The Department of Health (DOH) revealed on December 3 that President Ferdinand R. Marcos Jr.'s administration will prioritize the First 1000 Days (F1KD) Program for pregnant mothers.

Speaking at a press briefing in Malacañang, DOH Secretary Dr. Ted Herbosa emphasized the importance of the F1KD Program, which focuses on the critical period from conception to a child's second birthday.

He stated that the program aims to provide expecting mothers and their developing fetuses with essential micronutrients such as iron and folic acid, as well as immunizations against tetanus and diphtheria.

Following the birth, newborns should undergo exclusive breastfeeding for the first six months, after which they will continue to be provided with nutritious food up to the child’s first one thousandth day.

President Marcos has directed the National Nutrition Council (NNC) to spearhead this initiative, highlighting its importance in the country's healthcare agenda.

In support of this, the Department of Budget and Management (DBM) has proposed integrating the F1KD Program into its Program Convergence Budgeting (PCB), which is currently applied to climate change initiatives, livelihood projects, and gender and development programs.

The proposal aims to address the current allocation of government funds, which are largely directed towards addressing children's undernutrition post-birth, while the F1KD Program often receives less financial support.

By incorporating F1KD into the PCB, the government hopes to enhance the program's impact and ensure that resources are adequately distributed to cover the entire period of early childhood development.

The Philippine Commission on Women (PCW) welcomes the plan of the Department of the Interior and Local Government (DILG) to set up an independent watch group that will serve as a vital tool for generating data on violence against women.

This Violence Against Women Watch Group will function like a non-government organization and will address issues on data collection and recording.

According to PCW Chairperson Hermelita Valdeavilla, there is an eminent problem with gathering accurate data of VAWC-related crimes because of the stigma and intimidation associated with reporting to the authorities.

"So, reporting is a problem because this kind of problem is more preferred to be kept within the confines of the family; nahihiya po sila. Iyong iba po hindi nagri-report kasi wala po silang tiwala doon sa kanilang pinagri-report-an o kaya hindi nila alam kung anong gagawin nila at hindi rin nila alam kung anong magiging resulta ng kanilang paglapit sa kanilang pagsusumbungan," PCW Chairperson Hermelita Valdeavilla said in a Malacañang press briefing on December 11.

The official even bared that only 1 out of 10 VAWC-related cases in the country have been reported to the PNP help desk for legal action.

To ensure that all of these unreported crimes are reprimanded and monitored, the DILG shall form a watch group that will be on the lookout for ongoing abuses in the communities, even if the actual victims are not officially speaking up to file charges against the perpetrators.

"So, ang gagawin po talaga natin diyan ay dapat na bantayan natin ang nangyayaring violence kahit hindi sila magsumbong—sa community po kasi alam nila eh, they know when there is violence against women going on. So, as long as they can record the data even if it is not official at least we will have a basis," the official added.

PCW believes that there's a need for a scientific study to know if there had been improvements in lowering the number of crimes, and if law enforcement shows sharp capacity to resolve reported cases.

Despite this, the PCW said the country has come a long way from the past where the term "violence against women" was not even a topic.

President Ferdinand R. Marcos Jr. said on December 10 that the completion of the North Luzon Expressway (NLEX) 3rd Viaduct is proof that the government continues to build on the foundation that will nurture the development of the countryside.

The President said during the inauguration held in Pulilan, Bulacan that the 3rd Viaduct aims to enhance the capacity of the expressway, reduce congestion, and ensure faster and more efficient travel in Central Luzon.

It also stands as a testament to the administration's commitment to the Build Better More program.

"By improving the movement of goods, services, and of people, we steer economic growth, expand opportunities for trade and tourism, and drive regional development," President Marcos said.

"Designed with the latest in engineering innovation, this structure attests to our dedication to safety, durability, and progress," he added.

Philippine education just got one of the boosters it badly needs, a system that ensures the mental wellbeing of both student and teacher alike.

On December 9 President Ferdinand R. Marcos Jr. signed the Basic Education Mental Health and Well-Being Promotion Act to ensure the promotion of mental and emotional health among learners and school personnel in the country.

The new law aims to contribute in helping improve the academic performance in the country’s educational system as well as curtail absenteeism and help strengthen a culture of compassion and understanding in the country’s learning institutions.

Additionally, teaching and non-teaching personnel will have access to resources that will empower them to support students while safeguarding their own well-being.

President Marcos underscored the urgent need for this new legislation given the “alarming” state of mental health in the country.

"The need for this legislation is urgent and undeniable. Globally, mental health concerns are escalating. In the Philippines, the statistics are alarming," the President said.

Seventeen percent of the country's young people have contemplated taking their life, yet less than one percent sought professional help.

The President cited a 2018 report stating that, globally, mental health challenges could cost up to USD16 trillion in losses by 2030. He mentioned that signs of mental health issues in the country’s basic education sector is already evident in decreased academic outcomes, burnout, and turnover rates among students and school personnel.

“This Act will help in reducing such losses, making our students more productive and ready to contribute to nation building,” President Marcos said of the new law.

Here’s another win for Filipino farmers, the Marcos Administration has just opened another export market for Philippine fruits and vegetables when the Republic of Korea recently ratified its Free Trade Agreement (FTA) with the Philippines.

President Ferdinand R. Marcos Jr. revealed the good news during the ceremonial turnover of the Korea Partnership for Innovation of Agriculture (KOPIA) Greenhouses and Postharvest Facilities in Lucban, Quezon this November 29.

“Ang FTA po ang tinatawag na Free Trade Agreement sa gitna ng Korea po at saka ng Pilipinas nang sa gano’n ay tayo nabubuksan ang kanilang mga merkado para sa atin, makapasok ang ating mga produkto sa kanila na hindi nilalagyan ng malaking taripa,” the President said.

He added that when in full force the FTA would allow the export of Philippine vegetables and fruits, such as bananas and pineapples, to the Korean market.

The greenhouses and postharvest facilities that were turned over would help small communities improve their capacity to export their products.

These greenhouses will serve as hubs of fresh vegetable and seedling production, complemented by three post-harvest facilities and advanced machinery, which were all designed to reduce the burden of farmers and increase profitability.

“Kaya’t sa pamamagitan nitong bagong teknolohiya, nitong bagong pamamaraan ay makikita po natin ‘yang seedling production ay makakabawas na tayo sa importation at makakapili tayo sa – na anong klase, anong variety nung tanim ang pinakabagay dito sa Pilipinas,” the President added.

The President is also hopeful that with continuous collaboration with South Korea, soon small communities will be part of the regional value chain.

“Together, the KOPIA and the Bureau of Plant Industry have created pathways for our farmers to grow, adapt, and succeed in an increasingly competitive landscape,” President Marcos said.

As of today, 20 greenhouses have been established across pilot villages in Lucban, Quezon; Siniloan, Laguna; and Zaragoza, Nueva Ecija.

In Lucban alone, nine greenhouses, a seedling nursery, and a post-harvest facility now exist, which the President said will boost the potential of more than 2,000 farmers, technicians, and their families and communities.

The National Economic and Development Authority (NEDA) said on November 28 that a big part of the high-priority projects for 2025 of President Ferdinand R. Marcos Jr.’s administration would strengthen food security and the country’s infrastructure program.

This is in order to achieve the goals and targets of the country under the Philippine Development Plan 2023-2028.

To ensure the funding of key projects for 2025, NEDA said during a Malacañang press briefing that the government has a fiscal consolidation program that would try to meet its targets, deficits, and debts. So far, the government is on track in implementing the said plan.

As to food security, NEDA also addressed the issue on the prevailing price of rice.

"Our thrust is to continue improving food security and iyon tatlong dimension iyon: the access – access to food, and the affordability of food, and the availability of food in broad term. So, hindi lang iyong price ‘no because the price at 28 or 30 or 40 may be there but it’s not available everywhere in the country – so, that’s not how we proceed. So, I would rather focus on that objective rather than just focusing on the price," it said.

But so far as to lowering the price of rice, it remarked that the goal is to reduce it further, thus, it continually monitors the development in the markets while making a caveat that prices are not completely under the government's control because of factors such as world prices and calamities.

The Department of Justice (DOJ) assured the media on November 25 of an impartial and extensive investigation into the "threatening" statements made by Vice President Sara Duterte against the safety of President Ferdinand R. Marcos Jr., First Lady Liza Araneta-Marcos, and House Speaker Martin Romualdez.

In a Malacañang press briefing, the DOJ also responded to the issue as to the Vice President's statement being "taken out of its logical context".

"Well, as I said, gagawin po natin ang lahat ng isang patas at malawak na imbestigasyon. We will put into proper context her statements. But I simply recall that when she answered certain questions and she declared the plot to assassinate the President, she even immediately added, 'This is no joke. This is no joke. I did it and I wanted to make sure that this person will do it to its completion,’" DOJ Undersecretary Jesse Andres told reporters.

"We will give the Vice President a chance to explain,” he added.

The DOJ also said that it is open to all crimes possibly committed by the Vice President by making those utterances.

It promised to complete its investigation and file the appropriate cases.

"Everything that is being done is through legal processes and legal proceedings. If ever the Vice President is being held accountable, it is in a legal process and it’s all done within the bounds of the Constitution and the law," the DOJ said.

Meanwhile, as to the identity of the "assassin", the National Bureau of Investigation (NBI) said that they would know once the Vice President answers their subpoena.

The NBI also confirmed that it has not received any information regarding the alleged threat against the Vice President's life.

President Ferdinand R. Marcos Jr. said that his visit to the United Arab Emirates (UAE) had been short but "A highly productive" trip.

That was how President Ferdinand R. Marcos Jr. described his official visit to the United Arab Emirates (UAE) on November 26.

Upon his return on November 27 the President said that his brief visit further cemented the country’s bilateral ties with the Gulf state that plays host to hundreds of thousands of Filipino Overseas Workers (OFWs).

He added that he looks forward to the implementation of several agreements on culture, energy transition, legal cooperation, artificial intelligence and digital economy, improvement of government activities, visa waiver for holders of diplomatic, special, and official passports, and investment cooperation.

He also expressed his appreciation for the Emirati government for its care and respect for the Filipino community in the UAE and its generous humanitarian support for the victims of natural calamities in the Philippines.

Meanwhile, UAE President Sheikh Mohamed bin Zayed Al Nahyan commended Filipinos for their contribution to UAE's development.

President Ferdinand R. Marcos Jr. recognizes the Philippine National Prayer Breakfast’s (PNPB) vision as a clarion call to all leaders to look beyond the immediate and aspire for what is enduring and righteous.

Its vision is to unite in the spirit of Christ, shape lives according to God’s will, and work together to bring about the realization of God’s reign in the Philippines, the President said during the 49th PNPB held in Malacañang on November 18.

He added that the event is a moment of national reflection, when leaders set aside titles and agenda and come together as equals in prayer.

"The world and our country are facing so much divisiveness—in belief, in politics, even generational and cultural differences. These often make us forget our humanity, that we are one in our shared goal: to serve our fellow Filipinos, to help the Philippines flourish," the President stated.

"The mission of the PNPB—to inspire leaders to embrace prayer, reflect on God’s Word, and lead with integrity—is a reminder that leadership demands accountability to a greater, much higher standard," he added.

He further encouraged leaders to ensure that in every decision and action, the spirit of love, mercy, and humility is present.

The President also called for future leaders to remember that faith is a beacon for the future and that it will temper one's ambition with a sense of purpose greater than themselves.

It remains a priority for the administration of President Ferdinand R. Marcos Jr. to save Filipino farmers from poverty.

This is what the President said during the distribution of Certificates of Land Ownership Award (CLOAs) and Certificates of Condonation with Release of Mortgage (COCROMs) in Cabagan, Isabela on November 22.

The President visited the town to personally hand over the CLOAs and COCROMs after the recent spate of typhoons in the country.

"Sa kabila ng sunod-sunod na kalamidad, hindi po namin nakakalimutan ang aming prayoridad na maiahon sa kahirapan ang ating mga Ka Babayan, lalo na ang ating mga magsasaka," the President said in his speech.

That is why the government continuously provides lands and condones debts for agrarian reform beneficiaries, according to President Marcos.

In Isabela alone, the COCROMs cover more or less 22,000 hectares of land, amounting to over P1 billion of condoned debt.

"Wala na po kayong iisipin kaugnay sa amortisasyon. Ang tanging aalalahanin na lang po ninyo ay kung papaano lilinangin ang inyong mga kakayahan sa pagsasaka at kung paano palalaguin ang inyong mga lupa," he said.

The over 450 CLOAs distributed to more than 340 farmers in the province, on the other hand, cover more than 500 hectares of land.

The President also said that the Department of Agriculture is expanding its insurance program for farmers and fisherfolk to ensure that they are ready and protected from any kind of crisis or calamity.
