On Sugar Order No. 4 fracas:

The draft order was submitted to Malacañan on August 5, so why did the Executive Secretary fail to inform the president?

The packaging of the issue has been: Niloko ang presidente. Walang kasalanan ang presidente.

The DA Secretary is the ex-officio chair of the Sugar Regulatory Administration Board who happens to be President Marcos. The ES should have told the president the intent to import 300,000 metric tons.

Former Administrator Hermenigildo Serafica emailed Malacañan on the same day as he got approval from former Usec. Sebastian who was given such authority based on a memo issued on July 15. Serafica also did not inform the SRA's Office of the Deputy Administrator because of an internal squabble. Sebastian did not get the president's approval.

Bottom-line: The Executive Secretary failed to do his job. Marcos is absent-minded and does not know what his department is doing. Serafica is a butt-hurt Duterte appointee who failed to follow protocol because of personal feelings.

House Bill No. 375, Digital Economy VAT Act, introduced by Rep. Joey Salceda:

-Digi-tax will only be imposed on non-resident corporations.
-Shoppee and Lazada are not affected by the additional taxation because they are considered domestic corporations.
-Netflix is not paying 12% VAT.
