President Ferdinand R. Marcos Jr. witnesses the Combined Joint Littoral Live Fire Exercise of the Philippines-United States of America (USA) armed forces being conducted in San Antonio, Zambales on April 26, 2023.

The activity highlights this year’s Balikatan Exercise that kicked off last April 11 with over 17,600 participating Filipino and American military personnel — the 38th iteration of Balikatan and said to be the largest to date. This is to enhance their joint and combined capabilities in maritime security, amphibious operations, live-fire exercise, urban operations, aviation operations and counter-terrorism, among others.

The Commander-in-Chief observes the firing of a rocket launcher called the High Mobility Artillery Rocket System (HIMARS) that can be used to hit distant targets.

Running from 8:00 am to 4:00 pm on this day, the Combined Joint Littoral Live Fire Exercise also features a sinking exercise with the Philippine Navy's (PN) BRP Pangasinan (PS-31), a World War II-era corvette decommissioned in 2021. During the drill, the vessel is treated as an adversarial vessel and targeted to be sunk, as positioned 12 nautical miles off the coastal waters of San Antonio.

‘Balikatan’ which means ‘shoulder-to-shoulder’ in English, is an annual bilateral exercise between the Armed Forces of the Philippines (AFP) and U.S. military to strengthen their bilateral interoperability, capabilities, trust and cooperation that are built over decades of shared experiences. It highlights four major events including Command Post Exercise, Cyber Defense Exercise, Field Training Exercises and Humanitarian Civic Exercise.

The Balikatan Exercise will conclude on April 28, 2023.

The Department of Budget and Management (DBM) has released to the National Food Authority (NFA) a total of P1,182,905,000 for the grant of a one-time rice assistance to all qualified employees and workers of national government agencies.

DBM Secretary Amenah F. Pangandaman approved the Special Allotment Release Order (SARO) and corresponding Notice of Cash Allocation (NCA) on 12 April 2023.

"As directed by President Ferdinand R. Marcos Jr., we shall ensure the welfare of our government workers by giving them assistance for their household needs and, at the same time, boosting the production of our rice farmers," Secretary Pangandaman said.

The rice assistance will benefit 1,892,648 government workers, including Job Order (JO) and Contract of Service (COS) personnel.

Administrative Order No. 2, signed by President Marcos Jr., authorizes the grant of one-time assistance at a uniform quantity of 25 kilograms of rice to all qualified government workers/employees.

The rice assistance shall be granted to beneficiaries who are still in the government service and/or engaged by government agencies as of 30 November 2022.

Jose Rizalino Acuzar together with representatives of government financial institutions (GFIs) and the country’s top banks, following the World Bank’s turnover of the Framework for Resilient Housing and Shelter Programs to the Department of Human Settlements and Urban Development (DHSUD).

The said framework intends to direct the coordination and identification of housing strategies and programs of national government agencies, local government units, and government partners in all phases of disaster management.
