The residents of Occidental Mindoro will have additional power supply starting 29 April 2023 after the National Electrification Administration (NEA) and Power Systems, Inc. (PSI) agreed in principle to operate the PSI power plant in San Jose, Occidental Mindoro.

The agreement was the result of NEA Administrator Antonio Mariano Almeda’s visit to the province last Tuesday, 25 April 2023. The NEA Chief inspected the power plant of PSI which has a dependable capacity of 5-6 MW. This would give the residents of Occidental Mindoro roughly 6-7 hours of electricity per day.

Based on the agreement, the NEA will contract PSI for a period of two months as a matter of subsidy from the National Government. The cost of the operation will not be passed on to the consumers.

"NEA will cover for the cost of operation for the first two months, that is the help we'll get from the National Government in the person of President Bongbong Marcos," Administrator Almeda said in a press conference.

Leasing the PSI power plant is only one of the measures undertaken by the Administrator to resolve the power crisis in Occidental Mindoro. He likewise requested DMCI Power Corporation (DPC) to immediately supply power to the Occidental Mindoro Electric Cooperative, Inc. (OMECO) after the Department of Energy (DOE) issued a Certificate of Exemption from the conduct of the Competitive Selection Process (COE-CSP) for the negotiated procurement of 17 MW Emergency Power Supply Agreement (EPSA).

"The DMCI promised to roll out 10 MW in a matter of 30 days and the 7 MW in two months," the Administrator told the media last 24 April 2023. The EPSA would last only until 31 March 2024, which would give OMECO time to conclude its Competitive Selection Process to procure power for its long-term energy requirements.

Also, two (2) units of diesel generator sets (at 2 MW per unit) in the possession of electric cooperatives (ECs) in Region VIII have been assessed and are in the process of being shipped to Occidental Mindoro, intended to supply additional electricity to some vital services in Occidental Mindoro such as hospitals and schools. Another two (2) units of diesel generator sets (also at 2 MW per unit) are currently being assessed, and put in reserve in case needed. The said units were procured during the time of former President Benigno Aquino III for the Mindanao power crisis in 2013.

On 26 April 2023, NEA attended an inter-agency meeting with the Presidential Management Staff (PMS) and updated President Ferdinand “Bongbong” Marcos, Jr. of the steps taken and still needed to finally address the energy crisis in Occidental Mindoro. NEA will continue to lead the government's action in addressing the power supply problem in Occidental Mindoro. # # #

Noong April 5, kasagsagan ng Holy Week, nagpatawag si Sen. Idol Raffy Tulfo ng emergency consultative meeting sa Senate Committee on Energy via zoom na kinabibilangan ng iba’t ibang ahensya ng pamahalan para talakayin ang nangyayaring malawakang brownout sa Occidental Mindoro.

Natapos ang pag-uusap noon sa gagawa ng board resolution ang Occidental Mindoro Electric Cooperative, Inc (OMECO) upang sila ay pautangin ng National Electrification Administration (NEA) ng ₱50 million na pambili ng bunker fuel para sa temporary immediate solution sa nagaganap na power crisis.

Kahapon, iniligay na ng provincial government ng Occidental Mindoro ang nasabing probinsya under state of calamity dahil apat na oras na lamang nagkakaroon ng kuryente kada araw doon. Kaya ngayong araw, tinawagan ni Sen. Raffy si NEA Administrator Antonio Almeda upang alamin kung ano na ang mga ginagawa nilang aksyon para mahanapan ng agarang konkretong solusyon ito.

Ayon kay Almeda, humingi na sila ng Certificate of Exemption (COE) mula sa Department of Energy (DOE) para payagang makapasok sa Emergency Power Supply Agreement (EPSA) ang OMECO. Pag nangyari ito, makaka-secure na sila ng mga modular genset mula sa Singapore na makakapag-generate ng hanggang 17 megawatts (MW).

Isa pa sa ginagawang aksyon ng NEA ay i-transfer ang apat na modular gensets na tig-2MW mula sa Mindanao. Ito ang mga modular genset na ginamit noong 2013-2014 nang magkaroon ng emergency power crisis sa Mindanao. Lahat ito ay makakapag-produce ng hanggang 8MW.

Hiniling na rin ng NEA sa DMCI Power Corporation na makapagbigay ng humigit kumulang 10MW ng kuryente mula sa Oriental Mindoro patungong Occidental Mindoro. Itong 10MW ay agad-agad makakapagbigay ng dagdag 4 oras na kuryente kada araw sa Occidental Mindoro.

Nag-request na rin daw ang NEA at DOE sa Department of Finance (DOF) na alisin na ang restriction sa susunod na pag-secure ng loan ng National Power Corporation (NPC) para magamit na ito sa kabuuan at pangkalahatang missionary electrification areas. Sa kasalukuyang patakaran kasi, hindi pwedeng gamitin ng NPC ang kanilang nakukuhang loan sa mga lugar na private power providers na ang nagsusupply ng kuryente na siyang katayuan ngayon ng OMECO. Ito’y dahil na rin ang OMECO ay hindi na kasama sa Small Power Utility Groups (SPUG) areas ng NPC. Ang SPUG ay kung saan ang NPC ang nananatiling power provider sa lugar.

Ipinakiusap na rin ng NEA sa NPC na sila na ang mag-operate sa isang luma at hindi na ginagamit na planta ng NPC na kanilang kukumpunihin para ito’y maging isang operational plant at makapag-generate ng hanggang 10MW.

Pipilitin ng NEA sa pakikipagtulungan ng iba’t ibang ahensya ng pamahalaan na matugunan ang ilan sa mga ito sa loob ng tatlong linggo nang sa gayon ay maibalik na sa normal ang suplay ng kuryente sa Occidental Mindoro.

Ngayong araw din, tumawag si Sen. Tulfo sa Malacañang para humingi ng appointment upang personal na makausap si pangulong Bongbong Marcos para talakayin ang mga bagay na pwedeng maitulong ng Senado hinggil sa usaping ito.

Tumawag si Admin Almeda kay Senator Tulfo para magbigay ng pinakalatest na update.

Ayon kay Almeda, pinasusumite na ng Department of Budget and Management (DBM) ang Department of Energy ng paperworks para sa 140 Million subsidy na ibibigay ng pamahalaan para sa OMECO.

Ang halagang ito ay makakatulong na makapagbigay ng 2 months power supply sa probinsya ng Occidental Mindoro.

Dagdag pa ni Almeda, sa loob ng darating na 2 buwan, tiyak na mababalik na raw sa normal ang supply ng kuryente doon.

Ang pagdating ni Pangulong Bongbong Marcos sa lalawigan ng Oriental Mindoro.

Kasama si Pangulong Bongbong Marcos ay siniyasat natin ang naging epekto ng oil spill sa lalawigan mula sa himpapawid. Nakatakdang makapulong naman natin siya ngayong umaga kasama ang mga secretaries ng iba't ibang ahensya.

OMCPC, MULING MAGBABAWAS NG ISANG UNIT NG GENSET

Ganap na 2:54 PM ngayong hapon nang matanggap ng OMECO ang sulat mula sa pamunuan ng OMCPC tungkol sa muling pagbabawas ng isa pang unit ng kanilang planta dahil sa wala pa umano silang natatanggap na subsidy mula sa NAPOCOR. May kabuuan na lamang 7.5MW na suplay ng kuryente ang maisusuplay ng OMCPC sa OMECO simula mamayang alas-dose (12:00) ng madaling araw.

Dahil sa pagbabawas na ito, magkakaroon na lamang ng apat (4) na oras na may kuryente kada araw sa ilalabas na panibagong schedule ng rotational power supply.
