ＯＦＦＩＣＩＡＬ ＳＴＡＴＥＭＥＮＴ

To my fellow ZaNortehanons,

With a heavy heart, I address to you a pressing matter which threatens the welfare of our province and its members. The provincial administration is currently facing significant challenges caused by the delay, albeit intended or otherwise not, in approving the appropriation ordinance. The Supplemental Budget No. 3 is vital to the continued operation of the provincial administration as it ensures funding for the salaries of job order workers employed across the provincial government and provides resources for critical infrastructure projects that are to be implemented or are ongoing.

However, much to my dismay, hardworking individuals who have already rendered their services are left without the compensation they rightly deserve for the months of October to December of this year. What should have been a joyful season for many has turned into a time of uncertainty and strife.

This situation is not just about salaries; this issue extends far deeper than that. As the majority members of the Sangguniang Panlalawigan delays its budget hearings, the eventuality that Annual Budget for the year 2025 may be re-enacted creates the risks having a domino effect on the province's operations, namely:

• The potential closure of provincial hospitals due to insufficient manpower;
• halted infrastructure projects critical to provincial development; and
• the non-implementation of the mandated salary increases for regular employees, as stipulated by the Civil Service Law.

I earnestly call upon the honorable members of the Sangguniang Panlalawigan of Zamboanga del Norte to act swiftly and decisively. Let us put aside differences and recognize the collective duty we have to our fellow ZaNortehanons. Fairness, kindness, and urgency is of utmost importance as we resolve this issue, ensuring that the welfare of those who serve the province and the constituents who rely on these services.

Let this be a season not of discord, but of shared resolve to overcome challenges together. I trust in the inherent goodness of our fellow leaders and in their pledge to the people of Zamboanga del Norte.
