Nagsagawa ng site visit at inspeksyon si Albay 3rd District Congressman Fernando Didi Cabredo at Mayor Fernando Gonzales sa nagpapatuloy na konstruksyon ng Bicol University College of Veterinary Medicine sa Barangay Bay, Ligao City.

Kung babalikan, noong Disyembre 20, 2023, ng pormal na lagdaan ang gawing batas ni Pangulong Ferdinand Marcos Jr. ang Republic Act 11973 o ang pagtatatag ng Bicol University College of Veterinary Medicine sa lungsod ng Ligao.

Ayon kay Cabredo, prayoridad nito ang nasabing batas dahil titiyakin nito ang sustainability ng Veterinary Medicine Program sa Bicol University sa pamamagitan ng tuluy-tuloy na funding at suporta mula sa national government.

Samantala, nagpasalamat naman si Cabredo sa Lokal na Pamahalaan ng Ligao City dahil sa naging donasyong lupa na napakahalaga para sa nasabing proyekto.

CONG. ELIZALDY CO, NAISAKATUPARAN ANG LIBRENG PROFESSIONAL FEES SA ILALIM NG MAIFIP SA MGA DOH HOSPITALS SA BUONG BANSA

Sa patuloy na pagsusulong ng mga inisyatibo ni Cong. Elizaldy Co ng Ako Bicol Party Lists, para sa mas abot-kayang serbisyong pangkalusugan, personal niyang kinausap, kasama si Speaker Ferdinand Martin Romualdez, si Health Secretary Ted Herbosa upang maisama ang professional fees ng mga doktor sa coverage ng Guarantee Letters (GLs) sa ilalim ng Medical Assistance for Indigent and Financially Incapacitated Individuals Program (MAIFIP).

Ayon kay Cong. Zaldy, ang pagkakaroon ng libreng professional fees ay malaking tulong para sa mga Pilipinong hindi kayang tustusan ang mataas na gastos sa serbisyong medikal. Para kay Cong. Zaldy, napakahalaga ng pagbabago na ito dahil madalas umanongng professional fees ng mga doktor ang nagiging dagdag na pasanin ng mga pasyente.

Gustong alisin ni Cong. Zaldy ang hadlang na ito upang masigurong ang bawat Pilipino, lalo na ang mga mahihirap, ay may access sa kumpletong serbisyong medikal nang walang iniintinding karagdagang gastos.

Bukod dito, binigyang-diin ni Cong. Zaldy na ang ganitong hakbang ay hindi lamang magbibigay ng kaluwagan sa mga pasyente kundi magpapataas din ng kumpiyansa ng mga tao sa mga programa ng pamahalaan.

Dagdag pa ni Cong. Zaldy, ang libreng healthcare mula umpisa hanggang matapos ay isang karapatan na dapat matamasa ng bawat Pilipino, hindi lamang isang pribilehiyo.

Ang panawagan ni Cong. Zaldy na isama ang professional fees ng mga doktor sa MAIFIP sa mga DOH hospitals sa buong bansa ay bahagi ng mas malawak na adbokasiya ng Ako Bicol Party-list para sa komprehensibong healthcare na abot-kaya at sapat para sa lahat ng Pilipino.

Naglabas ng Lahar Advisory ang Philippine Institute of Volcanology ans Seismology (PHIVOLCS) para sa mga lugar na nasa palibot ng bulkang Mayon sa Albay dahil sa inaasahan na epekto ni Tropical Storm Enteng.

Ayon sa ahensiya, dahil sa malakas na mga pag-ulan na dulot ng nasabing sama ng panahon na inaasahan na mararanasan hanggang sa mga susunod na oras, maari itong magdulot ng volcanic sediment flow o lahar sa mga ilog at river channels malapit sa bulkan.

Dahil dito, inaabisuhan ang publiko partikular ang mga residenteng malapit sa dalisdis ng bulkan na mag-ingat at maging handa lalo na kung magpatuloy pa ang malakas na ulan na maaring magresulta sa pagragasa ng non-eruption lahar mula sa tuktok ng bulkan.

Mahigpit din pinag-iingat at binabantayan mula sa inaasahang lahar at sediment-laden streamflows ang Misi, Binaan, Anoling, Quirangay, Maninila, Masarawag, Muladbucad, Nasisi, Mabinit, Matan-ag, Bonga, Buyuan, Basud, at Bulawan channels sa Albay.

Matatandaan na umabot na sa 48M na tonelada ng volcanic debris ang nailabas mula sa bulkan ayon sa PHIVOLCS simula ng mag-alburuto ito nitong nakaraang taon.

Nagpahayag ng kahandaan ang Department of Social Welfare and Development (DSWD) Bicol para sa disaster operations sa buong rehiyon at sa epekto ng Bagyong Enteng.

Ayon sa ahensya, nasa P3M ang kanilang standby funds at mayroon silang P223,651,996 na halaga ng relief items kung saan nasa 131,243 ang family food packs at 78,387 ang non-food packs items.

Ang non-food items ay kinabibilangan ng 15,081 na family kits, 5,367 na sleeping kits, 5,073 na hygience kits, 10,066 kitchen kits at 15,081 na NFIs.

Samantala, ipinag-utos ni DSWD Bicol Regional Director Norman Laurio sa mga staff nito na maging handa sa posibleng deployment alinsunod sa disaster response management mandate ng ahensya.

Pinayuhan din ang mga ito na magsagawa ng mahigpit na monitoring sa posibleng epekto ng sama ng panahon sa kanilang respective areas of responsibility. Tiniyak din nila ang availability ng response personnel, pagmantine ng accessible communication lines, at pagsusumite ng reports sa Disaster Response Management Division.

Bahagyang lumakas at bumagal ang pagkilos ng Tropical Storm Enteng habang binabaybay nito ang karagatan, silangan ng Bicol Region.

Huling namataan ang bagyong sa coastal waters ng Vinzons, Camarines Norte kung saan taglay nito ang lakas ng hangin na 75 km/hr malapit sa centro at bugso ng hangin na umaabot sa 90 km/hr.

Ang Bagyo ay kumikilos pa-kanluran, hilagang kanluran sa bilis na 10 km/hr at sa kasalukuyan ay nagdudulot pa rin ito ng halos tuluy-tuloy at malalakas na pag-ulan sa Bicol Region, Quezon Province, at malaking bahagi ng Luzon.

Samantala, ang southwest monsoon o habagat ay patuloy na umiiral sa kanlurang bahagi ng Southern Luzon at Visayas na magdudulot ng pag-ulan sa central at southern Luzon maging sa area ng western Visayas.

Inaasahang kikilos ang bagyo pa-hilagang kanluran sa loob ng 24 oras at posibleng magland-fall sa Isabela-Cagayan area mamayang hapon o gabi.
Sakaling magkaroon ng pagbabago sa galaw ng bagyo o west ward shift ay maaring mag-landfall si Bagyong Enteng sa northern portion ng Aurora.

Patuloy na kikilos ang bagyo sa west northwestward at inaasahang lalabas ito sa Area of Responsibility (PAR) sa Miyerkules ng gabi o Huwebes ng umaga.

Nakataas ang Wind Signal Number 2 sa norteastern portion ng Camarines Norte, partikular na sa bayan ng Vinzons, San Lorenzo Ruiz, Talisay, Daet, Labo, Paracale, Jose Panganiban, San Vicente, Basud, Mercedes, at norteastern portion ng Camarines Sur, partikular na sa Garchitorena, Caramoan, Presentacion, San Jose, Lagonoy, Tinambac at Siruma.

Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are expected especially in areas that are highly or very highly susceptible to these hazards as identified in official hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.
Furthermore, the enhanced Southwest Monsoon will bring moderate to intense rainfall in other areas of Luzon and Visayas (especially along the western portions). For more information, refer to Weather Advisory No. 4 issued at 11:00 PM yesterday.
Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minor to moderate impacts from strong winds are possible within any of the localities where Wind Signal No. 2 is hoisted.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The highest possible Wind Signal that may be hoisted during the passage of ENTENG is Wind Signal No. 3.
The enhanced Southwest Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today: Ilocos Region, Zambales, Bataan, Pampanga, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Visayas
• Tomorrow (3 September): Zambales, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Visayas.
• Wednesday (4 September): Zambales, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas.
HAZARDS AFFECTING COASTAL WATERS
In the next 24 hours, ENTENG and the enhanced Southwest Monsoon will bring the following conditions over the coastal waters of the country:
• Gale Warning is in effect over the eastern seaboard of Luzon and the southern seaboard of Southern Luzon. Sea travel is risky for small seacrafts, including all types of motorbancas. For more information, refer to Gale Warning No. 2 issued at 5:00 AM today.
• Moderate to rough seas over the northern seaboard of Northern Luzon and the western seaboard of Central Luzon (1.5 to 3.5 m), the western seaboard of Southern Luzon and the seaboards of Western Visayas (1.5 to 3.0 m). Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
• Slight to moderate seas are expected over the rest of the country (1.0 to 2.5 m). Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
TRACK AND INTENSITY OUTLOOK
• ENTENG is forecast to move generally northwestward in the next 24 hours. ENTENG may possibly make landfall over Isabela or Cagayan this afternoon or tonight. Shall the forecast track shift further to the west, landfall over the northern portion of Aurora is not ruled out.
• From tomorrow early morning (3 September), ENTENG will generally turn west northwestward. Possible landfall over Babuyan Islands is also not ruled out. A period of deceleration from tomorrow to Wednesday (4 September) is expected while ENTENG is slowly intensifying over Luzon Strait. ENTENG will continue to move west northwestward while accelerating and is expected to exit the Philippine Area of Responsibility by Wednesday evening to Thursday early morning (5 September).
• There may be a further westward shift in the track forecast due to the developing ridge of high pressure north of ENTENG, which may increase rainfall amounts over mainland Luzon.
• ENTENG is forecast to maintain tropical storm category until Tuesday and will intensify into a severe tropical storm by Wednesday. It may also reach a peak category of typhoon by Thursday or Friday. Further intensification over the Philippine Sea is still likely due to favorable conditions.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

“ENTENG” INTENSIFIES INTO A TROPICAL STORM NEAR CATANDUANES

Location of Center (10:00 PM):
The center of Tropical Storm ENTENG was estimated based on all available data over the coastal waters of Bagamanoc, Catanduanes (14.0°N, 124.4°E)

Intensity:
Maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 998 hPa

Present Movement:
Northwestward at 15 km/h

Extent of Tropical Cyclone Winds:
Strong to gale-force winds extend outwards up to 250 km from the center

Forecast accumulated rainfall: Tonight to tomorrow evening (2 September)
• > 200 mm: Camarines Norte, Camarines Sur, Polillo Island, and the southern portion of mainland Quezon
• 100-200 mm: The rest of Quezon, Catanduanes, Masbate, Albay, Sorsogon, Northern Samar, and Samar
• 50-100 mm: Isabela, Quirino, Aurora, Bulacan, Metro Manila, the rest of CALABARZON, Marinduque, Romblon, Eastern Samar, Biliran, and northern portion of Leyte.

Forecast accumulated rainfall: Tomorrow evening to Tuesday evening (3 September)
• 100-200 mm: Isabela, Cagayan, Abra, and Ilocos Norte
• 50-100 mm: Aurora and the rest of Ilocos Region, Cordillera Administrative Region, and mainland Cagayan Valley

Forecast accumulated rainfall: Tuesday evening to Wednesday evening (4 September)
• 100-200 mm: Babuyan Islands, Apayao, Ilocos Norte, and the northern portion of Ilocos Sur
• 50-100 mm: Batanes, mainland Cagayan, and the rest of Cordillera Administrative Region and Ilocos Region.

Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are expected especially in areas that are highly or very highly susceptible to these hazards as identified in official hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.

Furthermore, the enhanced Southwest Monsoon will bring moderate to intense rainfall in other areas of Luzon and Visayas (especially along the western portions). For more information, refer to Weather Advisory No. 4 issued at 11:00 PM today.

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest possible Wind Signal that may be hoisted during the passage of ENTENG is Wind Signal No. 2 or 3.

The enhanced Southwest Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• From tonight to tomorrow evening: MIMAROPA, Western Visayas, Central Visayas, Negros Island Region, Eastern Visayas (outside Wind Signal areas), Caraga Region, Northern Mindanao, and Zamboanga Peninsula
• From tomorrow evening to Tuesday evening: Zambales, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, and Caraga Region.
• From Tuesday evening to Wednesday evening: Zambales, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas.

HAZARDS AFFECTING COASTAL WATERS
In the next 24 hours, ENTENG and the enhanced Southwest Monsoon will bring the following conditions over the coastal waters of the country:
• Gale Warning is in effect over Catanduanes, Camarines Norte, the eastern coast of Camarines Sur, the eastern coast of Albay, the eastern coast of Sorsogon, and the northern and eastern coast of Northern Samar. Sea travel is risky for small seacrafts, including all types of motorbancas. For more information, refer to Gale Warning No. 1 issued at 5:00 PM today.
• Moderate to rough seas over the eastern seaboards of Central Luzon and Southern Luzon outside Gale Warning areas (1.5 to 3.5 m), the eastern seaboard of Eastern Samar, and the seaboard of Kalayaan Islands (1.5 to 3.0 m). Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
• Moderate seas are expected over the southern seaboard of CALABARZON, the remaining seaboards of Bicol Region, Palawan, and Eastern Visayas, the seaboard of Western Visayas, the northern and eastern seaboard of Caraga Region, and the eastern seaboard of Davao Oriental (1.5 to 2.5 m). Slight to moderate seas are possible for the eastern seaboard of mainland Northern Luzon, the remaining seaboards of MIMAROPA, Visayas, Caraga Region, the seaboard of Northern Mindanao, and the eastern seaboard of Davao Occidental (1.0 to 2.0 m). Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• ENTENG is forecast to move generally northwestward until tomorrow (2 September). ENTENG is forecast to be over the coastal waters of Isabela by tomorrow evening. So far, no landfall has been recorded.
• From tomorrow evening to Tuesday morning (3 September), ENTENG will move generally north northwestward before turning west northwestward over the Luzon Strait from Tuesday morning onwards, with a period of deceleration from Tuesday to Wednesday (4 September). Another landfall in the vicinity of mainland Northern Luzon or Babuyan Islands is not ruled out. A more northwestward movement is expected by Thursday (5 September) onwards.
• There may be a further westward shift in the track forecast due to the developing ridge of high pressure north of ENTENG, which may increase rainfall amounts over mainland Luzon.
• ENTENG is forecast to maintain tropical storm category until Tuesday and will intensify into a severe tropical storm by Wednesday. It may also reach a peak category of typhoon by Thursday or Friday. Changes in the intensity forecast is still likely over the Philippine Sea due to favorable conditions.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

Relative to Dost-pagasa's advisory, the MDRRMC further orders the following to ensure public safety:

1. The public and all 44 BDRRMC'S concerned to take necessary precautionary measures against the effects of possible moderate to occasional heavy rains brought about by the enhanced southwest monsoon and to implement evacuation if the need arises.

2. The public is advised to minimize and or avoid any unnecessary outdoor activities due to the above-mentioned environmental conditions.

3. Cancellation/suspension of classes ( schools to adhere to the guidelines stated under DEPED ORDER 37 s. 2022) until LIFTED.

4. Regularly monitor PAGASA's weather bulletin for the latest weather updates.
