NTF-ELCAC CONDEMNS NPA’S MERCILESS KILLING OF FARMER IN ZAMBO

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) condemned the New People’s Army (NPA), a terrorist group, for executing a farmer on the day President Ferdinand Marcos Jr. issued his landmark amnesty program to all rebel groups.

The farmer, 48-year-old Ricardo Quijano, was shot pointblank in the forehead by members of the terrorist group for refusing to give them food.

“The NPA killed an innocent farmer on the very day the President offered the olive branch for peace and reconciliation. This killing of Quijano is diabolical and justice must be meted out without delay,” National Secretariat Executive Director Undersecretary Ernesto Torres Jr. said.

In step with the killing of the farmer, the Makabayan bloc thumbed down the amnesty grant, earning the ire of JRTF6-ELCAC Spokesperson Prosecutor Flosemer Chris Gonzales who lambasted them in a statement saying, "Amnesty does not have to be.. ...vilified, maligned, or made into a political circus by the Makabayan bloc lawmakers.

Further on, Gonzales said, "The 'makabayan' people in Congress... ...are promoting that the government seek to please the communist terrorist groups as a precondition to attaining peace by engaging the terrorist groups in a so-called 'peace talks'. On this specific point, the not so makabayan lawmakers are dead wrong.

"If the 'makabayan' lawmakers find it extremely difficult to support the amnesty processes, then, they can just step aside, keep their mouths shut, and let the government and the NTF-ELCAC whole-of-nation approach win the peace by ending the local conflicts in the entire archipelago."

Last Thursday, Pres. Marcos Jr. signed Proclamations 403, 404, 405, and 406 to woe rebel and insurgent groups to return to the fold of the law for sake of peace, reconciliation and unity.

The grant of amnesty demonstrates the President's sincere desire to put an end to the 55 year local communist armed conflict.

“Really, the President is walking the talk. He has a clear vision rooted in the principles of reconciliation and unity. The amnesty serves as a bridge toward healing and reintegration for individuals who once stood on opposing sides of armed conflict. It is imperative to emphasize the profound commitment to justice and societal healing embedded within this amnesty program,” National Secretariat Executive Director Torres said.

Despite the latest horrifying atrocity of the CPP-NPA-NDF, Torres has vowed to intensify convergence activities of the National Secretariat with all its local partners and to synchronize all efforts to finally defeat the CTGs.

“We call on the last remaining members of the CPP-NPA-NDF and RPMP to give up the armed struggle and formally return to the folds of the law. Let us move forward together, transcending past conflicts and differences, towards a future where peace reigns supreme. Our collective efforts today lay the groundwork for a more cohesive and prosperous Philippines tomorrow,” he said.

NTF-ELCAC supports the key thrusts of new DA Chief

The National Secretariat of National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Undersecretary Ernesto C. Torres Jr. is optimistic that the Department of Agriculture (DA) will contribute significantly in carrying out a number of projects and programs that support agriculture, food security, and provide opportunities for livelihood for fishermen and farmers in areas affected by conflict.

According to President Ferdinand Marcos Jr.'s marching order, modernizing the agriculture sector is necessary to ensure food security, reduce reliance on imports, and enable the country to lift millions of farmers and fishermen out of poverty by the end of his term. Thus, the newly-appointed Secretary of Agriculture, Francisco Tiu Laurel, Jr., has identified modernizing agriculture and increasing food production as his top priorities for the Philippine economy.

_“By modernizing the agriculture sector, we could make it a more profitable venture and attract a younger generation that would ensure the country’s food security in the decades to come,”_ Sec. Laurel said.

Essentially, data show that one in every four Filipinos is employed in the agricultural sector, making it a crucial industry that contributes approximately 10% to the country's GDP. Despite the significant role it plays in the economy, it is disheartening to note that over 10 million farmers and fishermen in the Philippines still struggle with poverty, grappling with precarious financial circumstances. With this, Secretary Laurel intends to travel around the nation in the upcoming weeks in order to gain a deeper understanding of the actual situation on the ground.

With the National Secretariat's commitment of support for the new Secretary, we can move forward to attain lasting peace and genuine development.

45 former rebels (FRs) finished the six-day deradicalization program from 6 to 11 November conducted by the 30th Infantry Battalion (30IB), in collaboration with the 901st Infantry Brigade, in Barangay Bad-as, Placer, Surigao del Norte.

One of the emphases of the training was directed at the psychosocial aspect of the participants such as knowing the self and community, sharing God’s words, building trust, and other team-building activities.

Col. Arsenio Sadural, commander of the 901st Infantry Brigade, said the program is for their ultimate freedom by equipping them with the essential things and needed information to guide them towards an orderly and peaceful life for them and their families.

PNP AFP JOINT COMMUNITY SUPPORT PROGRAM TRAINING IN CAR

Over a hundred members of the Armed Forces of the Philippines and the Philippine National Police began their 12-day Community Support Program (CSP) training in the highland Cordillera Administrative Region.

The joint training opened at the Cordillera Police Regional Headquarters at Camp Bado Dangwa in La Trinidad, Benguet on November 10. It focuses on the Community Support Program (CSP) and seeks to enhance the capabilities of both the AFP and PNP stationed in the highland region in maintaining peace, security, and development initiatives.

“The joint training signifies our dedication to work hand in hand as we recognize the significant role we both play in maintaining peace and development in the region in support of the Local Government Unit”, Philippine Army Col. Virgilio Noora, who spoke during the opening rites of the joint training said.

PARADIGM SHIFT IN SAMAR

The Department of Agriculture (DA), the lead agency in the Poverty Reduction, Livelihood, and Employment Cluster (PRLEC) under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), spearheaded the implementation of intervention programs for marginalized communities in Geographically Isolated and Disadvantaged Areas (GIDA).

DA Assistant Secretary for Inspectorate and Enforcement (DA-IE) James Layug described this new paradigm shift as self-reliant, productive, resilient, and sustainable not only for our farmers and fisherfolks but for the overall welfare of communities.

Other member agencies that actively participated in the PRELEC include BFAR 8 - Regional Fisheries Training & Fisherfolks Coordination Division, Department of Agriculture - Eastern Visayas, 8th Infantry Division, Uswag Sinirangan Bisayas (USB), and Sitio Cantaba Workers/ Farmers Association (SCAWA).

Aside from DA, PRLEC is composed of the Technical Education and Skills Development Authority, Department of Trade and Industry, Department of Labor and Employment, Development Bank of the Philippines, Department of Social Welfare and Development, and Department of Agrarian Reform.

STATEMENT OF THE
NATIONAL TASK FORCE TO END LOCAL COMMUNIST ARMED CONFLICT
On The Statement by UN Special Rapporteur Ian Fry
15 November 2023, Manila

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) takes strong exception to the call made by Dr. Ian Fry, visiting UN Special Rapporteur on human rights in the context of climate change, to “disband” the NTF ELCAC based on allegations of violations against environmental human rights defenders.

Fry, in his capacity as a UNSR on a country visit, has been given the freedom to move and inquire on matters related to his mandate. But apparently, due to reasons beyond us, he has not exercised this to its full potential. In the interest of fairness and justice, he should have raised his concerns with us to ensure that he has full appreciation of the body’s mandate, operations, and over-all directions. Sadly, even if he had issues on the NTF ELCAC that are relevant to his report, he did not find time to do so.

We wish to assure him that the NTF-ELCAC is a working and effective human rights mechanism founded on the principles of good and inclusive governance and we could have helped him define it in his study. Specifically, we would have been able to provide valuable inputs on how the NTF-ELCAC has brought peace and development in far-flung communities, many of which are indigenous cultural communities greatly affected by the impact of climate change, apart from being victims of violent extremists and terrorists.

Relatedly, we could have assisted him in engaging with our stakeholders who are peace and human rights stakeholders and defenders. We could have informed him of the NTF-ELCAC’s flagship programs, advocacies, and thrusts to achieve genuine peace, unity, and development, especially in geographically isolated and disadvantaged areas that once served as hotbeds of communist terrorism.

Therefore, in the absence of this clarificatory engagement with the NTF-ELCAC, Fry’s report must be deemed incomplete. Clarity in context is required to enrich his report and render the same relevant.

Reiterating that Fry has had a very limited time in his visit, we extend an open invitation to him for a dialogue in the near future before he finalizes his report. We would consider his acceptance of this offer as an indication to truly preserve the integrity of his mandate to engage States on matters of human rights in an inclusive, impartial, and non-discriminatory manner

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is proud to join the nation in commemorating the National Students' Day, an occasion that celebrates the dedication and potential of our students, the future leaders of our society.
National Students' Day, observed on the 17th of November of each year, serves as a reminder of the importance of education and the incredible accomplishments of students across the country. It aims to inculcate love of country and social responsibility among the youth.

Unfortunately, for more than 50 years now, the CPP-NPA-NDF, through Kabataan Makabayan, its underground wing for organizing youth and students, has continually exploited the youth, enticing them to join its terrorist organization. This has led to the separation of families and the deprivation of promising futures. In his speech, the founding chairman of the CPP himself named CPP front organization, the League of Filipino Students, as the frontline in their radicalization of youth and students.

This situation if not acted upon will compromise not only the future of our students but most especially of our beloved country. This is the reason why NTF-ELCAC is more resolute in its commitment to confront and counteract their actions. NTF ELCAC will intensify its efforts to address the issue of radicalization and recruitment by the Communists Terrorist Groups (CTGs) among the students in schools by all legal means possible. NTF ELCAC is committed to empowering and inspiring our students to reach their full potential.

We urge the Filipino students not to let themselves be deceived by these terrorist groups. Instead, support and join us in our efforts to protect our cherished democracy and help in uplifting the quality of life of our kababayan. Together, let us Serve the People and create meaningful and positive changes for the nation.

On "Red-Tagging"

Simply put, we need to continue to expose the truth about the duplicitous nature of certain organizations and personalities connected with the Communist Terrorist Groups (CTGs)..... in order to provide the Filipino people an opportunity to exercise their right to an informed choice... a choice that would not lead them to harm themselves, their families and the communities where they live in. If we, in the government, do not do these, we would be remiss in our constitutional mandate to protect the people.

If in our performance of such duties one feels violated, there are existing legal mechanisms that they can always resort to.

Now, if we go along with the CTG's branding and narrative on "red-tagging" we might be unconsciously aiding their effort to dishearten or silence those who are passionate and courageous enough among us in exposing the CTG's deception to further their armed revolution.

We are in a propaganda war against the CTGs, and the best way to win this war is to tell the truth!

The final battle against the CTGs would not be fought in the hinterlands, it would be fought in the urban areas! Not with guns and bullets this time, but with the HEART to genuinely protect the people, and with the MIND to pursue inclusive development!

With the help and understanding of peace-loving Filipinos, this can be done... and be done soon!

“Demoralized and starving”, the NTF-ELCAC welcomes the surrender of 25 former NPA rebels in Negros Occidental. We, likewise, commended our partner 303rd Infantry Brigade led by Brig. Gen. Orlando Edralin and the City Local Government Unit of Himamaylan.

The FRs yielded 8 fi****ms, including six shotguns and two caliber .38 revolvers. They are being assessed for qualification under the Enhanced Comprehensive Local Integration Program (ECLIP).

In CARAGA, PRO-13 Director Police Brig. Gen. Kirby John B. Kraft reported on Nov. 16, 2023, the surrender of 9 rebels who turned over to the government 2 shotguns, 14 bullets, one rifle gr***de, and one M61 hand gr***de.
