PRESS RELEASE

The Department of Labor (DOLE), through Lapu-Lapu City Mayor Junard “Ahong” Chan, distributed 100 sewing machines worth more than half a million pesos to displaced workers here in the city.

Public Employment Service Office (PESO) head Kim Francisco said Mactan Apparels Incorporated, a garment factory exporter, donated these sewing machines for their former workers.

Months ago, Mactan Apparels closed operations and thousands of their garment sewers lost their jobs.

The company gave them separation pay, the government provided them with cash assistance, and some were given a livelihood.

Francisco added that this is part of Lapu-Lapu City’s livelihood program for displaced workers.

Oponganon workers who lost their jobs also received Mayor Chan’s assistance through Social Welfare's Assistance for Individuals in Crisis Situations (AICS) and livelihood through DOLE.

Lapu-Lapu City Cooperative and Livelihood Resource Center (LCLRC) also trains and provides livelihoods to city residents and housewives.

Francisco said sewing machine beneficiaries may open a tailoring or garment shop to start a livelihood business.

Mactan Apparels officially turned over these sewing machines to the city, and Mayor Chan in turn distributed them to beneficiaries.

There are four types of sewing machines, mostly single-needle machines, and some special machines.

Special sewing machines like bartack machines to sew buttonholes; thread overlock machines to lock cloths to close garments; and cover stitch machines to form zigzag sewing.

The labor department identifies beneficiaries through records profiling and through their submitted project proposals.

Held at the City Auditorium basketball court in Barangay Poblacion, the turn-over was graced by DOLE officials Seymoun Hamoy and Rosana Velado, Association of Barangay Council President Jasmine “Daday” Chan, Poblacion Barangay Captain Tirso Tumulak and council members.

LOOK | City Mayor Junard "Ahong" Chan met with all the contractors involved in the road projects in Lapu-Lapu City. The purpose of the meeting was to discuss and provide updates on the current status of various projects related to roads, drainage, and coordination initiatives within the city. The meeting took place in the mayor's conference room on Thursday.

Mayor Chan was accompanied by City Engineer Perla Amar, City Traffic Management System head Mario Napuli, and a representative from the Office of Congresswoman Cindi King-Chan, Engr. Jonathan Gambe.

Mayor Chan asked all the contractors to complete all the projects before the IRONMAN event in April 2024. This means they need to fast-track the construction without compromising the quality of their work. This urgency is particularly emphasized for projects in Sitio Timpolok in Barangay Babag to Sitio Carajay in Barangay Gun-ob, including Sitio Suba-panas going to Sudtunggan in Barangay Basak and in Fuentes Road in Barangay Pajac.

A Lapu-Lapu City Hall employee is under investigation after a video went viral, capturing him forcefully shoving street children away from the welcome signage of Lapu-Lapu City near Airport Road in Marina Mall. The incident, caught on camera, has sparked backlash and a call for action from netizens.

In an interview with Lapu-Lapu City Mayor Junard "Ahong" Chan, he acknowledged that sleeping at the signage is prohibited because more tourists are passing through that area. However, he disapproved of the employee's unprofessional approach in handling the situation. Mayor Chan emphasized that a more humane and compassionate method should have been employed to address the issue.

"While we discourage anyone from sleeping at the signage, we cannot condone the employee's actions. There are proper channels and procedures to handle such situations, especially involving children," Mayor Chan stated during the interview.

He suggested that the employee could have gently awakened the children and coordinated with the City Social Welfare and Development Office (CSWDO) or coordinated with the barangay for appropriate assistance.

Taking swift action, Mayor Chan talked to City Administrator Atty. Danilo Almendras to address the matter.

Atty. Almendras expressed concern over the employee's behavior, noting that the individual might be reassigned to the field. At the same time, he clarified that the employee's actions were inappropriate, given that it was not within his job description to handle such situations.

The City of Lapu-Lapu Office of Substance Abuse Prevention (CLOSAP) subjected 26 workers of the City Clearing Team to a surprise drug test yesterday, Wednesday, January 24.

After the results, two individuals, one being a casual employee and the other a job order worker, tested positive. This falls under the mandate of Lapu-Lapu City Mayor Junard "Ahong" Chan, who has ordered a series of drug tests to eliminate drug use among city hall employees.

Mayor Chan and City Administrator Danilo Almendras initially met with all of them, and then CLOSAP Executive Director Garry Lao led them to the atrium for their surprise drug test.

Weeks ago, a driver of the City Clearing Team, Aldrin Peñaranda-Dungog, and Rodel Asuque-Mojado, a barangay tanod, formally confessed to prosecutors, accusing two other clearing team workers as the brains behind the killing of Executive Assistant for Market Operation in Lapu-Lapu City, Christopher Ceniza, last January 2.

Dungog reportedly contacted the gunman, while Mojado, who is a barangay tanod, served as the gunman’s getaway driver.

The alleged gunman was arrested and is now in the custody of the Lapu-Lapu City Police Office, seven days after the shooting, for drug pushing.

Mayor Chan vowed to cleanse the city government by removing drug users through surprise drug tests.

The other day, Mayor Chan cited this shooting incident and mentioned that one of those involved is a regular drug user.

Mayor Chan’s marching order to Lao is to conduct surprise drug tests for all City Hall workers.

Last Monday, CLOSAP conducted drug tests for workers in CLOSAP, the Human Resource Office, the City Administrator's Office, City Marshals, and traffic enforcers.

A total of 115 were tested, and three out of the 40 randomly picked City Traffic Management System traffic enforcers tested positive for drugs.

The mayor stated that those who tested positive would be terminated and may be readmitted after six months of successful rehabilitation.

Meanwhile, Dangerous Drug Board Regulation 2 Series of 2017 mandates the dismissal from the service of all public servants who are found positive for illegal drug use in random drug tests undertaken by their respective agencies.

The issuance of the regulation also aligns with the sanctions of the Civil Service Commission (CSC), which considers illegal drug use as grave misconduct punishable by dismissal at first offense.

Lapu-Lapu City Mayor Junard “Ahong” Chan will construct a 600-unit tenement for the fire victims of Sitio Sta. Maria, especially those who were residing on the General Milling Corporation (GMC) lot before their homes were razed by the fire.

Mayor Chan disclosed this during a press conference last Tuesday, January 23.

He mentioned that GMC is planning to donate a one-hectare lot at the back of the Felicity Island Hotel, the former SSS building, which is near the location in Barangay Pusok.

"If GMC donates to the City of Lapu-Lapu, the city will take over and implement the project (the tenement building)," the mayor said.

He added that to fund the construction of the tenement, the city will secure a loan from the bank.

Occupants will then make payments to the city through PAG-IBIG, and these payments will be utilized to repay the loan.

The mayor stated that, at the moment, the city is in discussions with GMC.

A massive fire devastated Sitio Sta. Maria, at the back of Island Central Mall in Pusok, left more than 1,575 families homeless on December 12.

The city promptly provided cash assistance, including rent subsidies, for three months, amounting to P15,000 for each family.

Mayor Chan, Congresswoman Cindi King-Chan and the city council members expressed gratitude to senators, congressmen, partylist representatives, and high government officials for their generous donations to the fire victims, which now total Php 14,734,741.00. The Office of the City Treasurer has certified the receipt in the trust fund account.

On December 22, victims received assistance to help them rebuild their homes. Additionally, an extra PHP 24,714.33 in assistance is set to be released very soon for the 561 verified homeowners whose residences were completely destroyed by the fire.

The city is currently reblocking the area razed by the fire to accommodate access roads within the sitio and allow emergency vehicles in and out of the area. PIO

Starting the New Year right, Lapu-Lapu City Mayor Junard “Ahong” Chan is now conducting a series of surprise drug tests to eliminate drug-using employees.

All employees who test positive for illegal drugs will be terminated, said Lapu-Lapu City Mayor Junard “Ahong” Chan. However, they may be given a second chance after six months of successful drug rehabilitation.

In the surprise drug test last Monday, January 22, three out of the 40 randomly picked City Traffic Management System traffic enforcers tested positive for drugs.

Then, on January 12, 69 personnel and staff of Barangay Basak underwent a surprise drug test, and one of them tested positive.

On January 15, in Barangay Pusok, 86 underwent testing, and seven tested positive.

On December 28, of the 115 City Disaster Risk Reduction Management Office (LDRRMO) personnel, three tested positives for drugs.

On December 11, last year, 60 newly elected punong barangays and SK chairmen underwent testing, and all of them tested negative for illegal drugs.

The recent surprise drug tests are just the start, the mayor said.

“That’s our direction, tanan gyud, not only for certain departments but the entire workplace of the government, and we will include the barangays,” the mayor told reporters in an ambush interview.

He said it is important that the city’s workplaces are drug-free since most of the crimes are drug-related.

He cited in the recent major shooting incident that one of those involved, a city clearing team worker, is a “regular” drug user.

“Ato gyud buhaton ang tanan, it’s my marching order to the CLOSAP to conduct a surprise drug test on all government workers in the City of Lapu-Lapu," Mayor Chan told reporters.

The mayor urged all city workers to stay away from drugs, as it will only give them problems.

He said a drug user only has two fates: “motikungkong” or "motikangkang.”.

"Motikungkong,” or curling up in jail when arrested, "motikangkang," spreads one’s legs when one gets killed.

He said one's relationships with one’s family and one’s financial needs will not be enough if one is into illegal drugs. PIO

LOOK | To support students facing financial challenges in pursuing higher education, the Office of Congresswoman Cindi King Chan, in partnership with the Commission on Higher Education (CHED), distributed a total of 1.85 million Pesos this morning, January 23, under the Student Monetary Assistance for Recovery and Transition (SMART) Grant. The wheels of justice are now in motion as prosecutors formally subscribed to the judicial confession of Aldrin Peñaranda-Dungog and Rodel Asuque-Mojado on Monday. The two, in their judicial confession, identified the alleged masterminds, who are also city hall workers, involved in the killing of Christopher Ceniza on January 2.

Dungog, a Lapu-Lapu City Clearing Team driver, reportedly contacted the gunman identified as the middleman, while Mojado, a barangay tanod, served as the gunman's driver.

“Tungod na sa pagtinabangay, sa atoang kapulisan, CCTV cameras, sa atong witnesses, ug usa niana ang pagtabang sab sa atoang pagtutok, pag follow-up sa maong panghitabo, nga matagaan og hustisya ang kamatayon sa usa sa atoang empleyado, nga sinaligan sa atoang merkado publiko,” stated Mayor Junard "Ahong" Chan during a press briefing.

Mayor Chan, accompanied by the police and Ceniza’s family, participated in the formal subscribing of the judicial confessions.

In response to questions about the involvement of other City Hall workers, the mayor stated, “Naa may due process kinahanglan tubagon na ang maong pasangil sa mga nag self-confession ang driver ug ang agent sa maong pag-contact sa gunman."

According to Lt. Col. Christian Torres, the spokesperson of the Lapu-Lapu City Police Office, the gunman, who is not a city hall worker, was apprehended in a buy-bust operation on January 9, seven days after the killing.

“Naa ra na sa mastermind, sa pagtubag niya sa mga statements gikan sa self-confession nga involve niining pagpatay,” Mayor Chan emphasized.

Meanwhile, City Prosecutor Ruso Zaragosa informed reporters that he plans to establish a three-member panel of prosecutors to evaluate the evidence. He also mentioned the possibility of considering one of those involved in the crime as a state witness, but he refrained from identifying any potential candidate. The decision on the state witness, Zaragosa noted, will be determined by the panel of investigators as they assess and evaluate the available evidence.

LOOK | City Mayor Junard "Ahong" Chan, along with Barangay Pajo Councilor Jill Ceniza, witnessed the filing of the case with the prosecutors at the Palace of Justice in Lapu-Lapu City. The office officially received the judicial confession from the middleman Aldrin Peñaranda-Dungog and driver Rodel Asuque-Mojado, who implicated the alleged masterminds in the January 2, 2024, killing of Executive Assistant for Market Operation in Lapu-Lapu City Christopher Ceniza earlier this morning.

The gunman reportedly shot and killed Ceniza and was arrested not for murder on January 9, but in a buy-bust operation, according to the spokesperson of the Lapu-Lapu City Police Office, Lt. Col. Christian Torres.
