Northwestern Universityโs College of Criminal Justice Education (CCJE) celebrated a historic milestone during its annual CCJE Festival, held at the university grounds on April 24-25. The two-day event was highlighted by the Collegeโs first-ever Donning of Shoulder Boards Ceremony, marking the cadetsโ transition into leadership roles and greater responsibilities in law enforcement.
Dr. Jonah Badua, Dean of CCJE, warmly welcomed everyone and emphasized the deeper significance of the occasion.
"The donning of shoulder boards is more than a ceremonial gesture; it symbolizes a milestone towards the readiness to take up greater responsibilities as future leaders in the field of law enforcement and public service," Dr. Badua said.
Moreover, she reminded the students of the important values they must uphold, encouraging them to wear their shoulder boards with pride and honor and to view them as a lasting symbol of their commitment to excellence, dedication to justice, and service to the community.
Vice President for Academic Affairs Dr. Charliemane A. Bullalayao delivered a congratulatory message, extending his gratitude to the parents for entrusting Northwestern University with their children's education.
"As the shoulder boards are formally placed on your uniforms, they symbolize a transformative step in your academic journey," Dr. Bullalayao said. "Let the shoulder board remind you of the weight you carry; not a burden, but a badge of honor. Be proud of this moment, but also be prepared for what it truly signifies: a life of service, dedicatedly walking in the rule of law, protecting the innocent, and stopping fear against injustice."
The keynote speaker, University President Atty. Ferdinand S. Nicolas commended the Collegeโs consistency and excellence.
"Our College of Criminal Justice Education consistently produces many new licensed criminologists every year, including national and regional board top-notchers," he proudly noted. "It only proves the quality of education here at Northwestern University. Number one po ang ating criminology program sa ating probinsya at nagrarank din sa region at the national board."
Moreover, encouraging the College to aim even higher, Atty. Nicolas expressed that it is now the perfect time for CCJE to apply for recognition as a Center of Excellence. Reflecting on his own experiences, he reminded students of the demands faced by those in uniformed service, emphasizing that uniformed personnel must always be ready to respond to duty, often at the sacrifice of personal time.
He stressed that entering the service is a privilege, not a means for gaining power.
"When law enforcers wear their uniform, it is to make them more identifiable as public servants," Atty. Nicolas said. "Ang naka-uniporme ay dapat maasahan, handang tumulong sa lahat ng nangangailangan, disiplinado, at nangunguna sa pagsunod sa batas."
In an interview, CCJESO President Sandy Albano explained the inspiration behind organizing the inaugural Donning of Shoulder Boards Ceremony.
"The initiative was to formally honor and recognize the transition of CCJE cadets into leadership roles, symbolizing their growth, responsibility, and commitment to the core values of the College and University," Ms. Albano stated.
"Witnessing this historical moment for the College is incredibly inspiring and fulfilling. Itโs a proud moment not just for the cadets, but for the entire College community and their families as we celebrate a meaningful and dignified milestone," she added.
Reflecting on the eventโs success, Ms. Albano shared that it proves how coming together with a clear purpose and vision can lead to meaningful and lasting traditions for future generations. She added that it is a moment she will cherish for a lifetime.
The celebration continued with the CCJE Night, which featured the Search for Mr. and Ms. CCJE. Cedric Angelo Cacatian and Czisareena Nicole Espiritu bagged the titles of Mr. and Ms. CCJE 2025, respectively. John Cliff Acosta and Micah Guerrero were named first runners-up, while Drandreb Luna and Xiendel Jeyan Cristobal were announced as second runners-up.
The festival also hosted a variety of activities showcasing the students' skills, discipline, and camaraderie. A bloodletting activity, conducted in partnership with the Philippine Red Cross, opened on the second day, with students and faculty members participating in the cause.
Additionally, in the Airsoft Competition for third-year students, Kim Alyson Mendoza won in the male category, while Yshiedel Raรฑa won in the female category.
Demonstrating technical skills, second-year students competed in the Handcuffing Techniques Competition, performing standing, kneeling, and prone handcuffing maneuvers. Section B, composed of Ryza Elijah Ashlee Daga, Fely Rose Icari, Shiellai Mae Polintang, and Lysa Meryn Saguilla, secured the championship title. Section F was named first runner-up, and Section E placed second runner-up. The champions are now set to represent Northwestern University in the upcoming regional competition organized by the Professional Criminologists Association of the Philippines (PCAP).
The CCJE Festival 2025 celebrated more than just achievements; it strengthened the spirit of excellence, discipline, leadership, and service that the College aims to instill in every student.
As Atty. Nicolas reminded the cadets, "As you continue to dream of becoming law enforcers, remember that wearing the uniform is a sign that you have undertaken a life of service โ for the good of others."
